APPROVAL OF THIS RESOLUTION ALLOWS THE STATE TO CONTINUE TO PARTNER WITH COCA COLA REFRESHMENTS TO OFFER QUALITY PRIVILEGES TO PATIENTS ATTENDING COMPANY FIELDHOUSE EVENTS, AND CRAIG IS HERE AT THE ANSWERING QUESTIONS ACCOUNTING. JUST ONE QUESTION AHEAD. YES I SAW THE DOLLAR AMOUNT ELIZABETH COCA COLA GIVEN SPONSOR AND THERE WAS A SENTENCE IN THE PACKAGE THAT SAID THAT REVENUES FROM SALES ARE GROWING EVERY YEAR EACH YEAR GOING TO EXCEED WOULD BE PAYING OUT MOTOR TO HAVE TRICKED, BUT THAT WAS THE DEPUTY WAS AN ESTIMATED $20,000 IN THERE, BUT NO TRUE ENUMERATION OF SALES AND REVENUE CURRENTLY RECEIVING EXPENSIVE. I JUST WANT TO MAKE SURE THAT I READ THAT CORRECTLY STATED CORRECTLY. GUESS IT'S GOING TO BE A DEBT THAT THAT'S GOING TO BE PROFITABLE RATHER THAN EXPENSE. THAT'S MY UNDERSTANDING, CORRECT. AND YOU VERIFY THAT. OH THANKS, SPAN. UH BUDGET IS $80,000 SALES WILL BE NORTH OF 60,000. JUST DON'T GO SEE THAT'S THEM. I COMMENT, WAS VERY PLEASED TO SEE THIS BECAUSE FASTEN ALL THIS GARGANTUAN. AND THERE'S JUST LIKE GRANGER, GRANGER AND FASTEN ALL THE OR SUPPLYING ANYTHING THAT WE NEED AND WHENEVER WE NEED IT, SO THIS IS A REALLY, REALLY STRONG MOVE IN TERMS OF MAKING SURE THAT WE HAVE RELIABILITY. AND THE CREDIBILITY OF PROVIDER VERY PLEASED TO SEE THAT CONSENT AGENDA ISLAND FOREVER. CONSIDER A RESOLUTION AWARDING APPEARED AND AUTHORIZED WITH VERSATILE LEFT SOUTHWEST L. C. QUESTION LEFT PST BASH 40 PAST 10 H I BUCKET TRUCK. A 2023 CHEVROLET. 5500 CHASTITY AND THE ABILITY. YOUR MOUTH OF $186,586.6868 I'M SORRY. ONLY 20,000. THIS AUTHORIZATION. ALLOW SECURE BUCKET TROT. THE PUBLIC WORKS DEPARTMENT. THE CITY'S BUCKET TRUCK IS USED FOR TRAFFIC OPERATIONS, THUS OCCURRING A NEW BILL FOR CONTINUOUS OF INSURANCE PUBLIC SAY THE REAL LIABILITY FOR THE CITY'S TRAFFIC SYSTEM AND THIS CULTURE THIS YEAR TO ANSWER THE QUESTIONS THAT YOU MAY HAVE YES, SIR. THANK YOU, MAYOR. GOOD EVENING, MISS COLTON . IT MIGHT BE, UH, MR LOWE QUESTION AS WELL TOO. BUT THE STANDARD USE OF A BUCKET TRUCK AND WE'RE GETTING THIS. ABLE EMERGENCY PURCHASE. SO CAN YOU EXPLAIN WHY WE'RE DOING THIS? YES SIR. BASICALLY WE HAVE TWO BUCKET TRUCKS. NEITHER OF THEM ARE WORKING CURRENTLY. AND IT IS VERY DIFFICULT TO EVEN OBTAIN MAJOR. THIS FUND. THE BUCKET TRUCK AND IT'S CRITICAL TO OUR TRAFFIC OPERATIONS. SO MR LOWE, WOULD YOU LIKE TO GREAT? YEAH.
THE ONE THAT IT'S REPLACING HIS 20 YEARS OLD. ONE IS REPRISING IS 20 YEARS OLD. THESE UNITS CAN LAST 10 TO 15 YEARS, DEPENDING ON THE MAN OF USE. THEY GET. UM. OVER THIS IS ACTUALLY ONE THAT WE HAD ORDERED A COUPLE OF YEARS AGO AND DUE TO COVID THINGS KIND OF GOT BACKED UP, AND NOW THEY'RE TELLING US, YOU KNOW, IT'S GONNA BE THREE YEARS BEFORE AND FROM ORDER TO PURCHASE IF THERE WASN'T ONE IN STOCK. SO THAT'S THE REASON WHY THE DEALER THAT I'M DEALING WITH HE SAID.
HEY, I'VE GOT A VENDOR CUSTOMER. THAT DIDN'T TAKE DELIVERY OF THIS. DO YOU WANT TO USE IT? I SAID, HOLD IT FOR US, AND WE'LL TAKE IT TO COUNSEL. NO LONG TRUCKS BEEN DOWN. ONE HAS BEEN DOWN. IT HAD SOME ENGINE PROBLEMS AND SOME HYDRAULIC PROBLEMS JUST BEEN DOWN FOR A FEW MONTHS. BOTH REPAIRS THE OTHER ONE THAT WENT INTO THE SHOP. MAYBE. THREE MONTHS THREE WEEKS AGO. IS THERE IS, IS THERE A SCHEDULE? REPLACEMENT. FROM THE OTHER ONE. YES YES, YES, I BELIEVE IT COMES UP NEXT YEAR. SO THIS IS A LOT OF THE SAME LINES AS WE GOT THE AMBULANCE.
YES SIR. YES WE'RE AVAILABLE. VERY FORTUNATE THAT THEY YOU KNOW, THIS VEHICLE BECAME AVAILABLE. OKAY YEAH. GOOD QUESTION THAT I'M SORRY. THE TRUCK THAT'S IN THE SHOP. IT'S BEEN REPAIRED, SO WE'LL HAVE TO YES. GET BACK OVER. YES THIS IS THE PROBLEM IS THEY'RE NOT RELIABLE BECAUSE THEY'RE EATING OUT. YOU KNOW OF THE SHOP, SO I'M NOT RELIABLE. THANK YOU VERY FORTUNATE GRANT THIS DEAL WHEN WE COULD SO WE WROTE THE EMERGENCY ORDER GOTTA DO LETTER OF ENCHANT CITY MANAGER SIDE. YEAH ONE MORE WHEN WILL IT BE HERE? I TALKED TO HIM TODAY, HE SAID. POSSIBLY NEXT WEEK, THEY'LL HAVE THEIR SHOP. GO THROUGH. MAKE SURE EVERYTHING.
IS INSPECTED. READY TO GO? WE ARE HAVING THE BUCKET ON IT CHANGED OUT THAT'S. THE MARKET
[00:10:09]
IS THE CURRENT IS CURRENTLY ON. IT IS A LITTLE SMALLER. THE ONE WE'RE GETTING PUT ON IT, AND THAT'S INCLUDED IN THE PRICE HAS A DOOR. FOR EASIER ACCESS PERSONAL OF OUR EMPLOYEES. THANK YOU. OKAY BRO. YES SIR. AGENDA ITEM. FOUR G, CONSIDERING ORDINANCE AMENDING 23 THAT WAS 2024 BUDGET BAR, APPROPRIATING FROM THE BALANCE RESOURCES TO REPLENISH FONDER WISE FOR MERCHANTS PURCHASE OF OLIVER INTERRUPTED POWER SUPPLY UPS EQUIPMENT, DOMENIC EXPENDITURES.THIS AMENDMENT IS FOR PURCHASING EQUIPMENT THAT AGE CITY WHERE CONTINUAL POWER YEAH. POWER ALLERGIES, AND JENNIFER SHIRLEY ANSWERING QUESTIONS THAT YOU MAY HAVE REGARDING. BESIDES, I THINK IT'S NOT SO MUCH THE ITEM. ITSELF THAT WE'RE WORKING ON A BUDGET CHANGED. THEY WERE MUCH CORRECT, JENNIFER, JUST LIKE CAPSULIZE CHANGE THAT WE'RE MAKING TO ACCOMMODATE THE BUDGET PROPERLY REFLECT WHAT'S HAPPENING WITH THIS 115,000. SO WE'RE ASKING FOR APPROPRIATE FUND BALANCE TO COVER THE EXPENDITURE. FOR NOW, THEY WERE ABLE TO PROCURE THE ITEM PUT IN THE ORDER WITH WHAT THEY HAD AVAILABLE IN YOUR BUDGET, BUT THIS IS TO REPLENISH WHAT THEY TOOK FROM THEIR BUDGET, SO WE'RE MAKING THE BUDGET CORRECT. IN TERMS OF THAT WOULD BE IN A DEFICIT. BRING THIS 100 THIS MONEY INTO THE TO AMEND THE BUDGET. SO THIS IS A PROPER ACCOUNTING PROCESS IN TERMS OF REGIONAL BUDGETS, PARTICULARLY IN CORROBORATION. WITH WHAT WE HAVE EXPENSES, OKAY? BIG QUESTION. OKAY CONSENT AGENDA ITEM FOR H CONSIDER A RESOLUTION REQUESTING TO EXTEND THE ORIGINAL COUNCIL AUTHORIZATION OF $90,000 BY AN ADDITIONAL $33,100 SUPPORT THE CURRENT YEAR'S AUDIT FOR THE REQUESTED ACTION IS CONTAINED IN THE CURRENT YEAR'S BUDGET BY ADJUSTING DEPARTMENT THIS PREDATOR SO ARE. FINANCE DEPARTMENT IS HERE, MAN. PERPETRATING ADDITIONAL QUESTIONS THAT YOU MAY HAVE, AND THIS IS PROBABLY THE APPROPRIATE TIME FOR ME TO INTRODUCE OUR NEW MAGIC DIRECTOR OF FISCAL SERVICES. OBJECTION RICHARD, WOULD YOU STAND UP YOURSELF THERE? GOOD EVENING, EVERYONE.
IT'S A PLEASURE TO BE HERE IN THE PARK. SUCH A WONDERFUL TEAM AGAIN. MY NAME IS RICHARD JACKSON RECENTLY RELOCATED TO THE METROPLEX SEVERAL MONTHS AGO FROM. OH NICE COLD AROUND THIS TIME. TOLEDO, OHIO. VERY HAPPY TO BE HERE IN THE METROPLEX AND AGAIN, VERY HAPPY AND EXCITED TO BE A PART OF THIS DUNCANVILLE TEAM. AND EXCITED TO GET TO WORK. SO THANK YOU. THANK YOU.
WELCOME MR MARK BURNETT. WELCOME. IT'S A QUESTION THAT CONTINUALLY YEAH. WHAT ARE THEY DOING FOR US? WE'VE ASKED. AND I GET OH, THIS, BUT I WANT TO KNOW WHAT SERVICES. SO WHAT? GOOD DETAILED ANSWER WHERE EVERYBODY I THINK WOULD UNDERSTAND IT AS WELL, TOO. OKAY WHO YOU WHO YOU POSE THE QUESTION TO THAT BECAUSE HE'S VERY UNDER. YEAH QUESTIONS. IT'S OPEN. SO SO, I GUESS, UH, BECAUSE I CAN LOOK AT A I CAN LOOK AT AND SAY OTHER AND SEE THAT IT'S MARKED OTHER WHAT'S HAPPENING. OKAY SO WHAT I MEAN AND I MISS HICKMAN'S THERE, TOO, AND IT'S LIKE STILL, IT'S A QUESTION I'VE ASKED. HIS FATHER FOURTH TIME ON THAT SURE, IT'S LIKE IT'S NOT CLEAR, BUT WE'LL CONTINUE TO GIVE THEM MONEY. WHAT ARE WE DOING? HOW'S IT HELPING US SO TO PROVIDE SOME CONTEXT, AT LEAST FROM MY PERSPECTIVE AND TO THE POINT YOU RAISED TODAY IS DAY FIVE. UH, SO . I WOULDN'T JUST TO PROVIDE A LITTLE BACKGROUND AND CONTEXT. UM AT THE TIME THAT THE CONTRACT WAS ORIGINALLY LED, UM THE ACTUAL CONTRACT JUST HAD WHAT SERVICES WOULD BE PROVIDED, WHICH HAD SPOKE TO AH, ASSISTANCE WITH RESPECT TO BANK RECONCILIATIONS, AS WELL AS OTHER ITEMS, AS IDENTIFIED BY THE FINANCE DEPARTMENT IN TERMS OF WHAT THEY HAD A NEED, FOR PART OF THAT WAS DUE TO AS YOU ALL KNOW BETTER THAN I DO. THE MASSIVE AMOUNT OF TURNOVER THAT HAS OCCURRED. IN THE FINANCE DEPARTMENT OVER THE LAST COUPLE OF YEARS. SO INITIALLY WHEN THE COUNCIL REQUEST CAME FOR THE $90,000. IT WAS AN ESTIMATE OF HOW MUCH WOULD BE NEEDED. FOR
[00:15:07]
THE VERY EX SERVICES. AH, UPON REVISITING. WE NOTICED THAT WE NEEDED TO ALRIGHT. RE ADDRESS OR INTRODUCE NEW LEGISLATION FOR INCREASED EXPENDITURE BECAUSE OF THE FACT THAT WE NEEDED TO OFFSET NUMBER ONE. WE HAD IDENTIFIED THAT THERE WERE ADDITIONAL INVOICES THAT WERE COMING IN THAT WE'RE GOING TO PUT US IN EXCESS OF THE $90,000 AS WELL AS WHAT WE WERE PROJECTING THAT WE WOULD NEED. FROM THE BAY, ACCOUNTING FOR MOVING FORWARD, SO THAT WAS SOME SOME CONTACTS IN TERMS OF. EXCUSE ME WHAT THEY ARE THE SERVICES THEY'RE PROVIDING.CURRENTLY UH IT IS A COMBINATION OF SOME SUPPORT AND. UM ADDITIONAL. BY ANSWERING OR TRAINING IN CERTAIN RESPECTS IN REGARDS TO MUNICIPAL. AGAIN A LOT OF OUR TEAM AS THEY HAVE COME IN THEIR KNOWLEDGE AND THEIR NAVIGATION OF MUNIS HAS NOT BEEN WHEREIN NECESSARILY NEEDED TO BE TO BE ABLE TO ACCOMPLISH TASKS AND MAKE SURE THAT WE WERE AT ONE TIME. UM AS MUCH AS POSSIBLE, AS BEST AS POSSIBLE FOR SOME OF THOSE REQUESTS, BOTH FOR THE MOST MOST, PARTICULARLY FOR THINGS RELATED TO THE AUDIENCE. SO THAT FROM MY FROM MY VANTAGE POINT THAT'S BEEN THE MOST IMMEDIATE ASSISTANCE THAT THEY'VE BEEN ABLE TO PROVIDE. BUT IT'S BEEN OTHER THINGS OF THE HELP US ACHIEVE DIFFERENT REQUESTS THAT HAVE COME IN, SIR, AS A PART OF THE ON THE AUDIT PROCESS, AND SO THE ADDITIONAL FUNDS THAT ARE REQUESTED AGAIN IN SUMMARY IS A COMBINATION OF ADDITIONAL EXPENDITURES THAT WILL BE INVOICED THAT WE KNOW ALREADY ARE IN EXCESS OF WHAT WE ORIGINALLY HAD APPROVED, AS WELL AS AN AMOUNT THAT WE'RE PROJECTING, UH, THAT WILL NEED MOVING FORWARD. WE DO NOT ANTICIPATE. TO HAVE ANOTHER REQUEST MOVING FORWARD FOLLOWING THIS ONE. AH AND SO IF THERE'S MORE DETAIL THAT YOU NEED THAT WE CAN'T PROVIDE TODAY WE'RE CERTAINLY PREPARED TO PROVIDE MY WAY OF REFERRAL MEMO OR ARE PRETTY, UM, THE NORMAL PRACTICES HERE. I'M JUST NOT FAMILIAR. NO WOULD YOU ASK? DO I WANT TO THANK YOU FOR THAT? EXCUSE ME. INTERRUPTED BUT BUT I WILL SAY, I DID ASK THIS QUESTION IN WRITING IN ADVANCE FOR THE AND ASSETS, SO IT'S NOT LIKE IT'S NEW, OKAY? MHM. YOU KNOW, THE GOOD NEWS IS WE HAVE SOMEBODY TO C P, A VERY HAPPY TO HAVE SOMEBODY THAT'S DOING THIS. I STILL DON'T I'VE HEARD. I'VE HEARD TRAINING. I'D BE CURIOUS OF WHAT PERCENTAGE WERE PAYING FOR TRAINING. WHAT PERCENTAGE WERE PAYING FOR OTHER. SERVICE HOW MUCH IS YOUR BANK RECONCILIATIONS? AND IN THAT LINE BECAUSE IT'S STILL NOT. IT'S STILL NOT CLEAR WHAT MR MCBURNEY TO SAY, LOOKING AT WHAT WE HAVE IS HERE. BREATH MENTIONED OTHER AND IF YOU LOOK AT PAGE THREE OF SIX OF THE LONG LIST OF THINGS THAT THEY WILL DO, NONE OF THEM ARE CHECKED.
