KEEP THAT CAN YOU JUST TAKE. OKAY. WE'RE GOING TO GO AHEAD AND OPEN UP THIS SPECIAL MEETING [1. CALL TO ORDER] [00:00:13] FOR THE CITY COUNCIL ON MONDAY, OCTOBER 7TH, 2020 FOR AT. 6:01 P.M. WE WERE HOPING THAT WE COULD FOLLOW BOTH AGENDAS SO THAT WE COULD HAVE A JOINT MEETING TONIGHT, BUT IT LOOKS LIKE WE DON'T HAVE A QUORUM OF THE DCDC. SO WITH THAT, WE'RE JUST GOING UNDER THE ONE AGENDA, AND I THINK I'VE GIVEN A COPY OR I'LL PICKED UP A COPY OUT FRONT. SO EVERYBODY SHOULD HAVE A COPY OF THAT AGENDA BEFORE GOING INTO THE PUBLIC SESSION. HOWEVER, I'VE BEEN ADVISED, YES, I'VE GOT A QUESTION. SINCE THERE ARE SIX PEOPLE THAT YOU CAN SEE, WE HAVE THREE. THIS MIGHT BE A32 MAJORITY. NO. OKAY. OKAY. OKAY. SO WITH THAT, UNDER THE ADVICE OF THE ATTORNEY, WE'RE GOING TO START OUT BY RECESSING. THE REGULAR MEETING. WHY DON'T YOU WHY DON'T YOU GO AHEAD I'M SORR, MAYOR, IF YOU WANT TO RECEIVE ANY KIND OF PUBLIC COMMENTS. OH, YES. I'M SORRY. RIGHT NOW WE DO NOT HAVE ANY COMMENTS. I DO, HOWEVER, HAVE. AND I DON'T KNOW IF THIS FALLS UNDER PUBLIC COMMENTS OR THIS IS A MR. HARVEY WHO WE NOW HAVE A THIRD MEMBER. WHO? SPOKE DURING. ONE MORE. THIS WAS A LETTER THAT MR. PATRICK HARVEY ON THE EDC PROVIDED BEFORE HE LEFT TO GO OUT OF THE COUNTRY. SO I WILL ASK ATTORNEY'S ADVICE ON SHARING THIS AS A PART OF OUR REGULAR MEETING. WHEN WE GO INTO IT. OR IS THIS WOULD THIS BE CONSIDERED A PUBLIC COMMENT? IT COULD BE EITHER OR BOTH. OKAY. I'M GOING TO ASK THE COUNCIL'S PREFERENCE. IT'S NOT VERY LENGTHY. IT'S ONE PAGE, BUT WE COULD EITHER READ IT INTO PUBLIC RECORD NOW OR WE CAN IF I THINK IF I KNOW WHAT IT IS, WHY DON'T WE DO THAT? IF YOU REACH THE AGENDA ITEMS, ASSUMING THAT THE COUNCIL APPROVES THE REPEAL, WHY DON'T YOU READ IT DURING THE AGENDA ITEMS FOR THE THREE ITEMS THAT YOU HAVE AFTER? OR I COULD PASS THAT OUT AT THAT TIME BECAUSE I MADE COPIES. OKAY, WE'LL DO THAT. SO WITH [EXECUTIVE SESSION] THAT, THEN WE'LL GO AHEAD AND GO INTO EXECUTIVE SESSION. THAT CITY COUNCIL WILL GO INTO EXECUTIVE SESSION DAY I WAKE UP, I SMILE. BUT, KNUCKLEHEAD, YOU. YEAH, I GOT A BIGGER SMILE OUT OF IT. OKAY, SINCE WE'VE RECONVENED, WE WILL GET INTO OUR FIRST ITEM OF BUSINESS. ANY OF YOU HAVE ANY PUBLIC COMMENTS THAT YOU WANT TO MAKE? WE'LL OPEN UP THE REOPEN THE PUBLIC COMMENT SECTION. NO COMMENTS AT THIS POINT UNLESS Y'ALL HAVE QUESTIONS. I DON'T HAVE ANY. OKAY, I'VE ALREADY BEEN IN EXECUTIVE SESSIONS. NO, NO DECISIONS TO BE MADE AT THIS POINT OF EXECUTIVE SESSION. SO WE'RE NOW IN OPEN SESSION AND ITEM A CONSIDER A RESOLUTION. [4.A. CONSIDER A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUNCANVILLE, TEXAS, REPEALING RESOLUTION NO. 2024-264; AUTHORIZING THE CITY MAYOR TO SIGN; AND PROVIDING FOR AN EFFECTIVE DATE.] CONSIDER A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUNCANVILLE, TEXAS, REPEALING RESOLUTION 2020 4-2 64, AUTHORIZING THE CITY MAYOR TO SIGN AND PROVIDE FOR AN EFFECTIVE DATE. THE ITEM IS NOW OUT ON THE TABLE FOR DISCUSSION. MAYOR, JUST FOR BRIEFLY FOR THE PUBLIC BACK IN SPRING OF THIS YEAR, THERE WAS CONSIDERATION GIVEN TO THE DUNCANVILLE COMMUNITY AND ECONOMIC DEVELOPMENT CORPORATION TO TAKE THE RESPONSIBILITY TO DO NOT FUND TAX REVENUE GRANTS THAT IS TRADITIONALLY BEEN DONE BY THE CITY. THAT ACTIVITY USUALLY TOOK PLACE IN JULY OF THE CALENDAR YEAR. THEY WERE EITHER APPROVED OR DENIED, AND IF THEY WERE APPROVED, THEN A GRANT AGREEMENT WAS DRAFTED BY OUR OFFICE, GIVEN TO STAFF AND GIVEN TO THE GRANT RECIPIENTS TO EXECUTE. AFTER OCTOBER 1ST, WHEN THE NEW BUDGET WENT INTO EFFECT FOR THE NEXT FISCAL YEAR AND THEY EXECUTED THOSE GRANT AGREEMENTS, WHICH INCLUDED THREE OF THE PEOPLE [00:05:01] THAT ARE ON YOUR AGENDA TONIGHT. THAT WOULD ALSO INCLUDE A 2% ARE CORRECT INITIALS BY THE THEATER GROUP. THE GASO BASKETBALL TOURNAMENT, THE HOOPFEST AND SANDRA MEADOWS TOURNAMENT IS, ALONG WITH ONE OF OUR OTHER RECIPIENTS AND GRANT T APPLICANTS WAS THE CHAMBER OF COMMERCE TO RUN OUR VISITOR CENTER AND THOSE TRADITIONALLY WERE THE MAJOR HOT FUND APPLICANTS THAT WE HAD. WE MADE THOSE GRANT AGREEMENTS. THEN STAFF WOULD ADMINISTER IT IF APPROVED. THE GRANT AGREEMENT HAD THE CRITERIA IN THE GRANT AGREEMENT, WHICH THE RECIPIENTS COULD RECEIVE THEIR REIMBURSABLE GRANT AMOUNT ON THE INVOICE STAFF MADE A SUGGESTION THAT WE GIVE THAT TO THEM TO PROVIDE THAT ASSISTANCE TO YOU AND TAKE THAT OFF YOUR PLATE AND LET THEM MAKE THE APPLICATION. WE HAD SOME WELL, JUST SAY SOME GLITCHES IN THAT PROCESS IN TERMS OF PROVIDING ADEQUATE TRAINING TO THE TO THE BOARD, ADEQUATE EDUCATION FOR OUR APPLICANTS. AND WE'VE NOW REACHED THE POINT WHERE YOU WANTED TO CONSIDER THIS RESOLUTION, TAKING THAT MATTER AWAY FROM THEM, PUTTING IT BACK ON YOUR PLATE SO THAT YOU CAN MAKE A DECISION, BECAUSE A NUMBER OF THESE APPLICANTS HAVE