THAT WE AS A COUNCIL HAD NOT YET COMPLETED ALL THE INTERVIEWS FOR INDIVIDUALS WHO ARE TO SERVE OUR BOARDS AND COMMISSIONS, AND IN SO DOING, WE DID NOT WANT TO DO ANY APPOINTMENTS IN PIECEMEAL.
WE WANTED TO WAIT UNTIL WE HAD EVERYBODY INTRODUCED AND EVERYTHING NECESSARY INTRODUCED COMPLETED, SO THE CHARTER DOES ALLOW US AS IT STATED HERE TO EXTEND BOARDS AND COMMISSIONS TERMS WHICH WE INTEND TO DO. ABOUT CITY ATTORNEY. WE CAN DO THAT, MR RALPH SAID. CORRECT THAT MY MOTION OR WE COULD JUST DO ABOUT CONSENT DURING THIS PARTICULAR TIME. WHAT IS YOUR BEST ADVICE, SIR? KIDS SENSE SO LONG AS NO ONE WANTS TO MOVE OFF OF THAT UNTIL THEY INDIVIDUAL CONSIDERATION. OKAY SO WE WILL LEAVE IT AS JUST CONSERVATIVE. SPENCER IS HERE TO ENTER ANY QUESTIONS. SPENCER IS OUR CHIEF OF INFORMATION TECHNOLOGY. UH I DON'T YOU TAKE JUST A FEW MOMENTS TO EXPLAIN. THE DEPTH OF WHERE WE'RE GOING. TRAVEL ASSESS IT FOR THE? SAME YEAH, FIRST. UM WE ARE INCREASING OUR SECURITY AND READING THE NEWS. MOST SMALL CITIES ARE BEING ATTACKED. AND WITH DALLAS HAVING BEEN ATTACK, WE ARE SHARING UP OUR SECURITY AND GETTING CURRENT ON ALL OF OUR SYSTEMS. SO THIS IS WHAT WE NEED TO DO TO GET OUR SYSTEMS CURRENTLY. IT'S KIND OF A POSSIBLE NEXT ITEM AS WELL. IF YOU LOOK AT THIS ITEM AND THE NEXT ITEM ON CONSENT THESE ARE THESE ARE MARRIED TOGETHER IN TERMS OF WHAT'S NECESSARY TO IS THE TERM THAT I'LL USE. SOME PEOPLE IN CYBER SECURITY USERS HEARTENING OURSELVES IN TERMS OF OUR INTERNET OR NETWORKS SO THAT WE ARE LESS PRONE TO BEING PENETRATED. YOU KNOW, IS ANYBODY FULLY? CAPABLE OF BEING INVULNERABLE. THAT IS NOTHING. CYBERSECURITY TODAY IS AN INDUSTRY THAT NOBODY REALLY HAS A HANDLE ON IT. AS EVIDENCED BY THE FACT BEING MADE INTO D. C. D C SCHOOLS AROUND THE COUNTRY. IT'S MAJOR INDUSTRIES, AND SO WAS SPENCER'S LEAVE. GOING WITH NECESSARY REFINEMENTS INTO A HEARTENING OURSELVES CITY AGAINST THOSE HACK ATTACKS AND THE CYBER FRAUD. THIS IS NECESSARY. SO I GUESS I'M COVERING THESE TWO IDEAS, BUT ANY QUESTIONS ON BOTH OF THEM PROBABLY COUNCIL THINGS. SYSTEMS WEEDS, SPLIT THEM IN HALF. SO
[00:05:01]
ONE. WE'RE DOING PUBLIC SAFETY AS A PROJECT AND WE'RE DOING WHAT WE CALL THEM. MUNICIPAL.THE CITY SIDE, SO WE SPLIT THEM SO THAT IT'S NOT ALL IN ONE. WHEN IT'S ALL SAID AND DONE, WE WILL HAVE REDUNDANT SYSTEMS SO WE WILL HAVE THE DATA CENTER HERE AND WE'LL HAVE A DATA CENTER SOMEWHERE ELSE, AND WE WILL BE ABLE TO FLIP BACK AND FORTH. I CAN TELL YOU THAT OUR BACKUPS CURRENT, SO IF SOMETHING DOES HAPPEN TO US WHEN WE JUST HAVE TO FIND A SITE RIGHT TO THIS IMPLEMENTATION SPEND BACK UP SO WE DO BACK UP IN THE CLOUD, SO WE TAKING EVERY PRECAUTION THAT WE CAN TAKE. AS THE MAYOR SAID, NOBODY'S. INVOLVEMENT IN VULNERABLE BUT WE'RE MAKING SURE THAT WE HAVE THE LEAST HOLES IN OUR SYSTEM AS POSSIBLE. PROBABLY JUST FOR THE RECORD, MR BROWN, UH, THAT I THINK ABSOLUTELY CONSIDERED AGENDA ITEM. FORESEE CONSIDER A RESOLUTION APPROVED PROCUREMENT EQUIPMENT SERVICES TO UPGRADE THE PUBLIC SAFETY TECHNOLOGY INFRASTRUCTURE. WITH THE TRAFFIC DIVISION AND POLICE DEPARTMENT AND THE ESTIMATED ENGINEER MILES OF ONE OF $20,448. AND AS THE MAJOR IN MR PINCHER INDICATED THESE TWO ITEMS ARE MARRIED TOGETHER AND FOR THE SAME REASONS THAT WE ARE QUESTIONING COUNCIL'S CONSIDERATION BEFORE B WERE ALSO REQUESTIONING FOR FOUR SEASONS. CONCERNING AGENDA ITEM. 14 CONSIDER A RESOLUTION APPROVING THE TERMS AND CONDITIONS OF A PROPOSAL FOR SANITARY SEWER EVALUATION SURVEY. CB SETUP SANITARY SHORE BASIN WITH DUKE CONTROL SOLE SOURCE JUSTIFICATION FOR A TOTAL EXPENDITURE AMOUNT OF 99,900. [00:10:03]
ACTIONS. YES, SIR. YES SIR. AGENDA ITEM FOUR G. CONSIDER A RESOLUTION AWARDING RSP 23 DESKS 005. STREET SWEEPING SERVICES TO SWEEPING CORPORATION OF AMERICA LLC AND AUTHORIZING CONTRACT FOR ONE YEAR TERM WITH PASSION TO RENEW UP TO FOUR DISTRICT ONE YEAR TERMS AT AN ESTIMATED CONTRACT. EXPENDITURE AMOUNT NOT TAKE C $444,092. THIS ISLAND IS CRITICAL TO MAINTAINING THE INFRASTRUCTURE OF THE CITY OF DUNCANVILLE. STREET SWEEPING SERVICES WILL INCLUDE MAJOR STREETS, PARKING LOTS, RESIDENTIAL STREETS AND SPECIAL SWEEPS. THE CITY RECEIVED TWO BIDS FOR THE STREET SWEEPING REQUEST AND DETERMINED THAT PREVIOUS EXPERIENCE WITH SWEEPING CORPORATION OF AMERICA WILL ALLOW TO SEE IF THAT WILL BE ABLE TO RECEIVE THE BEST SERVICE. AND SO MISS COLTON AND MR CHESTER DESTINY IS HERE TO ANSWER ANY QUESTIONS THAT YOU MAKE. ALL RIGHT. YEAH SO WHAT YOU'RE SAYING CORRECTLY? 