EXCEPT THE ONE BLOCK. AND IT'S THE DEFINITION OF OTHER THAN MR MCBURNETT. AND WE ARE WAITING TO HEAR. WHAT'S THIS THIS BIG BUCKET ALL OVER. I'M SORRY THIS WEEK. SO YOU KNOW IF YOU'RE SATISFIED WITH HEARING WHAT WE'RE HEARING TODAY, AND WE CAN MOVE FORWARD, MAYBE TO GET MORE INFORMATION IN A LATER DATE. FROM THE SIX MINUTE MR JACKSON MILLER. IT WASN'T THAT LONG AGO WHERE WE APPROVED THE 9000 BARS, AND I DON'T THINK IS WE'VE SINCE APRIL. AND NOW WE'RE EIGHT MONTHS DOWN THE LINE. AND IT'S LIKE FOLKS, WHERE ARE WE? OKAY AND IT'S LIKE. I'VE DESCRIBED THIS MISSION CRITICAL, DESCRIBED IT AS MISSION MORE CRITICAL. AND THAT LINE AND THIS IS SOMETHING THAT IS CHARTER. CHARTER CHARTER CHARTER STUFF THAT'S BEEN DONE. AND HERE WE ARE, AND WE'RE STILL
[00:20:02]
NOT THERE YET, AND I THINK WE MADE RECOMMENDATIONS THAT WE NEED TO BRING THE MERCENARIES IN TAKE TO GET THIS DONE. WE GOT TO GET THIS STUFF. WAS SOMETHING WHEN WE ASKED FOR THE $90,000.IT WAS BEFORE WE HAD A PERMANENT MANAGING FISCAL DIRECTOR, AND WE HAD JUST LOST PREVIOUS FISCAL DIRECTOR BACK IN MAY. UM AND NOW WHAT? WE'RE WHAT WE'RE FACED WITH FROM UNITS AS WE HAVE YEAR IN UPDATES THAT HAVE TO BE PUT IN THAT ARE NORMALLY PUT IN EVERY YEAR. THAT'S THAT'S NORMAL. AND THE AMOUNT THAT WE'RE ASKING FOR. UH IT'S A LOT LESS THAN WE ASKED FOR BEFORE, BUT WE HAVE A MANDATORY MUNIS UPDATE THAT HAS TO COME THROUGH NOW. WE DON'T HAVE AN OPTION TO TAKE IT RIGHT NOW. AND WE KIND OF KNEW THIS WAS COMING DOWN THE PIKE WHEN I FIRST GOT HERE, BUT THERE WAS SOME DISCUSSION ON IT. WE COULD DELAY THAT UPGRADE. SO WHAT WE HAVE WHAT I'M TOLD BY OUR I T DEPARTMENT IS THAT MUNIS IS SAYING WE HAVE TO GO LIKE SO THIS IS NOT SOMETHING THAT'S GOING TO COME DOWN THE PIPE IN THREE MONTHS. THIS IS ACTUALLY COMING DOWN THE PIPE THAT THEY ARE TELLING US. THEY HAVE SCHEDULED US FOR THE UPDATE THE WEEK RIGHT BEFORE THE MLK HOLIDAY, SO THE HER FAMILIAR PARITY WITH THE SYSTEM THAT WE HAVE IMPLEMENTED FROM UNITS ASSIST US IN THE TRAINING AND THE TESTING AND MAKING SURE THAT THIS NEW UPDATE THAT WE GO LIVE WITH WE ARE EVEN WE HAVE WE HAVE ENOUGH INFORMATION THAT WE HAVE TOLD MUNIS. HALO. THIS IS NOT WORKING FOR US. YOU NEED TO FIX THIS. SHE'S HELPING WITH ALL OF THIS TESTING. UM AND THERE'S NO TRAINING TO BE INVOLVED. BUT THIS IS A CITYWIDE THING THAT WE WERE GOING TO EMBARK ON AND WE DON'T WANT TO HAVE THINGS THAT ARE NOT TESTED AND HAVE US FALL BACK FURTHER BEHIND. IF YOU NISKANEN STATE IF WE CAN'T KEEP UNITS UP TO DATE WITH WHAT WE NEED COUNCIL. LET ME ADD. WE ARE TYLER SHOCKED. SO I CAME BEFORE YOU TO ASK FOR INTERGOVERNMENTAL CAME BEFORE YOU TO ASK FOR THE COURT. WE CAN'T IMPLEMENT INTER GO WITHOUT 20 21.7. SO WE'VE KNOWN FOR THE BETTER PART OF THE YEAR. SO FOR THE BAY ACCOUNTING FIRM THEY HAVE IMPLEMENTED MUNIS SUCCESSFULLY. IN FORT WORTH, I S D AND A COUPLE OTHER PLACES. WHAT I HAVE IS I NEED SOMEONE WHO ACTUALLY KNOWS IT BECAUSE THERE IS NO ONE THAT'S IN ACCOUNTING THAT GREW UP IN MUNIS , AND THEY'RE LEARNING IT AS THEY GO. WE HAVE TO TAKE THAT PATCH. NOT ONLY DO WE HAVE TO TAKE THAT PACK, BUT WE NEED TO TAKE 20 21.7, AND WE HAVE TO TAKE THE YEAR IN PATCHES. RIGHT NOW. THERE'S SOME WAFFLING. I WILL TELL YOU THAT, BUT I'M IN COMMUNICATION WITH MUNIS. THEY TOLD ME I HAD TO TAKE THEM BOTH.
AT THE SAME TIME. WE HAVE TO SCHEDULE THAT SO WE SCHEDULE IT BASED ON WHAT WAS TOLD TO US THAT WE HAVE TO TAKE IT BY 31ST. WE COULDN'T GET ON THE SCHEDULE UNTIL RIGHT BEFORE MLK. IT AFFECTS HR TWO. SO WHEN WE'RE TALKING ABOUT FINANCE, WE'RE TALKING ABOUT OUR HOME MUTANTS APPLICATIONS SO NOW. HR NEEDS TO DO THEIR PART SO I CAN PUT THE PATCH ON SO WE CAN GO FORWARD.
SO FOR MY PIECE OF WHAT I NEED, BECAUSE WE ALL NEED THE SAME RESOURCE. I NEED MUNIS EXPERT TO HELP US GET 20 21.7 INTO PRODUCTION. AND SHE'S MAKING CHANGES. CONFIGURATION CHANGES WHERE WE MAY HAVE SET IT UP COURT INCORRECTLY OR WE DIDN'T KNOW THE BEST WAY TO SET IT UP BECAUSE SHE'S WELL VERSED IN THAT. SO WHEN SHE DID THE BANK RECONCILIATION PROCESS, I WILL TELL YOU WHAT THE FORMER MANAGING DIRECTOR, I WORKED WITH HER APRIL MAY AND JUNE. SO WE KNEW THAT THIS WAS HAPPENING. MISS HIGMAN CAME IN AUGUST. WE HADN'T FIXED IT. AND THEN WE FINALLY GOT MISS BAY HERE, AND IT'S TAKEN A WHILE TO FIX IT. WITH THE NEW FUNCTIONALITY AND WHAT HER EXPERIENCE IS. I'M LOOKING FORWARD TO GETTING THE IMPLEMENTATION BUT I NEED 20 21.7 IN PRODUCTION TO GET INTER GOVERNOR. QUESTION MR FAMILIAR WITH ME. YOU USED TO BEFORE? I'M FAMILIAR WITH THE SYSTEM. I HAVE NOT USED IT. SO MY ER P WAS S A P OR HOME. SO THAT THAT WAS MY EUROPEAN. YES. I JUST WANTED TO GET ON THE RIGHT TRACK. THAT'S IT. THE AGREEMENT ITSELF.
THERE'S NO TERMINATION DATE. THERE IS A START DATE OF NOVEMBER 2023. BUT NO
[00:25:03]
TERMINATION DATE. IT DOES SAY THAT DETERMINATION IS GOING TO BE BACK NEXT SEASON, $15,000 IN TERMS OF THE WORK ECLIPSES THAT PARTICULAR POINT. STOP CORRECT. OH WHERE THEN? GIVEN THE ASSUMPTION THAT ASSUMPTION POINT IN TIME AND TIME FRAME WHEN WE HIT THAT $15,000 WILL STOP FIGHTING MY BATH. IS THERE ANY E PARDON MASTICATION SPECULATION. BYE BYE, BABY WHEN THAT MIGHT OCCUR. YOU KNOW YOU'RE BACK. MR MCMILLAN POINT. WHEN WILL WE KNOW WHAT IS DOING FOR US TO BRING US UP TO SPEED FOR WHAT WE NEED MIGHT THAT OCCUR? 22 THINGS , MR. MAYOR NUMBER ONE THERE WAS A RENEWAL DOCUMENT NOW WAS EXECUTED BETWEEN THE CITY WOULD BE ACCOUNTANT IN JULY. AND SPECIFIED A 12 MONTH PERIOD OF TIME TO RENEWED THE TERMS OF THE ORIGINAL CONTRACT THAT WAS SIGNED. PRIOR TO THE INITIAL LEGISLATION COMING IN, I BELIEVE WHAT YOU HAVE ON THE ATTACHMENT AND AGAIN. THIS IS JUST RICHARD TALKING, SO I DON'T WANT TO SPEAK ON ANYBODY ELSE'S. UH, BUT FROM WHAT I CAN TELL IT WAS A CONTRACT THAT WAS INITIALLY IN PLACE AND ATTACHED SO THAT THEY HAD SOMETHING IN PLACE FOR DOCUMENTATION. MY REVIEW. I DO NOT BELIEVE THAT WE NEED THAT, BECAUSE AGAIN, WE HAVE AN EXECUTED DOCUMENT THAT BAY EXECUTED. ON OUR LETTERHEAD BACK TOWARD THE END OF JULY THAT ALLOW FOR 12 MONTHS FROM JULY 18TH OF THIS YEAR UNTIL JULY 18TH OF NEXT YEAR. AND IT SPECIFIES IN THERE THAT UNTIL THE FUNDS ARE DEPLETED, SO THOSE FUNDS WOULD BE WHAT WE ARE REQUESTING AUTHORIZATION COUNCIL. WOULD IT BE FAIR OR MEXICAN? MR MCMILLAN? BECAUSE IF YOU'RE CONCERNED TO MR BROWN UM YES. OUR FINANCE OFFICE COULD PROVIDE US WITH THE MONTHLY UPDATED STATUS OF MUNIS WORK AS A AS A RELATES TO THE TO THE MONEY THAT'S BEING ASKED FOR IF WE CAN JUST KNOWS SOMETHING IS HAPPENING. THIS IS WHERE WE'RE KIND OF IN LIMBO, PAYING MONEY OUT, NOT REALLY SEEING RESULTS. WE DON'T KNOW THE RESULTS YET.BUT MR BROWN IF WE COULD GET SOMETHING FROM FINANCE ON A MONTHLY BASIS OF MONTHLY REPORTS, SAYING, THIS IS WHERE WE ARE, WHAT'S THE STATUS? AND WHEN ARE WE GOING TO BRING THIS THING TO FRUITION? I THINK IT WOULD BE WE WILL HAVE TO US. SO THIS IS WHAT WE'RE AGREEING ON IS JUST FOR BAY ACCOUNTING. THIS ISN'T FOR THE MEANEST UPDATES DATES WILL COME LATER. FOR US TO APPROVE IT. AH BUT I DID HEAR SOMETHING ABOUT IT'S ACTUALLY. YOU'VE ALREADY APPROVED. THAT WAS THE INTERVIEW WAS ALREADY APPROVED. THE WHAT WE'RE TALKING ABOUT ON THE PATCH. IF THIS IS APPROVED, THEY WILL START AS SOON AS THEY CAN GET HER OWN BOARD BECAUSE THEY HAVE TO BE THOROUGHLY TESTED BECAUSE WE ARE READY TO APPLY, SO THEY'RE UNDERNEATH THE GUN TO GET TESTED SO THAT WE CAN GET IT IMPLEMENTED. SO OUR SCHEDULE IS MARTIN LUTHER KING IS THE SCHEDULE THAT WE HAVE. BECAUSE WE HAVE STATUTORY RESPONSIBILITIES SURROUNDING W TWOS AND 1099. THEY HAVE THIS VERY SHORT WINDOW TO GET THAT TESTED. THOROUGHLY SO WE CAN PUT IT ON WHEN I'M SAYING THEY UTILITY BUILDING AS WELL AS CORE FINANCE. AS WELL. HR SO WE'RE TALKING PERSONAL COMPUTERS PURCHASING AP ALL OF THAT HAS TO BE TESTED. FOR US TO PUT IT IN.
AND RIGHT NOW THEY'RE TELLING US THAT IN THE YEAR TO HAVE TO GO TOGETHER, THEN THEY SAID, WELL, MAYBE THEY DON'T HAVE TO GO TOGETHER. WHEN WE TELL ME A MAYBE THAT MEANS THEY NEED TO BUILD TOGETHER. BECAUSE WE ARE BEHIND ON OUR PATCHES. I WILL TELL YOU LAST YEAR. THIS TIME WE TOOK THAT YEAR IMPACT WITHOUT TESTING, AND THEN WE SPENT OUR TIME RECOVERY. WE CAN'T RECOVER.
HMM. ALL RIGHT. THANK YOU VERY MUCH. APPRECIATE IT, JACK. WE KNOW THIS. YOU'RE ON DAY FIVE.
WELL WE UNDERSTAND AND APPRECIATE, YOU KNOW, WE DO UNDERSTAND AS WELL. THAT INDIVIDUAL CAPACITY. YES, UH, CONSUMERS HAVE BEEN THERE FIVE MINUTES. I GET UP TO SPEED ON CERTAIN THINGS THAT MAYBE BEFORE US, SO WE APPRECIATE THE SPEED. TO THAT POINT FOR WHAT YOU TALK ABOUT TONIGHT. WE APPRECIATE THAT. THANK YOU, SIR. THANK YOU. GOOD UM, THAT INCLUDES OUR CONSENT. DID THE ITEMS WE ARE TIMESTAMP OF 630. I BELIEVE WE HAVE WOMEN. WAIT, WAIT, WAIT,

THANK YOU. ALL RIGHT, MOVING ON TO 338 OR COMMISSION OUTFITS. OKAY THANK YOU. MAYOR AND COUNCIL HAVE THE CHAIRMAN OF THE ARTS COMMISSION HERE, TOO. YES THAT'S WHAT HAS ANY QUESTIONS ON THE REQUEST TO MOVE GIRLS FROM KEEP DUNCANVILLE BEAUTIFUL TO THE ARTS COMMISSION. YOU HAVE ANY QUESTIONS? WE HAVE THE CHAIRMAN OF THE ARTS COMMISSION, AND ALEX IS A LATER THE QUESTION IS, DOES THAT REQUIRE. DECISION I SEVEN MATTER OF POLICY. OKAY? AS I READ IT AND UNDERSTAND WHAT THEY'RE DOING. I UNDERSTAND THE REASON WHY THEY'RE DOING IT WHETHER IT CHANGES CHANGE THE BYLAWS OF THOSE TWO COMMISSIONS. AND IF THAT'S THE CASE, THEN THE CHANGE IN THE BYLAWS HAS TO COME TO US RIGHT NOW. I THINK THEY'RE ASKING FOR IS IT OKAY TO ARREST TO AGREE WITH THE CHANCE THAT THEY WANT TO MAKE SO THIS IS KIND OF A HEADS UP TO WHAT THEY INTEND TO DO. ARE WE IN AGREEMENT WITH THAT? IF SO, THERE'S GONNA BE SOME CHANGES COMING TO US REPUBLICAN. FASTER MY QUESTIONS. YES, YES, THAT IS CORRECT. YES. CONTRACTS ALONG WITH THAT REQUEST. FATHER EXPECTATIONS THAT. COULD BE WANTING TO CHANGE THE MURAL ORDER. POSSIBLY KNOW. SO OSTENSIBLY. THIS IS A FUNCTION OF STREAMLINING ACTIVITY. SO YOU CAN LOOK AT A SIGN ORDINANCE AS A FUNCTION OF WAY FINDING AND POTENTIALLY ADVERTISING. WE LOOK AT MURALS AS CULTURAL NARRATIVES , AND WE WRAP COMMUNITY PROGRAMMING AROUND IT. SO IT'S A COMPLICATED THERE'S A LOT OF MOVING PARTS FOR THE SAKE OF EFFICIENCY FOR THE BOAT. IT'S JUST ONE STEP TO REMOVE IF WE CAN BYPASS TAKING THIS TO THE SIDE CONTROL BOARD TO KEEP BEAUTIFUL AND THE CITY COUNCIL CAN JUST TRUST THAT WE WILL MAKE A DECISION ON THE CASE. THE REASON I ASK THE QUESTION IS THE WAY IT'S SET UP RIGHT NOW YOU ALLUDED TO IT IS THAT YOU JUST MAKE A RECOMMEND. KEEP TALKING ABOUT BEAUTIFUL BOARD CURRENTLY JUST MAKES A RECOMMENDATION. AND THEN IT'S UP TO THE COUNCIL TO APPROVE, OKAY? SO IF WE COULD ABSORB THAT THAT'S SOMETHING THAT WE COULD DO. STUDENT RECTALLY. THE CITY COUNCIL AND I MAKE IT FASTER FOR EVERYBODY. YEAH I THINK FACILITATE THE PROCESS RATHER THAN COMING UP. THE COUNCIL OF THAT KIND OF WORRIES. THAT WOULD, UH I BELIEVE IT WOULD TAKE A CHANGE IN THE ORDINANCE, RIGHT? OKAY GONNA BE SOME CHANGES THAT HAVE COME TO COUNSEL MAKING CHANGES, CHANGES AND BYLAWS CHANGES THE ORDER. YOU WANT TO ADD ROCKS? NO BUT WE SO APPRECIATE THAT WE'VE HAD BEEN VERY FORTUNATE ABOUT CITY STAFF CAN COUNSEL BE SUPPORTIVE OF STARTS COMMISSIONING. WE'RE GOING TO BE BUSY 2024. SO WE APPRECIATE YOU.
[00:40:03]
THIS IS WHY WE NEED THINGS LIKE THIS TO BE AS EFFICIENT AS WE CAN RIGHT. THE COMMISSION HAS BEEN VERY, VERY ACTIVE, AND WE APPRECIATE THAT IN TERMS OF WHAT YOU'VE BEEN DOING TO BRING.PEOPLE OF THE WHOLE COMMUNITY TOGETHER. I THINK EVEN PEOPLE OUTSIDE THE COMMUNITY OR SEEING WHAT'S GOING ON WITH YOUR COMMISSION. THEY'RE ASKING ME QUESTIONS DON'T HAVE ANSWERS TO SOME. SO YOU'RE THE LAST THING THAT YOU PUT TOGETHER WAS VERY WELL ATTENDED. SO WE COUNCIL THE CITY TO APPRECIATE WHAT YOU'RE DOING WRONG THAT THE MEMBERS OF THE ARTICLE ABSOLUTELY ABSOLUTELY. THANK YOU. OKAY WE ALSO HAVE A REQUEST FROM KEEP DUNCANVILLE BEAUTIFUL AND NEIGHBORHOOD VITALITY TO MERGE THOSE TWO BOARDS DUE TO INABILITY TO ACHIEVE A QUORUM.