TIME CONSTRAINTS TO WHERE THEY ARE. WE DON'T KNOW THAT WE CAN GET THE DC EDC UP TO SPEED IN SUFFICIENT TIME FOR THEM TO FEEL COMFORTABLE IN MAKING THE APPLICATION AND GETTING THEM EDUCATED AND TRAINED UP AND ALL OF THOSE KINDS OF THINGS. ALTHOUGH WE HAVE STAFF THAT IT IS. SO FOR THAT REASON, YOU HAD REQUESTED THAT I BRING THIS RESOLUTION TO YOU SO YOU COULD TAKE CARE OF THESE APPLICANTS AND THEN RECALIBRATE, IF YOU WILL, WITH THE DC, EDC AND HOW YOU WANT TO MOVE FORWARD AND WHAT YOU WANT THEM TO DO AND HOW TO DO IT AND PROVIDE THEM THE ADEQUATE TRAINING TO DO WHAT THEY NEED TO DO IN ORDER TO CORRECTLY ADMINISTER THESE GRANT APPLICANT FUNDS FOR HOT FUNDS. AS WELL AS CONSIDER OTHER GRANT APPLICANTS. SO THE FIRST STEP FOR YOU TO TAKE UP ITEMS B, C, AND D ON THIS IS YOU HAVE TO CONSIDER THIS RESOLUTION TO REMOVE THAT OBLIGATION FROM THE DC EDC FOR THE TIME BEING AND THEN MOVE INTO B, C, AND D, WHICH ARE THE APPLICATIONS FOR GASO, APPLICATION FOR HOOPFEST AND APPLICATION TO THE LIONS CLUB FOR THE SANDRA MEADOWS CLASSIC. I'D BE HAPPY TO ANSWER ANY QUESTIONS. ANY QUESTIONS. LOOKS GOOD. I WOULD JUST LIKE FOR IT'S MORE OF A COMMENT. CITY MANAGER, AS THE ADMINISTRATIVE PERSON FOR THE EDC, THEY ARE IN, THEY ARE OKAY WITH US MAKING THIS CURRENT DECISION THAT YOU KNOW OF AS OF RIGHT NOW. YES, I HAVE EVERY REASON TO BELIEVE THEY SUPPORT THE CITY COUNCIL MAKING THE DECISIONS RELATIVE TO THE FUNDS. OKAY. OKAY. I APPRECIATE THAT. CITY MANAGER. AND IT'S GOOD. AND I TOO, FOR THE RECORD, WANT TO STATE THAT THIS ACTION IS SIMPLY TO GET A PROCESS BACK ON TRACK SO WE CAN MAKE SOME DECISIONS QUICKLY IN LIGHT OF THE FACT THAT THE DC, DC COULDN'T MEET UNTIL THE END OF OCTOBER, I BELIEVE SOMETIME THAT THIS ACTION WILL HELP US CATCH UP WITH THE APPLICANTS, GET THIS ISSUE RESOLVED, AND THEN WE CAN HAVE FUTURE DISCUSSIONS ABOUT HOW WE CAN RE IMPLEMENT THIS, OR RETURN THIS BACK TO THE DC, DC IN THE FUTURE. IF THE COUNCIL APPROVES OF THAT. SO OUR INTENTIONS ARE TO GIVE THAT CONSIDERATION SOMEWHERE DOWN THE ROAD. SO ANY OTHER COMMENTS? I JUST WANT TO ADD, I'VE SPOKEN WITH MEMBERS OF THE EDC, LONGER SERVING MEMBERS THAT ANYWHERE FROM FROM INDIFFERENT TO DON'T REALLY WANT IT. AND SO I THINK IT'S IMPORTANT THAT WE GO BACK AND START OVER, KIND OF SLOW, WALK IT EVERYTHING IN, GET THE TRAINING IN THE POLICY WRITTEN AND GET THE PROCESS STARTED BACK UP IN JULY THAT WE DID LAST TIME. SO WE'RE AGAINST THE WALL. YEAH. WITH THAT COMMENT, I WOULD JUST SAY THAT IT REMINDS ME THAT [00:10:01] AT THAT POINT IN TIME, AND I KNOW THERE'S A POLICY BEING WORKED ON WITH THE ED, AND I WOULD HOPE THAT THAT WE CAN HAVE CONVERSATIONS DIRECTLY WITH THE ECONOMIC DEVELOPMENT DEPARTMENT AND THE CITY MANAGER TO BUILD A RELATIONSHIP TO WHERE THE ECONOMIC DEVELOPMENT DEPARTMENT CAN DO, AS WE'VE SEEN IN THE PAST. AND THAT'S TO VET THESE, THESE, THESE APPLICATIONS THAT HAVE COME THROUGH AND THEN ADVISE US AT COUNCIL ON WHAT THEIR VETTING HAS PROVIDED THEM IN A WAY OF FEELING OF APPROVAL OR WHETHER THEY HAVE ISSUES. SO THEN WE AS A COUNCIL CAN TAKE THAT RESPONSIBILITY BACK AND MANAGE IT WITH THE INPUT THAT WE'RE GETTING FROM, WE'LL BE DOING OUR OWN WORK TO THE HEAVY LIFTING ISN'T PUT BACK ON STAFF. WE'VE GOT WE'VE GOT TO KNOW TO WHAT WHAT'S BEING PRESENTED TO US SO WE CAN TAKE THAT INFORMATION AND MAKE MAKE GOOD DECISIONS. GOING FORWARD. MR. MACK BURNETT, I'M IN AGREEMENT AND I'M GOING TO MAKE A MOTION TO APPROVE SECOND. OKAY. MR. CITY ATTORNEY, DO YOU WANT TO READ THE MOTION? THE MOTION WOULD BE TO CONSIDER A RESOLUTION OF THE CITY COUNCIL OF DUNCANVILLE, TEXAS, REPEALING RESOLUTION 2020 4-264 REGARDING DELEGATION TO THE DUNCANVILLE COMMUNITY AND ECONOMIC DEVELOPMENT CORPORATION HOTEL TAX REVENUE GRANTS, AND AUTHORIZING THE MAYOR TO SIGN AND PROVIDING AN EFFECTIVE DATE. OKAY, AND JUST FOR THE PURPOSE OF VOTING, WE'RE WE'RE NOT ON VIDEO RIGHT NOW. WE ARE WE ARE ON VIDEO AND RECORDING. OKAY. SO WE'LL GO AHEAD AND VOTE BY BY CALL ROLL CALL. IF YOU HAVE A ROLL CALL, HAVE THE YOU CAN JUST GO AROUND THE TABLE AND THEY CAN SAY THEIR NAMES AND SAY YAY OR NAY AND MISS SHAKIRA AND KEEPS KEEP SCORE. COUNCILMEMBER FAVOR FOR FAVOR. COUNCILMEMBER CHERRY BROWN. YES. COUNCILMEMBER PENNY BECK. YES. FOR. ALL RIGHT. THANK [4.B. DISCUSS AND CONSIDER AWARDING A GRANT OF FUNDS TO GREAT AMERICAN SHOOTOUT, LLC AT 12405 WATER OAK DRIVE, FORT WORTH, TEXAS 76244 FROM REVENUES OF HOTEL OCCUPANCY TAX, AN ECOMONIC DEVELOPMENT GRANT, PURSUANT TO CHAPTER 380 LOCAL GOVERNMENT CODE, OR SPONSORSHIP FROM CITY FUNDS IN AN AMOUNT NOT TO EXCEED SIXTY THOUSAND DOLLARS AND ZERO CENTS ($60,000.00); AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT AFTER APPROVAL BY THE CITY ATTORNEY.] YOU. THAT WAS DONE AND PASSED UNANIMOUSLY. SECOND ITEM OF BUSINESS. SECOND ITEM. I'LL READ THOSE. VICE MAYOR IS DISCUSSED SINCE I WROTE IN MY DISCUSS. CONSIDER AWARDING A GRANT OF FUNDS TO THE GREAT AMERICAN SHOOTOUT, LLC AT ONE TWO 405 WATER OAK DRIVE, FORT WORTH, TEXAS, FROM REVENUE OF HOTEL OCCUPANCY TAX, ECONOMIC DEVELOPMENT GRANT. PURSUANT TO CHAPTER 380, THE LOCAL GOVERNMENT CODE AND OR SPONSORSHIP FROM THE CITY WITH CITY FUNDS IN AN AMOUNT NOT TO EXCEED $65,000 IN NO SENSE, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN APPROPRIATE AGREEMENT AFTER APPROVAL AS TO FORM BY THE CITY ATTORNEY. AND 60 IS THAT RIGHT? THE AMOUNT. WHAT AMOUNT? 