OUR FIRST KIND OF STEP IN THIS WAS ON MARCH 26TH, WHERE WE MADE A RECOMMENDATION OR VOTED TO MAKE THE RECOMMENDATION TO DESIGNATE THE FIRST CULTURAL DISTRICT IN DUNCANVILLE AND THE BEST SOUTHWEST REGION THROUGH THE TEXAS COMMISSION ON THE ARTS. WITH ARMSTRONG PARK BEING AT THE HEART OF IT, INCLUDING ADJACENT WALKABLE AREAS ALONG MAIN STREET, EAST CENTER, AND EAST WHEATLAND ROAD. THEN WE PRESENTED IT TO THE CITY COUNCIL AND OUR JOINT MEETING ON JUNE 25TH. OUR SECOND STEP WAS ON OCTOBER 22ND, WHERE WE VOTED TO RECOMMEND THE NAME OF THE CULTURAL DISTRICT AS ARMSTRONG PARK. SO IT'S BACK IN 2005, THE 79TH LEGISLATURE, THE TEXAS COMMISSION ON THE ARTS, CAN NOW DESIGNATE CULTURAL DISTRICTS IN CITIES ACROSS TEXAS. CULTURAL DISTRICTS ARE SPECIAL ZONES THAT HARNESS THE POWER OF CULTURAL RESOURCES TO STIMULATE ECONOMIC DEVELOPMENT AND COMMUNITY VITALITY. THESE DISTRICTS CAN BECOME FOCAL POINTS FOR GENERATING BUSINESSES, ATTRACTING TOURISTS, STIMULATING CULTURAL DEVELOPMENT, AND FOSTERING CIVIC PRIDE. ECONOMIC DEVELOPMENT. SO IN DALLAS COUNTY, THERE ARE THREE CULTURAL DISTRICTS. THIS ONE IS THE DALLAS. IS THERE A WAY TO MOVE THE BOX THERE? JUST JUST DOWN. FRACTION. THIS IS THE DALLAS ARTS DISTRICT. OH. IT'S WHAT'S ALREADY IN PLACE AND HAPPENING. SO WHY ARMSTRONG PARK, YOU MIGHT ASK? THE CHAIR OF OUR COMMISSION, RON, HE TELLS A STORY ABOUT WHEN HE WAS A BOY, MAYBE EIGHT, NINE, TEN YEARS OLD. HE WOULD GO TO THESE EVENTS. HE WOULD GO TO THE PARADE. HE WOULD GO TO THE CONCERTS. RIGHT. AND NOW HE TAKES HIS NEPHEW. THAT'S TEN, 11 YEARS OLD TO THESE EVENTS. SO IT'S BEEN HAPPENING FOR GENERATIONS. NOW, SOMETHING THAT YOU WANT TO KNOW ABOUT STATISTICS, MONEY. HOW DOES THIS AFFECT HOW DOES THIS HELP? WELL, THE TEXAS CULTURAL TRUST IS AN ORGANIZATION THAT DOES RESEARCH ON SUCH THINGS AS THESE CULTURAL DISTRICTS AND THEIR IMPACT ON THESE COMMUNITIES. THERE'S FOUR IN THIS FIVE YEAR STUDY, THE ONE IN FORT WORTH IS IT'S LIKE I SAID, FIVE YEARS. SO FROM 2017 TO 2021, FORT WORTH CULTURAL DISTRICT RECEIVED AN AVERAGE OF $427,500 IN CULTURAL DISTRICT GRANT FUNDING. SO IN THOSE FIVE YEARS, THEY GOT THAT MUCH GRANT. THEY ALSO EARNED SALES TAX COLLECTION UP TO $1.9 MILLION. THEY INCREASED SALES TAX COLLECTION BY 18%. THEY INCREASED PROPERTY VALUE BY 14%. ARE YOU HEARING ME HERE? THIS IS BIG GROWTH HERE. DRAWS NEARLY 2.5 MILLION VISITORS EVERY YEAR TO THIS LITTLE COMMUNITY OF 2000 RESIDENTS AND 540 BUSINESSES.THAT'S A HUGE IMPACT, RIGHT? LET'S GO DOWN TO HOUSTON THEATER DISTRICT. THEY RECEIVED AN AVERAGE $530,951 IN CULTURAL GRANT FUNDING ANNUALLY. THEY COLLECTED $91,663 IN SALES TAX ANNUALLY. THEY INCREASED SALES TAX COLLECTION COLLECTION BY. LET'S GET THIS RIGHT 232%. SALES TAX COLLECTION MORE THAN TRIPLED OVER THE LAST FIVE YEARS. INCREASED PROPERTY VALUE BY 33%, AND IT DRAWS OVER 1 MILLION VISITORS EVERY YEAR TO THE COMMUNITY OF ONLY 200 BUSINESSES. HUGE IMPACT. WACO. IT'S NOT BEEN OPEN AS LONG, SO IT ONLY HAS LOOKS LIKE ONE YEAR OF IN IN THE STUDY. SO IT AVERAGED 42,500 IN CULTURAL DISTRICT GRANT FUNDING. NOW YOU