TYLER I D IS HERE FOR THE BILL. BEAUTIFUL WE DON'T CURRENTLY HAVE A LIAISON FOR THE NEIGHBORHOOD BY TOTALITY, BUT I DID INCLUDE FOR EACH ONE OF YOU THAT A YEAR'S WORTH OF. MEDIANS ARE NON MEETINGS THAT HAVE OCCURRED WITH NEIGHBORHOOD VITALITY COMMISSION. MUCH AND IF YOU HAVE ANY QUESTIONS, TITLES HERE, TYLER CAPITALIZE WHAT YOU INTEND TO DO AND WHAT, UM SO IDEALLY, WHAT WE PLAN TO DO IS COMBINE THOSE TWO BOARDS. THE BOARD MEMBERS ON THERE, I BELIEVE CURRENTLY, KGB HAS ABOUT FOUR BOARD MEMBERS. NEIGHBORHOOD VITALITY COMMISSION HAS FOUR AS WELL. BUT THEY'RE STRUGGLING TO MEET ACORN. UM BOTH OF THESE BOARDS ARE KIND OF WORKING BOARD SO IDEALLY, COMBINING THEM WOULD ALLOW US TO DO MORE. WHEN IT COMES TO BEAUTIFICATION AND NEIGHBORHOOD MENTALITY AMONGST THE SEA. SO, UM THE ABILITY TO COMBINE THOSE BOARDS AND THE PEOPLE ON THOSE MAKE CONNECTIONS AND THEN FACILITATE THE PROGRAMS OF BOTH OF THE BOARDS. THAT'S THE IDEA THAT WE'RE TRYING TO COMBINE THAT WITH THE MEMBERS THAT ARE ACTIVE ART. ARE THEY IN AGREEMENT WITH THIS? YES, SIR. SO THE KGB BORDERS IS IN FULL SUPPORT OF THIS, BUT YOU DON'T HAVE ANY IDEA OF NEIGHBORHOOD VITALITY COMMISSIONERS. THEY HAVEN'T HAD A CORN SO PEOPLE SO.
IF IT HAPPENS, THEN THEY WOULD BE TOLD AFTER THE FACT THAT YOU ARE NOW PART OF KDB. I BELIEVE SO, BUT HOPEFULLY WE WILL BE ABLE TO CONNECT WITH THOSE THOSE MEMBERS EITHER. INDIVIDUALLY SOME COMMUNICATION WOULD GO TO THOSE PEOPLE BEFORE. SO THIS IS A SLAM DOCTORS WRITING THAT THERE'S SOME OPEN COMMUNICATION. YEAH, UM. MR MCMAHON PREFER COMMUNICATION WITH NEIGHBORHOOD VITALITY FIRST, BEFORE WE MERGED INTO AH! BEING A FORMER MEMBER. I'M CONCERNED ABOUT EMERGENCY TO, UM AS FAR AS WHAT I UNDERSTAND ABOUT NEIGHBORHOOD VITALITY. IT IS ABOUT EDUCATING AND BRINGING AWARENESS TO HOW TO MAINTAIN YOUR PROPERTY VALUE IN YOUR NEIGHBORHOOD AND SUSTAINING ENVIRONMENTALLY A NUMBER OF THINGS AS FAR AND THEN WHEN I THINK OF KDB, I THINK OF MAIN THOROUGHFARES. I THINK OF PARTS I THINK OF YOU KNOW? DIFFERENT THINGS THROUGHOUT THE CITY, BUT NOT SPECIFICALLY TO NEIGHBORHOOD SECOND SEE THE DISTINCTION BETWEEN THE TWO SO I WOULD LIKE FOR A CONVERSATION. THAT'S MY RECOMMENDATION FOR THE CONVERSATION TO HAPPEN BEFORE THE MERGE, AND I SAY THAT BECAUSE I'VE TALKED TO A COUPLE OF THEM AND THEY'LL CONCERNED ABOUT EMERGING THAT ONE. ALRIGHT? BUT MY QUESTION ACTUALLY KIND OF FALLS ALONG NEXT THING WHAT'S GOING TO BE THE MISSION? THE GROUP ON LAW. SO I BELIEVE WE DO HAVE A WORKING MEETING SCHEDULED FOR FEBRUARY WITH A NETWORK OF MORTALITY COMMISSION AS WELL, UM , SO HOPEFULLY DURING THAT MEANS WE CAN KIND OF GET TOGETHER AND COMBINED GOALS. MISSION STATEMENTS AND GET ON ONE PAGE IS FOR S FOR AN IDEA TO BRING TO CASTLE APPROVED FOR THAT ACTION SO WE WOULDN'T TAKE ANY MENTAL. WE MEET WITH THEM. SPEAK WITH HIM. MAKE SURE THEY'RE ON BOARD.
AND THEN COME BACK WITH YOU TO YOU ALL FOREVER FOR A FINAL DECISION. SO YOU JUST MENTIONED THE MISSION STATEMENTS AND I BELIEVE. IN THE LAST MONTH OR SO . WE JUST UPDATED COMMISSIONERS.
MISSION STATEMENT. THE IDEA THAT PART OF IT MAY BE THAT GROUP. NOT FEELING MOTIVATED TO GET THINGS DONE BECAUSE THEY WEREN'T SURE WHAT THEY WERE WHAT THEY WERE DOING. AND SO WE JUST UPDATED THAT MISSION STATEMENT TO GIVE THEM KIND OF MORE FOCUSED. AND SO. I'M ALSO CONCERNED ABOUT THE MURDER. UNDERSTAND WHY? I DON'T UNDERSTAND THE REASON WHY HONEST BEING PROPOSED, BUT. PERSONALLY I'D BE MORE FAVOR WAITING AT LEAST TWO YEARS TO SEE UNDER THE NEW MISSION STATEMENT. FOLLOWING APPOINTMENTS IN THE SPRING. GIVE ME ONE MORE CHANCE. MR BROWN, I
[00:45:06]
THINK SORRY. THIS WOULD BE MORE BILATERAL AND UNILATERAL. YOU KNOW, IT'S UNILATERAL DISCUSSION WITH EVERYTHING, MR BROWN. THE SUGGESTIONS CAN BE TAKEN. TO LET'S SEE WHERE WE GO WITH THAT.I THINK WE APPRECIATE THAT. THE QUESTION RIGHT NOW. SOUNDS GREAT. IT SEEMS LIKE THERE WOULD BE DELAYS ON INTERIM LAYS ON. COUNTS BACK. BURNETT SPEAK CURRENTLY, AS YOU KNOW, JEREMY TENNIS WAS THE BLAZE ONTO THE TO THE BOARDS FALL UNDER MY PURVIEW. PROBABLY WOULD BE THE EUROPEAN DIRECTOR THAT WE HAVE. ON STAFF NOW. UNDER. WOULD YOU BE NATHAN WARREN? ASSUMING THE COUNCIL TO MAKE SURE I HEARD SOMETHING CORRECT, EVERY BOY SAID. 19 WARRANTS AND YOU CAN SEE DIRECTOR. THAT'S CORRECT. THAT'S BEEN ANNOUNCED YET, BUT THAT'S WHO FALL UNDER AT THIS POINT WILL KILL ANYBODY. BELIEVE THAT. THEY WANT TO POINT SOMETHING ELSE OUT HERE WAS LOOK AT THAT. NOVEMBER, 23RD. 2022 BOARD MEMBERS AGREE TO CANCEL THE MEETINGS DUE TO THE HOLIDAYS, WRITES THAT WAS ANOTHER MEETING. 24 IN 2023 POSTPONED DO THE ZOOM WEBINAR.
THERE'S ANOTHER MEETING CANCELED DUE TO UNFORESEEN CIRCUMSTANCES. THAT'S NOT OF COURSE. MEETING WAS CANCELED DUE TO UPCOMING HOLIDAY. SO NOW ALL THESE MEETINGS ARE CANCELED DUE TO LACK OF FOR AND THERE WAS A COUPLE OF THERE WAS TO THAT I TRIED TO JOIN IN ON IN THE ROAD.
CANCELED DUE TO TECHNICAL ISSUES. BUT I DON'T HAVE THE TRACK RECORD SEEN THAT SOME OF THOSE MAY HAVE BEEN CANCELED FOR ONE REASON, BUT THERE'S NO CERTAINTY THAT THEY WERE GOING TO HAVE A CORN. WHEN I LIKE TO MAKE IT QUESTIONS. HE SAID THAT KEEP BEING FAVORITE WAITING UNTIL THE SPRING. TOTALLY REVISIT BORDER APPOINTMENTS. SO WHAT ARE THE EXPECTATIONS OF THIS BOARD. MEETING UNTIL THEN, I MEAN THEY COULD POSSIBLY NOT HAVE ANY MEETINGS UNTIL SPRING.
WHAT ARE WE GOING TO DO TO INCENTIVIZE THEM TO ME BETWEEN NOW AND SPRING RATHER THAN CONTINUE WITH DISCUSSIONS BETWEEN THE TWO BOARDS? YOU'RE NOT ASKING FOR THAT NOT HAPPEN.
OKAY SO THE TWO BOARDS CAN STILL HAVE A DISCUSSION. AND THEN GET BACK TO US SO THAT WE CAN FURTHER DISCUSSION FUTURE. OKAY MR MR WARD'S INSTALLATION. THEN THERE WOULD BE TOO LAZY ON MR WARD AND MR AGENT TALK TOGETHER AS WELL. YES, ALL RIGHT. SO THEY'RE JUST UNDERSTAND THE DIRECTION FROM COUNCIL. YES. THE MEMBERS OF THE TALIBAN. IF THEY WISH TO JOIN. THAT INFORMATION BACK AND THEN MAKE A DECISION AT THAT TIME. WE'D LIKE TO JUST BE BILATERAL RATHER THAN UNILATERAL AND STANDS TODAY AND FROM THEM MAYBE THEY'RE SPOKEN TO. THEY DON'T WANT 35 THAT WAS GOING ON WITH THAT. ALL RIGHT. MOVING ON TO ITEM THREE B MAP. BAD MASTER PLAN ARGUED COMMUNITIES. THIS IS A SELECTION OR I WOULD SAY. FOR THOSE INDIVIDUALS ON COUNCIL THAT WOULD PREFER TO PRODUCE BUT TO PARTICIPATE IN THE COMMITTEE FOR THE MASTER PLAN ARTICLE. OH, THE EMAIL WENT OUT. I SAID, I WOULD LIKE TO PURCHASE PATE AND THEN ALL OF A SUDDEN RETURNING THIS INTO A WHERE IS THE CUSTOM BECOME, YOU KNOW, PUBLIC QUARREL , BUT EVERYTHING ELSE AND I SAID , OKAY, THAT'S NOT GOING TO FACILITATE MAKING THINGS HAPPEN QUICKLY, SO I WITHDREW. MY UNDERSTANDING WITH THAT EMAIL.
THERE WERE FIVE MYSELF OUT THAT MADE IT FOR BUT NOW THE QUESTION BEFORE US HERE IN TERMS OF THE PAST THREE PEOPLE WOULD AGREE TO THIS. THERE'S NOT THREE PEOPLE. IF IT'S GOING TO BE FOR THEN
[00:50:01]
WE'RE GOING TO HAVE TO MAKE THIS OPEN MEETINGS. IT'S GONNA HAVE TO BE CORN GOING TO HAVE TO BE ALL THAT KIND OF STUFF, SO I'M OPENING UP TO DISCUSSION. ARE THERE THREE PEOPLE THAT REALLY, REALLY WANT TO DO THIS? AND CAN WE STOP IT? THREE OR FOUR SAID THAT REALLY, REALLY WANT TO DO THIS? I UNDERSTAND THE CONSEQUENCES AND IMPLICATIONS OF OPENING IT UP. FIRST OFF. I THINK MAYBE WE SHOULD HAVE THOUGHT THIS OUT BETTER AND IT SAID THAT IT'S LIMITED TO X NUMBER. COUNCIL MEMBERS. AND SO THAT POINT THAT THE THIRD PERSON IN A MAN. SLIGHT WAS FILLED UP.DIDN'T DO THAT GOOD POINT. INTERESTED IN BEING PART. FOR SURE. I'M GONNA SORRY BECAUSE BEDROOM INITIALLY. MR MR CONTRASTS AND MR VERA CRUZ. TO THIS DISTRICT. EXPRESSED THAT THOUGHT. WE'RE GOING WITH THAT DIRECTION. IT SEEMED LIKE THAT. OF COURSE NOT. MANEUVERED IN DIFFERENT DIRECTIONS. YES THIS IS SOMETHING I WOULD BE INTERESTED AS WELL, TOO.
HOWEVER. I THINK I UNDERSTOOD THAT. YOU KNOW, IT'S THREE AND. WE KIND OF HAD THAT THREE STEPS.
I DON'T REMEMBER. HIM OR NOT, THAT WAS THAT WAS COMES TABLET. THAT'S THAT'S HOW WE HAD IT. THE OTHER MEETINGS THAT HAPPEN. THE GROUP THAT WE HAD SELECTIVE. TO BE THE. UNDERSTANDING THAT WE HAVE THREE WERE AGREEABLE WITH THREE WE ENTRUST. OUR CONFIDENCE IN THOSE THREE TO DO THE RIGHT WORD AND DO IT WITHOUT HAVING TO ALL OF THE MEETINGS, ACT AND EVERYTHING ELSE THAT COMPLICATES THE ISSUE. I GUESS THAT'S WHY YOU KNOW TO ME. IT WAS LIKE IT'S A NO BRAINER FOR ME OUT OF THIS THING. MAKE THIS QUICKEST EXPEDIENT ACTION THAT WE POSSIBLY CAN THAT'S WOW FOR MYSELF OUT. THAT AS WELL. SAME HERE. OKAY, SO THEN VIDEOS ESTABLISHED PREVIOUSLY AS A THREE DAY, MR MR MR CONTRERAS. THAT WOULD BE OUR COMMITTEE FOR THE R F Q. PRETTY GOOD.
QUESTION. BECAUSE THAT'S THIS UNUSUAL FOR IT. PYRAMID PROCESS RIGHT FOR US TO BE REVIEWING BIDS. SO COULD YOU KIND OF JUST GO OVER A LITTLE BIT? BACKGROUND AS FAR AS CHAIRMAN PROCESS AND I KNOW WE HAVE AN UNUSUAL NUMBER OF KIDS FOR THIS PARTICULAR PROJECT, SO YEAH. WITHOUT SAYING A WHOLE LOT BECAUSE BARBECUE PROCESS PROTECTED UNDER THE GOVERNMENT CODE. IT'S CONFIDENTIAL UNDER GOVERNMENT. AND SO, UM. I CAN'T SAY THAT THERE WERE NINE PROPOSALS MACHINES ARE STATEMENTS OF QUALIFICATIONS, SO WE NEED TO GO THROUGH A PROCESS OF RANKING NOSE AND GET TO ONE FIRM THAT WE WILL MOVE FORWARD WITH STEP TO THAT PROCESS. IT WAS KIND OF UNUSUAL FOR YOU KNOW, THE COUNCIL'S I DO THAT, BUT IT'S SO IT'S CERTAINLY OKAY. UM READING ALOUD ENGINEERS AND DIFFERENT PEOPLE. PARTICIPATE IN THAT THOSE DISCUSSIONS WITH THE STANDARD I THOUGHT THAT WAS AND I THINK BART PARTNERS PARTNERS IDENTIFIED THREE CAPTAIN STAFF MEMBERS. SERVES THREE STAFF MEMBERS. YES SIMILAR TO THE PROCESS. WE WENT THROUGH 43 SELECTION FOR EXECUTIVE SEARCH FROM OKAY. SAME AS COREY PROCESS THAT ALLOWING COUNCILS TO DO THAT, SO IT'S SIMILAR TO THAT. DO YOU HAVE A PROCESS FOR US TO FALL? YES AND GOVERNMENT. WE CAN. WE CAN, UM WE DON'T HAVE ONE. HERE. I CAN DRAG IT UP. I HAVE TO LOOK TO SEE IF THEY HAVE ONE PREVIOUSLY. WELL WE CAN, BUT I THINK MR CONTRERAS IS ASKING SPECIFICALLY. DO YOU HAVE ONE? I DON'T HAVE ONE ON RECORD FOR DO I HAVE A PROCESS? YES THERE IS A PROCESS WHERE YOU COME TOGETHER AS A GROUP, AND WE LAY THOSE RFU'S OUT AND WE DECIDE WHO IS RANKED THE HIGHEST AND IT WAS RIGHT THE LOWEST AND THAT GOES THROUGH A GROUP DISCUSSION, AND IN THAT WAY, THERE'S NOT A LOT OF PAPER EXCHANGED. UM SO YOU WANT TO TRY TO KEEP THAT LIMITED SO THAT DOESN'T BECOME PART OF THE RECORDS, BUT YOU CREATE THE RANKING PROCESS. MR STEVENSON HAD COMMENTS ARE JUST GOING TO SAY THAT. YES, THERE'S A RANKING PROCESS. THERE'S A RANKING FORM WITH THE CRITERIA THAT'S ALREADY
[00:55:05]
SAID THAT WAS IN THE BARBECUE THAT WENT OUT TO OUR BETTERS EXACTLY WHAT THEY'RE BEING GRADED UPON. SO WE'LL TAKE THE EACH POINT OF YOU INDIVIDUALLY WILL TAKE IT AND GIVE EACH ONE A SCORE BASED ON THOSE CRITERIA SET. AND THEN WE'LL COME TOGETHER AS A CREW. AND WE WILL DISCUSS HOW EACH ONE OF US, FRANK THEM INDIVIDUALLY AND COME UP WITH A PERSON. AFFIRMATIVE.THE TOP WE HAVE A FORM USED A LONG TIME. WE JUST DON'T HAVE I GUESS A LIST OF PROCEDURES PRODUCT. ALRIGHT. SO WE'RE SETTLED ON THANK YOU VERY MUCH. ABSOLUTELY. OKAY THAT COMPLETES THIS PARTICULAR PORTION OF THE WORK BRIEFING SESSIONS. WE DO HAVE EXECUTIVE SESSION WERE LIKE
[EXECUTIVE SESSION]
FOUR MINUTES OUT. I MEAN, ER BREAKER'S CITY COUNCIL MEETING. SO MY QUESTION IS, DO WE HAVE WE DO THIS BEFORE THE END OF THE MEETING. I THINK. PUT IT ON THE AGENDA. ALRIGHT SO, UH YEAH. HI FRANK. DISCUSSION WITH CITY COUNCIL CITY ATTORNEY CAN WE DO THIS IN A REASONABLE QUICKLY AMOUNT OF TIME OR DO WE HAVE TO PUSH THIS TORQUE? SO WHAT TO DELIBERATE DEPENDENT STATUS? THERE'S A LOT OF WORDS THERE BUT THE AUDIT RELATES. TO WE CAN GIVE A QUICK UPDATE. I THINK UNDERSTANDING DESPITE WHAT IT SAYS HERE, THAT THE FOCUS WHERE WE'RE GONNA BE GOING, PROBABLY DO THIS. OKAY ALL RIGHT. SO UM, WE WILL DO TO GO. ALL RIGHT. THK YOU. LADIES AND GENTLEMEN FOR[CALL TO ORDER]
YOUR PATIENTS TOOK A LITTLE LONGER IN EXECUTIVE SESSION. WE'RE NOW GOING TO OPEN A REGULAR SESSION OF THE DUNCANVILLE CITY COUNCIL MEETING. FOR DECEMBER. THE 19TH OF 2023 AND THE TIMESTAMP IS 718. IS A FLAT.