444,000 THAT'S FOR YOUR TOTAL. MULTIPLE ONE YEAR. OKAY? YEAH, IF. THIS CAPTAIN CITY IF THE STAFF AND COUNCIL DECIDED TO RENEW THE CONTRACT. THEN THOSE ADDITIONAL AMOUNTS OF CHICKEN YEAR AFTER YEAR FOR RENEWAL. WE'RE LOOKING AT IS NOT THE AWARDED FOR $44,000, BUT THE POSSIBILITY TOTALLY THAT IF ALL THE RENEWAL ACCEPTED SO THIS WILL BE BUYING CULTURE JUST. DANGEROUS STREETS SLEEPS, COULD YOU. ABOUT THAT ONE? BECAUSE I'VE NEVER SEEN STREET SWEEPING, SO OKAY WHEN AND WHERE SWEEPSTAKE PLACE. I'LL ANSWER THAT QUESTION. YOU'RE PROBABLY SLEEPING WITH. OH SORRY. UM YES, THE MAJOR STREETS , OF COURSE. AND THE THOROUGHFARES YOU CAN UNDERSTAND HER LIKE DANIEL DALE MAIN STREET. UM. SCENERY CEDAR RIDGE AND THOSE ARE DONE ONCE A MONTH. REGARDLESS AND THE SPECIAL SWEETS ARE LIKE AFTER FOURTH OF JULY, WHEN THEY HAVE TO SWEEP UP ALL THE FIREWORKS AND EVERYTHING THAT'S A SPECIAL SWEET THE RESIDENTIAL WE DO 4 TO 6 TIMES A YEAR. MOST OF THEM ARE AT NIGHT.AND THERE'S A FEW THAT HAVE BEEN SET ASIDE TO BE DONE DURING THE DAY FOR DIFFERENT REASONS BECAUSE OF THE TRAFFIC AND THE CARS PARKED AND EVERYTHING. OKAY, OKAY. SET AGENDA. IRELAND FOUR H. COUNCIL TO CONSIDER A RESOLUTION DENYING THE DISTRIBUTION CALLS RECOVERY FACTOR AND NOBLE GENERATIONAL RIDERS FOLLOWING THE CORE. ELECTRIC DELIVERY COMPANY L. L.
C. THE RESOLUTION AUTHORIZES CITY TO JOIN WITH THE STEERING COMMITTEE OF CITIES SERVED BY UNCLE OR TO EVALUATE THE FOLLOWING DETERMINE WHETHER THE FOLLOWING COMPANIES COMPLIES WITH LAW AND IF LAWFUL TO DETERMINE WHETHER STRATEGY INCLUDING SETTLEMENT PURSUANT TO ASK MR PAUL WHEN THEY ACTUALLY QUESTIONS THAT YOU. QUESTION YEAH, THAT'S A GOOD QUESTION, WHICH IS, UH, HISTORICALLY, WE FOLLOWED THE STEERING COMMITTEE'S ADVICE ON THIS. YES, SIR. SO IT'S NOT NOT UNCOMMON FOR US TO PARTICIPATE IN THIS. YES, SURE THAT'S CORRECT, PARTICIPATE NEGATIVELY TO DENY THE REQUEST. IT'S S O P COMES FORWARD. WE SEE IT, AND THAT'S WHAT ON COURT HAS. FACE TO ME. CONSENT AGENDA ITEM FOR I CONSIDER A RESOLUTION APPROVING THE ASSIGNMENT OF PRIVATE ACTIVITY. BONDS ACTIVITY TO THE DEPARTMENT. EXCUSE ME, TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS. NORTH CENTRAL TEXAS HOUSING FINANCE CORPORATION APPROVED THE RESOLUTION OF SIGNING IT'S SINGLE FAMILY MORTGAGE REVENUE BOTHERS, ACCORDING TO DETENTION DEPARTMENT OF HOUSING COMMUNITIES. TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS WITHIN ISSUE BONDS, PURPOSE OF FINANCING HOME MORTGAGE HOMES QUALIFIED FIRST TIME HOMEBUYERS. UM INCLUDING THE CITY OF DUNCAN FIELD. I'LL TRY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. POLICE DO. UH THIS IS A ANOTHER AGREEMENT BECAUSE THE CITY OF DUNCAN WILL WAS PART OF THE INITIAL CORPORATION FOUNDED THIS . WE DO NOT HAVE ANY FINANCIAL OR PRODUCER IS JUST IN THIS ENDLESS MONEY FLOWING OUT OF OUR CITY. SIMPLY SHOWING THAT THE
[00:15:01]
CITY OF DUNCANVILLE, SISTERHOOD , LANCASTER AND THE SURROUNDING COUNTIES HAVE THE AUTHORITY TO GO TO THE TEXAS HOUSING AUTHORITY FOR PROGRAMMING THAT FOR LEASING HOUSES TO INDIVIDUALS THAT DESERVE IT BASED ON THEIR INCOMES. AND SO THIS IS A PARTICULAR AGREEMENT THAT WE HAVE IN FRONT OF US TO GO FORWARD. HIS WE'VE SEEN IT BEFORE, WILL DO. COUNCIL MEMBERS MAY NOT HAVE SEEN IT BEFORE, BUT THIS IS SOMETHING WE HAVE SEEN IN THE PAST, AND NOW IT'S RENEWAL OF THAT PARTICULAR AGREEMENT, SO REST ASSURED, IT'S . NECESSARY THINGS THAT WE WILL HAVE A RESOLUTION IN OUR ARCHIVES. OKAY ANY QUESTIONS ABOUT THAT? YES YEAH. THANK YOU.FOR YOUR WORD. YEAH. YEAH, IT'S WHEN YOU READ THIS. IT'S GOING LIKE ALL THE RED LIGHTS ARE GOING OFF LIKE, WHAT DO WE GOT TO DO? THE ANSWER IS WE DO NOTHING. ALL IT DOES IS SAY THAT. THEY WE BE EMPOWERED THEM. GO SEEK ALTERNATIVE HOUSING. OR HOUSING AT LESS COST THAN WHAT WE'RE GOING TO BE IN THE MARKET RENTAL RATES. AND SO WITH THAT WE SHOWED THAT WE ARE PARTICIPATING, GIVING THEM THE AUTHORITY TO COME, POSSIBLY INTO THE CITY OF DUNCANVILLE. AND GO TO YOUR IF A FAVOR HOUSEWIVES. IF A PROPERTY OWNER LISA HOUSE AND THEY'RE GOING TO LEAVE THE HOUSE AT LESS THAN MARKET VALUE , AND THE TENANT IS LIKELY WANTS TO RECEIVE EXCEPTIONAL HOUSING AUTHORITIES OR DISCOUNTS IN THE LEAST RENTAL RATE THAT THIS DOCUMENT COMES INTO PLAY, WHICH GIVES ME THE PROPERTY OWNER OR THE MANAGEMENT FOR THE LANDLORD AUTHORITY TO SEEK THAT ADDITIONAL TEXAS HOUSING AUTHORITY MONEY'S OPPOSITE THE ORIGINAL TOSSED THE FULL AMOUNT OF THE RENT. THAT'S ALL THIS DOCUMENT DOES. DOESN'T COST US A PENNY. DO NOT GIVE UP. THAT IS.
