SO AH, LET ME START BY MY INTRODUCTION OF MYSELF, SO I GOT INVOLVED IN GOVERNMENT JUST ABOUT 20 YEARS AGO, AND I KIND OF CAME THROUGH IT THROUGH A NONTRADITIONAL SOURCES ARE EXPERIENCE. I STARTED IN RADIO ACTUALLY, AND GOT INVOLVED IN RADIO DOING PUBLIC RELATIONS, DOING OUTREACH , DOING DIFFERENT THINGS AND REALLY ENJOYED THAT AND STARTED MAKING SOME CONNECTIONS AND REALLY FOUND THAT I HAD A PASSION AS A AS A YOUNG MAN FOR LOCAL GOVERNMENT. AND AN OPPORTUNITY CAME ALONG THAT WAS CONNECTED THROUGH THAT RADIO. POSITION THAT I HAD TO CONNECT ME WITH SOME ELECTED OFFICIALS AND I STARTED WORKING WITH A VARIETY OF DIFFERENT ELECTED OFFICIALS AND WORKING MY WAY UP AND EVENTUALLY WENT ON TO BECOME THE CHIEF OF STAFF FOR THE NEW YORK STATE ASSEMBLY MINORITY LEADER IN THE STATE OF NEW YORK IN THE STATE LEGISLATURE. BUT WHILE I WAS THERE, ONE OF THE THINGS THAT BECAME MORE AND MORE PARAMOUNT IN AND REALLY NOTICEABLE IS THE NEED FOR SUPPORT TO LOCAL GOVERNMENTS. THERE'S SO MANY MANDATES THAT ARE PASSED ON TO LOCAL GOVERNMENTS. WHETHER IT'S THE FEDS, THE STATE YOU NAME IT AND REALLY UNDERSTANDING AND SUPPORTING LOCAL GOVERNMENTS, THEIR STRATEGIC PLANNING THEIR BUDGETING AND REALLY PROBABLY PROVIDING THEM SUPPORT AND SO THAT THAT ASSEMBLY MINORITY LEADER ACTUALLY HAD ENCOURAGED ME TO REALLY SUPPORT THE LOCAL MUNICIPALITIES IN HIS DISTRICT. AND THAT REALLY FEEL THE PASSION FOR ME TO GO BACK TO SCHOOLS AND ADULT LEARNER, GET MY MASTER'S DEGREE IN PUBLIC ADMINISTRATION AND REALLY FOCUSED SPECIFICALLY ON BECOMING A MUNICIPAL MANAGER. SO THAT MEANT TAKING COURSES, FOR INSTANCE, JUST TO TELL YOU A LITTLE BIT ABOUT ME LIKE COLLECTIVE BARGAINING, WHICH IS BIG IN IN NEW YORK. UM THINGS LIKE BUDGETING, MULTIYEAR, STRATEGIC PLANNING, FINANCE. YOU NAME IT ALL OF THOSE TYPES OF THINGS. LAND USE PLANNING, WHICH I THOUGHT I WOULD NEVER, EVER USED OR NEEDED AND TURNS OUT I'M A LAND USE PLAYING A GEEK. I LOVE IT. UM BUT NONETHELESS THAT THAT KIND OF PRECIPITATED AND WENT ON AND ENDED UP WITH MY CURRENT POSITION AND LEADING MUNICIPALITY NOW FOR THE LAST 10 YEARS. THAT HAS, UH, THAT'S BEEN A WONDERFUL, YOU KNOW, I ALWAYS BELIEVE YOU LEARNED SOMETHING NEW CONSTANTLY AND WHEN I STOP LEARNING, THAT'S THAT'S A PROBLEM BECAUSE I'M THE TYPE OF PERSON THAT I WANT TO CONTINUOUSLY LEARN AND GROW AND BUILD THE TEAM AND CONTINUE TO MOVE THINGS FORWARD. SO GETTING INTO WHAT THE 1ST 60 