THANK YOU. PLEASE BE SEATED. ONE QUICK NOTE OF HOUSEKEEPING PRESENT FOR A CITY ATTORNEY
[01:00:10]
TONIGHT. IT'S MR JOBS OR FETA. AND HE IS REPRESENTING NICHOLS, JACKSON'S DILLARD, HAGAR AND SMITH LLP. THANK YOU, MR GRAFFITI TO. FOR THE MAYOR'S REPORT. I HAVE SEVERAL ITEMS AND[1.A. Mayor's Report.]
I BELIEVE THESE SEVERAL ITEMS ARE GOING TO EXCEED THE THREE MINUTES ALLOTTED TO ME IN OUR CITY CHARTER, SO IN ORDER TO EXCEED THOSE THREE MINUTES, I NEED TO ASK FOR A VOTE OF THE COUNCIL TO ALLOW ME TO DO THAT. I'LL MAKE THE MOTION. I HAVE A MOTION BY MR MAC INTERNET TO ALLOW ME TO EXCEED THREE MINUTES. 2ND 2ND BY MS GOOD COUNSEL, PLEASE VOTE ON ALLOWING ME TO EXCEED THREE MINUTES. THANK YOU UNANIMOUSLY APPROVED. UM THE FIRST THING I WANT TO DO IS TO BRING YOU UP TO DATE ON A MEETING THAT WE HAD HERE IN OUR CITY. ON THE 13TH OF DECEMBER WITH REPRESENTATIVES FROM HDB. AND H E B IS THE OWNER OF THE PROPERTY THAT'S GOING TO BE DEVELOPED AT WHEATLAND AND 67, WHICH IS THE OLD ALBERTSONS AND IT'S GOING TO BE A JOVI'S. AND SOME IF WE'RE NOT FAMILIAR WITH JOVI'S, IT'S JOE IS JOE. WHAT WAS HIS NAME? ANYWAY HIS HE'S HE'S THE CHIEF OPERATING OFFICER FOR HCB FOR THE JOVI'S SMART SHOPPER, SO IT'S J V S S IS WHAT THEY CALL IT. AND WE WERE GIVEN SOME GOOD INFORMATION IN TERMS OF WHAT'S GOING TO BE HAPPENING AT THAT PARTICULAR LOCATION. AND . THE REASON IT'S GOING TO BE AT THAT ALBERTSONS IF YOU SINGLE SO I ASKED THE QUESTION. I ASKED THE TOUGH QUESTIONS SAID WHY DIDN'T HDB CHOOSE TO MOVE INTO THE OLD WALMART? BECAUSE IT'S A MUCH BIGGER STORE, AND THE ANSWER IS VERY SIMPLE BECAUSE THEY DON'T RENOVATE THOSE KINDS OF BUILDINGS. THEY WOULD RATHER BUILD THEIR OWN, THEN RENOVATE SOMETHING LIKE A WAL MART. AND THE OLD ALBERTSON'S IS THE RIGHT FORMAT. IT'S THE RIGHT SQUARE FOOTAGE. THE 55,000 SQUARE FEET. THAT'S WHAT THEY WORK IN. IF THEY WERE TO PUT UP A BRAND NEW HDB THEY REQUIRE OVER 110,000 SQUARE FEET. SO THOSE ARE THE THINGS THAT THEY TYPE TO DO. NOW ONE OF THE THINGS THAT WE ASKED HIM WHEN WE GOT GOOD AFFIRMATION FOR THEY'RE GOING TO BE SELLING HDB PRODUCTS HOUSE BRAND PRODUCTS IN JOVI'S AT A DISCOUNT FROM WHAT YOU WOULD FIND THOSE EXACT SAME PRODUCTS IN AN HDB. SO THIS IS A DISCOUNT HTV, AND IT'S UNDER THE NAME OF JOVI'S.NOW THEY ANTICIPATE THAT'S GOING TO BE OPENING SOMETIME. IN LATE 2024 WHEN EVERYTHING GETS PUT TOGETHER, SO WE ARE LOOKING FORWARD TO THAT, AND IT WAS A GREAT MEETING THAT WE HAD WITH THE FOLKS WHO MADE TV. ONE OF THE OTHER THINGS THAT THEY DID TELL US WAS IT. THEY LOOK AT THE DEMOGRAPHICS. AND A TYPICAL HDB DRAWS CUSTOMERS SOMEWHERE BETWEEN A RADIUS OF 3 TO 5 MILES FROM THAT PARTICULAR STORE. JOVI'S HISTORICALLY WILL DRAW PEOPLE FROM 20 MILES AWAY. SO THAT IS WHY THAT LOCATION IS VERY, VERY PRIME, AND WE AS A COMMUNITY ARE GLAD TO HAVE THAT COMING INTO OUR OPERATIONS HERE. FOR OUR CITY. THE OTHER ITEM I WANTED TO BRING TO YOUR ATTENTION. ON THE 12TH OF THIS MONTH. THE FOUR MAYORS OF THE BEST SOUTHWEST PARTNERSHIP GOT TOGETHER THAT WOULD BE MYSELF. STEVE MASON FROM CEDAR HILL. RACHEL PROCTOR FROM THE SOTO CLYDE HAIRSTON FROM LANCASTER. WE GOT TOGETHER OVER AT THE SOUTHWEST REGIONAL. BUSINESSES CC, IT'S SW REGION AT THE DISPATCH CENTER. WHERE IS THIS? YEAH WHAT'S IT? WHAT'S THE OTHER C FOR COMMUNICATIONS? COMMUNICATIONS CENTER? DITCH? PASS? YEAH. SO THESE ARE WHERE ALL THE 911 CALLS GO INTO. AND WE WERE GIVEN A VERY, VERY GOOD BRIEFING BY THE DIRECTOR. EXCUSE ME OF THAT FACILITY, AND I THINK SOME OF THE INFORMATION THAT SHE GAVE US IS IMPORTANT. TO NOTE IN TERMS OF HOW THEY SUPPORT OUR THREE CITIES. I DID SAY THAT MAYOR HAIRSTON FROM LANCASTER WAS THERE BECAUSE HE'S HE WAS HE'S ONE OF THE CORE FOR FOUR CORE MEMBERS OF THE BEST SOUTHWEST PARTNERSHIP, BUT LET ME GIVE YOU SOME OF THE DATA IS VERY, VERY IMPORTANT INFORMATION. THE PERCENTAGE OF EMERGENCY CALLS. ANSWERED WITHIN 10 SECONDS. THERE WERE 22,697 CALLS THAT CAME IN. AND THEIR AVERAGE TIME. THAT WAS A 96% OF THE TIME THEY ANSWERED THOSE EMERGENCY CALLS WITHIN 10 SECONDS. THE AVERAGE DISPATCH TIME FOR PRIORITY CALL. THE STANDARD IS 60 SECONDS. AND THE S. W RCC IS DISPATCHING THEM IN 55 SECONDS. SO THEIR STANDARDS
[01:05:05]
ARE BEING EXCEEDED BY WHAT WE HAVE IS OUR REGIONAL DISPATCH CENTER. ANOTHER PIECE OF INFORMATION. ALL THE CALLS THAT THE EVEN WHEN YOU CALL THE NON EMERGENCY NUMBER THAT'S LISTED FOR THE CITY OF DUNCANVILLE. IT'S STILL GOES TO THE DISPATCH CENTER TO THE COMMUNICATIONS CENTER. THAT DISPATCHER THEN DECIDES IF IT'S A NON EMERGENCY CALL THE EMERGENCY CALL FROM DECEMBER OF 2022 THROUGH DECEMBER OF 2023 AS WE'RE LOOKING AT IT NOW. ROUGHLY 270,000 PHONE CALLS CAME IN. THE AVERAGE CALL LASTED ABOUT A MINUTE AND 45 SECONDS AND 91% OF ALL THOSE CALLS WERE ANSWERED WITHIN 10 SECONDS. WITHIN 10 SECONDS NOW, THE TRUE 911 CALLS.THE TRUE EMERGENCY CALLS ARE ABOUT 114,000 CALLS. THE AVERAGE CALL AGAIN. WAS THERE ABOUT A MINUTE 44 SECONDS. THE AVERAGE TIME TO ANSWER HERE WAS FOUR SECONDS. FOUR SECONDS TO ANSWER IN 911 AND 95% OF ALL 911 CALLS ARE ANSWERED WITHIN 10 SECONDS. AND ONE OTHER THING THAT I WANTED TO BRING TO YOUR ATTENTION. WHERE IS IT? IN TERMS OF HERE WE ARE. FROM DECEMBER 22 TO DECEMBER 23 JUST FOR THE CITY OF DUNCANVILLE. DISPATCH CALLS. FOR OUR POLICE DEPARTMENT, 67,231 CALLS FOR A FIRE DEPARTMENT 7015 CALLS INTERESTINGLY, LOOKING AT THE STAFFING OF THE DISPATCH CENTER, SHE TOLD US THAT A FEASIBILITY STUDY WAS DONE FOR THE DISPATCH FOR THE COMMUNICATIONS CENTER. THAT COMMUNICATION CENTER FEASIBILITY STUDY INDICATED THEY WERE SHORT 15 PEOPLE. 15 PEOPLE. THAT'S WHAT THE CALL VOLUME. FOR THE ARTS OF THREE R THREE R SOUTHWEST REGIONAL COMMUNICATIONS CENTER WOULD CALL FOR IF THEY COULD AFFORD IT WOULD BE 15. MORE PEOPLE ADDED TO THE STAFFING. BUT THEY'RE ALREADY EXCEEDING ALL PARTICULAR GOALS THAT ARE SET FOR ANSWERING CALLS WITHIN 10 SECONDS OF DISPATCHING WITHIN FOUR SECONDS.
SO I GIVE THAT INFORMATION TO YOU TO SAY. BE TRUSTWORTHY. BE TRUSTING, CONFIDENT. WHEN YOU MAKE A 911 CALL FOR THE CITY OF DUNCANVILLE. IT'S GOING TO BE TAKEN CARE OF VERY, VERY WELL BY THE STAFF THAT WE HAVE OVER THE SOUTHWEST REGIONAL COMMUNICATIONS CENTER. I JUST WANTED TO PASS THAT INFORMATION ON TO YOU. THIRD PIECE OF INFORMATION THERE IS I'M A IN A STUDENT WATCHER OF CYBER FRAUD, CYBER FISHING, CYBER SCAMS AND ANYTHING TO DO WITH CYBER FRAUD.
RIGHT NOW, IN FACT, FROM OCTOBER THROUGH THE END OF JANUARY, IS THE PRIME FISHING TIME. WHEN CYBERCRIMINALS ARE ACTIVE ON THE INTERNET. BE VERY, VERY CAREFUL. I RECEIVE EVEN IN MY EMAIL FOR HERE AT THE CITY. I RECEIVED FISHING CALLS. I'VE RECEIVED HER M L SO IF YOU RECEIVE SCAM EMAILS ONE CAME IN THIS PAST WEEK. LAST WEEK. THERE WAS VERY, VERY INTERESTING. HOLD HAD ALL THE LEGAL JARDEN. IT WAS JUST SUBPOENA. IT WAS A ELEKTRONIK SUBPOENA TO ME PERSONALLY. IT WAS SIGNED BY AN ATTORNEY. THE ATTORNEY GAVE THE NAME AND THE ADDRESS OF THE ATTORNEY'S OFFICE. AND HERE WAS THE SUBPOENA WAITING FOR ME TO OPEN IT. BEING THE ULTRA CONSERVATIVE PERSON THAT I AM. WHEN IT COMES TO CYBER FRONT. I DID NOT OPEN IT FORWARDED IT TO GWEN SPENCER AT ALL RIGHTY AND IT WAS FOUND OUT TO BE FRAUDULENT. BECAUSE SHE CALLED THE ATTORNEY WHO SENT THAT SUBPOENA TO ME AND FOUND OUT THEY HAD BEEN HACKED. MY CAUTION TO YOU FOLKS USING THE INTERNET. THERE ARE PREDATORS OUT THERE WAITING TO GET YOU. BE VERY, VERY CAREFUL. IF YOU GET SOMETHING THAT FROM SOMEONE YOU DON'T KNOW, AND IT LOOKS SUSPICIOUS. THE BEST THING TO DO IS DO NOT TOUCH IT. GO TO THE SENDER AND CLICK ON UNTIL YOU ACTUALLY SEE THAT SENDER'S EMAIL ADDRESS. AND THEN YOU WILL FIND OUT WHO THEY ARE AND WHERE THEY'RE COMING FROM. I JUST WANTED TO GIVE YOU THAT PARTICULAR CAUTION. THANKS TO ITEM I WANTED TO BRING TO YOUR ATTENTION IS ARTIFICIAL INTELLIGENCE. I BELIEVE EVERY ONE OF US KNOW ABOUT ARTIFICIAL INTELLIGENCE. IT'S A FEARFUL THING. I SAY IT'S FEARFUL BECAUSE EVERYBODY IS BEGINNING TO USE IT. IN SOME WAY, SHAPE OR FORM. WHEN I WENT TO THE NATIONAL LEAGUE OF CITIES IN ATLANTA BACK IN SEPTEMBER OR OCTOBER, WHEN WAS IT OCTOBER? I WENT TO SEMINARS CONDUCTED BY GOOGLE AND MICROSOFT. THEY EDUCATED EVERYONE THERE ON THE DANGERS OF INTERNET ARTIFICIAL INTELLIGENCE, BUT ALSO ON ITS ADVANTAGES. UNDERSTANDING THEY CALL IT GENERATIVE ARTIFICIAL INTELLIGENCE. THEY CALL IT DEGENERATIVE BECAUSE IT ONLY CREATES WHAT YOU ASK IT TO CREATE. AND THEY CAN ONLY CREATE INFORMATION THAT'S ALREADY OUT THERE ON THE INTERNET. IT WILL NOT CREATE ANYTHING AND YOU'RE NOT TALKING TO A PERSON. YOU'RE HAVING A CONVERSATION WITH THE
[01:10:05]
COMPUTER. AND IT IS SO INTERESTING TO BEHAVE LIKE A PERSON. YOU CAN CONTINUE TO ASK QUESTIONS ON A PARTICULAR SUBJECT WITHOUT REENTERING THE SAME QUESTION. I PLAYED WITH IT.I FOUND OUT IT'S SO DANGEROUS FROM AN ACADEMIC STANDPOINT, INDIVIDUALS CAN CREATE ENTIRE TERM PAPERS AND DOCTORAL THESIS WITHOUT DOING A PIECE OF WORK. JUST PUT IT IN AND LET IT PRODUCE IT. SO THE FEAR FROM THE GOVERNMENT SIDE AND THIS IS WHAT WE DISCUSSED AT THE NATIONAL LEAGUE OF CITIES IS WHEN DOES THE INFORMATION HELD ON THE INTERNET BY A GOVERNMENT AGENCY OR MUNICIPALITY BECOME AVAILABLE AND HOW MUCH IT USED ARTIFICIALLY BY ARTIFICIAL INTELLIGENCE IF SOMEBODY WANTS TO CREATE A FRAUDULENT DOCUMENT AND THIS IS WHERE THE CAUTION COMES IN. GOOGLE AND MICROSOFT ARE VERY, VERY AWARE. OF THE FEAR THAT COULD HAVE OR THE PROBLEMS THAT COULD HAPPEN WITH ARTIFICIAL INTELLIGENCE AND MUNICIPALITY AND THEN THE GOVERNMENT. SO BE CAREFUL WITH IT. IT'S VERY GOOD IF YOU WANT TO OPERATE WITH IT AS LONG AS YOU KNOW, AND THEY ALWAYS SAID BOTH GOOGLE AND MICROSOFT SAID HUMAN BEING MUST REVIEW WHAT THE AI PRODUCERS, YOU CANNOT TAKE IT AND MOVE IT AND SAY IT'S GOING TO BE OKAY BECAUSE IT'S ONLY A COMPUTER IS NOT A PERSON OUT THERE. NEXT TO LAST THING. I KNOW THAT WE ARE VERY, VERY PROUD OF OUR FOOTBALL TEAM. MAKING THE BACK TO BACK STATE CHAMPIONSHIPS, A GREAT GAME. AND EVERYBODY'S SAYING WELL, WHEN'S THE PARADE? I CAN TELL YOU OFFICIALLY WE DON'T KNOW. MY COMMUNICATION WITH WITH SENIOR STAFF WITH THE SUPERINTENDENT. EXCUSE ME, SUPERINTENDENT OF THE SCHOOL DISTRICT. BASICALLY IS THIS. SCHOOL IS GOING OUT OF SESSION ON THURSDAY FOR THE BREAK FOR THE HOLIDAY BREAK. THEY COME BACK FROM THE HOLIDAY BREAK ON JANUARY, 8TH. IT'S AFTER THEY COME BACK FROM THE HOLIDAY BREAK THAT THEY WILL BEGIN DISCUSSING THE DATE FOR THE PARADE. EVERYTHING FOR THE PARADE RIGHT NOW IS IN LIMBO. SIT BACK AND WAIT AND AS SOON AS THEY KNOW, BECAUSE THEY SET THE DATE FOR THE PARADE. WE DON'T WE SIT BACK AND WAIT FOR THEM TO TELL US WHEN THE PARADE IS GOING TO BE, AND THEN WE PUT EVERYTHING IN MOTION WITH POLICE AND PARKS AND PARKS AND REC AND EVERYBODY ELSE. SO THAT'S THE OFFICIAL WORD. SO SIT BACK.
CHILL AND DON'T PRESS US ON THEM THE DAY OF THE PARADE BECAUSE WE DON'T HAVE ONE. AND THE FINAL THING I'D LIKE TO SAY A IS ON BEHALF OF MYSELF AND MY BEAUTIFUL BRIDE OF 53 YEARS 53 YEARS. THAT WE WISH YOU ALL A VERY MERRY CHRISTMAS HAPPY HANUKKAH. A JOYOUS KWANZAA. AND FELICE NAVIDAD, AND THAT CONCLUDES MY MAYOR'S REPORT. THANK YOU. MOVING ON TO COUNCIL

[6.A. Receive the Fiscal Year 2022-2023 Fourth Quarter Investment Report as of September 30, 2023.]