JURISDICTION NOTHING AT ALL. OKAY? PEPPERS BECAUSE THAT'S WHY I WANTED TO HELP MR BROWN OUT OF THIS WEEK. AS I SAID, WE'VE SEEN THIS FROM SOME OF US HAVE SEEN THIS ONE BEFORE, AND IT DOES LOOK A LITTLE COMPLICATED, BUT THAT'S YES OR SOMETHING. THANK YOU FOR THAT HELP CONSENT AGENDA ITEM FOUR. J CONSIDER A RESOLUTION AUTHORIZING THE PURCHASE OF 25. BULLET RESISTANT SHIELDS 26 BALLISTIC SHIELD, LIGHT AND 25 BREACHING TWO SCOUTS NOT TO EXCEED $175,000.
DOLLARS AND 50. CENTS TO THE GRAPH FROM THE TEXAS OFFICE OF GOVERNOR. JUSTICE DIVISION OF WHAT 23 BULLET RESISTANCE, SHE'LL GRANT PROGRAM. AND SO THE BULLET RESISTANCE SHE'LL GRANT PROGRAM WAS IMPLEMENTED TO ENSURE OFFICERS RECEIVED EQUIPMENT THAT AIDS AND ASSIST YOU IN HIGH RISK SITUATIONS. SECURING BULLET RESISTANT SHIELDS WERE GREATLY INCREASE OUR POLICE OFFICER SAFETY AND SO CHIEF, THE BIG LEE AND HIS TEAM ARE HERE TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE. AND BUT THANK YOU. IN DECEMBER. 19TH AND THE CITY HOLIDAY ON THE 22ND AND THE 25TH. AND COFFEE WITH THE MAYOR ON DECEMBER, THE 28TH SUBJECT OBJECT SUBJECT TO CHANGE. THAT'S ALL I HAVE TO THANK. YOU JUST WANT TO KNOW FOR THE OCTOBER 3RD CITY COUNCIL MEETING. YES THE COUNTRY, MR CONTRERAS IN NEW YORK, OKAY ON THAT. TYPICALLY WE CANCEL THAT MEETING THIS WELL, THAT'S RIGHT. CONSIDER DOING THAT AS WELL. YES, OKAY. I DO WANT. TO I DO WANT TO GO BACK TO AUGUST POINT, AND I KNOW WE'RE TALKING ABOUT HAVING A MEETING. NOT GOING TO HAVE A BABY, RIGHT ? UM ALSO GONNA SAY HERE'S ANOTHER OPPORTUNITY FRUIT TUESDAY. WE CAN HAVE IT DO SOMETHING. WHEN IT'S A TOWN HALL. FOR A MEETING WITH JOINED ME WITH ECONOMIC DEVELOPMENT AND PLANNING AND ZONING. YEAH.FINALLY CANCELED VISIT ABOARD INSTITUTION SUGGESTED. IT COULD BE AN OPPORTUNITY COMMISSION.
THERE'S. A LOT OF WORK TO DO, AND I THINK 30 THERE. I UNDERSTAND IT, MR. BROWN. THERE WAS OLD CITY COUNCIL RESPONSES. FROM CAMP? YES. AND THEN I'M GONNA SAY SOMETHING BECAUSE THAT WENT OUT ON FRIDAY OR MONDAY AT THIS CAMP. SO I'M NOT SURE IF IT WAS WHAT? I'M CONCERNED THAT ADEQUATE TIME TO REALLY RESPOND. BECAUSE I WAS ACTUALLY PLAYING ON RESPONDING AND AGAIN, IT GOES BACK TO UPSET. AND TO DO SOMETHING TUESDAY'S TOWN HEART DOESN'T MATTER SOMETHING DECISION. AH! CONSENSUS COMMENTS IMPROVES. I'M NOT GONNA BE IN TOWN. COMMENT DOWN. THANKS ANYWAY, I THINK WE NEED WE DON'T NEED TO DO RIGHT NOW. BUT I THINK WE NEED TO DETERMINE WHAT THE ISSUE WILL BE THAT WE'RE ALL AGREE IS IMPORTANT ENOUGH TO BE AGREE WITH THAT, TOO. IT WOULD BE A LITTLE TOPIC FOR THE 21ST AS WELL. SIR TO DISCUSS IT ON THE 21ST DISCUSS IT NOW, SO WE'LL LEAVE IT AS IT OPEN IT OPEN FOR DISCUSSION ON THE FIRST SECRETARY. AND AS I SAID, LIFE, WHATEVER YOU GOT ON THE FRONTLINES. ANY OTHER COMMENTS ON THE CALENDAR. OKAY? GOOD JOB AND ACTUALLY TAKING A YEAR. ALRIGHT. ANYTHING ELSE? I HAVE NUMBER THREE DISCUSSION FOR ADJUDICATION VIOLATIONS CHIEF BRIDGE. GIVE ME MAYOR AND COUNCIL CHRISTIAN FRIIS,
[00:25:03]
ASSISTANT CHIEF OF POLICE WANTED TO BRING TO YOU, UM PARKING ENFORCEMENT ORDINANCE FOR LOOKING AT GETTING SOME DIRECTION ON A BRIEF HISTORY, THE POLICE DEPARTMENT REQUIRED A NEW CIVILIAN POSITION FOR PARKING ENFORCEMENT IN MARCH OF THIS YEAR ON ADVICE FROM THE CITY ATTORNEY'S OFFICE PARKING LOTS. OFFICIALS CEASE TOWING INSIDE VEHICLES IN MAY. OUR CURRENT ORDINANCES ARE FAIRLY BROAD WHEN DEFINING AND AUTHORIZING NON SWORN MEMBERS, UH, TO REMOVE EAGLES FROM THE ROAD. BECAUSE THE CURRENT PRACTICE RIGHT NOW IS WITH ANYTHING. COMPLIANCE IS ALWAYS OUR FIRST BILL. THE PARKING COMPLIANT SPECIAL CONTACTS VIOLATOR FORMS INTO THE VIOLATION ASKS THEM TO BRING THE VEHICLE INTO COMPLIANCE