WITH THE INTENTION OF ALLOWING THE PUBLIC TO VOTE ON THIS AMENDMENT. BUT UNFORTUNATELY, THE SUPPORT FOR THE PROPOSAL WASN'T THERE. UM THE CONCERNS WERE ABOUT THE.

PROPERTY FLUCTUATION RIGHT NOW IN THE HOUSING MARKET, WHICH IS A VALID POINT. UM THEN CONSULTED WITH THE CITY ATTORNEY WHO INFORMED THAT THERE ARE CITIES WHO HAVE SIMILAR REQUIREMENTS FOR THEIR CITY MANAGER. BUT IN THOSE CASES OR IN SOME CASES, THESE CITY PROVIDE A STIPEND OR CONTRIBUTE TOWARDS LIVING EXPENSES TO ACCOMMODATE SUCH REQUIREMENT DUE TO THE OVER RIDGE OR DUE TO THE AVERAGE TENURE, CURRENTLY IS THREE YEARS OF A CITY MANAGER. SO WHAT THAT MEANS IS WHAT THE AVERAGE UM TENURE OF A CITY MANAGER IS THREE YEARS AND IF WE ARE SEEKING THAT THEY OWN PROPERTY HERE AND BE A TAXPAYING CITIZEN. THEN THEY WOULD BE RESPONSIBLE FOR SELLING THAT PROPERTY WHEN THEY MOVE ON TO THE NEXT CITY. NOW WITH WHAT I HAVE PROVIDED YOU IF YOU ARE STILL INTERESTED IN OUR CHARTER BEING AMENDED. BY YOUR VOTE. UM IT'S A COMMUNITY WIDE ISSUE AND YOUR COUNCIL MEMBERS, CITY STAFF AND SEVERAL ENTITIES THROUGHOUT THE CITY OF DUNCANVILLE. WE'RE WORKING VERY HARD TO ADDRESS OUR HOMELESS POPULATION. UM WE WANT YOU TO KNOW THAT, UM WHEN WE RESPOND TO CALL INVOLVING SOMEONE WHO IS ON HOUSED THAT WE'RE GOING TO TREAT THAT PERSON WITH COMPASSION. AND QUITE OFTEN, WHEN A INDIVIDUAL AS HOMELESS THERE ARE A NUMBER OF REASONS WHY THAT PERSON IS HOMELESS, THAT PERSON COULD BE SUFFERING FROM MENTAL ILLNESS.

AND SO WE ARE WORKING VERY HARD. WE'RE FORTUNATE THAT WE'VE GOT A NUMBER OF BUSINESSES AND WORSHIP . MR AND MRS LEWIS BOLAN MOVED TO DUNCANVILLE IN 1962. VERY LOOSE. THE LOVE OF HIS LIFE PASSED AWAY IN 2020. IS WONDERFUL FAMILY CONSISTS OF THREE DAUGHTERS, FOUR GRANDCHILDREN AND FOUR GREAT GRANDCHILDREN. LEWIS IS A VETERAN OF THE UNITED STATES ARMY AND RETIRED FROM THE DEFENSE LOGISTICS AGENCY WITH 33 YEARS OF SERVICE. ALWAYS HAVING THE SERVANT'S HEART IN 2006. HE GRADUATED FROM THE CITIZENS POLICE ACADEMY. AND BECAME A VOLUNTEER CITIZENS ON PATROL THAT SAME YEAR. WHEN HE'S NOT SERVING OUR POLICE DEPARTMENT.

HE WORKS AS A CROSSING GUARD FOR THE CITY. DUNCANVILLE POLICE DEPARTMENT RECOGNIZED LEWIS AS VOLUNTEER OF THE YEAR IN 2018 AND 2022. MR BOLEN HAS ALSO BEEN OBSERVED. AS A PHOTOJOURNALIST AT VARIOUS POLICE DEPARTMENT EVENTS. AT THIS MOMENT LEWIS HAS ACCUMULATED OVER 7000 VOLUNTEER HOURS. YEAH, HE WERE FULLY EMPLOYED. THAT EQUATES TO OVER THREE YEARS OF FULL TIME

SO WE HAD A FIRST RESPONDER MENTAL HEALTH GRANT FROM THE DALLAS COUNTY FOR 29,000 BULLET RESISTANT SHIELDS FOR THE POLICE DEPARTMENT FOR 100 AND 75,000. IN ADDITION IN THIS FUN AS WE ALSO ATTRACT DONATIONS, SO THE FIRE DEPARTMENT POLICE DEPARTMENT, THE LIBRARY DOES RECEIVE DONATIONS FROM PATRONS THROUGHOUT THE YEAR, AND THIS CAN GO TOWARDS EXPENSES THAT ARE NOT BUDGETED FOR THINGS LIKE THEIR BUDGET, THEIR BANQUETS AND I'M JUST MEANS THAT THEY MAY HAVE. ADDITIONALLY UM, IN THIS FUN, WE GET A YEARLY, UM AWARD FOR THE FIRE, POLICE AND CITY MARSHAL FROM THE FOR TRAINING FROM THE STATE COMPTROLLER'S OFFICE. SO WHATEVER UNUSED TRAINING FUNDS THAT MAY STILL BE AVAILABLE, UM, THEY DON'T USE CAN ROLL FORWARD TO THE NEXT YEAR, SO IT'S JUST MAKING THOSE FUNDS AVAILABLE TO USE FOR THEIR TRAINING. UH, BACK DURING THE SUMMER. WE HAD A LOT OF WILDFIRES IN THE PANHANDLE AREA. WE DEPLOYED SEVERAL TEAMS TO THAT AREA IS PART OF THE EMERGENCY MEDICAL TASK FORCE FROM THE STATE OF TEXAS. THEY DEPLOYED AS A WILD LAND PARAMEDIC UNIT. WHICH IS A SPECIALIZED UNIT THAT YOU'RE CERTIFIED AS WILD LAND, FIREFIGHTERS AND PARAMEDICS. IT WAS TWO MEMBER TEAM ONE FROM DUNCANVILLE, ONE FOR CEDAR HILL READ AND ROBERT SHAW. THEY BOTH DEPLOYED FOR ABOUT 10 DAYS OF PEACE. AND THEN TYLER ENDED UP BELIEVE HE LEFT FOR ABOUT FOUR DAYS, AND THEY CALLED THEM BACK.