NO ACTION TO BE TAKEN AS A RESULT OF EXECUTIVE SESSION. MOVING OUT TO ITEM NUMBER SIX STAFF ONBOARD REPORTS 68 RECEIVED THE FISCAL YEAR 2022 2023 4TH QUARTER INVESTMENT REPORT. AS OF SEPTEMBER, 30TH 2023 THE SEGMENT. GOOD EVENING. UM I'M GONNA JUST.GOOD EVENING. THIS IS THE PRESENTATION FOR THE 2023 4TH QUARTER INVESTMENT REPORT AGAIN.
WE'VE GOT VALLEY VIEW CONSULTING MR TIM PINION, WHO'S GOING TO TALK ABOUT THE REPORT? AND OUR INVESTMENT. GOOD EVENING, MAYOR AND COUNCIL. GOOD TO SEE ALL OF YOU. THIS IS THE END OF A WRAPPING UP ANOTHER YEAR FISCAL QUARTER ENDING 9 30 23. AND SO THIS IS JUST SOME OF THE HIGHLIGHTS FROM THE QUARTERLY INVESTMENT REPORTS THAT YOU'VE ALL BEEN PROVIDED WITH. UH, SO AT THIS NORMALLY WHAT WE'LL DO WHEN WE END A FISCAL QUARTERS WILL TAKE A LOOK BACK AND ALSO COMPARE IT TO THE PREVIOUS YEAR'S NUMBERS JUST TO KIND OF GET A, UH, VISION OF WHAT HAS
[01:40:03]
CHANGED OVER THE PREVIOUS 12 MONTHS AND SO YOU CAN SEE THE TOTAL PORTFOLIO VALUE IN 2022 WAS 79,043,009 30 THAT DID DECREASE OVER 2023 ENDING AT 76 MILLION. 7 12 6 12 AND I KNOW MS SIGMUND WAS TELLING ME THAT PART OF THAT WAS THE CONSTRUCTION OF A FIRE STATIONS. SO PART OF IT IS JUST EXPENDITURES OF BOND FUNDS OVER THE COURSE OF THE YEAR. NEXT LINE DOWN SHOWS THE SIGNIFICANT INCREASE IN INTEREST RATES THAT THE CITY'S PORTFOLIO IS EARNING. IN 2022. THAT RATE WAS 1.77% FOR 2023. AH THE YEAR END YIELD WAS 5.19% SO, OBVIOUSLY A SIGNIFICANT, UH, CHANGE OVER THE COURSE OF THE YEAR IS THAT WITH THE ACTIONS THAT THE FEDERAL RESERVE HAS BEEN TAKING BELOW THAT ARE THE FISCAL YEAR AVERAGES SO THAT IS TAKING THE QUARTER END RATE OF EACH QUARTER AND THEN AVERAGING IT OUT. SO THAT'S WHY THOSE NUMBERS ARE A LITTLE BIT DIFFERENT FROM THE NUMBERS ABOVE SO AGAIN FOR 2022 THAT THAT ANNUAL AVERAGE TAKING THOSE QUARTERLY YEAR QUARTERLY IN QUARTER AND RATES WAS 0.86. VERSUS 2023 WAS 4.56% AND THEN WE LOOK AT HOW THAT MEASURED TO THE BENCHMARKS AND SO AGAIN IN A RISING RATE ENVIRONMENT, THE CITY'S PORTFOLIO IS GOING TO TRAIL BEHIND THAT, JUST AS YOU'RE KIND OF CATCHING UP TO THOSE RATES, AND SOME OF YOUR LONGER TERM INVESTMENTS ROLL OFF. AH THEN THE INTERESTING LINE AS WELL. THE BOTTOM LINE IS JUST THE DIFFERENCE AND INTEREST EARNED BY THE CITY JUMPING SIGNIFICANTLY FROM 262,022 TO 3.3 MILLION IN 2023, SO JUST A REFLECTION OF, UH TREMENDOUS JUMP IN INTEREST RATES THAT WE'VE EXPERIENCED DURING 2023. ANY QUESTIONS ON THAT PAGE BEFORE WE YOU KNOW, WE GOT A LOT OF NUMBERS ON HERE. ANY QUESTIONS ON THAT PAGE BEFORE WE GO ON? SO ON THE NEXT PAGE. THIS IS JUST A QUARTER TO QUARTER COMPARISON TO SIMILAR TO THAT SO IN JUNE 30TH THE PORTFOLIO WAS ALMOST AT 81 MILLION. SEPTEMBER 30TH. IT WAS AT 76.7 AND REALLY, THAT'S VERY TYPICAL FOR THIS QUARTER OF THE OF THE FISCAL YEAR. TYPICALLY, A CITY SEES THE BALANCES INCREASE IN THE FIRST QUARTER AND THE SECOND QUARTER BECAUSE THAT'S WHEN THE PROPERTY TAXES ARE COMING IN 3RD AND 4TH QUARTER. THE CITY IS SPENDING THOSE FUNDS, SO THAT'S A VERY NORMAL CHANGE OF BALANCES THERE. AND THEN AGAIN, WE'VE GOT THE QUARTERLY AND INTEREST RATE FOR THE CITY'S PORTFOLIO 5.19% AND THEN YOU CAN SEE THAT COMPARING THE BENCHMARKS OF THE THREE MONTH SIX MONTH TREASURY IN THE TEXT POLL. SO STILL A LITTLE BIT BEHIND THAT, BUT REALLY RIGHT, RIGHT IN LINE WITH THAT, UM, AND AGAIN THE QUARTERLY INVESTMENT CORLEY INTEREST EARNINGS FOR THE FOURTH QUARTER WAS ALMOST A MILLION 986,001 41. TOTAL FOR THE YEAR AGAIN OF 3.3 MILLION.NEXT SLIDE IS JUST TO LOOK AT THE YIELD CURVE. THAT'S ONE OF THE GRAPHS ON ON THE PAGES PROVIDED AND AS IT HAS BEEN THE CASE FOR A WHILE, WE'VE GOT AN INVERTED YIELD CURVE OR NEGATIVE, SLOPING YIELD CURVE. THAT IS PRETTY PRETTY MUCH TELLING US THAT THE MARKET ANTICIPATES RATES ARE NOT GOING TO REMAIN THIS HIGH THAT AT SOME POINT RIGHTS ARE GOING TO BEGIN TO DECLINE. AND SO YOU CAN SEE THAT ONE OF THE INTERESTING THINGS HERE IS JUST CHANGED YEAR OVER YEAR. UH THAT RED LINE IS WHERE RIGHTS WERE SEPTEMBER 30TH OF 2022, AND THE BLUE LINE IS WHERE THEY WERE A YEAR LATER, SEPTEMBER 30TH OF 2023. SO ON THE OVERNIGHT THE FAR LEFT ACCESS, YOU CAN SEE THAT SIGNIFICANT JUMP FROM 3. UP TOWARD IS NOW WHICH IS BETWEEN 5.25 AND 5.5% SO JUST A HUGE JUMP IN THE RIGHTS THERE AND THAT IS LIFTED. EVEN THE LONGER TERM WRITES THAT THEY'RE STILL LOWER THAN THE SHORT TERM RIGHTS, WHICH IS NOT NORMAL. BUT BUT EVEN THE RIGHT RATES HAVE RISEN. EFFORT IS LEAVING LIFTED THOSE LONGER TERM RIGHTS. THIS IS KIND OF A CALL A CRYSTAL BALL SLIDE. THIS IS WHAT THE EXPERTS ARE PROJECTING. UM AND THEY ARE OFTEN WRONG, BUT THERE'S A LOT OF TIMES THAT THEY'RE THEY'RE ALSO WRITE A LOT OF TIMES. THIS IS KIND OF AN INDICATION OF WHERE RATES ARE EXPECTED TO BE IN THE COMING 12 MONTHS. AND SO, UM, THE GRAPH ON THE LEFT IS WHERE THE CURRENT INTEREST RATES ARE SAYING, SEE RIGHT NOW WE'RE AROUND FIVE AND A QUARTER 5.5 SO THAT'S THAT LEFT HAND GRAPH. THE RALPH ON THE RIGHT IS THE NUMBER OF RATE CUTS THEY FED IS THOUGHT EXPECTED TO MAKE IN THE NEXT 12 NUTS AND SO RIGHT NOW THEY'RE KIND OF THE EXPECTATION IS THE FEDERAL CUT THE RIGHTS FIVE TIMES, TYPICALLY AROUND 25 BASIS POINTS OF TIME. UM AND THERE'S A 75% CHANCE BY, YOU KNOW, BASED ON THE EXPERTS THAT THAT FIRST RATE THAT IS GOING TO COME IN MARCH OF THIS YEAR, SO IT WAS IT WAS MAY JUNE, IT KEEPS CREEPING
[01:45:02]
CLOSER AND CLOSER TO A CURRENT TREND, ALWAYS SUBJECT TO CHANGE. BUT THAT'S KIND OF THE EXPECTATION OF WHERE RIGHTS ARE IF YOU TAKE IT OUT TO THE END OF THE YEAR, THEIR PROJECTION IS THAT OVERNIGHT RATES ARE GOING TO BE A LITTLE UNDER 4% SO WE'RE FIVE AND A QUARTER TO 5.5.THAT'S LOOKING LIKE 475 TO SORRY 375 TO 4% SO OVER 100 POINT DROP IN, WRITES IN IN THIS COMING YEAR. SO THAT'S REALLY KIND OF BRINGS US TO THIS NEXT SLIDE. AND SO THIS IS, UH, PROBABLY IS THAT AN ACTION ITEM FOR THE CITY AND THE COMING THREE MONTHS, SO RIGHT NOW, THE PIE CHART IS WHERE THE CITY SPONGES ARE. THE BLUE IS LONGER TERM INVESTMENTS. THE GREEN IS YOUR OVERNIGHT INVESTMENTS, SO THE CITY RIGHT NOW IS VERY HEAVILY IN THE OVERNIGHT SHORT TERM INVESTMENTS. WHICH IS GREAT, AND IN AN ENVIRONMENT LIKE WE'VE BEEN IN WHERE RIGHTS ARE GOING UP BECAUSE YOU'RE CAPTURING THAT THOSE RISING RATES NOW AS THE PREVIOUS CHART WAS SHOWING THE EXPECTATION IS RIGHT TO BEGIN TO FALL. SO NOW IS THE TIME TO BEGIN TO LOCK IN. THESE HIGHER RATES WHILE WE CAN SO YOU CAN HOLD ONTO THOSE FOR A LONGER PERIOD OF TIME. THE BAR GRAPH KIND OF SHOWS YOU THE DISTRIBUTION, SO WE TYPICALLY WORK TOWARDS HAVING WHAT WE CALL A LADDER SO THAT YOU KIND OF GOT RUNGS OF THOSE BARS SHOULD BE RUNGS OF A LADDER, AND YOU WANT THEM TO BE FAIRLY EVENLY DISTRIBUTED SO THAT THEY'RE ALL AROUND THE SAME HEIGHT AND RIGHT NOW, YOU SEE, WERE HEAVILY WEIGHTED ON THE OVER OVERNIGHT SHORT TERM. WHICH IS OK FOR NOW, BUT NOW IS THE TIME TO BEGIN SHIFTING AND BUILDING THAT LADDER SO THAT YOU'VE GOT BRONX OUT FURTHER DOWN UP TO THE TWO YEAR MARK SO THAT WE CAN HOLD ONTO THESE RIGHTS FOR A LONGER PERIOD OF TIME AND NOT NOT RIDE THE WRITES DOWN IN THE SHORT TERM RIGHTS, SO THAT'S SOMETHING WE'LL BE WORKING WITH RICHARD AND DENISE ON THE IN THE COMING WEEKS TO TRY TO GET THAT BUILT AND SET UP. AND THEN THIS IS A LOOK AT HOW THE CITY'S PORTFOLIO HAS PERFORMED OVER GOING BACK TO JUNE 15TH. SO I GUESS THAT'S SEVEN CLOSE TO EIGHT YEARS NOW. AND SO THE BLUE LINE IS THE CITY'S PORTFOLIO. THE WEIGHTED AVERAGE YIELD, AND THEN THE RED AND THE GREEN ARE THE BENCHMARKS WE'RE LOOKING AT SEEING SEE OVER TIME, THE CITY HAS BEEN ABLE TO OUTPERFORM THOSE, WHICH IS OUR GOAL TO EXCEED THOSE BENCHMARKS. UM AND THEN IF YOU LOOK IN JANUARY JUNE OF 19, THAT'S WHEN WE HAD A BIG RIGHT DROP THAT WAS COVID COMING IN. EVEN BEFORE COVID RIGHTS HAD BEGUN TO FALL, AND THEN WHEN IT COVID AND THEY'RE REALLY FAIL, BUT YOU CAN SEE BECAUSE THE CITY HAD LOCKED INTO THOSE LONGER TERM WRITES THAT BLUE LINE STAYED WELL ABOVE THE RED AND THE GREEN LINES FOR A LONGER PERIOD OF TIME BECAUSE THE RIGHTS WERE LOCKED IN YOU'RE HOLDING ONTO THOSE. AND SO WE'RE KIND OF SEE WHAT IT LOOKS LIKE. WE'RE KIND OF AT A CREST. NOW, AS YOU LOOK AT THE FAR RIGHT SIDE OF THE GRAPH, SO NOW IS THE TIME TO BEGIN LOCKING IN THOSE RIGHTS SO WE CAN HOLD ON TO THOSE, UH, AND IT'S AS THE WRITER ANTICIPATED TO DECLINE. AND THEN THIS IS A LOOK AT WHERE THE INVESTMENTS ARE SO AGAIN, VERY HEAVILY HEAVILY INVESTED ON THE TOP SIDE. THESE ARE THE LONGER TERM, RIGHT, SO WE'VE GOT SOME CITIES RIGHT NOW GOING OUT TO APRIL OF 24, SO WE DEFINITELY WANT TO BEGIN TO EXTEND THAT LADDER OUT. THAT'S ABOUT FIVE MONTHS. 4 TO 5 MONTHS OUT FROM HERE. IT'S REALLY ABOUT FIVE MONTHS. IT WOULD BE GOOD TO BUILD IT OUT TO SOME SOME AS FAR AS 24 MONTHS WOULD WOULD BE BENEFICIAL. TO HOLD UNDER THOSE RATES. AND THAT'S THAT'S A KIND OF THE OVERVIEW FOR THE QUARTER. SO ANY ANY QUESTIONS? THANK YOU, UM QUESTION. THEY. LISTING OF THE OF THE FINANCIAL INSTITUTIONS THAT WERE INVESTED WITH RIGHT NOW. AND LOOKING EAST WEST BANK, TEXAS CAPITAL. HARMONY. BASICALLY THERE'S THREE OF US OR THREE OF THEM. DO DOES YOUR FIRM VALLEY VIEW? PROVIDE US WITH RECOMMENDATIONS TO INCREASE THE SIZE OF THAT PORTFOLIO OR THAT CONSORTIUM OR YOU SATISFIED WITH ONLY THE THREE THAT WE HAVE TODAY? YES.
SO GOOD QUESTIONS, SO WE CAST A PRETTY BROAD NET WHEN AND RIGHT NOW, INTERESTINGLY, CDS ARE PAYING BETTER THAN GOVERNMENT AGENCIES ANYWHERE FROM 20 TO SOMETIMES 4050 BASIS POINTS HIGHER, SO RIGHT NOW, CDS ARE THE BETTER OPTION. THAT'S NOT THAT'S NOT ALWAYS THE CASE. SO WHEN WE DO A CD SOLICITATION, WE HAVE A PRETTY BIG LIST OF BANKS THAT WE REACH OUT TO. AND WE SAY THE CITY OF DUNCANVILLE IS LOOKING TO INVEST X AMOUNT OF MONEY FOR THESE RIGHT PERIOD, AND THEN WE GET THOSE RIGHTS THAT COME BACK FROM EACH BANK. AND SO WE AND THEN WE SHARE THAT WITH THE STAFF HERE. IT'S LIKE HERE'S HERE'S WHO RESPONDED. SO IN THIS CASE EACH TIME THEY WERE . THESE BANKS OFFER THE HIGHEST RATE OF THAT SOLICITATION. SO THAT'S HOW THE BANKS ARE SELECTED. IT'S A COMPETITIVE SOLICITATION EACH TIME AND SO IT WILL CHANGE, DEPENDING ON WHICH MAKE OFFERS THE BEST RIGHT FOR THAT TERM PERIOD. THAT LISTING CAN CHANGE EACH TIME WE GO OUT FOR EXACTLY RIGHT. OKAY, RIGHT THINKING. THE REPETITION OF THOSE THREE LOOK LIKE THEY WERE
[01:50:01]
KIND OF LOCKING OURSELVES INTO THOSE THREE IN THE PORTS, RIGHT? RIGHT AND THOSE ANYTIME? YEAH THOSE ARE THREE THAT HAVE JUST BEEN VERY AGGRESSIVE WITH THEIR RIGHTS RIGHT NOW. AND SO, YEAH.OKAY. THANK YOU. YES, MR GRAHAM. AND LOCK INTO LONGER RATES BECAUSE OF, YOU KNOW, MAKING SURE THAT WE HAD OPPORTUNITY WITH THE NEW MANAGING DIRECTOR OPPORTUNITY WITH THE BUDGET OPPORTUNITY WOULD NOT LOCKING INTO SOME MONIES THAT WE WOULD HAVE TO TAKE OUT AND THEN HAVE A BIGGER PROBLEM BECAUSE WE HAVE TO HAVE THE PILLARS. WE STAYED SHORT, AND THAT IS THE OTHER THING, TOO. WE WANT TO LOOK AT CASH FLOW AND SEE WHAT THE CITY'S ANTICIPATED EXPENDITURES ARE AS WELL. SO YOU WANT TO MATCH THOSE MATURITY IS WITH WHEN YOU EXPECT THOSE EXPENDITURES TO TAKE PLACE. YOU KNOW THE QUESTION, I GUESS. LURKING AROUND OUT THERE WITH THIS ALMOST $77 MILLION THAT WE HAVE INVESTED. WHETHER OUR LIQUIDITY CAN BE. CORROBORATED BY THAT $77 MILLION, OR DO WE SAY THAT THAT LIQUIDITY IS REALLY CAN'T TOUCH THAT MONEY BECAUSE IT'S ALL GONNA BE LOCKED IN. IF WE TOUCH IT, THERE'S GOING TO BE SOME SUBSTANTIAL PENALTIES THAT CAN BE APPLIED TO IT. BUT CAN WE JUST WALK AWAY AS A COUNSELOR, SAYING WE'RE IN PRETTY GOOD SHAPE? BECAUSE WE'RE LOCKED IN FOR THE $77 MILLION IN TERMS OF ITS LIQUIDITY. AND THERE'S CONDITIONS ON THAT LIQUIDITY. SO WHAT? YOU'RE YEAH, YOU'RE NOT NECESSARILY WELL.
