WHENEVER THAT HAPPENS, THE ROADS, BEAVER CREEK DRIVE OR BRIER HILL, THEY BOTH GET FLOODED AND THEY DON'T HAVE ACCESS IN CASE OF EMERGENCY. SO WHAT WE ARE PROPOSING IS WE JUST PROPOSED A BEAVER CREEK DRIVE AND UPDATE, REMOVING AND REPLACING THE EXISTING CULVERT SYSTEMS TO FOR FROM FOR TEN BY TEN TO FOR 12 BY 12. LIKE WE SAID IT'S CONCEPTUAL. WE ARE PROPOSING SOME RIPRAP BUT THEN THE CHANNEL JUST TO REDUCE SOME VELOCITIES OR EROSION ISSUES. AND IN ORDER TO MITIGATE OR BALANCE OFF AS PART OF THE. ENGINE 261. ENGINE 213 AND MEDIC 272 WERE DISPATCHED TO THE FIRE. UPON ARRIVAL, MEDIC 272 AND QUINT TWO 272 FOUND A LARGE OUTBUILDING BEHIND THE MAIN RESIDENCE WITH HEAVY SMOKE AND FLAMES SEEN. QUINT 272 CAPTAIN CHUCK MONTGOMERY DID A QUICK 360 DEGREE SIZEUP AROUND THE STRUCTURE, AND ALSO RECEIVED INFORMATION THAT A RESIDENT WAS INSIDE THE BUILDING. CREWS ENTERED THE FRONT OF THE STRUCTURE AND FOUND HEAVY SMOKE WITH NEAR ZERO VISIBILITY AND A HOARDER TYPE LIVING CONDITIONS PUSHING INTO THE DEBRIS WITH HOSE LINES TO CREWS LOCATED AN UNCONSCIOUS PERSON. THE VICTIM WAS REMOVED FROM THE BUILDING AND MEDICAL MEDICAL CARE WAS INITIATED. THE VICTIM WAS TRANSFERRED TO MEDIC 272 AND TRANSPORTED TO THE HOSPITAL. WITH A STRONG PROGNOSIS FOR RECOVERY. IT SHOULD ALSO BE NOTED THAT DUNCANVILLE PD OFFICER JAY JOHNSON, WHO'S ALSO HERE, THIS EVENING, MADE A VALIANT EFFORT TO REACH THE VICTIM BUT WAS PUSHED BACK DUE TO THE HIGH HEAT AND SMOKE CONDITIONS. THE EFFORTS SHOWN BY OUR FIRE AND POLICE DEPARTMENT WERE EXTRAORDINARY TO SAVE THE LIFE OF A RESIDENT, BUT EACH ONE OF THEM HAVE THE EXPECTATIONS THAT WILL BE READY FOR THAT MOMENT WHEN IT COMES. IT'S A VOLUNTARY PROGRAM WHERE AGENCIES MUST PROVE THEY MEET OR EXCEED 173 DIFFICULT STANDARDS. THE STANDARDS ARE BASED ON TEXAS LAW. TEXAS COURT DECISIONS AND CONTEMPORARY BEST PRACTICES IDENTIFIED BY THE TEXAS POLICE CHIEFS ASSOCIATION. THESE STANDARDS ADDRESS A FULL RANGE OF LAW ENFORCEMENT OPERATIONS, SUCH AS USE OF FORCE, PROTECTION OF CIVIL RIGHTS, VEHICLE PURSUITS, PROPERTY AND EVIDENCE MANAGEMENT, PATROL AND INVESTIGATIVE OPERATIONS, JUST TO NAME A FEW. THIS PROGRAM HAS BECOME THE NEW GOLD STANDARD FOR PROFESSIONAL LAW ENFORCEMENT IN TEXAS, AND AGENCIES ACROSS THE STATE WORKING DILIGENTLY DILIGENTLY TO MEET THESE REQUIREMENTS. IN SEPTEMBER THIS YEAR, TRAINED ASSESSORS, POLICE CHIEFS AND COMMAND OFFICERS FROM OTHER PARTS OF OUR STATE SENT SPENT TWO DAYS CONDUCTING ANOTHER ASSESS THESE ASSESSORS INTERVIEWED STAFF, INSPECTED FACILITIES AND OPERATIONS, AND MET WITH FIELD OFFICERS AND ENSURED COMPLIANCE WITH ALL STANDARDS. THE REPORT WAS SENT TO THE ACCREDITATION COMMITTEE, COMPRISED OF NINE ACTIVE POLICE CHIEFS FROM AROUND THE STATE, WHO REVIEWED THE REPORT AND VOTED TO AWARD ACCREDITED STATUS. THE VOTE WAS UNANIMOUS. I STARTED WITH CTE IN 2008, BECAUSE IT MADE SENSE TO ME THAT WE SHOULD RAISE KIDS WHO WERE COLLEGE CAREER MILITARY READY SO THAT THEY CAN GO OUT INTO THE WORKPLACE AND COME OUT OF HIGH SCHOOL MAKING A LIVING WAGE. THAT WAS OUR CHARGE, A LIVING WAGE IN TEXAS RIGHT NOW. IF YOU'RE A SINGLE MOTHER WITH ONE CHILD IS APPROXIMATELY 19 TO $20 AN HOUR FOR A FAMILY OF A SINGLE MOTHER OR MOTHER AND FATHER AND A CHILD, IT'S ABOUT $40 AN HOUR, WHICH MAKES SENSE TO YOU. SO THERE WOULD BE THEN AN ELECTION FOR BONDS, PERHAPS, AS WELL AS AN ELECTION FOR CHARTER AMENDMENT PROPOSITION. SO WE WANTED TO GO OVER THIS WITH YOU AND ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. IF THERE'S A CHARTER AMENDMENT OR A CHARTER PROVISION THAT CONFLICTS WITH STATE LAW AND STATE LAW PREVAILS. AND SO THERE'S THINGS IN FINANCE, ELECTIONS, A LOT OF THESE OTHER AREAS WHERE THE STATE LAW HAS BEEN IS MORE THOROUGH THAN IT USED TO BE, AS IT RELATES TO NOT ONLY GENERAL LAW CITIES, BUT HOME RULE CITIES. SO A LOT OF OUR THINGS ARE ARE CANE DUE TO THE USE OF THE INTERNET AND THROUGH THE USE OF, FOR EXAMPLE, FRANCHISES MAY REQUIRE TWO READINGS. IN OTHER WORDS, THESE OUGHT TO BE DECISIONS MADE PURELY ON ON PUBLIC POLICY AND NOT WAR BETWEEN CANDIDATES, BECAUSE THEN, THEN THE IMPORTANCE OF IT SOMETIMES GET LOST BETWEEN WHO'S SUPPORTING IT AND WHO'S NOT SUPPORTING IT. THE COUNCIL STILL RETAINS THE ABILITY TO DO IT, BUT REQUIRES EVERY TEN YEARS. WE HAVE A LOT OF THOSE THINGS OUR COMP PLAN, THOSE KINDS OF THINGS, IMPACT FEES. THEY ALL REQUIRE PERIODIC REVIEW.
