SO FOR THOSE NOT FAMILIAR WITH THE ISOS INSURANCE SERVICES OFFICE AND THEY ASSESS VARIOUS FACTORS RELATED TO FIRE SUPPRESSION CAPABILITIES, INCLUDING THE FIRE DEPARTMENT, YOU SEE MANY OF THEM HERE TONIGHT AS PUBLIC WORKS WAS HANDLING OUR WATER SUPPLY, EMERGENCY COMMUNICATIONS WITH SOUTHWEST REGIONAL COMMUNICATION CENTER IN OUR CASE, AND COMMUNITY RISK REDUCTION PROGRAMS. SO GOING TO THE SUMMATION OF THE REPORT, THE WATER SUPPLY SECTION DEMONSTRATES AN EXCELLENT LEVEL OF COMPLIANCE WITH THE UPDATED ISO RATING DOCUMENT. SO THE CITY'S BE COMMENDED AND CERTAINLY PUBLIC WORKS AND EVERYONE THAT MAKES THAT HAPPEN. SO THAT INVESTMENT IS PAYING OFF. FIRE SERVICE COMMUNICATION DEMONSTRATES A PERFECT GRADING POINT TOTAL WITHIN THE REQUIREMENTS OF THE UPDATED ISO RATING DOCUMENT. GOING FORWARD, WE'RE GOING TO ENSURE THAT OUR CAPTAINS AND ABOVE THE LEADERSHIP OF THE DEPARTMENT, GETS A MINIMUM OF 12 HOURS OF OFFICER TRAINING EACH YEAR AND ENSURE ALL OUR OPERATIONS PERSONNEL RECEIVE A MINIMUM OF SIX HOURS OF HAZARDOUS MATERIALS TRAINING EACH YEAR AS WELL. WE HAVE A VACANCY WITH THE RETIREMENT OF FIRE MARSHAL BLANCHARD, AND SO WE NEED TO HAVE A STAFF OF TWO TO GET FULL CREDIT. AND WE GAVE A PROMOTIONAL EXAM MAY 13TH. HOWEVER, IN RECENT YEARS, COMPETITION AMONG OUR NEIGHBORING MUNICIPALITIES FOR QUALIFIED POLICE OFFICERS AND FIREFIGHTERS HAS REALLY INTENSIFIED, WITH MANY CITIES SIGNIFICANTLY OFFERING HIGHER STARTING WAGES AND AGGRESSIVE RECRUITMENT PACKAGES TO THE POINT WHERE BOTH OF THESE GENTLEMEN'S, WORKING WITH THEIR RESPECTIVE DEPARTMENTS HAVE REALLY BEEN AT THE FOREFRONT OF LOOKING FOR NEW WAYS TO RECRUIT PEOPLE FOR BOTH POLICE AND FIRE AND LOOKING FOR NEW MECHANISMS. HOWEVER, ONE OF THE CONSISTENT CHALLENGES THAT THEY HAVE SHARED WITH ME IS THE PAY THAT WE OFFER FOR OUR POLICE OFFICERS AND FIREFIGHTERS. AND WHEN WE DUG INTO THAT A LITTLE BIT MORE ON A COMPENSATION ANALYSIS, EVEN IN LAST YEAR'S BUDGET, WE SEE THAT BASED ON THE NUMBER OF CITIZENS SERVED PER EMPLOYEE OF BY THE FIRST RESPONDERS IN THE CITY OF DUNCANVILLE, OF THE 15 CITIES SURVEYED, THE CITY OF DUNCANVILLE WAS NUMBER FIVE. IN TERMS OF THE PAY RANK. AND OUR POLICE DEPARTMENT WAS 9.16 OF 11. SO AS A RESULT, WE'RE BRINGING TO YOU A PROPOSAL RELATIVE BASED ON THAT COMPENSATION STUDY WITH THE CITY OF GLENN HEIGHTS, WHERE REALLY HIGHLIGHTS THE PROBLEM WHERE THE CITY OF DUNCANVILLE IS STARTING PAY FOR POLICE AND FIRE PROTECTION, WHICH ALL OF OUR FIREFIGHTERS ARE PARAMEDICS WITH THE STEP ONE OF $68,340 BEING WELL BELOW THE MARKET AVERAGE OF 72,451 AND 75,357, RESPECTIVELY.

THE PROPOSED ORDINANCE BEFORE YOU WOULD PROVIDE A 5% INCREASE IN BASE COMPENSATION FOR ALL POSITIONS AND POLICE AND FIRE, EFFECTIVE JUNE 1ST, 2025. THAT INCLUDES A FORMAL ADJUSTMENT TO THE STEP BASE PAY, INCREASING IT FROM $68,340 TO 71,757, WHICH THEN BECOMES MUCH MORE COMPETITIVE WITH THOSE AVERAGES THAT I JUST SHARED WITH YOU. OF 72,451 75 3357, OBVIOUSLY THERE IS A FISCAL IMPACT. HOWEVER, WHAT WE'RE ABLE TO DO WORKING WITH THE POLICE DEPARTMENT AND FIRE DEPARTMENT, WE'RE ABLE TO ACCOMMODATE THOSE ADJUSTMENTS. THE TOTAL COST FOR THIS ADJUSTMENT FROM JUNE 1ST THROUGH SEPTEMBER 30TH IS $325,140. THAT INCLUDES THE BENEFITS. THAT'S THE SALARY AND BENEFITS. THE ANNUALIZED IMPACT OF THAT, IF WE WERE TO LOOK AT A FULL FISCAL YEAR, WOULD BE ABOUT $975,000, OR ABOUT $0.02 PER $100 OF ASSESSED VALUE. IF IT WAS A STANDALONE ITEM. AND THE POLICE DEPARTMENT I KNOW HAS REALLY RAMPED UP SOME NEW WAYS AND CONCEPTS OF DOING RECRUITMENT. WE ALWAYS WANT TO CONTINUE TO MAKE IT READILY AVAILABLE AND ENTICING TO THE COMMUNITY. IN ADDITION TO THAT, PROGRAMING IS A TOP PRIORITY. THE TEAM WENT THROUGH WITH OUR TEAM A PRETTY EXHAUSTIVE LOOK AT THE EXISTING PROGRAMING WITHIN THE LIBRARY, AND THROUGH THAT ANALYSIS, WE'VE ALREADY BEEN ABLE TO ADD PROGRAMING TO THE LIBRARY. WE'RE GOING TO CONTINUE TO LOOK AT THE PROGRAMING AND ADD ADDITIONAL PROGRAMS AS WE MOVE FORWARD. BUT ALREADY WE'VE SEEN SOME GREAT ENHANCEMENTS IN THE AREA OF PROGRAMING. IN COMMUNICATING WITH THE STAFF, ONE OF THE THINGS WE HEARD IS THEY WANTED SOME NEW INITIATIVES TO BRING TEENS AND OTHER PEOPLE WITHIN THE LIBRARY. SO WE HEARD HANNAH AND THE TEAM AND OUR TEAM CAME BACK AND SAID, WELL, WHY DON'T WE JUST GIVE YOU SOME GAMING EQUIPMENT FOR THE LIBRARY? SO THE IDEA BOARD IS ACTUALLY A VISION BOARD FOR THE MAKERSPACE. WE ARE DOING A COMMUNITY SURVEY TO GET FEEDBACK ON WHAT PEOPLE WANT TO SEE, SO WE KNOW WHAT DIRECTION TO GO WITH THAT.
