SO FIRST, A LITTLE BIT OF BACKGROUND ABOUT THIS PARTICULAR GRANT PROGRAM, THE COG GROUP OR CENTRAL TEXAS COUNCIL OF GOVERNMENTS RECEIVED $15 MILLION VIA THE FEDERAL HIGHWAY ADMINISTRATION'S CHARGING FUELING INFRASTRUCTURE COMMUNITY PROGRAM. AND THEY LET A PROJECT OUT ON JULY 2025 FOR THE GRANTS. THE ELIGIBLE APPLICANTS INCLUDED LOCAL GOVERNMENTS, TRANSIT AGENCIES, SCHOOL DISTRICTS, AND PUBLIC COLLEGES AND UNIVERSITY CAMPUSES. ONE OF THE NICE THINGS ABOUT THIS PARTICULAR GRANT IS THAT COG PARTNERED WITH KIMLEY-HORN TO ASSIST ANY OF THE POTENTIAL APPLICANTS WITH THEIR APPLICATIONS. SO I WILL SHARE WITH YOU THAT KIMLEY-HORN CAME IN AND WORKED WITH US, AND THEY DID PROBABLY 98% OF THE LEGWORK OF THE GRANT APPLICATION ITSELF. SO THEY WERE A GREAT ASSET, NO COST TO THE CITY. THAT WAS ALL COVERED BY COG. THIS IS ACTUALLY THE SECOND TIME THE CITY HAS PURSUED AN EV GRANT. WE DID THIS ALSO BACK IN 2021. THAT PARTICULAR GRANT WAS RUN THROUGH A SETTLEMENT OFFER FROM VOLKSWAGEN. IT WAS VALUED AT ONLY $2,500 PER GRANT APPLICATION. WE ENDED UP NOT PURSUING OR NOT WE WERE AWARDED THE GRANT. HOWEVER, AFTER LOOKING AT ALL THE COSTS OF PUTTING A CHARGING STATION IN AND THAT WOULD BE BORNE BY THE CITY, WE DEEMED IT REALLY KIND OF INSIGNIFICANT AND WE DECIDED TO HOLD OFF UNTIL ANOTHER OPPORTUNITY ARRIVED. AND THIS IS IT. SO WHAT DOES THE GRANT COVER? THE CAL GRANT COVERS 80% OF THE INITIAL DEPLOYMENT, AS WELL AS 20% OF THE MAINTENANCE OVER THE FIRST FIVE YEARS. THIS IS A FIVE YEAR PROGRAM, AND AFTER FIVE YEARS, WE CAN EITHER END THE PROGRAM OR CONTINUE WORKING WITH THE VENDOR AND PROVIDE THE EV CHARGING STATION FOR OUR CITIZENS. SO THE GRANT COVERS 80% OF INITIAL DEPLOYMENT, 20% OF THE MAINTENANCE OVER THE FIRST FIVE YEARS. WELL, WHO'S PAYING FOR THE REST OF IT? WELL, THE VENDOR IS PAYING FOR THE REST OF THAT. THE REMAINING 20% OF THE INITIAL DEPLOYMENT WILL BE COVERED BY THE VENDOR, AS WELL AS 80% OF THE MAINTENANCE FOR THE FIRST FIVE YEARS. SO THEREFORE, IT'S REALLY A ZERO COST TO THE CITY OTHER THAN THE COST OF ELECTRICITY TO THE UNITS. AS IT IS ANTICIPATED, THERE WILL BE FEES THAT WILL BE CHARGED FOR THE CHARGING STATIONS. THAT'S NOT FULLY BEEN DETERMINED YET. COG IS STILL WORKING THROUGH THOSE DETAILS, BUT IT IS HIGHLY ANTICIPATED THAT THEY WILL BE ABLE TO ALLOW THE VENDORS TO RECOUP THEIR COSTS, AS WELL AS THE CITY TO BE ABLE TO SHARE IN THOSE REVENUES TO PAY FOR OUR COST OF ELECTRICITY. NOT CHARGING STATION. LOOKS LIKE THIS IS WHAT IT LOOKS LIKE. IT IS A DOUBLE CHARGER ON EACH SIDE. EACH SIDE MUST CONTAIN TWO OF THESE SO IT CHARGES FOR VEHICLES AT ONE TIME. THERE'S A LEVEL TWO CHARGER AS WELL, SO IT'S NOT THE SUPER DUPER FAST ONES BECAUSE THOSE ARE REALLY, REALLY EXPENSIVE LIKE HUNDREDS OF THOUSANDS OF DOLLARS. AND THIS ONE, ACTUALLY THE UNIT ITSELF IS ABOUT $20,000.20. SO THIS IS A HEAT MAP OF THE CURRENT CHARGING STATIONS IN THE DALLAS FORT WORTH AREA. IF YOU LOOK IN SOUTHWEST DALLAS COUNTY, YOU CAN SEE THAT THERE'S KIND OF A DESERT FOR EV CHARGING STATIONS. SO ONE OF THEIR GOALS IS TO REALLY TARGET THOSE DESERT AREAS IN THE DALLAS-FORT WORTH METROPLEX. SO FAVORABLY ON OUR APPLICATION. SO. SOME OTHER SITE DETAILS THEY REQUIRE IS THAT BE ON PUBLIC SECTOR PROPERTY. IT'S AN EXISTING PARKING LOT. THEY'RE NOT BUILDING A NEW PARKING LOTS HAS TO CHARGE FOR VEHICLES SIMULTANEOUSLY. AS I SAID BEFORE, HAVE LIGHTING AND THEN COMPLY WITH ALL THE REGULATIONS THAT GO WITH EV STATIONS AND THEN HAVE SIGNAGE. SO THIS IS THE PROJECT SCHEDULE THAT WAS USED BY OUR BEING USED BY COG.AS YOU CAN SEE THERE, WE HAVE NOW DOWN TO NUMBER. WE'VE GONE THROUGH THE THIRD LINE. SO CALL FOR PROJECTS OPENED IN 2020 JULY 25TH OF 2025. AND THEN YOU'RE CURRENTLY AT THE PROCESS WHERE THEY ARE MAKING RECOMMENDATIONS TO THE STC. AND THEN THE ACCOUNTS THAT WE CONSIDER UNCOLLECTIBLE WOULD BE ACCOUNTS WHERE THE PROPERTY TAX YEAR HAS GONE PAST 20 YEARS FOR REAL PROPERTY, AND PAST FOUR YEARS FOR PERSONAL PROPERTY. AND THESE ARE THE ACTIVITIES AND THINGS THAT WE DO WHILE WORKING THE LAWSUITS ACCOUNTS. WE FILED LAWSUITS LAST YEAR.
DURING THAT TIME FRAME, WE FILED ABOUT 20 LAWSUITS, DISPOSED OF 21 OF THOSE THROUGH SOME FORM OF EITHER NON SUIT DISMISSAL OR SOME REASON WHY WE ENDED UP DISCONTINUING THAT CASE AND DISPOSING OF IT. WE HAD 11 ACCOUNTS THAT WERE IN BANKRUPTCY, AND THEN I DID 74 SITE VISITS, WHICH PROBABLY THE MAJORITY OF THEM, I WOULD SAY OVER 50% WAS FOR BUSINESS PERSONAL PROPERTY, BECAUSE YOU GUYS HAVE A LOT OF ACCOUNTS. AND THEN WE HAD THREE PROPERTIES THAT WERE SET FOR SALE, AND THAT'S JUST REAL PROPERTY ACCOUNTS. SO THAT'S PRETTY LOW.
