I DON'T THINK WE'LL HAVE ANY PROBLEMS WITH THE 15 MINUTES. THIS IS AN OUTLINE OF WHAT I CALL THE THREE PIECE. AND THE THREE PS ARE PEOPLE, PRODUCTS AND PROCESS. THAT IS A FRAMEWORK THAT I'VE UTILIZED IN SEVERAL CITIES THAT I HAVE MANAGED TO COME UP TO SPEED VERY QUICKLY ON WHAT IS GOING ON IN THE COMMUNITY. TO GIVE A QUICK ASSESSMENT. WE DON'T PRODUCE WIDGETS. IN THE TERM OF A TYPICAL BUSINESS, BUT WE PRODUCE PRODUCTS THAT ARE TANGIBLE AND PEOPLE SEE INFRASTRUCTURE. THAT'S A PRODUCT FINANCIAL OPERATIONS. THAT'S A PRODUCT AND AGAIN SO WE PRODUCE THESE PRODUCTS. HOW ARE WE DOING WITH REGARD TO THAT? WHAT DOES THE COMMUNITY THINK ABOUT OUR JOB THAT WE ARE DOING? THERE IS A FINANCIAL PROCESS. THERE IS A BUDGET PROCESS AND AGAIN, WE'LL TALK A LITTLE BIT ABOUT THE PROCESS THAT WE USE HERE IN DUNCANVILLE. WHAT THAT LOOKS LIKE ALL KNOW THAT I'LL LEARN THAT AND THAT WILL ALSO INFORM MY OPINION. SO MOVING ON TO OUR FIRST BLOCK PEOPLE. IT'S PRIORITIZED. I'LL START THOSE MEETINGS LIKELY BEFORE I WOULD ARRIVE IN THE CITY FOR DAY ONE. HOPEFULLY I'LL HAVE THE TIME TO BE ABLE TO DO THAT. AND AGAIN, WE'RE TALKING WITH CITY COUNCIL MEMBERS. ONE ON ONE MEETINGS WITH THE COUNCIL MEMBERS, ONE ON ONE MEETINGS WITH THE EXECUTIVE TEAM. MEETINGS WITH COMMUNITY LEADERS, AND I'M GOING TO STOP THERE FOR JUST A SECOND. I WOULD ASK EACH COUNCIL MEMBER PROVIDE ME WITH THREE NAMES. SO THESE ARE NAMES THAT THEY FEEL ARE COMMUNITY LEADERS. SO BE SOME OVERLAP. I'M SURE AND I WOULD HAVE MEETINGS WITH THOSE THREE INDIVIDUALS AND AGAIN ASKED THE SAME SERIES OF QUESTIONS THE SCHOOL DISTRICT CHAMBER OF COMMERCE AND REGIONAL PROVIDERS.
WE'RE NOT AN ISLAND IN DUNCANVILLE. WE WORK WITH REGIONAL PARTNERS FOR A LOT OF THINGS, AND I THINK IT'S IMPORTANT TO ENGAGE THEM EARLY ON IN THE PROCESS. SO HERE ARE THE QUESTIONS THAT I ASK ANYONE WHO HAS A MILITARY BACKGROUND. YOU KNOW THAT AFTER EVERY OPERATION IN THE MILITARY, YOU PERFORM AN AFTER ACTION REVIEW, SO THESE ELEMENTS ARE VERY SIMILAR TO WHAT I WOULD CALL AN AFTER ACTION REVIEW. IN TERMS OF THE CITY. WHAT IS SUPPOSED TO HAPPEN. WHAT IS THE CITY SUPPOSED TO BE DOING? WHAT IS THE REALITY ON THE GROUND? WHAT'S GOING WELL IN THE CITY? WHAT'S NOT GOING WELL. AND HOW DO WE IMPROVE THAT? I WILL TELL YOU WHEN I ASKED THESE QUESTIONS WHEN I HAVE THESE MEETINGS, UM THEY RANGE FROM 10 MINUTES TO 2.5 HOURS. NO MEETING IS THE SAME. IT'S A GREAT AMOUNT OF INFORMATION AND I GET A LOT OF INFORMATION UP FRONT BY ASKING JUST THESE VERY SIMPLE QUESTIONS. PRODUCTS. I TALKED ABOUT THE CITY PRODUCES PRODUCTS. UM I'VE LISTED SOME OF THE ONES THAT COME TO MIND MOST IMMEDIATELY. PEOPLE LOOK AT THE CITY FOR INFRASTRUCTURE. OUR CUSTOMER SERVICE. HOW ARE WE RELATING TO OUR RESIDENTS? HOW WE RELATING TO THE PEOPLE WHO PAY OUR TAXES, PERCEPTION OF SAFETY IN THE COMMUNITY PUBLIC SAFETY PRODUCT. FINANCIAL OPERATIONS. ARE WE SOUND IN OUR FINANCIAL OPERATIONS, IMPLEMENTATION OF CAPITAL PROJECTS? CAPITAL PROJECTS ARE VERY EXPENSIVE. YOU GO OUT FOR DEBT. SOMETIMES YOU PAY FOR IT WITH CASH. HOW ARE WE DOING? THEN I HAVE ONE HERE THAT I BORROWED FROM THE PUBLIC SAFETY REALM. I CALL THEM HIGH RISK LOW FREQUENCY EVENTS. EMERGENCY OPERATIONS CENTER, EMERGENCY MANAGEMENT OPERATIONS, ACTIVE SHOOTER TRAINING ELECTIONS. THESE ARE FUNCTIONS THAT WE HAVE TO GET ABSOLUTELY RIGHT. SO WITH REGARD TO THESE PROCESSES AND PROCEDURES WHO IS RESPONSIBLE AND AGAIN, WHAT ARE THE STANDARDS ARE THE STANDARD ITS OWN? ARE THE STANDARDS LINKED TO EVALUATIONS. WHAT IS OUR PLANNING HORIZON? ARE WE SIMPLY MAKING IT FROM ONE MEETING TO THE NEXT? ARE WE PLANNING OUT SEVERAL YEARS I LOOKED AT INTEREST ON THE STRATEGIC PLAN. IT'S ON YOUR WEBSITE AND ALSO YOUR COMPREHENSIVE PLAN. I WORKED THROUGH THIS WITH THE DEPARTMENT HEADS PRESENT THAT TO CITY COUNCIL TO LET THEM KNOW WHERE I'M HEADED TO COMMUNICATE THE PRIORITIES TO THE EXECUTIVE TEAM. AND WE BEGIN A LONGER TERM STRATEGIC PLANNING. A FEW THOUGHTS IN TERMS OF OUR SUMMARY. MY GOAL AGAIN IS A ROAD MAP FOR THE FIRST YEAR. I BELIEVE IN DEVELOPING THE PLAN AND THEN WORKING THAT PLAN. SO PLAN TO WORK. WORK THE PLAN. THE PROCESS OF DESIGNING GET US TO THE RIGHT PLACE AS QUICKLY AS POSSIBLE IN EACH OF THESE RESPECTIVE AREAS. I LIKE CONVERSATIONS. I ENJOY TALKING WITH PEOPLE. I HAD A COUPLE OF CONVERSATIONS BEFORE I GOT UP HERE TO SPEAK.