THEY INCREASED SALES TAX COLLECTION BY 26%, INCREASED PROPERTY TAX VALUE BY 35%, AND THEY DRAW 2.1 MILLION VISITORS EVERY YEAR TO A COMMUNITY OF 600 BUSINESSES. NOW YOU'RE SAYING, WELL, THOSE ARE BIG CITIES. WHAT ABOUT US? WELL, WINNSBORO CULTURAL DISTRICT, 3400 PEOPLE IN THAT WHOLE COMMUNITY. THEY RECEIVED ALMOST $200,000 IN CULTURAL GRANT FUNDING. THEY COLLECTED $60,000 IN SALES TAX ANNUALLY, INCREASED SALES TAX COLLECTION BY 22%, INCREASED PROPERTY VALUE BY NEARLY 30%, AND THEY DRAW 40,000 VISITORS TO THEIR LITTLE COMMUNITY OF 3400. WOW, WHAT AN IMPACT. WHAT AN ECONOMIC IMPACT. SO A CULTURAL DISTRICT DESIGNATION IN ARMSTRONG PARK CAN BE USED TO GROW THE ECONOMIC DEVELOPMENT FOR THE AREAS RIGHT AROUND. AND THEN ONCE THAT'S DEVELOPED OUT FROM THERE, MAYBE IN SPOKES, YOU KNOW, GO TO MAIN STATION, GO TO WHEATLAND PLAZA, GO TO ALL THE DIFFERENT AREAS IN TOWN THAT ARE RICH WITH CULTURE AND ART, BECAUSE I KNOW IT'S NOT JUST HAPPENING IN THE PARK. OKAY. BUT WE NEED TO START SOMEWHERE. WE NEED TO START WHERE IT'S ALREADY ESTABLISHED. AND THEN THE EDC CAN BOLSTER LOCAL BUSINESSES AND ENCOURAGE ENTREPRENEURS TO BUILD THEIR BRAND AROUND THE CULTURAL DISTRICT. BUILDING BRAND IS GOING TO BE A BIG, BIG DEAL. SO WHY DOES THE STATE OF TEXAS AND THE TEXAS COMMISSION ON THE ARTS PROMOTE THESE CULTURAL DISTRICTS? AND IT'S WHAT YOU GUYS ARE WANTING TO KNOW. AND SO THAT SIDE OF IT, WE'VE SEEN THAT IN THE LAST SIX MONTHS. AND IT'S JUST GOING TO INCREASE AS WE ALWAYS KNOW, LIKE ABOUT A YEAR IS WHEN OUR STORES KIND OF REALLY TAKE OFF MORE. SO THE BRANDING HAS BEEN PRETTY BECAUSE WE DID A STUDY TO SEE IF WE SHOULD CHANGE THE BRANDING. AND IT DID NOT AFFECT US. IF ANYTHING, IT MADE US AT OUR JOB EASIER. I THINK WE STILL GET THINGS THAT MAY NOT BE LIKE IN THE BEST CONDITION THAT WE CAN GET THROUGH, BUT I THINK HANDING SOMETHING TO SOMEONE, IT MAKES IT A LITTLE BIT HARDER TO GIVE THEM YOUR TRASH, YOU KNOW, FOR A LOT OF PEOPLE. AND OF COURSE, WE DON'T TAKE CERTAIN ITEMS LIKE MATTRESSES AND THINGS, SO WE DON'T EVER, EVER SINCE THAT HAPPENED, THAT PROBABLY WAS 2020. MAYBE WE HAVE NOT HAD ONE MATTRESS LEFT. SO WE DO TAKE DONATIONS DURING BUSINESS HOURS 10 TO 6 AND PULL THROUGH THE BACK. THEY CALL US, WE HELP THEM GET IT OUT OF THE CAR. SO IT'S VERY EFFICIENT.