60. 60, I THINK I THINK I HEARD SOMETHING, BUT IT'S 60 FOR THE RECORD. RIGHT? 60. WHAT DID I SAY 55, 60, 65. AND YOU WANT I HEARD 65. BUT YEAH, I LIKE HEARING I LIKE YOUR NUMBER. IT IS 60. I APOLOGIZE. OKAY. SO WE'VE HEARD THE ITEM BE QUESTIONS OR COMMENTS. YES SIR. COMMENTS. SO THIS IS FOR THIS BODY AND FOR THE PUBLIC. SO I KNOW WE JUST. APPROVED TO REPEAL THIS RESOLUTION WHICH HAD WAS MADE AWARE THAT WE'D BE DOING THAT. AND WE HAD SOME DISCUSSIONS ABOUT THAT AND I UNDERSTOOD WHY WE MADE THAT DECISION TONIGHT. THE REST OF THIS AGENDA AGAIN, I, I DIDN'T SEE THIS UNTIL FRIDAY. WE RECEIVED THE AGENDA ON THURSDAY. I WASN'T AWARE OF. I KNOW SOME OTHER COUNCIL MEMBERS HAD INFORMATION ABOUT THESE PARTICULAR AGENDA ITEMS BEFOREHAND, BUT JUST SPEAKING FOR MYSELF, I. I DIDN'T KNOW ABOUT ANY OF THESE PARTICULAR AGENDA ITEMS AND I GUESS ONE ONE QUESTION I'M GOING TO HAVE IS, YOU KNOW, TYPICALLY WE HAVE STAFF NOTES, AGENDA PACKET, SOME KIND OF INFORMATION ABOUT WHAT WE'RE APPROVING. AND WE DON'T HAVE ANY INFORMATION ABOUT ANY OF THESE AGENDA ITEMS. SO I'M GOING TO NEED SOME SOME MORE INFORMATION OR DETAILS ABOUT I KNOW THERE MIGHT BE SOMEONE HERE THAT MAYBE THE APPLICANTS ARE HERE, BUT I WOULD LIKE TO HEAR SOME MORE ABOUT THESE BEFORE I MAKE A DECISION ABOUT. ABSOLUTELY. THESE AGENDA ITEMS OKAY, ON THIS PARTICULAR ITEM, COULD THAT'S ALLOWED. IT'S WHAT ABSOLUTELY COULD COULD WE HAVE [00:15:02] MR. LOWE GET UP AND SPEAK TO US TO ADDRESS COUNCILMAN QUESTION? OKAY. I'M GOING TO GIVE MY NAME AND ADDRESS. YES, SIR. SAM LOWE, 12 405 WATER ROAD, FORT WORTH, TEXAS, 76 244. GREAT AMERICAN SHOOTOUT IS A BASKETBALL CIRCUI. WE TRAVEL WE HAVE EIGHT EVENTS HERE IN DUNCANVILLE. WE GO SAN ANTONIO, AUSTIN COLLEGE STATION, HOUSTON. THE ONES WE HAVE HERE ARE BIGGEST AND EVENTS WHERE COLLEGE COACHES TRAVEL IN. THAT'S A BIG THING. BEHIND IT IS COLLEGE COACHES TRAVEL IN TO EVALUATE PLAYERS TO RECRUIT. SO WITH THAT WHICH YOU WILL FIND IS TEAMS TRAVEL FROM A FURTHER DISTANCE BECAUSE THEY'RE WANTING TO GO TO A PLACE WHERE THE COLLEGE COACHES ARE GOING TO BE. SO YOU COULD RUN AN EVENT IN DALLAS DOWN HERE, TARRANT COUNTY ANY WEEKEND AND GET 60 TO 80 LOCAL TEAMS TO COME PLAY IN THE EVENT. IT DOESN'T REALLY CREATE TOURISM, TRAVEL, HOTEL STAYS BECAUSE OF THE WAYS OURS ARE SET UP. WE'RE THE TEAMS WANT TO PLAY IN FRONT OF COLLEGE COACHES. THEY WILL TRAVEL FROM HOUSTON, SAN ANTONIO, AUSTIN, THE BAHAMAS. I ALREADY GOT TEAMS COMMITTED FROM AUSTRALIA. PROBABLY 25 DIFFERENT STATES HAVE HAD TEAMS IN THEIR TOURNAMENTS ENGLAND, JAMAICA OR BAHAMAS. AUSTRALIA AND CHINA HAVE ATTENDED OUR EVENT AT SOME POINT, SO THEY COME FOR THAT EXPOSURE TO BE SEEN. SO IT BECOMES MORE THAN JUST A LOCAL EVENT THAT YOU MAY SEE ON ANY WEEKEND IN THE DALLAS FORT WORTH METROPLEX. IT BECOMES MORE OF A STATEWIDE AND EVEN NATIONAL AT TIMES. IT'S BECOME AN INTERNATIONAL, LET'S SAY INTERNATIONAL 4 OR 5 TEAMS. I'M NOT TALKING 50 TEAMS. SO WITH THAT 230 TEAMS, EACH TEAM HAVING 10 TO 12 PLAYERS, 15 TO 20 FANS, THEY COME. YOU'RE TALKING ABOUT THOUSANDS OF PEOPLE COME TO THE COMMUNITY. WE USED TO HAVE A FIELDHOUSE. WE USED DUNCANVILLE HIGH SCHOOL. WE USED CEDAR HILL HIGH SCHOOL AND WE USE TRIPLE A ACADEMY, WHICH IS OVER ON LEDBETTER. SO BASICALLY WE HAVE ABOUT 18 COURTS GOING ALL WITHIN 11 OF THEM ARE IN DUNCANVILLE. AND DUNCANVILLE IS KIND OF THE HUB. IT'S ADVERTISED AS THE HUB. IT'S CALLED THE DUNCANVILLE GAS. SO IT JUST ATTRACTS A LOT OF PEOPLE IN TOWN. IT ATTRACTS THE TOURISM, THE HOTEL STAYS THAT HAVE GONE ALONG WITH THIS GRANT AND INFORMATION IN THE PAST. SO THAT'S KIND OF A BIG PICTURE OF WHO WE ARE AND WHAT WE DO. IF YOU HAVE ANY QUESTIONS OR ANYTHING ELSE. NO, I MEAN, I'VE. YEAH, WE HAVE, WE HAVE REGIONAL REFEREE CAMPS THAT COME TO THE EVENT. SO LIKE THE MISSOURI VALLEY CONFERENCE, WHICH THE MISSOURI VALLEY IS IOWA, ILLINOIS, NEBRASKA. THE GUY WHO ASSIGNS THE REFEREES FOR THEIR CAMP BRINGS THEIR REFEREES TO ONE OF OUR EVENTS. THEY STAY IN A HOTEL. THEY THEY REF THE GAMES AT OUR EVENT. THEY DO CLASSROOM WORK, THEY GET EVALUATED TO GET READY FOR THE NEXT YEAR. JUST OFFSEASON WORK. THE BIG 12 USED TO DO A CAMP WITH US. THE BIG 12 CHANGED LEADERS. SO WE HAVE A DIFFERENT PERSON, BUT WE HAVE