DAYS WAS. I THINK THE PROMPT WAS TELL US ABOUT YOUR 1ST 60 DAYS, AS HAS DUNCANVILLE CITY MANAGER, SO I WANT TO MAKE SURE I KIND OF TALKED ABOUT THAT. SO I BELIEVE THERE'S REALLY FOUR STEPS TO THAT THAT I WOULD ENVISION NUMBER ONE IS LISTENING. NUMBER TWO IS ACTIONABLE ITEMS. NUMBER THREE IS A PLAN AND NUMBER FOUR IS REVIEW AND I WANT TO JUST TALK ABOUT THOSE IN A LITTLE BIT OF DETAIL, OR WE CAN JUST STOP HERE. IS THAT GOOD? EVERYBODY GOOD. SO BUT, UM, LISTENING IS CRITICAL, I BELIEVE, AND I'VE ALWAYS TAKEN THAT WITH ANY POSITION THAT I'VE EVER TAKEN ON. I WANT TO HEAR FROM ALL THE STAKEHOLDERS. IS THAT 1ST 60 OR THAT 1ST 30 DAYS? I'M SORRY. WOULD BE A LOT OF THINGS LIKE MEET AND GREETS, MAKING NOTES. AND THAT WILL TAKE SOME TIME REALLY, TO GO THROUGH AND REALLY , YOU KNOW, DO THAT LISTENING TOWARD DO THAT UNDERSTANDING AND REALLY KIND OF WALK THROUGH THAT , SO THEN WE GET INTO THE WEEK 3 TO 4 SEGMENT. IN MY EXPERIENCE. WHAT HAPPENS IS ONCE YOU START TO HAVE THOSE CONVERSATIONS AND YOU'RE LISTENING, AND THEN YOU START CREATING THOSE ITEMS. THERE'S COMMON THEMES THAT BUBBLE TO THE SURFACE AND THOSE BECOME THE PRIORITY TYPE OF INITIATIVES. OBVIOUSLY REVIEWING LEGAL AND COMPLIANCE ISSUES AND TRYING TO GET UP TO SPEED ON THOSE SO THERE'S A LOT OF WORK TO DO FOR A NEW CITY MANAGER IN THE 1ST 30 45 DAYS. THERE'S A WHOLE LOT OF WORK. YOU KNOW THE CATCH UP TO EVERYTHING THAT EVERYBODY'S BEEN WORKING ON FOR QUITE SOME TIME. THE ONE THING I WOULD SAY IS, UM, I MUST SAY THAT I'M GONNA COME BACK TO THAT. AND I'M GONNA SHARE THAT WITH YOU. UM THE NEXT SESSION HERE IS GOAL SETTING. SO THIS ONE AS WE APPROACH THE 60 DAY, MARK REALLY KIND OF GOING THROUGH THOSE ACTION ITEMS, THOSE PLANS THAT HAVE BUBBLED TO THE SURFACE, REALLY STARTING TO TALK ABOUT THE GOALS. AND WHAT ARE THE THINGS THAT THE COUNCIL WOULD LIKE ME? TO DO ESSENTIALLY , UM, YOU KNOW, I'M A FIRM BELIEVER IN THE COUNCIL MANAGER FORM OF GOVERNMENT AND FUNDAMENTALLY THE WAY THAT I BELIEVE THAT WORKS IS I CAN BRING AND WE CAN ALL BRING SOLUTIONS TO THE COUNCIL. WE CAN BRING IDEAS, CONCEPTS, BUT THEY'RE THE ONES THAT CREATE THE POLICY. THEY'RE THE ONES THAT SET THE DIRECTION. THEY'RE THE ONES THAT SENT IT. THE WHATEVER IT IS THE PRIORITIES THAT WE'RE GOING TO WORK ON. AND THEN AS THE CITY MANAGER. MY JOB IS TO GO OUT AND IMPLEMENT THOSE WHATEVER THAT IS, AND SO REALLY, WHEN I START TO TALK ABOUT, IT'S