WITH THAT'S MOVING IN FROM THE STREET. HEARING AT THE TIRES OF ITS NEED TO BANDAGE OR ANYTHING LIKE THAT, UM, THEY'RE PARKING COMPLIANT SPECIAL WILL TAKE CERTAIN STEPS TO START THE PROCESS OF REMOVAL IF NECESSARY, THAT COULD BE CHALKING THE TIRES FOR THE 30 DAY PERIOD. IT COULD BE RED TAGGING BEAGLE, YOU KNOW THEY'RE OUT OF ORDINANCE. AGAIN JUST TRYING TO GET THAT COMPLIANCE FROM THE VEHICLE DOESN'T TO BE REMOVED. DEPARTMENT CLIENTS OFF OFFICIAL WILL CONTACT THE POLICE OFFICER TO RESPOND AND MEET THEM AT THE LOCATION. THE POLICE OFFICER.WILL BILL WILL BE THAT PERSON WHO BESIDES THEM, RABBIT YOU CAN TELL THIS PROCESS CAN BE FAIRLY CUMBERSOME. ADVICE FROM THE CITY ATTORNEY, UM, IS TO AMEND THE CURRENT ORDINANCE TO CHANGE THE PARKING CODE VIOLATIONS TO CIVIL RATHER THAN CRIMINALS SECTION TO THE CURRENT BOARD INTEGRATED CIVIL COURT DOCKET TO HEAR ADMINISTRATIVE COMPLEXES WILL BE MODELED AFTER THE CURRENT DALLAS POLICE DEPARTMENT LAW. QUESTIONS COULD YOU GO BACK TO THAT LAST MONTH? IN CHANGING THE PARKING VIOLATIONS OF CIVIL UM WHAT'S THE DOWNSIDE? DOWNSIDE IS YOU CAN BE ARRESTED FOR IT WOULD BE FINE. AND SO IN TALKING WITH OUR CITY ATTORNEY, THIS WOULD BE KIND OF A PILOT PROGRAM TO SEE IF WE WANTED TO MOVE MORE CODE VIOLATIONS WITH NEIGHBORHOOD SERVICES TO A CIVIL FINE RATHER THAN A CRIMINAL. THE PRO SIDE WOULD FREE UP OUR MUNICIPAL DOCK. IT WOULD CREATE A SEPARATE DOCKET TO HEAR JUST ADMINISTRATIVE CASES THAT COULD EASE OUR MUNICIPAL COURTS. THANK YOU. SO WHAT'S BEFORE US NOW? CHEAP IS JUST GIVING US THIS INFORMATION AND ASKING FOR SOME INPUTS. THIS IS SOMETHING YOU LIKE US TO APPROVE TO MOVE FORWARD WITH WOULD DRAFT AN ORDINANCE WOULD BRING IT BACK TO YOU. WELL, DOES THE ONE IN DALLAS WORK? IT'S FAIRLY NEW.
UM, FROM WHAT I'VE BEEN TOLD, I HAVE SOME PRETTY GOOD SUCCESS AGAIN, AND JUST KIND OF GETTING RID OF SOME OF THE MINUTIA WITH THE COURT, BRINGING UP THE MUNICIPAL COURT, UM, CIVIL, OTHERS CRIMINAL VIOLATIONS. CURRENTLY NOW HAVE AN INDIVIDUAL THAT WOULD HAVE POSSESSED THE CREDENTIALS TO DO THIS. HE'S OUR CLASSY MR METERS. RIGHT NOW. YES. SO AS PART OF THE ORDINANCE CHANGE WOULD AUTHORIZE THEM TO BE ABLE TO ENFORCE THESE UNDER THE CIVIL PENALTIES, SO THAT'S HALF DIALYSIS DOING IT. THEY'RE SETTING THIS UP, SO IT'S CIVIL AND THEN AS PART OF THEIR ORGANIZATION AUTHORIZED PARKING COMPLIANCE OFFICERS TO ENACT THE POLICY, SO IT'S A MAKES IT A LOT EASIER AND A LOT QUICKER AND DEFINITELY ONE OF THE BIG BENEFITS IS IF THEY'RE IN AN INTERSECTION WHERE A FIRE OR LIKE A FIRE DEPARTMENT VEHICLE ONCE NEEDS TO GET IN, AND IT'S NOT VERY WIDE, THEY CAN CLEAR THAT A LOT FASTER. PUBLIC SAFETY A LOT AS WELL. ANY OTHER THOUGHTS. COMMENTS? THEY'RE LOOKING FOR SOME CONSENSUS ON OUR PART TO SAY, CONTINUE TO DEVELOP THE ORDINANCE. THINK OKAY? THANK YOU, SIR. THANK YOU. OUT OF THREE V DISCUSSION OF EMERGENCY PURCHASE OF AN AMBULANCE COINCIDENTAL THAT DISCUSSION LAST WEEK, SIR. SO IT'S. EVERYONE IS AWARE WE HAVE A TOTAL OF FOUR AMBULANCES IN THE CITY. THE TWO OF THOSE AMBULANCES ARE ALWAYS, UH, WHAT WE CONSIDER FRONTLINE AMBULANCES THERE ON THE READY TO GO. AND THEN WE HAD TO RESERVE YOU MIGHT SEE YOU. THINK ABOUT THOSE TWO RESERVE MSC US. THEY'VE ALREADY DID THEIR TIME. FRONT LINE, SO THEY'RE ALREADY BORN. PRETTY GOOD. SO OUR ARE SCHEDULED TO BE REPLACED. EVERY FOUR YEARS. IT USED TO BE FIVE YEARS, BUT WE FOUND THAT THAT WAS EXTENDED TOO FAR OUT. THEY WERE JUST THEY WERE JUST GETTING WORN OUT, SO WE MOVED IT BACK TO FOUR YEARS.
UH WE HAVE ORDERED TWO AMBULANCES TO REPLACE OUR CURRENT FRONTLINE AND THIS IS THE PROBLEM IS LIKE EVERYTHING ELSE IS SUPPLIED TO ME, AND WE'RE HAVING A HARD TIME.