YOU'RE ONLY LOCKED INTO THE SMALLER PORTION THAT'S INVESTED UP THROUGH A THROUGH APRIL RIGHT NOW. SO, UM SO YOU'VE GOT THOSE THOSE FUNDS ARE AVAILABLE, AND IDEALLY, WHAT WE LOOK AT TWO IS LIKE IN SETTING UP THE LADDER. SO THAT EACH EACH EACH MONTH EACH QUARTER. YOU'VE GOT MONEY COMING IN. IT'S KIND OF, YOU KNOW, KIND OF ON A CONVEYOR BELT TO SEE EACH MONEY THAT YOU'VE GOT A CERTAIN PORTION OF YOUR PORTFOLIO THAT'S AVAILABLE AND THEN YOU CAN ASSESS. OKAY. DO WE NEED TO SPEND IT OR CAN WE PUT IT BACK AT THE BACK OF THE LADDER? CREATE THAT NEXT WRONG AND SO YOU'VE ALWAYS GOT FUNDS COMING IN, PLUS YOU'VE ALWAYS GOT TAX REVENUE COMING IN AND RIGHT NOW. YOU KNOW THIS TIME OF YEAR? YOU GOT PROPERTY TAX REVENUE COMING IN. SO WE KINDA WANNA LOOK AT THAT WHOLE PICTURE. YOU KNOW WHAT, AND WE'LL LOOK AT THAT, TOO, THAT THOSE ARE PRETTY PREDICTABLE AMOUNTS AS FAR AS WHAT THE SALES TAX REVENUE IS GOING TO BE MONTH TO MONTH, AND IT'S GOING TO THERE'S SOME SEASONALITY IN THAT AND THEN OBVIOUSLY PROPERTY PROPERTY TAXES, VERY SEASONAL, VERY PREDICTABLE, AND WHEN THAT'S GOING TO COME IN, SO YOU WANT TO BUILD YOUR LADDER? KIND OF, YOU KNOW, YOU KNOW THIS THIS TIME OF YEAR YOU'VE GOT A BIG INFLOW OF CASH AND THEN YOU WANT TO HAVE MATURITY IS INVESTMENTS MATURING IN THOSE SUMMER MONTHS WHEN YOUR FUNDS ARE FLOWING OUT. WELL THAT'S WHEN YOU WANT THE INVESTMENTS COMING IN. AND NOW THAT CASH IS AVAILABLE TO SPEND IF YOU NEED IT IF YOU NEED TO, OR YOU CAN REINVEST IT. VERY GOOD, OKAY? IS THE VERY LIQUID ITEMS RIGHT LIQUID. LOOKING AT MATURITY DATES THAT'S LIKE, GRAB IT NOW IF WE NEED IT, YEAH, OKAY. OKAY. ANY OTHER QUESTIONS? THANK YOU VERY MUCH. APPRECIATE IT. MOVING ON TO ITEM SIX BE RECEIVED THE MONTHLY FINANCIAL REPORT AS OF OCTOBER, 31ST 2023
[6.B. Receive the Monthly Financial Report as of October 31, 2023.]
THAT SOLD IT. MR JACKSON. THAT WHOLE LECTERN, ACTUALLY. CAN RISE. YEAH I DON'T KNOW WHERE THE BUTTON IS, BUT IT IT'S MOVABLE. OKAY? TEST. ALRIGHT. UH SO I'LL START AGAIN. MR MAYOR, MEMBERS OF COUNCIL ICING OR BROWN. GOOD EVENING. RICHARD JACKSON, UH, MANAGING DIRECTOR OF FISCAL SERVICES BEFORE I HAVE, UH, MISS OTAY, UM, COME BEFORE YOU TO PRESENT JUST HAD A COUPLE OF COMMENTS THAT I WANTED TO PRESENT TO THIS BODY. UM. FIRST THING WAS IN REGARD TO THE FINANCIALS THEMSELVES. THAT WAS SUBMITTED, UM TO YOU ARE, UH, THEY ARE IN DRAFT FORM. AND THE REASON FOR THAT IS THAT THERE ARE STILL SOME ACCRUAL ENTRIES THAT WERE EXPLAINED IN THE REPORT. BUT THERE'S STILL SOME CRUEL ENTRIES THAT NEED TO BE MADE IN THE PERIOD OF OCTOBER BEFORE WE CAN HAVE A FOUR CLONES . UH WHAT WE WANT TO DO IN THE DIRECTION THAT I WOULD LIKE TO TAKE IS THAT WHEN WE PRESENT NUMBERS TO THIS BODY AS FINAL NUMBERS THAT THEY TRULY ARE FINAL NUMBERS, AND SO IF YOU WERE TO PULL IN IN THIS CASE, OCTOBER 31ST NUMBERS SOMETIME FROM NOW WE DON'T WANT TO HAVE ANY DELINEATION OF WHAT YOU'VE RECEIVED PREVIOUSLY. AND SO WE WANT TO MAKE SURE THAT WE MAINTAIN THAT CREDIBILITY WITH THIS GROUP, SO JUST WANTED TO MAKE THAT NOTATION THAT IT IS IN[01:55:06]
DRAFT FORM. HOWEVER, I DO UNDERSTAND THAT THERE HAS NOT BEEN A REPORT THAT HAS BEEN PRESENTED TO THIS BODY IF I UNDERSTAND SINCE APRIL. UH SO WE FEEL THAT EIGHT MONTHS HAS BEEN LONG ENOUGH. UM AND THIS THIS BODY, UM DESERVES US TO MOVE FORWARD WITH PRESENTING ON A MONTHLY BASIS OF FINANCIAL REPORT. AND SO WE'RE COMMITTED TO DOING THAT FOR YOU. UM SO AGAIN. THE PRESENTATION OF FOR OCTOBER IS IN DRAFT FORM. WE WILL PROVIDE THE FINAL VERSION OF THAT, ALONG WITH THE NOVEMBER REPORT NEXT MONTH, AND SO IF WE DO HAVE ANY, UM, CONCERNS WITH THE NOVEMBER REPORT, WHERE WE HAVE TO GO IN DRAFT FORM, I WILL DEFINITELY LET YOU ALL KNOW OTHER I'LL KEEP YOU APPRISED OF THAT. BUT THE MAIN THING IS, I WANT TO MAINTAIN THAT TRANSPARENCY OF DISCUSSION. WITH YOU. UM THE OTHER THING IS, I JUST WANT TO PUBLICLY ACKNOWLEDGE, UH, MR DENNIS BALDWIN, WHO WAS THE OUTGOING CONSULTANT? UM THAT I SEE EM.BROWN HAD ALLUDED TO EARLIER FOR HIS WORK IN THE VISION AND WORKING WITH, UM JENNIFER AND DENISE AND THE AND THE FINANCE STAFF ON PUTTING THIS TOGETHER, SO I WANTED TO ACKNOWLEDGE THEM PUBLICLY HERE AS WELL AS PUBLICLY ACKNOWLEDGING MISS JENNIFER OTAY WHO THEY DONE IT OUTSTANDING JOB WITH PUTTING THIS REPORT TOGETHER AS A LOT OF LOT OF WORK A LOT OF HOURS AND I'VE APPRECIATED IN THIS SHORT TIME THIS FIVE DAY PERIOD. THAT I'VE BEEN HERE IN TERMS OF GETTING UP TO SPEED, UH, WITH THE STAFF, AND CERTAINLY, UH, WITH MISS SOTO, WITH RESPECT THIS REPORT, UH, SO WITHOUT ANY FURTHER ADO, I'D LIKE TO CALL ON MISS SOTO TO PRESENT THE FINANCIAL REPORT. THANK YOU. THANK YOU VERY MUCH. UM HOPEFULLY YOU HAVE YOUR COPY WITH YOU. I'LL BE REFERENCING. UM EITHER THROUGH THE EMAIL. WE DID ATTACH IT TODAY TO THE ACTUAL AGENDA SO YOU CAN PULL IT UP FROM YOUR STAFF REPORT. BUT UM, WE'RE JUST GOING TO WALK THROUGH SOME OF THE HIGHLIGHTS HERE IN THE PRESENTATION. SO WHAT YOU'RE GOING TO SEE IN THE REPORTS MOVING FORWARD IS YOU'RE GOING TO SEE SOME CHARTS IN THIS CURRENT 1 OCTOBER BEING THE FIRST MONTH OUT OF THE GATE HERE FIRST MONTH OUT OF THE YEAR. UM ALL OF THE CHARTS ARE YEAR TO DATE INFORMATION, SO IT'S GOING TO BE ONE MONTH WORTH OF INFORMATION COMPARED TO PREVIOUS FISCAL YEAR. SHE KIND OF GET A GAUGE OF HOW UM, HOW WE'VE BEEN DOING IN THE FIRST MONTH FOR THE LAST FIVE YEARS. SO THIS FIRST CHART HERE IS REALLY JUST AN ALL FUND SUMMARY TO GIVE YOU AN IDEA. SO BEING THAT OCTOBER IS THE FIRST MONTH OF THE FISCAL YEAR THAT REPRESENTS 8.3% IN THE IDEAL WORLD 8.3% OF THE BUDGET, SO THAT IS THE TARGET IN WHICH WE ARE ENGAGING OUR EXPENDITURES BY AND OUR REVENUES BY UM SO, UH, IT LOOKS. YEAH. HOPEFULLY IT LOOKS GOOD ON YOUR SCREEN ON MY SCREEN IS WHITE IT OUT HERE? BUT I'M ON THE SCREEN UP THERE. YOU CAN SEE THE GRAY. UM SO THE FIRST CHART OVER THERE IS, UM UM , THEY'RE ALL FUND REVENUES. AS OF OCTOBER 31ST. WE'VE COLLECTED 2.6 MILLION IN THE MONTH OF OCTOBER. UM OCTOBER TYPICALLY IS A SLOWER MONTH. AS YOU'RE STARTING THE NEW FISCAL YEAR. YOU'RE WRAPPING UP A LOT IN THE PREVIOUS FISCAL YEAR. YOU'RE COLLECTING INVOICES GETTING THOSE PAID THAT WERE, UM THE PREVIOUS FISCAL YEAR, AS WELL AS ANY REVENUE THAT WAS COLLECTED FOR, UM, UH, TIME PERIOD IN THE PREVIOUS FISCAL YEAR, SO THERE'S A LOT OF TRANSACTIONS HAPPENING, UM, TO WRAP UP THE PREVIOUS SCHOOL YEAR, SO NOT AS MUCH HAPPENING WITHIN THE CURRENT THE FIRST MONTH IN THE NEW YEAR, SO, BUT 2.6 MILLION TOTAL COLLECTED OCTOBER AND YOU IF YOU LOOK AT THIS CHART LAST YEAR IN 23, YOU'LL SEE A BIG OUTLIER OF INCREASE THEIR THAT WAS BECAUSE WE RECEIVED THE SECOND BATCH, THE SECOND TRANCHE OF THE RP FUNDS. THAT WAS 4.8 MILLION. SO THAT IS THE REASON WHY 23 LOOKS. SO UM OUT OF NORMAL. AND THERE, UM SO AGAIN, THE TARGET REVENUE 8.3% ACTUAL REVENUE WAS 3.03. THE SECOND CHART THERE TO THE RIGHT IS THE EXPENSES. SO UM, 3.8 MILLION PAID IN OCTOBER, UM, AGAIN THAT TARGET EXPENDITURE AT 8.3% THE ACTUAL EXPENSES FOR OCTOBER COME TO BE 4.09. THE SECOND GRAPH HERE IS SHOWING PROPERTY AND SALES TAX WHERE WE'RE AT YEAR TO DATE. SO ON THE PROPERTY TAX COLLECTION IN THE FINANCIAL REPORT, IT DOES INCLUDE THE CERTIFIED, UM, COLLECTED TAXES IN THE DALLAS COUNTY, YOU KNOW, GIVES US AT THE END OF THE MONTH THAT CERTIFIES THIS IS THE AMOUNT THAT WE HAVE RECEIVED AND THE AMOUNT THAT WE HAVE PAID TO YOU. WE HAVE RECEIVED IN OCTOBER
[02:00:04]
581,000 SO FAR YEAR TO DATE, UM, AS YOU KNOW, PROPERTY TAXES IS OVER 50% OF OUR GENERAL FUND REVENUE BUDGET. UM THE BULK OF THE MONEY THAT WE RECEIVE OUR TAXES WON'T SEE THAT UNTIL DECEMBER, JANUARY FEBRUARY AS PEOPLE ARE PAYING THEIR PROPERTY TAXES, SO OCTOBER NOVEMBER WILL BE PRETTY LIGHT WHEN IT COMES TO ACTUAL PROPERTY TAXES. UM THE SECOND GRAF THERE IS JUST A 10 YEAR HISTORICAL LOOK OF OUR SALES TAX THAT WE'VE RECEIVED HERE TO DATE, SO THE SALES TAX THAT'S CAPTURED HERE IS, UM, WHAT WE RECEIVED THROUGH AUGUST. WE GET SALES TAX TWO MONTHS BEHIND. SO WHAT'S COLLECTED AN OCTO IN AUGUST IS WHAT WE RECEIVED IN OCTOBER. AND SINCE ITS AUGUST THAT THAT REVENUE GETS BACK DATED TO THE PREVIOUS FISCAL YEAR, BUT YOU'RE TO DATE THROUGH AUGUST. WE'VE RECEIVED 11,800,000 IN TOTAL SALES TAX. THIS NEXT CHART IS REALLY JUST MORE OF A, UM SO YOU CAN SEE HOW HOW WE COMPARE IN THE REGION AND JUST THE REGIONAL, UM, ECONOMIC GROWTH. THERE WAS ANOTHER COLUMN THERE. THAT WAS ORANGE. I BELIEVE THAT WAS FOR AUGUST OF 21, BUT IT SHOWS THREE YEARS WORTH YEAR TO DATE COMPARING WITHIN THE REGION SO YOU CAN GET AN IDEA. JUST KIND OF WITH THE REGIONAL SALES TAX GROWTH HAS BEEN IN, UM, THE BEST SOUTHWEST CITIES. OKAY MOVING ON TO GENERAL FUND. AFTER I'M FINISHED WITH THE GENERAL FUND. I WILL STOP FOR QUESTIONS AT THAT POINT . IF YOU HAVE ANY SPECIFIC QUESTIONS RELATING TO THE GENERAL FUND BEFORE WE MOVE ON. SO THE FIRST GRAPH IS REVENUES AGAIN WHAT WE RECEIVED HERE TO DATE IN OCTOBER. AS I SAID, THE PROPERTY TAX. THE BULK OF THAT REVENUE IS RECEIVED IN DECEMBER, JANUARY FEBRUARY TIME FRAME SALES TAXES COLLECTED TWO MONTHS BEHIND, SO WE WILL NOT SEE ANY SALES TAX REVENUE IN FISCAL YEAR 24 UNTIL WE GET TO DECEMBER UM, ALSO FRANCHISE TAX, WHICH IS A LARGE ANOTHER LARGE, UM, SOURCE OF REVENUE FOR US IS WE RECEIVED THOSE FUNDS ON A QUARTERLY BASIS , SO WE WILL NOT SEE THOSE FIRST PAYMENTS UNTIL JANUARY. UM SO YOU KNOW FOR TARGETING 8.3% OF THE REVENUE FOR OUR BUDGET, UM THE ACTUAL REVENUE COMES TO ABOUT 0.8. FOR OCTOBER. THE SECOND CHART. THERE IS FOR THE EXPENSES. SO LIKE I SAID, OCTOBER, GENERALLY LOWER BECAUSE WE'RE WE'RE PAYING INVOICES FROM THE PREVIOUS FISCAL YEAR, UM, BULK OF THE EXPENSES REALLY OUR PAYROLL RELATED, UM, 1.5 YEAR ROLLS OR WERE CHARGED TO OCTOBER . UM AND THIS ALSO INCLUDES THAT ONE TIME EMPLOYEE STIPEND THAT WE TALKED