ANOTHER GROUP CALLED THE GREAT SOUTHWEST OFFICIALS ASSOCIATION. THEY ASSIGN EVERY COLLEGE BASKETBALL GAME IN THE STATE OF TEXAS THAT ISN'T DIVISION ONE. SO DIVISION TWO. DIVISION THREE JUCO AND I IF YOU REF IN THEIR LEAGUE YOU HAVE TO COME TO THEIR CAMP. THEY RUN TWO CAMPS WITH US STATIONED HERE IN DUNCANVILLE. SO THEIR REFEREES FROM ALL OVER THE SOUTHWEST, PROBABLY 8 OR 10 DIFFERENT STATES HAVE TO COME TO DUNCANVILLE. THEY ALL STAY IN A HOTEL. THEY USED TO FILL UP THE HILTON GARDEN INN. I DON'T KNOW IF THAT'LL STILL BE THEIR CHOICE, BUT I WOULD GUESS IT WOULD BE. AND SO YOU HAVE THE REGIONAL CAMPS. YOU HAVE THE REFEREE CAMPS, AND THEN WE TREAT OUR OUR COACH COACHES WELL BECAUSE THE COLLEGE COACHES KIND OF BECOME THE FLAGSHIP OF THE EVENT. IT'S KIND OF WHICH COMES FIRST THE CHICKEN OR THE EGG. DO YOU GET THE TEAMS? IS IT COLLEGE COACHES OR COLLEGE COACHES? WELL WE FEED THEM. WE GIVE THEM A HOSPITALITY ROOM AND THE COLLEGE COACHES COME. THEN YOU GET MORE PEOPLE THAT COME FROM FURTHER DISTANCES TO BE IN THE SAME PLACES. SO IT KIND OF ALL WORKS TOGETHER. THE GRANT MONEY'S FUNGIBLE. YOU COULD SAY IT'S FOR THE REFEREE CAMP. YOU COULD SAY IT'S FOR THE RENTAL. YOU COULD SAY IT'S FOR THE HOSPITALITY TO BRING THE COLLEGE COACHES TO TOWN. IT'S BEEN 30, 40, $45,000. JUST ON THE COLLEGE COACHES EXPERIENCE SO THAT THEY HAVE A GOOD EXPERIENCE BECAUSE THAT DRAWS EVERYBODY WANTED TO BE HERE. SO IT ALL KIND OF WORKS TOGETHER. SO WHAT'S SPECIFICALLY [00:20:03] I THINK IS THE 60,000 FOR I JUST MENTIONED SEVERAL THINGS. WHAT SPECIFICALLY? WELL, WE DON'T HAVE I DON'T HAVE AN APPLICATION IN FRONT OF ME. THAT'S WHY THE CITY APPROACHED ME. I DIDN'T KNOW AT THE TIME THE CITY APPROACHED GASSO. MY KUNSTADT PROBABLY 10 OR 12 YEARS AGO, AND THEY SPECIFICALLY TOLD US TO TIE IT TO JIM REYNOLDS RENTAL OF DUNCANVILLE FACILITIES, NOT CEDARVILLE, BUT WE WILL HAVE ABOUT $140,000 WORTH OF GYM RENTAL. THEY ASKED ME TO RETURN RECEIPTS UP TO $60,000. THEY WOULD PAY UP TO $60,000 OF BRINGING THE EVENT TO TOWN FOR FACILITIES. THAT'S WHY I SAY I CAN TURN IT. WE HAVE ABOUT $500,000 WORTH OF EXPENSES, SO IT COULD BE 60,000 FOR GYM. YEAH, IT CAN BE GYM RENTAL IS WHAT I WAS TOLD TO DO BY THE CITY YEARS AGO. SO THAT'S HOW I KEPT. THAT'S NOT WHAT IT SHOULD BE USED FOR. BUT HE'S TALKING TO YOU ABOUT THE CONVENTION PART OF THIS IS WHAT HE'S SAYING. HE'S GOING TO USE THE MONEY FOR IT. HE'S HE'S GONE TO CHURCH WITH M. I CAN DO THE REFEREE CLINICS NOW. WE CAN DO THE REF CLINICS. THEY DO NIL NIL INSTRUCTION FOR HIGH SCHOOL BECAUSE YOU YOU CAN YOU QUALIFY NOW IF YOU'RE AN ATHLETE YOU CAN GET NIL MONEY WITHOUT DAMAGING YOUR AMATEUR STATUS AS SOON AS HIGH SCHOOL. THAT IS WITH GLENN. THAT'S CORRECT. SO WE DO REFEREE CLINICS, REFEREE CAMPS, REFEREE SAYS CHAIRMAN. YES. AS AN INSTRUCTOR OF MEDICINE. CORRECT. IS THAT HAS HE COMPETED IN. SO WHAT I'M GOING TO GO BACK TO AND SAY IS THE COUNCIL IS BEING ASKED TO AUTHORIZE AN AMOUNT NOT TO EXCEED $60,000. AND THEN MR. HAGER AND I WILL VERIFY THAT IT IS ONE OF THE NINE QUALIFYING EXPENSES. EXACTLY. YES. SO DOES THAT QUALIFY? YES. THE CONVENTION PART OF IT QUALIFIES THE GENERAL EDUCATIONAL PART OF IT. QUALIFIED MEDICAL QUALIFIES. NO GYM RENTALS? NO. THERE'S NOT A QUALIFYING EVENT. AND AGAIN, IT'S ALL REIMBURSABLE AS LONG AS IT FITS RIGHT. SO WHAT YOU'RE APPROVING IS THE GRANT THE GRANTEE HAS TO PROVE TO HER. AND TO HIM THAT THAT MONEY IS TIED TO A REIMBURSABLE COST THAT HE INCURS RELATIVE TO THE GASO EVENT, WHICH INCLUDES BASKETBALL AND JIM REYNOLDS. IT INCLUDES THE REFEREES. IT INCLUDES THE COLLEGE COACH EXPERIENCE, WHICH IS CONVENTION, PROMOTION, BUSINESS. THAT MONEY QUALIFIES FOR HOT FUND TREATMENT. SO THAT WAS PART OF WHAT I WAS GOING THROUGH. THE INSTRUCTION WITH DC EDC WHEN THEY WERE HERE. THE APPLICANTS WERE ALL HERE AT THE SAME TIME AND HEARD THE SAME STORY. SO THEY GO, OH, OKAY, SO WE'VE NOT BEEN TOLD CORRECTLY FROM STAFF OF WHAT THE MONEY IS APPROPRIATELY REIMBURSED FOR. SO PREVIOUS THAT. YEAH, THE PRIOR STAFF, I MEAN, I DON'T KNOW WHAT STAFF TOLD THEM. I DON'T SEE THE APPLICATIONS. I WRITE THE GRANT AGREEMENTS. AND SO THE GRANT AGREEMENTS WERE ALWAYS TIED TO REIMBURSABLE EXPENSES. SO IF THEY GET THE GRANT, THE GRANTEE WILL THEN HAVE TO PRODUCE IF HE WANTS HOT FUNDS, THEN HE HAS TO PRODUCE IN ORDER TO GET THOSE HOT FUNDS. RECEIPTS FOR HOT FUND REIMBURSABLE ACTIVITIES. IF HE WANTS MONEY FROM 380, HE HAS TO PRODUCE RECEIPTS FOR 380 REIMBURSABLE, WHICH CAN INCLUDE THE GYM RENTALS. IF HE WANTS MONEY FOR SPONSORSHIP BUCKET, THEN HE WOULD HAVE TO PRODUCE RECEIPTS TO SHOW THAT HE WAS PROMOTING THE CITY IN HIS LITERATURE AND ADVERTISING. AND DURING THE EVENT. SO THAT'S WHY I WANTED TO WRITE IT BROAD ENOUGH TO ENSURE THAT THEY COULD DO THE THINGS THEY COULD TO QUALIFY FOR THEIR FULL