GETTING DELIVERY OF THESE AMBULANCES. THEY THAT'S SCHEDULED TO BE DELIVERED UNTIL DECEMBER, 24. IT'S OVER A YEAR AND A HALF FOR ME TO HAVE TO STILL CONTINUE TO USE, UH, WORN
[00:30:01]
OUT BALANCES. UH WE CONTINUE TO HAVE ALL KININTENANCE ISSUES WIE ANIMALS, ESPECIALLY DURING THE SUMMERTIME. THE AIR CONDITIONERS GO OUT AND THE AIR CONDITIONING. THOSE ARE A MUST. WE PICK UP PATIENTS. WE WANT THEM TO BE COMFORTABLE AS WE'VE TAKEN TO THE HOSPITAL, SO THEIR CONDITION IS BEING OUT IS UNACCEPTABLE ARE TURBOS. SAME PROBLEM, TURBO, AND EVERYBODY'S AWARE WITH TURBO IS , YOU KNOW IT'S BOOST THE POWER ON A ON A DECENT LEGENDS. SO, UH, THOSE WERE OUT. THEY HAVE TO BE LUBRICATED, AND THAT'S HOW THEY GET WORN OUT BY LOSING SOME OF THE LUBRICATION ON THE TURBO . SO IT'LL WEAR OUT. ALSO WE HAVE GENERATORS ON THESE AMBULANCES. THE GENERATORS ARE USED FOR ELECTRICAL PURPOSES, AND WHAT THAT USUALLY DOES IS IT RUNS ARE PARALYZED, RUNS THE AIR CONDITIONER INSIDE. SO IT'S A NECESSARY PART OF THAT OF THAT VEHICLE. ALSO WE'RE HAVING PROBLEMS GETTING THEM REPAIRED. WE HAVE FOUND THAT ALL OF OUR REPAIRED PLACES OR JUST SWAMPED.BY, UM. OTHER ANALYSTS OF THE CITY'S BEING IN THE IN THE REPAIR SHOP BECAUSE THEY JUST WHERE NOW BECAUSE THEY CAN'T DO IT LIKE WE CAN. SO THEY'RE JUST GETTING, UH, PRETTY BAD. AND THEN WE HAD THE ISSUE WITH FATTY PARTS. I DON'T KNOW IF ANYBODY WORKS ON THEIR OWN VEHICLES, BUT TO GO OUT AND FIND A PART THE NECESSARY PART THAT YOU NEED IS BECOMING TROUBLESOME TO A POINT WHERE WE CANNOT GET THE PARTS. SORRY AMBULANCES SIT THERE WAITING ON PARTS AND THEY COULD BE AN EXTENDED PERIOD OF TIME FOR THAT. AH WE HAD YAHOO! OH, US WHERE WE, UH TO BORROW AMBULANCES FROM OTHER CITIES IF THEY HAVE ONE AVAILABLE. I MAY NOT HAVE ONE AVAILABLE. UH I ALMOST HATE TO TELL YOU THIS THIS MORNING. IS IT CLASSIC EXAMPLE OF IT? ARE STATIONED DOWN STATION TWO IS IN A IN A CEDAR HILL IN MY ICU. AND THEN THE AMBULANCE UP NORTH. UM HAD, UM, CALCULUS USE THIS MORNING. SO WE WERE DOWN TO JUST ONE AMBULANCE BECAUSE WE COULDN'T FIND ANY OTHER AMBULANCES IN THE CITY. WE HAVE SINCE RED FIRED THAT PROBLEM. OR OTHER ANALYSTS DOWN HERE. THEY TOOK THE CEDAR HILL AMBULANCE BACK, AND THEN WE'RE BACK IN OUR, UH, CURRENT EMPHASIS THAT WE HAVE, UM. YOU DON'T HAVE ANY QUESTIONS ABOUT THAT. WHAT WE WANT TO DO IS, UM WE WANT TO GO IN THERE AND TALK ABOUT, UH, EMERGENCY. UH, SURE MAN OF AN AMBULANCE. UH PROBLEM WITH THESE AMBULANCES ARE THE IF I HAVE A COMPANY THAT PRODUCES AMBULANCES, UH REST OF THE CITIES AND ORGANIZATIONS ARE LOOKING FOR THE ANIMALS JUST TO SO WE CAN GO IN THERE AND WE FIND ONE TOMORROW. I CANNOT WAIT. WITHOUT ANYONE'S, UH, WE'VE GOT TO USE SOME KIND OF LETTER OF INTENT THAT WE NEED THAT HAMLET SO THAT WE PUT OUR NAME ON IT. AND UH, I DON'T HAVE THE TIME TO COME BACK TO THIS BODY. YOU KNOW, PERMISSION TO GET THESE. UM AND THIS IS, UM PURCHASED. GENERAL FUNDING WOULD COME OUT FOR A VEHICLE REPLACEMENT FUN THAT WE PUT INTO EVERY MONTH AND EVERY YEAR. SO THAT WILL HELP TO PAY FOR IT IS Y'ALL ALL SHOULD BE AWARE, UH, IT'S TWO AMBULANCES THAT WE DO HAVE PURCHASED. ONE OF THEM WAS DONE WITH OUR BUDGETARY FUNDING . ANOTHER ONE WAS DONE WITH OUR MONEY. SO THE FUNDS ARE THERE TO BUY THESE AMBULANCES. IT'S JUST THE TIME THAT THEY WERE DELAYED ON. SO THAT'S PRETTY MUCH OUR SITUATION. I DON'T LIKE DOING IN BOROUGH ANALYSIS FROM OTHER CITIES. I WANT TO USE OUR AMBULANCES. YEAH, THEY GOT OUR NAME ON THE SIDE OF IT, AND I WANT TO BE ABLE TO GET TO, UM, CALLS WITHIN A REASONABLE TIME OR GOAL IS SIX MINUTES. IF REFERENCES ARE NOT IN SERVICE THAT IT MEANS AN EXTENDED PERIOD OF TIME FOR A REGIONAL AMBULANCE TO COME INTO OUR CITY TO RESPOND OR OUR CITIZENS, SO YOU'RE FULLY AWARE OF, UH, TRAVEL TIMES CAN BE EXTENDED 15 TO 20 MINUTES. SOMETIMES YOU AIN'T GOT 15 OR 20 MINUTES, UM, ESPECIALLY WITH DIFFERENT TYPES OF HEALTH ISSUES . YOU NEED MEDIA ATTENTION IS YOU CAN GET SO, UM THANK YOU ALL. YOU ALL HAVE ANY QUESTIONS, MR HARRISON? UM HAVE YOU ACTUALLY HAD ANY OF THESE? AMBULANCES BREAKDOWN ON THE CALL. YES, SIR. WHAT HAPPENED? WHAT'S THAT LOOK LIKE AT THAT MOMENT? IT'S NOT A GOOD THING. IF YOU HAVE AN ANIMAL HAVE A PATIENT IN THE BACK OF THE AMBULANCE AND THE AMBULANCE ACTUALLY. YO BREAKS DOWN. YOU
[00:35:01]
