AND THE INTENT FOR THIS BUSINESS IS TO SERVE LOCAL CHEFS, COOKS WHO DON'T HAVE THEIR OWN SPACE, TO HAVE THEIR COMMERCIAL APPLIANCES AND SPACE TO USE TO BE ABLE TO PREPARE THEIR ITEMS. THE PAYMENT PORTION AWARDED WAS $37,288. THE PAVING WAS 100,000 FOR 46 122 $0.97. THE LANDSCAPING WAS $25,200.

THEY WERE REIMBURSED $40,000. ON AUGUST 29TH OF 2024, WHICH WOULD LEAVE THE REMAINING BALANCE AT $168,610 WITH $0.97. GOOD EVENING, AND THANK YOU. THIS ITEM WAS PRESENTED BACK IN NOVEMBER OF LAST YEAR, BUT I RECOGNIZED THAT THERE MIGHT HAVE BEEN BOARD MEMBERS AND THAT MAY NOT HAVE BEEN ABLE TO ATTEND THE MEETING.

AND THEN THERE WERE MEMBERS HERE THAT WERE NOT HAD NOT BEEN APPOINTED BACK THEN.

SO WHAT I WILL DO IS I WILL QUICKLY KIND OF RUN YOU THROUGH SOME OF THE HISTORY AND SOME OF THE THE THINGS THAT HAVE BEEN PUT TOGETHER AND THEN KIND OF EASE INTO TONIGHT'S GRANT. THE GRANT. CONSIDERATION. REDEVELOPMENT GRANT.

SO IT SAYS THAT IT STARTS WITH A VISION. SO THE PREVIOUS ECONOMIC DEVELOPMENT TEAM HAD REACHED OUT TO DOCTOR FAIN ABOUT A POSSIBLE PUBLIC, PUBLIC PRIVATE PARTNERSHIP. AND IN THAT IT'S AN THEY LOOKED AT IT AS AN OPPORTUNITY TO CREATE SOME AREAS FOR PUBLIC GATHERING, FOR HOSTING EVENTS AN OPPORTUNITY TO REDUCE SOME OF THE SPEEDS ALONG WHEATLAND AND REALLY SET THE STAGE FOR A WHEATLAND CORRIDOR. THAT WAS JUST MORE APPEALING, MORE ATTRACTIVE, MORE INVITING.

SO WE HIRED AN ARCHITECT TO PUT TOGETHER SOME PRELIMINARY RENDITIONS OF WHAT WHEATLAND COULD LOOK LIKE AS FAR AS LANDSCAPING, SIDEWALKS HARDSCAPE, ETC.. SO THESE ARE JUST SOME PRELIMINARY DRAWINGS THAT WERE PUT TOGETHER FOR WHEATLAND.

YOU KNOW, SOME CONCEPTS FOR THE SIDEWALK AND DECORATIVE LIGHTING AND HARDSCAPE, SOME ADDITIONAL LANDSCAPING.

AND THEN, YOU KNOW, A LITTLE BIT OF A PUBLIC GATHERING SPACE ALONG WHEATLAND ROAD AND THEN, YOU KNOW, A RETAINING WALL THAT COULD SERVE AS AS A MEMORIAL WALL FOR OUR VETERANS AND HIGHLIGHTING THE WHEATLAND CROSSWALK WITH LANDSCAPING PAINTINGS, ETC., TO ENCOURAGE DISTRACT MOTORISTS FROM SPEEDING AND MAKE A, A SAFER CROSSWALK TO THE SCHOOLS.

THERE WAS AN OPPORTUNITY THAT WE ARE LOOKING INTO AS PART OF A GRANT TO APPLY FOR A SAFE ROUTES TO SCHOOL THAT WOULD HELP WITH SOME OF THESE PROPOSED PUBLIC IMPROVEMENTS. AND THEN AGAIN, JUST AN ENHANCED PEDESTRIAN CROSSWALK.

AND THIS WOULD JUST BE THE PROPOSED OVERALL DESIGN.

ON THE PRIVATE SIDE AND, YOU KNOW, CHANGING THE LANDSCAPE THERE, INTRODUCING MORE HARDSCAPE HAD CREATED MORE OF AN INVITING AREA.

AND THIS WAS SEEN AS AN OPPORTUNITY TO CREATE AND ENCOURAGE SOME GATHERING SPACES COMMUNAL MARKETS, ETC.. BUT THAT WENT ALSO ALONG WITH PRIVATE IMPROVEMENTS TO COMPLEMENT BOTH THE PUBLIC.

AND THEN WE HAVE THE PRIVATE IMPROVEMENTS BEING THE BUILDINGS OWNED BY DOCTOR FEIN AND HIS FAMILY.