TRANCHE OF MONEY. THAT YOU'RE AUTHORIZING. BUT IF THEY APPLY FOR $20,000 WORTH OF HOT FUND GRANTS, THEN HE WILL HAVE TO PRODUCE INVOICES TO THE STAFF THAT SHOW THAT HE INCURRED $20,000 WORTH OF REIMBURSABLE HOT FUND GRANTS FOR THE COACHES, FOR THE CLINICS, FOR THE OTHER, AND MISTER LOWE'S CASE OR GLENN'S CASE WITH THE NIL INSTRUCTION OR EDUCATIONAL ACTIVITIES FOR TO BRING PEOPLE INTO TOWN. SO THAT'S WHY I WANTED TO WRITE THESE BROAD ENOUGH TO MAKE SURE THAT THEY DID ALL THE THINGS TO QUALIFY IN ONE OF THOSE THREE AREAS. IF THEY CAN'T PRODUCE ENOUGH INVOICES, THEY'RE NOT GOING TO GET ALL THE MONEY. SO FOR ITEM B, IT DOES HAVE HOTEL OCCUPANCY TAX AND ECONOMIC DEVELOPMENT GRANT PURSUANT TO CHAPTER 380 [00:25:06] LOCAL GOVERNMENT CODE AND A SPONSORSHIP. AND HE'S GOING TO HAVE TO PRODUCE RECEIPTS THAT WOULD QUALIFY FOR FUNDING FROM EITHER ONE OF THESE THREE. YES, HE COULD GET IF HE COULD PRODUCE $60,000 WORTH OF HOT FUND RECEIPTS, THEN HE'LL GET TOTAL HOT FUND REIMBURSEMENT. IF HE COULD ONLY PRODUCE 40,000 OF QUALIFYING, THEN HE WOULD HAVE TO GET 20 FROM THE OTHER TWO REMAINING CATEGORIES THAT WOULD QUALIFY THAT WOULD QUALIFY. SO HIS APPLICATION THAT SAYS FOR THE RENTAL, THAT WOULD HAVE TO FALL UNDER IF HE DOESN'T CHANGE HIS APPLICATION, IT WOULD HAVE TO FALL UNDER ONE OF THESE OTHER BECAUSE IT DOESN'T QUALIFY FOR HOT FUNDS, RIGHT? YEAH. SO ESSENTIALLY BUT BUT REALLY THE BIG THING IS THE RECEIPTS. THAT'S REALLY WHAT WE GOT TO LOOK AT. THAT'S RIGHT. AND THEN WE'LL HAVE A CONTRACT THAT MR. HAGGARD WILL BE PREPARING. SO THAT'S REALLY WHAT THE THAT'S REALLY WHERE THE I'S ARE DOTTED. AND T'S ARE BEING CROSSED. SO HE SAYS THAT SAY YOU HAVE 18 COURTS AND 11 OF THEM ARE HERE. HAVE YOU SOLIDIFIED OR CONFIRMED YOUR FUNDING IN THE OTHER CITIES? AND I'M ASKING THAT BECAUSE THAT MEANS THAT YOU'VE ALREADY STARTED ADVERTISING IT. SOMEHOW, I WOULD ASSUME AND TELL ME IF I'M WRONG. SO YOU'RE JUST WAITING TO HEAR FROM DUNCANVILLE? YES. WE'RE JUST WAITING TO HEAR FROM DUNCANVILL. BUT THE APPLICATION THAT HE HAS COMPLETED CAN STILL APPLY TO EITHER ONE OF THESE THREE. CORRECT? YES. OKAY. ANY OTHER QUESTIONS? I'M GOING TO MAKE A MOTION TO APPROVE FOR THE SPONSORSHIP. IS THERE A DIFFERENT APPLICATION FOR THAT? YES. YES. AND HE'S OUR I JUST WANT TO MAKE SURE MY APOLOGIES TO THE APPLICANT. EVERYBODY HERE I MEAN AGAIN YOU KNOW WE HAVE SEVERAL HUNDRED THOUSAND DOLLARS. THAT WAS APPLICATIONS FOR FUNDING HERE. I DIDN'T GET ANY INFORMATION ABOUT ANY OF THIS. AND SO MY QUESTIONS ARE JUST OUT OF IGNORANCE. I DON'T KNOW WHAT I UNDERSTAND. SO MAYBE THERE'S SOMETHING HERE I'M SUPPOSED TO UNDERSTAND THAT IT IS IMPLIED THAT ISN'T BEING SAID, BUT. I HAVE NO UNDERSTANDING. YOU KNOW, AND SO THE APPLICATION PROCESS FOR SPONSORSHIP IS THAT DIFFERENT OR IS THAT THE SAME AS FOR HOT FUND? AND IS THERE ANY CRITERIA THAT HAS TO BE MET IN ORDER TO GRANT THOSE MONEY? BECAUSE I DON'T KNOW WHAT THE CRITERIA ARE FOR SPONSORSHIP EITHER. THEY ARE SEPARATE APPLICATIONS AND MR. LOWE AND MR. SMITH HAVE BOTH COMPLETED ALL THOSE APPLICATIONS AT THIS POINT. YES. MR. ONE HASN'T SEEN THE APPLICATION. I HAVEN'T SEEN NO, NO NO NO. COUNCIL MEMBER KOONS THIS WAS IN I KNOW I RECEIVED AN EMAIL FROM YOU EARLIER. THERE'S DEFINITELY IMPROVEMENTS THAT COULD HAVE BEEN MADE FOR THIS MEETING. THERE'S A PROCESS THAT WE FOLLOW IN A COMPUTER SYSTEM WHERE WE ATTACH THESE APPLICATIONS IN THE FUTURE, WHEN WE HAVE THE TIME TO PREPARE THIS MORE ACCURATELY AND THOROUGHLY, WE WOULD INCLUDE, FOR INSTANCE, PLACER.AI DATA, WHICH WILL BE INDEPENDENT DATA, NOT FROM THE APPLICANTS. IN TERMS OF THE ATTENDANCE AT PRIOR YEAR'S EVENTS. AND THEN EVEN POST-EVENT, WE'LL BE ABLE TO PROVIDE A LOT MORE INFORMATION THAT WE JUST WEREN'T ABLE TO ASSEMBLE FOR YOU AT THIS FOR THIS PARTICULAR MEETING. WELL, I'LL GO AHEAD AND SECOND THE MOTION TO APPROVE. BUT AGAIN, JUST FOR ME, I'M I'M STILL KIND OF IN THE DARK. SO, YOU KNOW, MY THE WAY I'M VOTING ON THIS IS BASED ON MY IGNORANCE AT THIS POINT. AND MAYBE I'LL GET CAUGHT UP LATER ON, BUT I'M SURE THE REST OF THE COUNCIL IS READY TO MOVE FORWARD. SO I'LL SECOND. WELL, JUST TO BE CLEAR, AND I GET YOUR SECOND, WE'RE NOT IN A RUSH, SO IF THERE'S STILL QUESTIONS, WE CAN GET ALL THE QUESTIONS ANSWERED. BUT IF YOU'RE READY TO MOVE FORWARD, WE'LL MOVE FORWARD ON THIS ONE. OKAY. THAT'S A MOTION AND A SECOND I JUST WANT TO CONFIRM THAT WE DO HAVE OTHER APPLICATIONS COMPLETED FROM THE APPLICANT THAT WOULD APPLY FOR THE OTHER FUNDING OPTIONS, OR TWO OF THE THREE. WE HAVE THEM COMPLETED. TWO OF THE THREE. WE HAVE THEM COMPLETED THE THIRD. WE DECIDED NOT TO DO THE OTHER OPTIONS. BUT YES, THOSE APPLICATIONS ARE. OKAY. ROLL CALL. OKAY. COUNCILMEMBER GRIFFIN. FOR. FOR AGAIN. FOR. [4.C. DISCUSS AND CONSIDER POSSIBLE ACTION REGARDING AN APPLICATION