CAN FIND ANOTHER ANIMALS TO COME IN TRANSPORT THAT PATIENTS SO DUDE, THERE'S AN YES, SIR. YEAH AND AT THE POINT THE ENGINE IS NOT RUNNING. THEN THAT PATIENT COULD BE IN THE BACK OF AN AMBULANCE, SAID 180. DEGREES WHICH IS THAT'S GOOD. 2ND 2ND OR LAST QUESTION. UM IF WE'RE WAITING ON AMBULANCES THAT WE ORDERED. SOMETIMES BACK AND THEY'RE NOT COMING TILL DECEMBER. 24 HOW DO YOU GET VEHICLES SOONER? THAT'S HOW WE WERE TALKING ABOUT DOING EMERGENCY PROCUREMENT ON THAT. IF WE CAN FIND AN AMBULANCE, WE WANT TO BE ABLE TO PUT A LETTER OF INTENT ON ANIMALS THAT WE INTEND TO PURCHASE IT. AND THEN WE'LL GET WITH OUR PROCUREMENT OFFICER AND WE'LL GO IN THERE. WE'LL DO IT EVER CHEAT. UH EXPENDITURE AND PURCHASE THAT AMBULANCE. THANK YOU COULD BE ONE THAT FIND IT. FIND IT, BUT. DID NOT AT THAT TIME DID NOT WANT AVAILABLE ACTUALLY HAD ONE OF THE ORGAN THAT WE WERE TRYING TO. YES UM, BUT THE COMPANY UP THERE, SO WE'RE NOT TAKING IT DOWN TO TEXAS SO THAT THE SHELL WE'RE LOOKING AT GETTING CHASSIS AND MAYBE THREE MOUNTING THE BOXES ON THE BACK OF SOME OF THOSE. WE JUST HAVE TO FIND THE CHASSIS AS WELL AS SOON AS ONE POPS UP. THAT'S WHAT WE WANT TO THANK YOU LOOKING AT EVERY OPTION. SO CURRENTLY WHAT'S THE AGE OF THE FRONT LINE UNITS? UH THEY ARE AT THE END OF THEIR LAST BAN. UH SO WHAT WE TRY TO DO IS WE HAVE TO KEEP THEM SINGS IN THE FRONT LINE FOR FOUR YEARS. BEING THERE. NOW THAT WE HAVE AN EXTENDED RECEIVING TIME ON THESE NEW EMPHASIS, WE'RE WELL PAST FOUR YEARS. 11 YEARS, 12 YEARS. SEVEN YEARS. IN FIVE YEARS. UNLESS YOU SEE OUR DIFFICULTY. AND THEN WHEN THEY ARE PURCHASED THROUGH. DO WE TRY TO USUALLY PURCHASED TWO AT A TIME OR DO WE STAGGERED ONE YEAR, THEN NEXT YEAR? WE USED TO STAGGER IT. HMM AND IT GOT TO A POINT NOW WHERE WE DIDN'T HAVE TIME TO STAGGER. WE HAD THE OPPORTUNITY TO I WILL WITH OUR VEHICLE REPLACEMENT FUND ALONG WITH THE SO WE SAID, OKAY, RAMBUS'S ARE AWARE THEY'RE GETTING OLD PLACE. BOTH OF THEM NEED TO BE REPLACED IMMEDIATELY. I GUESS MY FINAL QUESTION FOR THE CITY MANAGER'S TALKING ABOUT FUNDING SO YOU DO? HAVE IT? YES, IT WORD. WHERE IS IT? THE FUNDS THAT WE HAVE OUR MONEY. REPLACEMENT. FUN? YEAH. MR COACH, SO THE VEHICLE REPLACEMENTS FUN CORRECT ON OUR PHONES, SO THE MONEY IS THERE IS THAT THAT'S FUNNY, BECAUSE OBVIOUSLY THIS WASN'T THIS ISN'T REGULAR PERSON MAKE RIGHT SO WELL. GET BACKGROUND. UH OH. SO WHEN WITH THE 2016 AMBULANCE WHEN IT CAME INTO SERVICE. HURRICANE WE HAD AIR CONDITIONAL PROBLEMS THAT IT HAD TO GO BACK TO THE BACK. IN 2017 THAT HURRICANE GET DOWN IN FLORIDA.THAT'S WHERE IT HAD TO GO BACK INTO THE LANE LIKE 68 MONTHS, SO THAT'S WHEN IT CLOSED THE GAP.
WE DECIDED WE KEEP RUNNING IT A LITTLE BIT LONGER SINCE IT DIDN'T IT LOST A YEAR OF SERVICE WHEN THOSE TWO AMBULANCES WERE GETTING TO THE NEW INTO THEIR LIFE CYCLE. WE WERE GOING TO REPLACE THEM. THE COST OF EVERYTHING WENT UP. WE FUNDED, ONE OF THEM OUT OF THE VEHICLE REPLACEMENT ON THE OTHER ONE CAME OUT OF OFFER FUNDS, LEAVING AN ADDITIONAL AMBULANCE FUNDING IN THAT FUND BECAUSE WE USED THE ART SO THAT MONEY IS STILL SITTING THERE FOR PURCHASING ANOTHER AMBULANCE. THANK YOU. MY QUESTION. THANK YOU. SO HOW DO YOU HEARD? YOU HEARD ABOUT ONE IN OREGON WITH WHAT'S THE PROCESS OF FINDING OUT WHEN THESE AMBULANCES MAY BE AVAILABLE FOR STRING? A LETTER OF INTENT? HOW DO YOU WRITE EVERY DAY? WE'VE GOT SALES REPS AND THEY'RE ALWAYS TRYING TO SELL SOMETHING. THEY JUST CAN'T DELIVERED. DEMO UNIT DOES COME UP SOMETHING LIKE THAT. YOU KNOW, I FOUND ONE AND THEN THEY'LL CALL US. SO WHAT WE'RE LOOKING AT IS THE LETTER ATTEMPTED TO ISSUED BY THE PROCUREMENT OFFICE. WHAT ABOUT THAT LETTER OF INTENT? LOOKED LIKE IN TERMS, JUICE? GUESS YES, WE ARE GOING TO PURCHASE AND WE'RE COMMITTED TO THAT. IT'S NORMALLY A LETTER INTEND. SOME BY THE CITY MANAGER GOES THERE TO THE COMPANY THAT'S GOING TO SELL US THE AMBULANCE. SO I GUESS WHAT YOU'RE ASKING TO DO TODAY, CHIEF IS GET PERMISSION ISSUE THAT LETTER OF INTENT. THEN WHEN YOU COME BACK WITH THE PURCHASE OF THE AMBULANCE ACTUALLY OCCURRED AND BRING THAT BACK TO COUNCIL THREAT, RIGHT?
[00:40:03]
WE'RE FORTUNATE ENOUGH TO FIND ONE OF THESE AMBULANCES TO DO THE LETTER OF 10 WITH THEN THAT OBVIATES ONE OF THE PROCUREMENT . IT'S ALREADY IN EFFECT FOR ONE OF THE DECEMBER 24. AMBULANCES CONTINUE WITH THOSE WITH THOSE JUST LIKE REGULAR SAYING, BUT BECAUSE WE USED ARE PLUNGING. WE STILL HAVE THE AMBULANCE IN THAT BIG REPLACEMENT FUND MONEY, OKAY? FINDING ONE HOW LONG DO YOU PLAN ON BEING AROUND? THAT'S A GOOD QUESTION. UH WE COULD HAVE ONE OF THOSE VENDORS CALL US TOMORROW. AND SAY, HEY, I'VE GOT THIS CERTAIN CERTAIN UNIT. WE CAN END AND THEN WE WOULD IMMEDIATELY GO TO MR BOGLE THERE AND SAY WE NEED A LETTER OF INTENT AND GO THROUGH THE CITY MANAGER AND GET THAT ROLLING. OKAY BUT IT'S NO GUARANTEE THAT WE CAN FIND ONE ELSE BECAUSE EVERYONE IS STILL WAITING NUMBER ONE THAT WE DO HAVE OUR RESERVE. IT'S NOT DECEMBER 2024 CORRECT WE WILL CONTINUE WITH OUR NORMAL PURCHASING. PROCESS THAT WILL BE TAKING EFFECT. YOU'RE PRETTY SOON. ANOTHER ONE. NOW KNOWING IT'S TOO THREE YEARS TO BUILD MAIN. OKAY. BAR DRUGS LIKE TO THE FIRE TRUCKS ARE JUST AS BAD BECAUSE OUR FIRED TWINS IS SUPPOSED TO BE REPLACED IN 27.THEY WARNED US THAT WE NEED TO ORDER THAT IN 24 IF WE INTEND TO GET IT ANYWHERE NEAR 27 28.