ABOUT IN THE BUDGET PROCESS THAT WAS PAID OUT IN OCTOBER. OVERALL THE ACTUAL EXPENSES AS 5% OF THE TARGET FOR OCTOBER. DO YOU HAVE ANY PARTICULAR QUESTIONS FOR GENERAL FIND AT THIS POINT. OKAY? THIS IS JUST THE SAME THING THAT'S IN THE FINANCIAL REPORT. I HAVE THE TABLES FOR THOSE WHO LOVE LOOKING AT TABLES. UM, SO YOU CAN KIND OF SEE, UM, GAUGE WHERE WE'RE AT, WITH THE LIKE AS A PERCENT TO OUR BUDGET. I MEAN, IF THERE WAS ANY OUTLIERS, I TRIED TO POINT THOSE OUT UM SO YOU CAN SEE HERE. WHAT ARE UNAUDITED BEGINNING FUND BALANCE AGAIN, AS MR JACKSON IS ALLUDED TO THERE ARE STILL IN TREES AND RECONCILIATIONS THAT DO NEED TO OCCUR IN FISCAL YEAR. 23 AS WELL AS IN 24. SO UM, THAT WAS NUMBERS ARE GOING TO CONTINUE TO FLUCTUATE UNTIL WE HAVE SMOOTH OUT UNTIL WE HAVE COMPLETED AN AUDIT AND HAVE A SOLID BEGINNING. FUN BALANCE. BUT AT THE END OF THE YEAR WE DO STILL TARGET HAVING A 16 MILLION AS A ENDING FUND BALANCE ONCE THE YEAR IS SAID AND DONE. OKAY GOING INTO THE UTILITY FUND? UM THE FIRST GRAPH THERE YOU SEE AGAIN IS, UM, JUST HOW WE COMPARE TO THE PREVIOUS FISCAL YEARS. NOW THERE IS AN OUTLIER THERE OF THE 1.7 MILLION THAT WE'VE RECEIVED IN UTILITY FUND REVENUE AGAIN. MOST OF THAT IS ACTUALLY GOING TO BE BACKDATED TO THE PREVIOUS FISCAL YEARS AS IT WAS RELATED TO SERVICE AND BILLINGS FOR THE MONTH OF SEPTEMBER. TO THAT ENTRY WILL STILL NEED TO OCCUR. UM ON THE EXPENDITURE SIDE. IT'S MAINLY PAYROLL. BUT UM, WE DO PAY FOR THE TRINITY RIVER AUTHORITY AND THE DALLAS WATER UTILITY. SO THE FIRST MONTH OF PAYMENTS ARE ACCOUNTED FOR IN THAT 954,000. THE THIRD CHART THERE ON THE RIGHT. I JUST WANTED TO SHOW YOU KIND OF A GAUGE AT UM WHAT I WOULD CALL WATER LOSS. UM WHAT I DID IS TAKE, UH, WHAT UTILITY SHOWS AS WHAT HAS BEEN PUMPED INTO THE CITY EVERY MONTH AND COMPARING THAT TO WHAT HAS BEEN BILLED OUT TO CUSTOMERS, UM NOT NET DIFFERENCE IS, UM YOU KNOW OUR WATER LOSS. SO OVER THE LAST 12 MONTHS FROM OCTOBER OF LAST YEAR TO SEPTEMBER OF THIS YEAR[02:05:02]
ON AVERAGE, 24% LOST WATER. UM SOME OF THAT CAN BE ACCOUNTED FOR THROUGH, YOU KNOW, REPAIRS, HYDRANT, FLUSHING THINGS LIKE THAT. BUT THE IDEA OF, UM HOW WE'RE DOING WITH WITH THAT.QUESTION, PLEASE. YES, SIR. ON THAT LAST WATER. THE WATER PUMP VERSUS BUILD CONSUMPTION. I KNOW MR BRYANT HAS GIVEN US A LOT OF INFORMATION ON THAT COMPUTATION OF IT ACTUALLY LOSING WATER. AND US LOOKING FORWARD TO AM I? YES, SIR. THAT LOST WATER DUE TO BUILDING THAT YOU'RE AWARE OF, OR IS IT REALLY PHYSICAL LOST WATER AS A RESULT OF OTHER CONSEQUENCES? UM NOW, I WILL SAY . IT'S NEVER GOING TO BE PERFECT OR NET ZERO OR ANYTHING. THIS IS THE INFORMATION GATHERERS STRICTLY WHAT HAS BEEN BILLED OUT. YOU KNOW, SO I CAN'T SAY IT'S SOMETHING THEY COULD ACCOUNT FOR THAT, YOU KNOW, LOST BECAUSE OF AGING INFRASTRUCTURE OR SOMETHING LIKE THAT. IT'S VERY HARD TO PINPOINT EXACTLY WHERE THE WATER HAS BEEN LOST. LIKE, SO THERE IS A SMALL AMOUNT THEY CAN'T ACCOUNT FOR WHEN THEY DO HYDRANT FLUSHING OR WHEN THEY DO REPAIRS, OR THERE'S A MAIN BREAK OR SOMETHING LIKE THAT. UM, BUT IT'S AND SOME OF THE TIMING MAY BE SLIGHTLY OFF, DEPENDING ON WHEN THE BUILDING ACTUALLY OCCURS. BUT, UM, AGAIN, IT'S JUST BASED ON WHAT HAS BEEN BILLED TO CUSTOMERS VERSUS WHAT HAS BEEN PUMPED THE PRIMARY SALIENT FACTORS THAT WE WOULD LOOK AT THEM. OKAY MR CONTRERAS HAD A QUESTION, SIR. YES ALONG THE SAME LINE. UM EVEN THOUGH WE CAN ACCOUNT FOR SOME LOSS BECAUSE OF REPAIRS OR FLUSHING. WE STILL MUST HAVE SOME IDEA OF WHAT PERCENTAGE WERE LOSING BECAUSE OF INFRASTRUCTURE. AND LEAKS. DO WE HAVE ANY IDEA WHAT THAT NUMBER MIGHT LOOK LIKE? I DO NOT. BUT I WILL. CERTAINLY, UM BIG MR BRIAN'S BRAIN THERE HOW WE CAN, UH, BETTER KIND OF CAPTURE THAT INFORMATION. UM MR BROWN HAS INPUT, PLEASE. YES, THAT'S A GREAT QUESTION. COUNCIL MEMBER CONTRERAS, AND I THINK THAT ONCE WE HAVE THAT NEW INFRASTRUCTURE THAT AM I WILL BE ABLE TO TELL YOU PINPOINT FAIRLY CLOSELY TO THE AMOUNT OF WATER THAT THAT WE LOSE. UM THAT NEW INFRASTRUCTURE IS GOING TO GOING TO DO GREAT THINGS FOR US. THANK YOU. YEAH. DO YOU HAVE ANY PARTICULAR QUESTIONS AT THIS TIME ON THE UTILITY FUND? JUST ANOTHER SNAPSHOT AGAIN. THE TABLE, WHICH IS IN THE FINANCIAL REPORT, UM AND YOU CAN SEE THERE. WHAT THE, UH, NOT AT THE BEGINNING FUND BALANCES ROLLING INTO 24. UM YEP. OKAY SO JUST QUICK HIGHLIGHTS ON SOME OTHER FUNDS AGAIN, NOT A WHOLE LOT OF ACTIVITY HAPPENING YET IN THE MONTH OF OCTOBER WITHIN THESE OTHER FUNDS, SO HOTEL MOTEL TAX FUNDS WE DO RECEIVE REVENUE ON THE MONTHLY BASIS OF WHAT WE'VE RECEIVED IN OCTOBER ACTUALLY GETS BACK DATED TO 23 EXPENSES ARE AT 9.92% WHICH IS A LITTLE BIT ABOVE THAT TARGET. THAT'S BECAUSE WE PAID TO GRANTS OUT.
UM WE PAID 12 EXPOSURE, AND ANOTHER ONE WAS THE FINAL PAYMENT FOR THE PERFORMANCE GRANTS AT THE HAMPTON INN. UM THE SECOND FUND TO HIGHLIGHT IS THE COMPREHENSIVE LIABILITY INSURANCE FUND. THOSE EXPENSES ARE 71.6% OF THE TOTAL BUDGET. THAT'S BECAUSE THE ANNUAL PREMIUM IS DUE OCTOBER 1ST. SO UM, ANNUAL PREMIUM FOR ALL OF OUR LIABILITY AND WORKERS COMP.
WE HAVE TO PAY THAT IN OCTOBER 1, THE COST CENTERS DO CONTRIBUTE INTO THIS FUND ON A MONTHLY BASIS. SO BY THE END OF THE FISCAL YEAR, IT WILL BE MADE WHOLE. ON THE R P FUN AMERICAN RESCUE PLAN. THOSE ARE SPENCER'S WHERE 11 6.67% THAT WAS BECAUSE OF EXPENDITURES TOWARDS THE FIRE STATION, THE GENERATOR IT INFRASTRUCTURE. AND SOME HIGHLIGHTS ON JUST CAPITAL IMPROVEMENT PROJECTS WHERE WE'RE AT SO FIRE STATION BEING, UM ONE EXPECTED COMPLETION DATE IS JANUARY OF 24. SO FAR, WE'VE SPENT 8.5 MILLION TO DATE ON THAT PROJECT. UM SO ONE RIDGE, WHICH IS A STREETS, DRAINAGE UTILITIES COMBINED TYPE PROJECT THAT IS ON SCHEDULE, AND IT'S EXPECTED TO BE COMPLETED MARCH. AND THEN THE DANIEL DALE ROAD RECONSTRUCTION IS SUBSTANTIALLY COMPLETE. JUST HAVE SOME REMAINING LANDSCAPING. BUT THAT PROJECT HAS COST 7.7 MILLION. UM TO DATE. UM, ALL OF THE THIS REPORT ALSO INCLUDES ALL OF THE CAPITAL PROJECTS. THE STATUSES THAT CONSOLIDATED PICTURE OF ALL THE BOND PROJECTS. UM ALL OF THAT, UM, GREAT DETAIL WITHIN THIS PACKET AND MOVING FORWARD, YOU'LL BE ABLE TO SEE THAT EVERY MONTH. UM SO. THAT IS ALL I HAVE ANY QUESTIONS? OKAY SAYING NOTHING. THANK YOU VERY MUCH. APPRECIATE IT, OKAY. MOVING ON

THE FALSE QUARTER IS TYPICALLY FAIRLY, UM SMALLER SMALLER THAN THE SPRINGS SEASON. HOW ARE WE STILL HOSTED ALMOST 600 PRACTICES, 73 GAMES AND 10 TOURNAMENTS ARE FACILITIES ARE VERY HEAVILY USED AND SOUGHT AFTER FOR THEIR TOURNAMENTS THAT'S BECOMING A GROWING BUSINESS FOR US SPORTS TOURISM IS GROWING IN THE UNITED STATES, AS WELL AS THE DALLAS FORT WORTH METROPLEX. WE HAVE PARTNERED ON NUMEROUS OCCASIONS WITH OUR SISTER CITIES HERE IN THE BEST SOUTHWEST FOR LARGER TOURNAMENTS AS WELL. SO THAT'S SOMETHING THAT WE'RE REALLY SEEING A HIGH GROWTH. UM WE ALSO CAME IN THIS PAST FALL AND OVER. HE DIDN'T MANY OF OUR FIELDS WITH RYEGRASS SO IT CAN BE PLAYED ON IN THE WINTER MONTHS. AND WE HOSTED A REGIONAL CROSS COUNTRY MEET WITH ONE OF OUR LOCAL CHARTER SCHOOLS. THE HORTICULTURE CREW. COMPLETE THEIR INNOVATION OF 12 FLOWERBEDS. CLEANUPS UM, INCLUDING THE CLEAN UP OF THE SERVICE IN YOUR YARD TO MAKE IT BETTER FOR EMPLOYEES.
AND THEN LASTLY, WE, UH INSTALL THE NEW CHEST TABLE PROBLEM PARK. AND I KNOW THAT A COUPLE OF OUR COUNCIL MEMBERS HERE HAVE ALREADY HOSTED AN EVENT WITH THE CHEST. SO GREAT JOB. EVEN THOUGH I KEEP DON'T GIVE YOU A BEAUTIFUL THEY AWARDED FIVE NEW PROPERTIES FOR CURB APPEALS, AS WELL AS THE BEAUTIFICATION AWARD FOR COX FARMS. THEY HOSTED, UH, COMMUNITY CLEANUP AT THE RAILROAD RIGHT AWAY. PARTICIPATE IN OUR NATIONALIZED OUT BOO BASH. OPERATION CLEAN DUNCANVILLE AND THEY'RE PLANNING RETREAT AS WELL. THEY ALSO WORKED ON EXPANDING OUR BLACK LAND PRAIRIE DEMONSTRATION SITES AT LAKESIDE PARK WITH TWO ADDITIONAL SITES. SO IF YOU HAVEN'T HAD A CHANCE TO, UH TO VISIT LAKESIDE PARK AND RESTORATION BUT I HIGHLY RECOMMEND YOU GOING OUT AND CHECKING IT OUT. GIVEN TO OUR RECREATION CENTER. WE HAD 100 AND 13 MEMBERS NEW MEMBERSHIP SOLD FOR THAT QUARTER. WHERE ALMOST 5000 VISITS 1500 DAY PASSES. WE HAVE A NEW PROGRAM THAT STARTED THIS QUARTER WITH SILVER SNEAKERS. SO OUR SECRET IS A PROGRAM WITH THROUGH MEDICARE THAT ALLOWS FREE ACCESS FOR OUR SENIOR MEMBERS TO THE RECREATION CENTER. UM AND THEN WE ARE REIMBURSED THROUGH SILVER SNEAKERS FOR THOSE THOSE VISITS.
[02:15:05]
THEY'RE ALSO AN ADDITIONAL PROGRAM CALLED RENEW ACTIVE. THEY WERE ACTIVELY WORKING WITH NOW. WE JUST RECEIVED THEIR DRAFT CONTRACT THIS WEEK. WE'RE GOING THROUGH THAT WITH OUR WITH OUR TEAM TO POSSIBLY ADD AN ADDITIONAL PROGRAM VERY SIMILAR TO SILVER SNEAKERS TO OUR DR PROGRAM AS WELL. SO. WE HAD FIVE SPECIAL EVENTS DURING THE QUARTER WITH MOVIES IN THE PARK CATFISH CATCH HISPANIC HERITAGE FESTIVAL, WHICH WAS A RECORD ATTENDANCE THIS YEAR, FAMILY FIELD DAY AND BOO BASH, WHICH IS ALSO A RECORD ATTENDANCE WITH ALMOST 1600 VISITORS. WE'RE ONLY TALKING ABOUT AUGUST TO OCTOBER HERE, BUT I DO WANT TO ACKNOWLEDGE THAT WE DID HAVE SEVERAL EVENTS SINCE OCTOBER. WE WILL TALK MORE IN DEPTH ABOUT THOSE EVENTS AT THE NEXT QUARTERLY REPORT. WE HAD OUR CHRISTMAS BREAK AND TREE LIGHTING COOKIES WITH SANTA AND THEN OUR FAMILY GAME NIGHT, WHICH WAS MENTIONED PREVIOUSLY TONIGHT. UPCOMING EVENTS. WE HAVE OUR MEMBERSHIP DRIVE. IN THE MONTH OF JANUARY. THIS IS A PROGRAM HAS BEEN ONGOING AT THE REGULATION SENTENCES BEFORE MY TIME IN DUNCANVILLE CONTINUED THAT THAT LEGACY OF HOSTING A MEMBERSHIP DRIVE IN THE MONTH OF JANUARY, SO IF YOU'RE LOOKING TO GET YOUR FITNESS ON IN EARLY 2020 24, YOU CAN GET A ONE YEAR MEMBERSHIP FOR THE PRICE OF SIX MONTHS. I WOULD RECOMMEND GETTING YOUR TICKETS EARLY.WE'VE BEEN TO THE SENIOR CENTER. UM WE HAD 59 NEW AND RENEWED MEMBERSHIPS TO THE QUARTER.