BUT THEY GET SO YOU'LL KNOW WHEN WE DO MAKE THESE DEPLOYMENTS. AH! THE PEOPLE THAT YOU KNOW, WE'RE VERY GLAD TO HELP OUR FELLOW TEXANS AND NEEDS AND EVEN OUR NEIGHBORING STATES, BUT WE'VE DEPLOYED DOWN TO HURRICANE HARVEY WITH DEPLOYED THE WILDFIRES OUT, YOU KNOW, SEVERAL YEARS AGO BEFORE WE'VE DONE COVID VACCINE DEPLOYMENTS. AH OUR PEOPLE GAIN A LOT OF EXPERIENCE A LOT OF KNOWLEDGE WHEN THEY GET DEPLOYED ON THESE TYPES OF THINGS, UM YOU SAY WILDFIRES. WE DON'T HAVE MUCH WILDFIRE ACREAGE AND DUNCANVILLE. BUT WHAT YOU WILL BE HEARING AND WHAT YOU'VE PROBABLY SEEN ON THE NEWS IS WHAT THEY CALL WILDLAND URBAN INTERFACE IS WHERE ALL THIS BRUSH CEDAR TREES AND THE VEGETATION THAT WE ALL LOVE AND TRY TO PRESERVE IN THIS AREA GETS A LITTLE BIT TOO BIG YOU SAW LAST JULY WE HAD ABOUT 100 AND 90 SOMETHING MAKER GRASSFIRE DOWN INTO SOTO THAT THREATENED A LOT OF HOUSES. YOU ALSO SAW THE ONE AND BOUGHT SPRINGS. WE RESPONDED TO BOTH OF THEM. WE DID GO OVER THE BOX SPRINGS TO HELP THEM OUT. SO BATTLING THOSE GRASS FIRES IS COMPLETELY DIFFERENT THAN A RESIDENTIAL STRUCTURE, FIRE OR COMMERCIAL FIRE, SO GAINING THE KNOWLEDGE IN THE EXPERIENCE ON THE DEPLOYMENT HELPED US HERE IN DUNCANVILLE. WE ALSO HAD A CPR SAVE WHERE THE PATIENT ACTUALLY WAS DISCHARGED FROM THE HOSPITAL . SO UH, I KNOW THIS I DON'T MEAN IT FOR IT TO BE A AND WE DON'T MEAN IT FOR IT TO BE JUST A BULLET POINT ON A SLIDE. WE WITHHOLD A LOT OF THAT INFORMATION FOR TWO PROTECTIVE PATIENT'S PRIVACY, BUT, UH WE DID ADMINISTER CPR, GIVE MEDICATIONS AND DEFIBRILLATE PATIENT AND THEY WERE TAKEN TO THE HOSPITAL WHERE THEY WERE DISCHARGED AND THEY WENT HOME. UH, EMERGENCY MANAGEMENT. UH LAUREN SANCHEZ PRETTY MUCH TAKES UP THE REST OF THE SHOW RIGHT HERE BECAUSE SHE DOES EVERYTHING. UH SHE HELD REGIONAL SAFETY, SCHOOL SAFETY MEETINGS WITH THE AREA SCHOOL DISTRICTS AND THE CHARTER SCHOOLS. SHE ATTENDED THE NATIONAL HOMELAND SECURITY CONFERENCE. UH, SHE ALSO AND MYSELF. WE DID PSYCHOLOGICAL FIRST AID TRAINING AS PART OF THE SCHOOL DISTRICT REQUIREMENTS. UH THAT WAS A FIVE HOUR ONLINE CLASS, AND I HAD TO PRETTY MUCH USE MY TRAINING ON MYSELF AFTER I GOT DONE WITH THAT, BUT IT WAS VERY INFORMATIVE ON HOW TO DEAL WITH PEOPLE AFTER DISASTERS.

EMERGENCY PREPAREDNESS TRAINING WAS PRESENTED TO THE LEADERSHIP SOUTHWEST, AND IT'S SORT OF CITIZENS FIRE ACADEMY. AH LAUREN AND ASSISTANT CHIEF MATT POLICE CHIEF MATT STARNER PRESENTED ACTIVE SHOOTER RESPONSE. UH CHILD REUNIFICATION, FAMILY ASSISTANCE, UH, PROGRAM AT THE WEST CENTRAL TEXAS PREPAREDNESS CONFERENCE IN ABILENE. IF MEMORY SERVES ME CORRECT AS TO THE THIRD OR FOURTH TIME THEY'VE BEEN ABLE TO PRESENT THIS WHICH ALL STEMMED FROM THE SHOOTING AT THE FIELDHOUSE IN THAT INCIDENT, UH, THEY HAVE BEEN ASKED TO DO THIS MULTIPLE TIMES, AND I BELIEVE THEY'RE PRESENTING AGAIN IN THE FUTURE. WE HAVE PLANNING MEETINGS. WE HAD THE EVENT AND WE HAVE AN AFTER ACTION TO FIGURE OUT WHAT WENT WELL, WHAT DID NOT WILL GO WELL AND WHAT WE CAN DO BETTER IN THE FUTURE.