FOR HOTEL OCCUPANCY TAX FUNDS BY THE DUNCANVILLE LIONS CLUB, A NON-PROFIT CORPORATION, LOCATED AT PO BOX 383025, DUNCANVILLE, TEXAS 75137, FROM REVENUES OF HOTEL OCCUPANCY TAX, AN ECONOMIC DEVELOPMENT GRANT, PURSUANT TO CHAPTER 380 LOCAL GOVERNMENT CODE, OR SPONSORSHIP FROM CITY FUNDS IN AN AMOUNT NOT TO EXCEED SEVENTY-FIVE THOUSAND DOLLARS AND ZERO CENTS ($75,000.00); AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT AFTER APPROVAL BY THE CITY ATTORNEY.] [00:30:10] OKAY, MAYOR, YOU WANT ME TO READ THE NEXT. YES, SIR. THE NEXT IS DISCUSS AND CONSIDER POSSIBLE ACTION REGARDING THE APPLICATION FOR HOTEL OCCUPANCY TAX FUNDS WITH DUNCANVILLE LIONS CLUB, A NONPROFIT CORPORATION LOCATED AT P.O. BOX 383025. DUNCANVILLE, TEXAS, FROM REVENUES OF HOT OCCUPANCY, HOTEL OCCUPANCY TAX, ECONOMIC DEVELOPMENT GRANT PURSUANT TO CHAPTER 380 OF THE LOCAL GOVERNMENT CODE AND OR SPONSORSHIP FROM CITY FUNDS, AND AN AMOUNT NOT TO EXCEED $75,000 AUTHORIZING THE MANAGER TO EXECUTE A GRANT AGREEMENT AFTER APPROVAL AS PERFORMED BY THE CITY ATTORNEY. SO THIS IS THE SANDRA, WHAT WOULD BE THE SANDRA MEADOWS APPLICATION, WHICH YOU TRADITIONALLY HAVE CONSIDERED? OKAY. MR. MARTIN. STEVE MARTIN, 1600 SOUTH MAIN STREET, DUNCANVILLE, TEXAS. THIS IS MY 19TH YEAR AS THE TERM DIRECTOR. THIS IS A LITTLE BIT DIFFERENT FROM THE OTHER TWO GENTLEMEN IN THE FACT THAT THE LIONS CLUB, AND BEFORE I CAME OVER TONIGHT, I WAS MAKING HOTEL RESERVATIONS. WE ACTUALLY MAKE THE PHYSICAL HOTEL RESERVATIONS FOR OUR TEAMS THAT COME IN AND STAY HERE. AND IN OUR POST REPORTS, WE PUT THE ACTUAL HOTEL RECEIPTS AND EVERYTHING. LAST YEAR WE WROTE DIRECTLY TO THE FOUR HOTELS OVER $56,000 IN CHECKS DIRECTLY. SO THAT'S THE PUREST FORM OF HEADS AND BEDS. HOTEL OCCUPANCY TAX. THERE IS. WE HAVE OTHER THINGS THAT QUALIFY IN THERE AND I'M WE'RE DIFFERENT FROM WHAT GASSO AND THE OTHERS ARE. MOST OF OUR STUFF WILL FALL RIGHT UNDER THE HOT FUNDS APPLICATIONS. SO THE BIGGEST PART BEING THE FACT THAT WE WRITE, WE BOOK THE HOTELS AND WE RIDE IT. AND THAT'S NOT COUNTING WHERE THE HOTELS PARENTS, THE FANS AND WE HAVE OVER 100 COLLEGE COACHES THAT ATTEND. THAT'S NOT COUNTING THEIR HOTEL. I'M TALKING ABOUT STRICTLY TEAM MEMBERS AND PLAYERS ONLY OVER $56,000 LAST YEAR. OKAY, QUESTION. I JUST WANT TO MAKE SURE I UNDERSTAND YOU BOOKED THE HOTELS FOR THE PEOPLE TO STAY IN THAT NIGHT. YOU ALREADY HAVE THE CONFIRMATION THAT THE PEOPLE ARE COMING. SO AS YOU GET THE CONFIRMATION, YOU BOOK THE HOTEL. IS THAT WHAT I'M UNDERSTANDING? I DO, I HAVE I HAVE BLOCKS WITH ALL THE HOTELS RIGHT NOW. AND WHAT I WAS DOING WAS COMPLETING WHAT THE COACHES HAVE SENT TO ME FOR THEIR NEEDS. SO MANY NIGHTS, SO MANY KINGS, SO MANY DEVILS OR HOW MANY NIGHTS AND THEN I AM IN THE PROCESS. TOMORROW WE'LL COMPLETE THAT, FORWARD IT TO THE HOTELS. SO THEY'LL BE ABLE TO MARK THOSE BLOCKS ONCE THEY GET THOSE RESERVATIONS IN, THEN THEY WILL GIVE ME THE CODES AND I WILL SEND TO THE COACHES IN THE 32 TEAMS, AND WE WILL HAVE WE WILL HAVE THEM SENT TO THEIR PARENTS SO THEY'LL HAVE THE BOOK THEIRS. I DON'T BOOK PARENTS ROOMS. I STAY OUT OF THAT. BUT LIKE I SAY, WE DO IT. YOU KNOW, WE BOOK THE HOTELS AND WE PAY FOR THE WHOLE THE LIONS CLUB WRITES THE CHECKS, WE TURN AROUND, WE ALLOW SO MUCH FOR THEM, FOR FUNDS, FOR STAY IN HOTELS. AND THEN THEY PAY US THE I SAY, PAY US, PAY THE LIONS CLUB. WE INVOICE THEM AND THEY PAY IT TO THEM. AND THEN WE PAY AND WRITE THE CHECKS DIRECTLY TO THEM. IS THAT THE APPLICATION YOU COMPLETED FOR THE FUNDS? YES. FUNDS. I WOULD PROBABLY LIKE THEM TO MAYBE DO A SPONSORSHIP APPLICATION AS WELL. IF STEVE DOESN'T MIND, BECAUSE I WANT TO MAKE SURE THEY GET ALL THE MONEY THEY NEED BECAUSE THEY'RE BASICALLY A LITTLE BIT DIFFERENT BECAUSE THEY'RE DIRECTLY UNDERWRITING PART OF THE COST OF THE HOTEL. SO THEY'RE REDUCING SO THAT THE TEAMS CAN AFFORD TO COME. SO IT'S A LITTLE BIT DIFFERENT. YOU CAN FEEL MORE COMFORTABLE AS YOUR LAWYER. IF WE HAD ANOTHER TRANCHE AVAILABLE FOR THEM TO FUND THEM. MR. MARTIN, HOW MANY HOW MANY HOTELS IN DUNCANVILLE DO YOU USE FOR THAT? IS THE HILTON GARDEN INN THE BEST WESTERN, THE LA QUINTA AND THE HAMPTON INN? I'VE TRIED TO USE [00:35:08] THE HOLIDAY INN EXPRESS, BUT THEY KEEP RATES SO HIGH I CAN'T AFFORD TO STAY WITH THEM. OKAY, SO YOUR YOUR REQUEST IS SPECIFICALLY ONLY GOING TO BE MONEY IS ONLY GOING TO BE PAID TO YOU WHEN YOU TURN IN THE RECEIPTS FOR EACH ONE OF THOSE HOTEL STAYS. WE DON'T DO ANYTHING. IT'S ALL ON REIMBURSEMENT. EVERYTHING'S ON REIMBURSEMENT. I GUESS INDIRECTLY, 7% OF THAT COMING BACK TO US. YEAH. THAT'S WHY IT'S ALWAYS HOTEL HEADS AND BEDS IS THE WHOLE IDEA IS YOU REPLENISH JUST LIKE SALES TAX. WHEN YOU MAKE ECONOMIC DEVELOPMENT GRANTS, YOU FAVOR RETAIL BUSINESSES BECAUSE THEY'RE THE ONES THAT ARE CHARGING SALES