WE ALSO LAST WEEK HAD THE BENEFIT OF HAVING THREE TOWN HALL MEETINGS HEADED UP BY INTERIM CITY MANAGER KEVIN HUFFMAN TO TALK ABOUT REPUBLIC SERVICES PILOT PROGRAM FOR EXPERIMENTING WITH THE CARTS, AS THEY CALL THEM, THE ROLL IN AND ROLL OUT CARTS THAT YOU SEE ALL OVER SURROUNDING CITIES. IT'S PROBABLY SOMETHING THAT IS GOING TO EVENTUALLY BE THE ONLY WAY THAT THOSE SERVICES ARE PROVIDED FOR CITIES AROUND, BECAUSE IT'S IN THEIR MINDS, IT'S A MORE EFFICIENT WAY TO DO THINGS. FIRST, THE ORDINANCE STILL GRANTS SWEEPING AUTHORITY TO THE LOCAL ANIMAL AUTHORITY.
OFFICIALS CAN CONDUCT INSPECTIONS AT THEIR DISCRETION, REVOKE PERMITS BASED SOLELY ON COMPLAINTS, AND SEIZE ANIMALS ALL WITH LIMITED OVERSIGHT OR CLEAR STANDARDS. THIS CONCENTRATION OF POWER LEAVES RESIDENTS VULNERABLE TO INCONSISTENT OR EVEN ARBITRARY ENFORCEMENT. SECOND, THE ORDINANCE IMPOSES AN ANNUAL PERMIT REQUIREMENT WITH EXCESSIVE RED TAPE PLANS, SITE DRAWINGS, NOTARIZED PERMISSIONS, AND INSPECTIONS, BUT THE ONGOING COST OF COMPLIANCE IS EVEN MORE TROUBLING. FAMILIES MUST MEET STRICT SETBACK DISTANCES UP TO 80FT AND PROVIDE FOUR SQUARE FEET OF COOP SPACE PER BIRD. BEDDING MUST BE CHANGED AT LEAST EVERY 48 HOURS.