ALMOST 3000 VISITS. UM WE ARE OVER OPERATING AT 100% IN THE FACILITY POST COVID. UM WE WERE OUR MAIL PROGRAM WITH ALMOST 7500 MEALS SERVED WITH THE NUMEROUS EVENTS THROUGHOUT THE QUARTER. YOU KNOW, I GOT PLENTY TO ALSO HIGHLIGHT OUR CONGREGATE MEAL PROGRAM. FOR THOSE OF YOU WHO DON'T KNOW WE DO HAVE A FREE LUNCH PROGRAM AT THE SENIOR CENTER THAT IS AVAILABLE TO ALL SENIORS. 60 ABOVE. SO PLEASE COME OUT AND VISIT US IN. IF THAT'S SOMETHING YOU WOULD BE INTERESTED IN. FURTHERING YOUR HEALTH AND PROVIDING A GOOD MEAL FOR YOUR DAILY. THAT'S SOMETHING WE WERE FRIED TO OUR COMMUNITY. WITH OUR BOND ELECTION PROJECTS. HOPEFULLY, YOU'VE SEEN THE PROGRESS BEING DONE AT ARMED TRUMP PARK KIDS BUILT PLAYGROUND IS COMING OUT OF THE GROUND. IT HAS ROOFS. UM THEY WERE HOPING TO GET THAT STRUCTURE COMPLETED BEFORE CHRISTMAS BY THE END OF THE WEEK DUE TO THE RAIN. A COUPLE OF DAYS AT A LITTLE BIT BEHIND. THEY'RE GOING TO COME BACK IN JANUARY TO FINISH THAT THAT STRUCTURE, BUT THEY'RE VERY CLOSE TO BEING FINISHED ALREADY WITH THE NEW KIDS BILL, AND IT'S QUITE IMPRESSIVE. I THINK THE COMMUNITY WAS VERY WILL BE VERY PLEASED WHEN THEY SEE IT AND ITS FINAL FORM. UM WE'RE CURRENTLY ON SCHEDULE FOR COMPLETION OF THE PROJECT AND, UH, LATE JANUARY EARLY FEBRUARY. AND WE'RE PROJECTING A OPENING IN MARCH OF 2024 RIGHT NOW WE'RE HOPING FOR THAT TO BE THE FIRST WEEKEND AT THE SPRING BREAK WEEKEND. HARRINGTON PARK IS YOUR WAY AS YOU'RE AWARE, WE'VE DISCUSSED THIS AT A COUPLE OF DIFFERENT RETREATS. NOW WE HAVE 100% PLANS AND WE NEED DIRECTION FROM THE COUNCIL AS TO HOW YOU WANT TO MOVE FORWARD WITH EITHER FACING THE PROJECT OR MOVING FORWARD WITH FIGHTING ADDITIONAL FUNDS TO COMMIT THE PROJECT AT ONE TIME. AND THEN DRILLS ARE STILL GOING TO BE IDENTIFIED IN THE FUTURE, BUT BY THE COUNCIL WITH THAT. ANSWER ANY QUESTIONS YOU MIGHT HAVE. UM, MR CONTRERAS. THANK YOU, MAYOR. THANK YOU FOR THE REPORT ANY UPDATES ON THE 20 IMPROVEMENTS? YEAH. 20 IMPROVEMENTS CEDAR CEDAR RIDGE. THEY ARE COMPLETE. UM WE ARE NOW WORKING WITH TEXT ON ON POSSIBLY TRYING TO GET THE FENCE REMOVED. IN A SECTION WAS NICE, PRETTY IMPROVEMENTS. WE HAVE UGLY CYCLONE FENCES KIND OF HIDING IT, SO THEY ARE SUPPORTIVE OF THAT THEY DON'T HAVE THE PROPER APPROVALS FOR THEIR BOSSES TO BE ABLE TO ALLOW THAT TO HAPPEN, BUT I DON'T KNOW THE MAYBE YOU'RE WEARING SOMETHING AMOUNT OF. I DON'T SURE THAT OFFENSE NEEDS TO BE IN THAT SPECIFIC LOCATION. WE BELIEVE REMOVING THE OFFENSE. FURTHER IN IMPROVED AESTHETICS OF THAT AREA. I DON'T SEE MISS COLTON HERE, BUT SHE AND I AM COMMUNITY QUITE COMMUNICATE QUITE OFTEN ON THAT FENCE BEING TAKEN OUT BY LATE NIGHT DRIVERS, SO IT'S ALWAYS IN A STATE OF DISREPAIR. IT'S A PATCHWORK OF FENCING, SO I'M GLAD TO HEAR YOU'RE THINKING ABOUT DOING THAT, BECAUSE THAT'LL REALLY SHOW OFF THAT LANDSCAPING AND FOR THOSE OF YOU THAT HAVEN'T SEEN IT. IT'S A MASSIVE IMPROVEMENT AT THAT INTERSECTION. THANK QUICK
[02:20:01]
QUESTION. YOU TALKED ABOUT THE INCREASE IN USING OUR SOCCER FIELDS FOR TOURNAMENTS. AND THAT'S A GREAT THING BECAUSE WE KNOW THAT THE ASSOCIATION IS NOT UM, AS LARGE AS IT ONCE WAS. AND SO GLAD YOU'RE HERE. GETTING THOSE FIELDS USED TO THEIR MAXIMUM. ASSOCIATION HAS SOME NEW LEADERSHIP AND THEY'RE WORKING ON REVIVING A LOT OF THOSE TOURNAMENTS THAT THEY USED TO HOLD IN THE PAST. I KNOW YOU'RE AWARE OF THE MANY, MANY OF THE BIG TOURNAMENTS THAT THEY HELD HERE IN THE DEAD SOME OF THE LARGEST IN THE DFW AREA. GREAT. THEY'RE VERY INTERESTING BRINGING THOSE BACK. OKAY SO MY LAST QUESTION. UM I KNOW THAT WHEN WE HAVE BASKETBALL TOURNAMENTS AND THINGS OF THAT NATURE THAT WE ARE ABLE TO TRACK. THE, UM USE OF OUR HOTELS AND RESTAURANTS. AS A RESULT OF THOSE YEARLY, UH, WELL ATTENDED EVENTS THAT WE HAVE IN THE FIELD HOUSE AS WELL. UM, DO WE TRACK AT ALL WHAT THESE TOURNAMENTS ARE BRINGING US IN TERMS OF VISITORS TO RESTAURANTS AND PEOPLE MAY BE USING THE HOTELS. I BELIEVE THAT ECONOMIC DEVELOPMENT DEPARTMENT DOES ACTIVELY TRACK ALL THAT INFORMATION. UH ESPECIALLY FOR ALL THE EVENTS THAT THEY PROVIDE. SPONSORSHIP TO DO THE STUDY. UM AND WE ALSO HAVE BEEN ABLE TO RECEIVE A LOT OF THOSE REPORTS FOR OUR EVENTS HERE IN THE CITY AS WELL. FOR INSTANCE, WE JUST RECEIVED A REPORT FOR CHRISTMAS PARADE AND EVENT. WE HAD 5300 VISITORS DURING THAT DURING THAT EVENING. SO YES, WE ARE GETTING SOME OF THAT DETAILED INFORMATION FROM OUR ECONOMIC DEVELOPMENT APARTMENT. WE APPRECIATE THEM FOR SHARING THAT INFORMATION WITH THIS, OKAY ? WE WOULD LIKE TO SEE THAT. WELL I'D LIKE TO SEE IT AT SOME 0.1 DAY. BECAUSE IT'S INTERESTING. THAT YOU MENTIONED THIS A COUPLE OF TIMES ABOUT THE USE OF OUR SOCCER FIELDS FOR THE TOURNAMENT. I ONLY THINK THAT EQUATES TO VISITORS STAYING HERE AND USING OUR EVERYTHING FROM GETTING GAS TO FOOD. THEY'RE ABSOLUTELY IN FACT, AS A MATTER OF FACT, I WAS LOOKING AT THAT REPORT. TODAY WE ACTUALLY HAVE A REPORT THAT WE CAN TRACK OR WE DO TRACK. AH ALL OF THE HOTEL STAYS THE ACTUAL REVENUE THAT'S BEING SPENT IN THE CITY, WHICH WOULD BE HAPPY TO PROVIDE THE COUNCIL. UH, FIRST THING TOMORROW. SO I'LL BE SURE TO GIVE IT TO YOU IF WERE DIRECTED BY MR BROWN. THANK YOU. OKAY UH, THERE WERE SOME QUESTIONS. I GUESS THOSE QUESTIONS HAVE BEEN ANSWERED VERY WELL. MR KOONTZ. YES, SIR. THANK YOU, MAYOR. SO I GUESS I THINK YOU MENTIONED SO.EVERYTHING AS FAR AS THE CHRISTMAS PARADE AND ALL THAT'S GOING TO BE FOR LATER. REPORT OKAY. WE INCLUDE OUR NEXT QUARTER REPORT. IN ADDITION TO WE WILL HAVE A RECAP OF THAT EVENT AT YOUR NEXT CULTIVATING ON JANUARY 9TH. IT'LL BE A COMBINATION OF THE PARK'S IMMIGRATION DEPARTMENT, AS WELL AS OUR POLICE DEPARTMENT, PROVIDING THE COUNCIL AND UPDATE OF THAT EVENT. SPECIFICALLY, OKAY, SO I'LL SAVE MY QUESTIONS ABOUT PARADE. JUST COMMENTS. I MEAN, GREAT JOB AND. I DO WANT TO MAKE A COMMENT ON BECAUSE STILL OUT. BECAUSE I KNOW THERE HAD BEEN DISCUSSION. IN THE PAST ABOUT THE. BE THE LIGHTS THAT WE HAVE YOU IN ARMSTRONG PARK AND WHEN YOU DRIVE BY THEIR NIGHTTIME NOW, I MEAN, IT'S JUST IT'S GORGEOUS OUT THERE.
WHOEVER'S DOING THAT WORK AND PUTTING THOSE LIGHTS UP. I MEAN, THEY'RE DOING A GREAT JOB. AND YOU KNOW, THERE WAS DISCUSSION ABOUT OTHER CITIES THAT HAVE TRAIL OF LIGHTS AND THINGS LIKE THAT, WHICH IS BECOMES A BIG ATTRACTION. AND YOU KNOW WHAT WE HAVE NOW IS BORDERLINE SOMETHING THAT I WOULD SAY HEY, I NEED TO COME DUNCANVILLE AND SEE OUR TREES LIT UP. AND SO, UM, YOU KNOW, I JUST WANTED TO COMPLIMENT YOU KNOW THE DEPARTMENT ON THAT AND YOU KNOW, AND ENCOURAGE THE COUNCIL. IF WE HAVE OPPORTUNITIES IN THE FUTURE TO CONTINUE TO SUPPORT THE GROWTH OF THAT, BECAUSE IT IS BECOMING AN ATTRACTION, JUST THAT AREA THERE. AND. YOU KNOW, I DO WANNA WELL, I GUESS I'LL ASK BECAUSE WE HAD A MEETING WITH THE DALLAS COUNTY AND THE PUBLIC WORKS DEPARTMENT. IT WAS JUST A DISCUSSION ABOUT TRAILS AND POTENTIALLY WORKING WITH IT.
IS THERE ANY UPDATES ON OR FOLLOW UPS TO THAT MEETING THAT WE HAD? I DID REACH OUT TO TEXAS PARKS AND WILDLIFE REGARDING THE GRANT. AND, UM THAT GRANTED SPECIFICALLY TYPICALLY FOR OFF ROAD TRAILS. SO I DO BELIEVE THAT AND THEY BELIEVE THAT THE TRAIL THAT FOR WATER VIEW AND HARRINGTON MIGHT BE ELIGIBLE. UM WE'RE NOT HAVE NOT RECEIVED A FINAL CALL CALL ON THAT BACK YET. JUST PUT HIM IN EARLY. HE THOUGHT IT'D BE A GOOD IDEA, BUT HE WAS ON CHECK WITH SOME OF HIS BOSSES AND GET BACK WITH ME, BUT I'LL FOLLOW UP ON THAT WHEN I GET BACK. TOMORROW THIS WEEK, AND I KNOW I ASKED THIS BEFORE, BUT IS IT REALISTIC FOR US TO THINK THAT WE'D BE ABLE TO APPLY FOR BECAUSE OF THAT? IT IS. IT IS A FACT. I REACHED OUT TO A CONSULTANT. UM WE USED A CONSULTANT FOR THE GRANT FOR ARMSTRONG PARK. AND THERE'S A LOT OF FOLKS OUT THERE FOR A
[02:25:02]
RELATIVELY SMALL AMOUNT OF MONEY . YOU CAN PUT THOSE TOGETHER FOR YOU WITH A VERY HIGH SUCCESS RATE. SO A LITTLE BIT OF MONEY WE SPENT FOR ARMSTRONG PARK NEVER GET $750,000 IN RETURN. I THINK IT CAUSES LESS THAN 15,000 . FOR THE FOR THE GRANT WRITER. THIS PRODUCT, THIS GRANT IS MUCH SMALLER, SO I DON'T ANTICIPATE THAT LEVEL OF COST. BUT THAT MIGHT BE AN OPTION FOR US. UM SO BUT YOU KNOW, I SEE HIM, BROWNIE. ANYTHING THAT WE CAN DO TO WE HAVE TO THE PREVIOUS SLIDE SAID WE HAVE YET TO IDENTIFY A PROJECT, SO I'M SURE WHEN YOU'RE APPLYING FOR THESE GRANTS, YOU PROBABLY HAVE TO HAVE SOME PROJECT AT LEAST IDENTIFIED SEVERAL CANDIDATES FOR THE USE OF THOSE FUNDS AND YOU HAVE BEEN SAYING THE LONGER WE PUT THIS OFF, THE LESS THAT MONEY IS GOING TO BE WORTH AND SO, UH, AND SO IF THERE'S ANY WAY THAT WE CAN EXPEDITE THIS PROCESS AND GET GET SOME OPTIONS IN FRONT OF US AND MAYBE CONSIDER POTENTIAL PROJECT. I THINK THAT'D BE GOOD AND MEET THE GRANT DEADLINE. AND THEN AH, THE THERE WAS. NATIVE PLAN ORDINANCES THAT STILL IN THE PIPELINE SOMEWHERE. IS THAT STILL BELIEVE NEXT MEETING. YOU'RE GETTING A BIT AT YOUR NEXT ME ON JANUARY 9TH. GREAT. THANK YOU. AND JUST ONE LAST QUESTION SO THAT THE SENIOR CENTER AT SOME POINT THERE WAS DISCUSSION ABOUT CHANGING THE NAME. IS THAT STILL STILL, UH, ON OUR ON OUR RADAR FOR SURE. WE DID SUBMIT A. FINANCIAL PACKAGE IN THE LAST BUDGET, BECAUSE IT WILL COST A BIT OF MONEY TO CHANGE OUT THE SIGNAGE AND STUFF. THEY'RE JUST WE KNOW WASN'T THE FUNDS THERE FOR THIS FISCAL YEAR? WE ARE DEFINITELY INTERESTED IN PURSUING THAT.THANK YOU. JUST ONE PIECE OF INPUT ANY ANY POOL PLAYERS OR PING PONG PLAYERS? WE HAVE NEW POOL TABLES AND NEW PROFESSIONAL QUALITY PING PONG TABLES IN OUR REC CENTER. SO ENJOY AND THEY'RE GETTING USED. OKAY? THANK YOU. APPRECIATE IT, MR STEVENSON. THANK YOU. AND OUR FINAL REPORT
[6.D. Receive the Library Quarterly Report]
LIBRARY QUARTER REPORT, MR VELASQUEZ. THANK YOU. MAYOR COUNCIL. OKAY? UM, SOME HERE JUST REPRESENT THE LIBRARY QUARTERLY REPORT LAST QUARTER, WE HAD THE OPPORTUNITY TO HAVE ANOTHER IN SERVICE DAY FOR THE CELEBRITY STAFF IS A GOOD DAY FOR US TO DO SOME, UH, TEAM BUILDING AND TRAINING ALTOGETHER ON LOCATION AT ONE TIME, SO WE DID SOME TRAINING ON DEALING WITH DIFFICULT PATRONS, WHICH SURPRISE SURPRISE. WE HAVE TO DEAL WITH DIFFICULT PATIENTS, SOMETIMES. AS WELL AS THE ESCALATING VOLATILE SITUATIONS THAT DO OCCUR AS WE WORK WITH THE PUBLIC, SO THAT'S ALWAYS A TOPIC WE REVISIT OFTEN TO ENCOURAGE THE STAFF. UH TO WALK AWAY FROM PROBLEMS THAT THEY CAN'T HANDLE AND DEFERRED TO US IN CHARGE. UM WE ALSO SEEN WE'VE SEEN A LITTLE BIT OF AN UPTAKE A MORE ON HOUSE PATRONS COMING IN LOOKING FOR RESOURCES THAT THEY CAN USE TO HAVE BETTER THEIR SITUATIONS. SO WE DID A LITTLE TRAINING ON THERE TO IDENTIFY SOME OF THOSE RESOURCES AND AVENUES IN ORDER TO DIRECT THESE FOLKS TO THE PROPER AVENUES WHERE THEY NEED TO GO GET SOME HELP. UM SO I'VE INCLUDED SOME STATS FROM ARUBA SOUTHWEST LIBRARY CONSORTIUM PROGRAM THAT WE HAVE IN WHICH OTHER PATRONS FROM OTHERS. OTHER CITIES CAN PARTICIPATE WITH OUR LIBRARY AND VICE VERSA. SO THIS LOOKS AT SOME OF THOSE METRICS THAT WE KEEP TRACK OF. SO FOR THE LAST QUARTER. THESE ARE THE IN PERSON . CHECK OUT SOME FOLKS FROM OTHER LIBRARIES COMING TO OUR LIBRARY CHECKOUT MATERIALS AS IDENTIFIED BY THOSE LIBRARIES IN PARTICULAR. THESE ARE TRANSFERS BETWEEN THE LIBRARIES FROM DUNCANVILLE TO THOSE LIBRARIES, REQUESTS THAT ARE MADE BY THOSE PATRONS. AND VICE VERSA. THE PATRONS THAT WE TRANSFER BETWEEN TALKING ABOUT OTHER PATRONS AND THEIR LIBRARIES EXCUSE ME AND THEN THEM TO US, SO IT'S BEEN VERY SUCCESSFUL PROGRAM AND WE'RE LOOKING TO DO MORE ENGAGEMENT WITH THE OTHER LIBRARIES AND THE OTHER DIRECTORS AND WE TALKED ABOUT, UM, ALSO SHARING RESOURCES AS FAR AS STAFF MEMBERS TO DO PROGRAMS AT EACH OTHER'S LIBRARIES AND KIND OF SPREAD AROUND THOSE SKILL SETS AND BRING NEW OPPORTUNITIES FOR PROGRAMS AND EVENTS TO EACH LIBRARY. UM THESE ARE SOME OF OUR YOUTH PROGRAM. QUARTERLY QUARTERLY STATS AS WELL. VARIOUS PROGRAMS. WE HAVE CONTINUALLY HAVE OUR READING RANGERS PROGRAM . WE DID HAVE A KID ROCK PAINTING PROGRAM THAT WE DID. WE DID FAMILY BOARD NIGHTS. A REGULAR PRESCHOOL AND NURSERY RHYME. TIMES ARE VERY POPULAR SOLUTIONS FOR MONTHS THAT WE HAVE ON THERE AS WELL AS OUR READER DOGS PROGRAM. AND I'M EXCITED FOR THIS. NEXT YEAR. WE'RE GOING TO BRING BACK OUR BABY SIGN LANGUAGE STORY TIME, WHICH IS A VERY POPULAR PROGRAM, SO WE WERE ABLE TO GET THAT LIBRARY AND BACK TO US. THERE'S A PART MENTIONED. WE DID HAVE BOOB ASH AND WE PARTICIPATED IN THAT PROGRAM. SO HERE'S JUST SOME OF THE IMAGES THAT WE TOOK IN CAPTURED FROM THE BOOM BASH, WHICH IS ALWAYS A FUN. CELEBRATION AND BRINGS A LOT OF OUR REGULAR PATRONS OUT FOR THAT. AND THAT'S ALL I HAVE. THERE'S ANY QUESTIONS. CONTRERAS. I WAS ASKED AFTER[02:30:06]
BRIEFING NOT TOO YOU TALK TOO MUCH, BUT I HAVE TO ASK, READ TWO DOGS. YES SO WE HAVE THERAPY DOGS THAT ARE TRAINED DOGS THAT COME IN THERE FOR RELUCTANT READERS. CHILDREN WHO ARE DONATE , ACTUALLY ENGAGE WITH OTHER PEOPLE THAT READ OR HAVE DIFFICULT READING. SO THESE THERAPY DOGS ARE TRAINED TO BE SIT THERE AND BE VERY RESPECTFUL AND LISTEN AND ALLOWS THESE CHILDREN THE OPPORTUNITY TO PRACTICE OR READING WITHOUT BEING EMBARRASSED OR FEELING LIKE THEY'RE BEING SINGLED OUT AND THEY GET THE OPPORTUNITY INTERACT WITH THESE ANIMALS, AND THEY'RE VERY NONJUDGMENTAL, AND THEY'RE JUST VERY CALM, AND THAT REALLY IS A HELPFUL PROGRAM.THAT'S SOMETHING THAT'S A NATIONWIDE TYPE PROGRAM THAT MANY LIBRARIES DO. WE'VE BEEN DOING THIS FOR SEVERAL YEARS. DAWSON AND FOR SEVERAL YEARS YOU'VE BEEN DOING THIS WE HAVE WE HAVE A COUPLE OF DIFFERENT ORGANIZATIONS. WE WORK WITH THAT THEY PRESUMABLY SPECIFICALLY TRAINED DOGS FOR THIS KIND OF SITUATION, AND THEY GO TO SCHOOLS AND NURSERIES AND THINGS LIKE THAT IN LIBRARIES, AND THEY'LL COME ONCE A MONTH AND THE KIDS CAN COME OUT AND FEEL RELAXED AND COMFORTABLE AND READ TO THE DOGS AND KIND OF PRACTICE THEIR OWN ABILITIES TO READ.
GLAD I BROKE MY PROMISE HAPPY TO SHARE THAT INFORMATION. NOTHING ELSE. ANY OTHER COMMENTS. SAYING NONE. THANK YOU. BUSINESS FOR AN AGENDA FOR TONIGHT. SO WITH THAT WE ARE CONCLUDING AN ADJOURNING OUR CITY COUNCIL MEETING. THE TIME