TAX, THAT YOU'RE PAYING YOURSELF BACK, REPLENISHING THE FUNDS. SO THE OTHER THING THAT'S NOT BROUGHT INTO THIS DISCUSSION HERE, BUT I MEAN, THINK ABOUT THIS. MANY PEOPLE COMING TO TOWN, THEY'RE EATING HERE. THEY'RE BUYING GAS HERE. YOU KNOW, IT'S JUST I DON'T KNOW IF WE'VE MEASURED THE IMPACT. HOPEFULLY THAT IN THE FUTURE WE'LL HAVE A WAY OF MEASURING THAT IMPACT SO WE CAN SEE EXACTLY WHAT IT DOES. IN ADDITION TO THE ROOM RENTALS, BECAUSE IT'S GOT TO BE A LOT MORE THAN THAT WHEN THEY COME HERE. YEAH, HE'S GOT GO AHEAD. CAN WE GET THAT APPLICATION WHATEVER OTHER ONE YOU'RE SUGGESTING COMPLETED TONIGHT BEFORE OR IS HE HAVING WE HAVE A NEED TO ADJUST THE NUMBERS. BUT IT'S ALREADY COMPLETED. OKAY. IF ANYONE NEEDS TO SUPPLEMENT THEIR APPLICATION, WE'LL DO THAT AT OR BEFORE THE TIME WE SIGN. I PERSONALLY FEEL THAT EVERYTHING'S GOING TO FALL UNDER THE HOTEL CONFERENCE CHAIR. ADDITIONAL QUESTIONS. SO? SO CLEARLY THIS DOES QUALIFY FOR HOTEL OCCUPANCY. PARTS OF IT DO. IT JUST DEPENDS ON YES. SO IS IT THE SPONSORSHIP. IS THAT THE OTHER APPLICATION THAT YOU'RE. YES. OKAY. AGAIN WE'RE ASKING COUNCIL TO AUTHORIZE AN AMOUNT UP TO 75. MYSELF AND THE CITY ATTORNEY WILL MAKE SURE IT'S ONE OF THE NINE QUALIFYING. WE'LL MAKE SURE IT'S QUALIFIED FUNDING FOR EACH ONE IS YOU WANT THEM TO BE SUCCESSFUL. WE WANT THEM. WE WANT ALL THESE PEOPLE TO COME IN AND SPEND EVERY DIME THEY HAVE. SO THEY CANNOT GIVE CHRISTMAS TO THEIR CHILDREN. WELL, THIS IS USUALLY A DOWN TIME. YEAH. BECAUSE OF BETWEEN CHRISTMAS AND NEW YEAR'S. AND OUT OF THE 32 TEAMS WE HAVE COMING, 19 WILL STAY IN OUR HOTELS. YOUR HOTELS ARE FULL DURING THIS TIME. HISTORICALLY, HOW MANY OF THESE EVENTS, MANY OUT-OF-STATE TEAMS HAVE SIX OUT-OF-STATE. WE GOT SIX STATES REPRESENTED IN 19 TOTAL OUT OF TOWN FROM ALL OVER TEXAS. BUT WE HAVE CALIFORNIA, TENNESSEE, GEORGIA, ARKANSAS, LOUISIANA, TEXAS. YOU KNOW, THERE'S LIKE SIX DIFFERENT STATES. WE GOT TEAMS LIKE LIKE SAM SAID, WE HAVE TEAMS EVERY YEAR THAT WANT TO COME FROM FROM AUSTRALIA. BUT YOU WILL NOT ALLOW US TO SANCTION THE TOURNAMENT WITH BECAUSE THEY'RE NOT GOVERNED BY EVERYBODY ELSE. SO WE'VE HAD THEM BEFORE, BUT WE GOT OUR HANDS SPANKED FOR DOING IT. MOTION TO APPROVE IT WAS A MOTION BY MR. MCBURNETT TO APPROVE THE REQUEST, SECONDED BY COUNCILMAN JOE VERACRUZ. ROLL CALL. FOR FOUR AGAINST, FOUR FOR. THANK YOU. MAYOR AND [4.D. DISCUSS AND CONSIDER POSSIBLE ACTION REGARDING AN APPLICATION FOR HOTEL OCCUPANCY TAX FUNDS BY HOOPFEST BASKETBALL, LLC, LOCATED AT 5565 DEER CREEK DRIVE, DALLAS, TEXAS 75228, FROM REVENUES OF HOTEL OCCUPANCY TAX, AN ECONOMIC DEVELOPMENT GRANT, PURSUANT TO CHAPTER 380 LOCAL GOVERNMENT CODE, OR SPONSORSHIP FROM CITY FUNDS IN AN AMOUNT NOT TO EXCEED EIGHTY-FIVE THOUSAND DOLLARS AND ZERO CENTS ($85,000.00); AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT AFTER APPROVAL BY THE CITY ATTORNEY.] COUNCIL. LAST ITEM. YOU HAVE FOR THIS EVENING FOR CONSIDERATION IS DISCUSS AND CONSIDER POSSIBLE ACTION REGARDING AN APPLICATION FOR A HOTEL OCCUPANCY TAX FUNDS BY HOOPS BASKETBALL, LLC, LOCATED AT 5565 DEER CREEK DRIVE, DALLAS, TEXAS. FROM REVENUES OF HOTEL OCCUPANCY, TAX OR ECONOMIC DEVELOPMENT GRANT PURSUANT TO CHAPTER 380, THE LOCAL GOVERNMENT CODE AND OR SPONSORSHIP FROM CITY FUNDS IN AN AMOUNT NOT TO EXCEED $85,000. AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT AFTER APPROVAL IS PERFORMED BY THE CITY ATTORNEY, MR. SMITH. YES, SIR. GLENN SMITH, OUR BEST BASKETBALL AND GLOBAL SPORTS, 5565 DEER CREEK DRIVE, UNIT A AND B, DALLAS, TEXAS 75228. THIS WILL BE MY 16TH. NO, THIS WILL BE MY 15TH YEAR HAVING THE EVENT HERE IN DUNCANVILLE OUTSIDE OF THREE YEARS. BECAUSE OF THE DEMAND, I HAD TO MOVE THE EVENT TO AMERICAN AIRLINES CENTER AS WELL AS DICKIES ARENA. THEY SAY THIS IS THE CITY OF CHAMPIONS [00:40:06] AND I PRIDE MYSELF IN HAVING THIS EVENT HERE BECAUSE I'VE HAD SOME OF THE BEST HIGH SCHOOL BOYS AND GIRLS TEAMS FROM AROUND THE COUNTRY PARTICIPATE IN THIS EVENT. FROM JAYLEN BROWN AND JALEN GREEN, MARCUS SMART, TYRESE MAXEY, ANYBODY YOU CAN NAME THAT'S FROM HERE OR CLOSE TO HERE IS PLAYING IN THIS EVENT, NOT TO MENTION BRONNY JAMES KENNEDY, CARTER, DEJA KELLY, THE LIST GOES ON AND ON. I THINK THIS EVENT IS REALLY, REALLY IMPORTANT BECAUSE WE SAY HEADS IN BEDS, IT'S NOT JUST ABOUT HEADS AND BEDS, IT'S ABOUT WHEN, WHEN ARE THOSE HEADS IN BEDS? DURING THANKSGIVING WEEKEND, MOST HOTELS HAVE AN OCCUPANCY OCCUPANCY RATE OF LOWER THAN 30%. YOU KNOW, WHEN WE COME INTO TOWN, EVERYBODY IS OVER 100 AND SIMILAR TO MR. MARTIN. WE ALSO COVERED THE HOTEL FOR SOME OF OUR TEAMS AS WELL AS WE ALSO SEND OUT LINKS FOR THEIR PARENTS TO BOOK IF THEIR TEAMS DESIGNATED HOTEL AS WELL. I THINK THAT'S ALSO IMPORTANT BECAUSE DURING THAT TIME OF YEAR, NOT A LOT OF PEOPLE ARE EATING OUT. A