FOCUS ANY ACTION. NEEDED FROM THIS COUNCIL IN ORDER TO PERMIT PROCESS TO BE INVOKED SHOULD BE FOUND THAT THEY HAVE TO DO IT. I MEAN DIRECTION WOULD COME FROM YOU, MR BROWN, I GUESS TO IMITATION. YESTERDAY YOU WERE JUST BEING GETTING MAYBE AUTHORITY TO HAVE SOME LETTER CONTENTION. THAT IS RIGHT. JUST BECOMES A MATTER OF RECORD FOR THIS. YES OKAY. ALL RIGHT. THANK YOU, CHIEF. YOU'RE WELCOME. CHIEFS. YOU. MOVING ON TO OUT OF THREE C COUNCIL RECEIVED AN UPDATE FROM T TO SOMETHING GOOD CAN SEARCH PROCESS MHM. AND THIS LOOKS LIKE WE'RE VIRTUAL. YES SIR. OKAY? MR WILSON. IT'S LIKE . NO THANK YOU. OKAY. THERE YOU ARE, MR WILSON. GOOD LUCK. MR IF YOU GO AHEAD AND OPEN YOUR VIDEO, WE HAVE BOTH YOUR LIVES. SAME TIME, PLEASE. YEAH. OKAY YEAH, I'M SHOWING THAT MY VIDEO IS GONE. YOU ARE NOW ON THEIR OKAY, MR WILSON. GREAT AND YOU GUYS CAN SEE AND HEAR ME. CORRECT CORRECT. EXCELLENT ALRIGHT. WELL THEY'RE MEMBERS OF COUNCIL WOULD LIKE TO JUST PROVIDE YOU WITH A QUICK UPDATE ON THE SEARCH PROCESS. UM AS YOU'RE ALL AWARE WE WENT LIVE WITH POSTINGS EVENING OF THE EIGHTH. AS CELLS WE'VE RECEIVED 12 APPLICANTS POSITION. THE BREAKOUTS ARE AS FOLLOWS. TWO OF YOUR APPLICANTS FULL DOCTORAL DEGREES 10 APPLICANTS FOR MPS. UM WHAT APPLICANT HOLDS A BACHELOR'S OF SCIENCE DEGREE IN ACCOUNTING. TWO OF YOUR KIDS ARE CURRENTLY I C M A CREDENTIAL. UH AND IN ADDITION TO THOSE CANDIDATES WITH THE CIA MAKE CREDENTIALING. SEVERAL HAVE CREDENTIAL AND SIMILAR DIOCESE AM A IN THE AREAS OF THE STATE AND LOCAL GOVERNMENT MANAGEMENT . AH SO WE'RE REALLY, REALLY EXCITED. IT'S UH, IT'S A HIGHLY MM. DISTINGUISHED GROUP THAT WE'RE SEEING SO FAR, BECAUSE REMINDER, THE POSTING IS ON T M L I. C M A JOBS, CAREER BOARDS AS WELL AS VARIOUS SOCIAL MEDIA NETWORKS. UM AND CANDIDATES AREN'T JUST COMING IN FROM TOUCHES BY. YOU ALSO RECEIVED CANDIDATES OUT OF FLORIDA, GEORGIA. UH VIRGINIA AND MISSOURI AND I MAYBE THAT'S SEEN ONE STATE, SO WE'RE GETTING GOOD . GOOD REACH, UH, IN THE HIRING PIPELINE RIGHT NOW, UH, JUST UNDER HALF OF THE CANDIDATES HAVE ALREADY SUBMITTED THEIR WRITTEN RESPONSES AND PHASE IN THE PHASE ONE. VETTING PROCESS. SO THERE IT SHOWS THAT THEY'RE VERY ENGAGED AND VERY ENTHUSIASTIC ABOUT DUNCANVILLE. UM. MOVING FORWARD, JUST LIKE THE WEEKLY UPDATES WILL BE
[00:45:06]
JOINING YOU. EITHER VIRTUALLY OR IN PERSON DURING THE REGULAR COUNCIL MEETINGS TO ANSWER QUESTIONS PROVIDED JUST WANT UPDATES FOR YOU. UM A FEW OF OUR NEXT STEPS. UH OUR NEXT IMPERSONAL COUNCIL BRIEFING AND BE OUR FIRST PRESENTATION OF CANDIDATES TO YOU WILL BE ON SEPTEMBER 5TH AND YOUR COUNCIL MEETING WILL BE IN 10 YOU TO COLLECT RESUMES AND REVIEW UH AND PUSH THEM THROUGH THE PROCESS THAT WILL BE ONGOING AND YOUR NEXT WEEKLY UPDATE WILL BE ON TUESDAY, AUGUST, ETCETERA. UM SO WITH THAT, IF YOU ALL HAVE ANY QUESTIONS, I KNOW THERE WERE SOME COMMENTS ABOUT MINIMUM REQUIREMENTS FOR THE POSITION CAN I DON'T KNOW IF YOU ALL HAD A CHANCE TO DISCUSS THAT OR WE NEED TO HAVE FURTHER DISCUSSION AROUND THAT. TO SEEK CLARITY SO THAT WE MAKE SURE THAT UM, WE'RE POSITIONING YOU ALL IN THE BEST POSSIBLE WAY, RIGHT? IT'S GOOD.SO DID I HEAR CORRECTLY THAT WE DO HAVE ONE WITH A BACHELORS AND THE REASON WHY I'M ASKING IS BECAUSE I DID PROVIDE INPUT THAT I DIDN'T WANT TO LOCK IT IN SO MUCH WITH THE MASTERS OF PUBLIC ADMINISTRATION BECAUSE OF THE UNIQUENESS. OF THE SITUATION THAT'S HERE IN DUCK AND VEAL.
AND I WANT TO CREATE AN ENVIRONMENT WHERE, IF THEIR INTERNAL KIND OF THAT THEY WOULD LIKE TO POSSIBLY APPLY THAT IT WOULDN'T SHUT ANYONE ELSE OUT. SO WE ARE ACCEPTING APPLICATIONS WITH BACHELOR'S DEGREES AS WELL BUT HAVE THE EXPERIENCE NECESSARY? RIGHT. SO WE'RE.