ALSO AN OPPORTUNITY I FEEL LIKE WITH BRINGING ON A NEW CITY MANAGER FOR THE COUNCIL ALSO, YOU KNOW, NOT SUGGESTING AT ALL THAT THEY DON'T KNOW WHAT THE RESIDENTS ARE SAYING, BUT MAYBE SOME OTHER PERSPECTIVES THAT THEY'RE HELPING TO BRING. BACK TO THE TABLE SO THAT THE COUNCIL CAN SET THOSE PRIORITIES. SO YOU KNOW THERE'S ANY NUMBER OF DIFFERENT TOOLS THAT CAN BE DONE . SWAT ANALYSIS. WE CAN HAVE STRATEGIC PLANNING SESSIONS. WE CAN HAVE SHORT TERM GOALS. LONG TERM GOALS. COMMUNICATION IS A PRIORITY. ALWAYS WITH ME. UM AND MAYOR. THAT'S WHAT I REALLY APPRECIATED ABOUT THE TRANSPARENCY THAT YOU OFFERED. UM THE TEAM BUILDING THAT BECOMES CRITICALLY IMPORTANT. I'VE DONE THINGS IN THE PAST. AND THE GENTLEMAN. STARTED OUT AS A QUARTERBACK. AND HE AND I'M NOT JUST DOING THIS ANALOGY BECAUSE OF WHERE WE'RE AT, BUT IT IS SO TELLING. AND WAS ANYBODY AT THE CONFERENCE. I DON'T KNOW IF ANYBODY MADE THE CONFERENCE NOW THAT THE GENTLEMAN STARTED OUT AS A QUARTERBACK, AND HE TALKED ABOUT HOW HE HAD ALWAYS WANTED FROM A YOUNG AGE TO PLAY THE POSITION OF QUARTERBACK. AND HE TALKED ABOUT HOW HE COULD THROW THE BALL. YES UM, BUT HE WOULD REALLY GET THE BALL AND THEN HE WOULD TAKE OFF WITH IT, AND THAT'S WHAT HE WAS GOOD AT. AND TILL ONE DAY, COACH SAID TO HIM, YOU KNOW. YOU'RE NOT TERRIBLE AT QUARTERBACK, BUT I'D REALLY LIKE YOU TO TRY PLAYING ANOTHER POSITION. IT'S CALLED RUNNING BACK. AND HE'S LIKE ALL RIGHT, COACH, I'LL DO IT. SO HE TOLD THIS WHOLE STORY, AND HE DID A MUCH BETTER JOB OF TELLING THIS STORY THAT I'M DOING. BUT HE TALKED ABOUT HOW HE BECAME RUNNING BACK, AND HE WAS ABLE TO ACTUALLY FOCUS ON THAT POSITION, PLAYING RUNNING BACK AND BE THE BEST THAT HE COULD AT RUNNING BACK. AND THE COACH KEPT TELLING HIM DON'T LOSE SIGHT OF WHAT'S IMPORTANT IT INGRAINED IT INTO HIS HEAD. AND WHAT WAS THE THING THAT WAS THE MOST IMPORTANT ON THAT FOOTBALL FIELD WAS THE FOOTBALL. AND HE KEPT SAYING IT OVER AND OVER. DON'T LOSE SIGHT OF WHAT'S MOST IMPORTANT AND SO THIS THIS WOULD BE QUARTERBACK THAT TURNED RUNNING BACK STOOD IN FRONT OF THERE WERE 5500 OF US MANAGERS AT THIS CONFERENCE TWO WEEKS AGO IN AUSTIN FROM 37 COUNTRIES AND HE STOOD IN FRONT OF US AND HE SAID MANAGERS DON'T LOSE SIGHT OF WHAT'S IMPORTANT. DON'T LOSE SIGHT OF THE FOOTBALL . DON'T FUMBLE THE BALL. WHAT IS THE MOST IMPORTANT IS THE RESIDENCE OF YOUR COMMUNITY AND MAKE SURE THEY IN AND DAY OUT.