LOT OF PEOPLE ARE AT HOME WITH FAMILY. BUT DURING THAT TIME OF THE YEAR, WE HAVE PEOPLE FROM OUT OF TOWN THAT ARE HERE. NOT ONLY ARE THEY STAYING IN OUR HOTELS, THEY'RE ALSO AT OUR LIQUOR STORES. I HATE TO SAY IT LIKE THAT. THEY'RE ALSO AT OUR LIQUOR STORES. THEY'RE ALSO AT OUR WINE STORES. WE DON'T HAVE LIQUOR AT DUNCANVILLE BEER AND WINE, AND THEY'RE AT OUR EVER SO POPULAR, WHICH IS ALSO THE SECOND MOST PROFITABLE PAPPADEAUX IN THE COUNTRY. THEY'RE ALSO AT PAPPADEAUX AS WELL. THAT'S PRETTY MUCH ABOUT MY EVENT. YOU KNOW, I THINK THAT OUTSIDE OF WHATEVER YOU GUYS DECIDE TO DO TONIGHT, I WOULD LIKE TO ASK EACH AND EVERY ONE OF YOU TO COME OUT AND JUST WITNESS IT FOR YOURSELF. IT'S ONE THING FOR ME TO GUYS TO TELL YOU ABOUT HOW IT IS, BUT I THINK IT'S A DIFFERENT FEELING WHEN YOU WALK IN AND YOU SEE PEOPLE THAT ARE THERE JUST BECAUSE THEY KNOW IN 18 TO 24 MONTHS THAT THEY'RE GOING TO BE ABLE TO SEE SOMEONE SHAKING THE NBA COMMISSIONER'S HAND, YOU KNOW, FROM LAST YEAR WITH COOPER FLAG, YOU KNOW, WITH THE THINGS THAT HE DID THERE. AND THEN NEXT YEAR HE HAS A CHANCE TO BE THE NUMBER ONE PICK IN THE DRAFT. I THINK THAT'S ONE OF THE COOL THINGS. YOU KNOW, I HAVE CERTAIN REGULARS THAT I ALWAYS KNOW THAT ARE ALWAYS GOING TO BE IN A CERTAIN PART OF THE GYM, YOU KNOW, WHETHER THEY'RE TALKING SMACK TO EACH OTHER, IT'S JUST REAL. IT'S AN ATMOSPHERE THAT CAN'T BE EMULATED ANYWHERE. AND I LOVE IT. HAVING IT HERE AND HOPEFULLY WE CAN GET SOME. WELL, I DIDN'T MEAN TO INTERRUPT. I'M SORRY YOU DID THE MONEY YOU'RE ASKING FOR. CAN YOU GIVE US A BREAKDOWN ON WHAT YOU USE ALL THAT MONEY FOR? WE USE IT FOR PROMOTIONAL COSTS AS FAR AS BUILDING CONTENT TO PROMOTE THE EVENT, AS WELL AS PROMOTE THE CITY, WE ALSO USE IT FOR ADMIN. WE ALSO USE IT TO BUILD OUT OUR WEBSITE. WE ALSO USE THE FUNDS FOR TRANSPORTATION. THIS YEAR WE PLAN TO DO SOMETHING THAT WE HAVEN'T DONE BEFORE AND THAT'S WE'RE BUILDING A WE'RE IN THE PROCESS OF BUILDING A NIL WORKSHOP AND A FINANCIAL LITERACY CONFERENCE, BECAUSE WHAT'S GOING ON NOW IS THAT THESE KIDS ARE ABLE TO, YOU KNOW, ESSENTIALLY CASH IN ON THEIR NAME, IMAGE AND LIKENESS. BUT WHAT HAPPENS WHEN YOU GIVE SOMEONE THAT'S NEVER HAD ANY MONEY, 100 GRAND? THEY GO CRAZY WITH IT. SO WE'RE I'M IN THE PROCESS OF PUTTING TOGETHER A TEAM TO COME SPEAK TO THESE NOT ONLY PARENTS, BUT THEIR KIDS AS WELL, BECAUSE A LOT OF TIMES I HATE TO SAY IT LIKE THIS, BUT A LOT OF TIMES THESE KIDS ARE ACTUALLY RUNNING THE PARENTS BECAUSE A LOT OF TIMES THESE THESE KIDS WITH THE MEAL TICKETS FOR THE PARENTS. AND SO I WANT TO EDUCATE THEM ON JUST BECAUSE YOU GET 100 GRAND, YOU REALLY DON'T HAVE 100 GRAND. YOU REALLY GOT 40 TO 60 GRAND, DEPENDING ON WHERE YOU LIVE AT AND THEN HOW YOU'RE TAXED, YOU KNOW, BECAUSE I DO SEE A LOT OF KIDS THAT ARE GETTING NIL MONEY THAT ARE GETTING BEHIND THE EIGHT BALL BECAUSE THEY DIDN'T PAY TAXES OR THEY DIDN'T SET THEMSELVES UP AS AN LLC AS A WAY TO KIND OF MANEUVER THE TAX BRACKETS THAT THEY'RE IN. AND SO RIGHT NOW, I KIND OF GOT A WISH LIST OF PEOPLE THAT I REACHED OUT TO THAT ARE ALL EAGER TO COME HERE AND SPEAK TO THESE PARENTS AND THESE STUDENT ATHLETES TO GET HOW MUCH DID YOU ASK FOR LAST YEAR? HOW MUCH DID YOU GET? 85. SAME AMOUNT? YES, SIR. OKAY. QUESTIONS? COUNCIL? JUST JUST TO SAY I LOVE IT. I MOVED TO APPROVE SECOND. SO WOULD YOU DO THAT. SO WHERE DID WE DO MORE THAN OUR FUNDS FOR THIS. OR IS THIS JUST HAPPENS. IT'S MULTIPLE OKAY. YEAH OKAY. JUST A REMINDER. THAT'S SOMETHING THAT THE CITY MANAGER AND THE CITY ATTORNEY WILL BE ADDRESSING IN HOW THE DOCUMENT IS DRAFTED TO MAKE SURE THAT EVERYTHING IS WHAT WE HEARD TONIGHT. I UNDERSTOOD I JUST HEARD SOME STUFF THAT WASN'T ON THE PHONE, SO I JUST WANTED TO SAY, NO, NO, I UNDERSTAND, I UNDERSTAND YOUR QUESTION. I JUST WANT TO BE CLEAR FOR EVERYBODY THAT THEY'RE GOING TO BE THEY'RE GOING TO BE REVIEWING EVERYTHING THAT WE HAVE VOTED ON TONIGHT TO MAKE SURE THAT IT'S PUT IN. WE'LL MAKE SURE WE'LL MAKE SURE YOU GET COPIES. THERE YOU GO. OKAY. SO ROLL CALL, COUNCILMAN FAVOR FOR FOUR FOUR AGAINST FOUR FOUR. [00:45:14] OKAY. YES. OKAY. I WANT TO THANK THE APPLICANTS FOR BEING HERE. I KNOW THIS HAS BEEN A LITTLE MORE OF AN ARDUOUS PROCESS THIS YEAR, SO THANK YOU FOR BEING PATIENT WITH US AND STAYING WITH US. AND THANK YOU FOR MOST OF ALL FOR BEING IN DUNCAN. THANK YOU FOR YOUR TIME AND YOUR SERVICE TO. US THAT Y'ALL GOT OVERTIME. OKA. HOW MUCH HOW MUCH ARE WE GOING TO GET? 13. JEREMY, DO YOU HAVE ANY FUNDING? DO YOU WANT TO COVER? YEAH, I LEFT IT. I LEFT IT AT YOUR PLACE. OKAY. CAN I HAVE YOU ASK THE QUESTION? SURE. OKAY. COUNCIL, BEFORE WE GO, THE CITY MANAGER HAS JUST BROUGHT UP A QUESTION ABOUT STARTING A MEETING EARLY WITH MIKE WILSON COMING UP. SO I'M GOING TO LET HIM GO AHEAD AND DESCRIBE WHAT'S GOING ON.