AND THESE ARE JUST SOME CONCEPTUAL DRAWINGS OF THE COURTYARDS, THE LANDSCAPING, THE HARDSCAPE, ETC.. AND HERE YOU SEE THE COMBINATION OF HOW IT ALL COMES TOGETHER, PUBLIC AND PRIVATE IMPROVEMENTS THAT WILL REQUIRE ALSO AS PART OF THIS A VACATION OF OF PRIVATE PROPERTY TO RIGHT OF WAY TO MAKE THE NECESSARY IMPROVEMENTS ALONG WHEATLAND AND ALL THE WALKS AND THE TREES, ETC. AND WE'LL ALSO INVOLVE THE REMOVAL OF PARKING SPACES THAT ARE CURRENTLY IN THE REAR, THE BUILDINGS FACING WHEATLAND, AND HAVE THOSE REPLACED WITH PARKING SPACES IN THE FRONT.

AT THE TIME, WE HAD THE ARCHITECT PUT TOGETHER SOME PRELIMINARY COST OF THE PRIVATE IMPROVEMENTS AND THE PUBLIC IMPROVEMENTS.

THESE WERE JUST A BEST GUESS ESTIMATE OF THE COST.

THE COST FOR THE PUBLIC IMPROVEMENTS CAME IN AT ABOUT $3 MILLION.

BUT AGAIN, THAT WAS JUST AN ESTIMATE. WHERE, AS WITH ALL OUR GRANTS, WE REALLY NEEDED TO OBTAIN ACTUAL CONTRACTOR PROPOSALS FOR THESE IMPROVEMENTS. AND WE HAVE BEEN SPENDING THESE LAST FEW MONTHS AT LEAST, OR FOR THAT MATTER, SINCE NOVEMBER, WORKING ON GETTING A HANDLE ON THOSE IMPROVEMENT COSTS OF WHICH THOSE COSTS, THE BREAKDOWN THAT YOU HAVE IN YOUR PACKET NOW.

SO WHAT WE HAVE HERE IS A REDEVELOPMENT GRANT.

THERE IS A TOTAL OF 102 UNITS, 42 APARTMENTS AND 60 DUPLEX, TRIPLEX AND FIVE PLEX.

THERE ARE OVER 25 BUILDINGS AND THE ESTIMATED COST TO RENOVATE EACH UNITS, AT LEAST INTERIOR WISE, IS $40,000. SO WE ANTICIPATE THERE TO BE AN INVESTMENT OF OVER $40 MILLION.

EXCUSE ME? $4 MILLION JUST IN INTERIOR RENOVATIONS.

AND THESE ARE JUST PICTURES OF SOME OF THE WORK THAT'S TAKING PLACE CURRENTLY IN THE APARTMENTS.

AND THIS IS THIS IS ONE OF THE UNITS THAT'S PRETTY FAR, FAR ALONG.

THE REDEVELOPMENT GRANT. THE PROPOSED EXTERIOR IMPROVEMENTS.

TALKING ABOUT AN UPGRADE OF THE ROOFING MATERIAL TO A METAL ROOF, METAL STANDING SEAM, REPLACEMENT OF WINDOWS, REPLACEMENT OF ENTRY DOORS, BALCONY RAILINGS, REMOVAL OF PARKING LOT PARKING AREAS ALONG WHEATLAND AND BRINGING THEM OVER TO FOSS ROAD.

THE GRANT REQUEST IS APPROXIMATELY $2 MILLION.

BUT IN THAT WE HAVE CONTINGENCIES OVERAGES AND ADMINISTRATION COSTS THAT EQUAL $355,000.

IF APPROVED, THE PROPERTY OWNER ESTIMATES THAT IT WILL TAKE ABOUT ONE YEAR TO COMPLETE THE EXTERIOR IMPROVEMENTS.

THUS IF THE BOARD AGREES TO SUPPORT THE ASK OF $2 MILLION, THIS WOULD SPREAD OVER TWO BUDGET CYCLES.

THERE'S A WHOLE LOT ATTRIBUTING TO A CULTURAL DISTRICT.

ONE OF THE THINGS THAT'S REALLY IMPORTANT TO A CULTURAL DISTRICT ARE PARTNERSHIPS LIKE THIS.

THIS IS RIGHT ACROSS FROM ARMSTRONG PARK. THERE'S A WHOLE LOT OF BRIDGE BUILDING.

I CALL THEM CULTURAL CORRIDORS. HOW DO WE GET A LOVE IF IF I CHAIR THE ARTS COMMISSION, BY THE WAY, IF WE'RE LEANING INTO THE ARTS, IF WE'RE CREATING SOME CULTURAL HOTSPOTS IN THE CITY, HOW WITHIN OUR WITHIN OUR CULTURAL DISTRICT, HOW DO WE FEED THEM OUT TO THE REST OF THE CITY? BUT WHAT I'M TRYING TO DO IS CONNECT THE DOTS BETWEEN THE PUBLIC INFRASTRUCTURE INVESTMENT RIGHT AS ONE COMPONENT OF THIS PROPOSAL AND GRANT MEANING LITERALLY PUBLIC INFRASTRUCTURE THAT WOULD BE OWNED BY THE CITY. IT'S IT'S IT'S COMPLETE STREETSCAPES, IT'S SIDEWALKS, IT'S MAYBE PUBLIC AREAS OF PLAZA.