OBVIOUSLY THEY APPLY. WE'RE REVIEWING THOSE. WE HAVE NOT SENT ANY REJECTION. UH CORRESPONDENCE TO THIS POINT BECAUSE IT WAS COMMUNICATED TO ME THAT MAYBE FURTHER CONVERSATION NEEDED TO BE HAD BY COUNSEL OVER THE MINIMUM REQUIREMENTS, HOWEVER, JOB DESCRIPTION AND BASED ON THE CONSENSUS, UM, WELL OF COUNCIL THAT I WAS ABLE TO LEAN COMMUNICATION BY UNDERSTANDING WAS THAT YOU'RE STANDING ALONE FAR MINTS, WHICH WAS A MASTER'S DEGREE AND SEVEN YEARS OF RELATED EXPERIENCE. WAS TO STAND NOW THAT CAN OBVIOUSLY CHANGE BASED ON THE WILL OF THE COUNCIL. UH, WE CAN MAKE THOSE MODIFICATIONS THAT WE CAN PROCESS THOSE AFRICANS. UM BUT WE JUST NEED THAT DIRECTION FROM YOU IN ORDER TO MOVE IN THAT CORRECT MOVING THAT WAY. DID WE SAVE REQUIRED PREFERRED? THEY SAY IT REQUIRED. I DON'T KNOW THAT WE CHANGED. MICHAEL HERE. WE'RE TRYING TO THINK BACK IN TERMS OF I WAS READING DOESN'T SAY REQUIRED MASTERS, OR DOES THIS SAY PREFERRED MASTERS? COUNCIL. IT DOES SAY THAT A MASTERS IS REQUIRED, AND IT WOULD REQUIRE SOME DIRECTION FROM COUNCIL TO CHANGE THAT AS A MINIMUM REQUIREMENT FOR US TO TRULY ACCEPT AN APPLICANT THAT DID NOT HAVE AT LEAST A MASTER'S DEGREE. AND THAT'S. THAT'S WHAT I THOUGHT. I SAID THAT WE DID HAVE THAT DISCUSSION. I WASN'T PRESENT FOR THAT. I FELT LIKE WE HONESTLY HAVE A CONSENSUS TO GO PREFER WITH WITH THAT AGAIN, TRY NOT TO LIMIT THE SCOPE OF WHO WERE COMING IN WITH BUT MIKE THE FACT THAT SOMEONE WITH THE BASTARDS HAS COME IN MEANS THEY HAVE READ AND UNDERSTAND. IT STILL SAYS REQUIRED, BUT THEY STILL SUBMITTED THEIR APPLICATION, EVEN THOUGH THEY DON'T HAVE A B. THAT WOULD BE LIKE SO. IT WASN'T PRESENT FOR THIS DISCUSSION. SO IT'S MIKE IS SAYING THIS IS THE WILL OF THE COUNCIL AND CHANGE THE RECRUITMENT. TO PREFER RATHER THAN REQUIRED. HAVE A QUESTION FOR MR WILSON DOMESTIC ALIVE. WOULD MOSTLY MANAGER JOBS WOULD YOU SAY IT SAYS REQUIRED PREFERRED? WE'VE SEEN WHAT WE WE'VE SEEN, BUT REALLY JUST YEAH , IT DEPENDS ON THE WILL OF THE COUNCIL IN ONE DIRECTION THAT THEY WOULD LIKE TO AGO. I'VE SEEN EXAMPLES WHERE THEY'VE COME OFF A MINIMAL REQUIREMENT ON EDUCATION. MAYBE THEY INCREASE, UM, YEARS OF EXPERIENCE AND ROLE , UH, YOU KNOW, AND THERE'S AND THERE'S KIND OF THAT TRADE OFF YOUR YOUR EXISTING REQUIREMENT
[00:50:06]
WAS THE MASTERS AND THE SEVEN YEARS SO HE WOULD NOT BE DIFFICULT FOR US TO MAKE THOSE MODIFICATIONS IF YOU MOVE FROM REQUIRED PREFERRED, UH, WE WOULD ASK THAT THAT AMOUNT OF THAT THAT CHANGE BEING MADE IN THE JOB DESCRIPTION. AH YES, WELL, WELL THAT WOULD BE PRESENTED DATED. GOOD FOR YOU. JUST SO IT'S CONSISTENT AND THEN WE WOULD MAKE THE APPROPRIATE MODIFICATIONS TO CLOSE I UNDERSTAND. I'M SORRY, SIR. I HAVE ANOTHER QUESTION. SO CONCERNED THE AMOUNT OF TIME WE'VE HAD WE AT LEAST HAVE 12 OR WE ON A GOOD FACE. FOR BEHIND FINANCE CITY MAN. YEAH YOU'RE YOU'RE ON A REALLY GOOD WHAT? WHAT'S REALLY EXCITING? HUSBAND, RIGHT? YES THE QUALITY OF THE AFRICANS. WE RUN PROCESSES WHERE THERE WAS A THERE WAS PROBABLY ABOUT 28% THAT ARE PEOPLE THAT ARE JUST APPLYING. YOU KNOW, THEY DON'T NECESSARILY READ ALL OF THE REQUIREMENTS. BUT THESE INDIVIDUALS, UH YOU CAN TELL THEM THAT THEY REALLY READ THE MATERIAL THEY MAJORS MISSIONS. UM ARE OR OR PART POINT MOVES PRETTY QUICK WITH, UM, QUESTIONS . I GET PUSHED OUT AGAIN. THEY'RE TURNING THOSE AROUND FAIRLY QUICK. UH, SO WE'VE ALREADY HAD SEX. REUSS VON AND COMPLETED THEIR WRITTEN EXERCISES WITHIN THE SYSTEM.ANOTHER COMMENT, HOWEVER. BUT IF YOU ALL WOULD LIKE TO MAKE THOSE CHANGES RIGHT NOW WOULD BE A GOOD TIME. BECAUSE WE NIGHT SIT DOWN ANY CORRESPONDENCE, ELIMINATING ANY CANDIDATE. WE WANTED TO WAIT FOR THIS CONVERSATION COME, SO THAT'S WHY I WAS MISTAKEN ABOUT SOMETHING BECAUSE I REMEMBER WE HAD A CONVERSATION. BUT IT WASN'T ABOUT MASTER'S DEGREE REQUIREMENT WAS ABOUT THE ICY AND MAYBE THAT'S A DISCUSSION HAVE. I DON'T THINK WE EVEN TALKED ABOUT IT. WEATHER MASTERS ABUSE REQUIRED FOR SAID YEAH. SO . THAT WASN'T EVEN A DISCUSSION THAT WE HAD. OKAY? YES, SIR. THAT WAS SOMETHING I WAS GOING TO BRING UP MOST OF YOUR DISCUSSION AT OUR LAST MEETING WHEN WE WERE IN PERSON WAS ABOUT WHETHER OR NOT TO MAKE THE ICY M A CERTIFICATION. UH CHANGING THAT FROM PREFERRED TO REQUIRED AND IT WAS OUR UNDERSTANDING THAT THE CONSENSUS OF LIVING COUNCIL WAS TO LEAVE THAT PREFERRED. HOWEVER THERE WAS NOT DIRECTION PROVIDED TO CHANGE THE EDUCATIONAL REQUIREMENT. FROM A REQUIRED TO HAVE PREFERRED. SO IF IT WAS GOOD COLLEGE IF WE WERE TO CONSIDER CHANGING THIS PARTICULAR REQUIRED, WHICH, NOW I UNDERSTAND WAS LYING DISCUSSED. BECAUSE IT WAS BOILERPLATE. MAKING IT PREFERRED AT LEAST A BACHELOR'S DEGREE. I WOULD PRESUME THEN THAT YOU, MR WILSON, MR LAND WOULD HAVE TO CRAFT SOME ADDITIONAL LANGUAGE TO SAY MASTERS DEGREE. IN ASSOCIATION. WITH X NUMBER OF YEARS OF EXPERIENCE IN CITY MANAGEMENT OR SOMETHING TO THAT EFFECT. IT'S JUST NOT CAN'T HAVE SEVEN YEARS DOING SOMETHING RATHER SO I THINK WE'RE WANT TO CHANGE TO DO WE HAVE TO LEAVE IT IN THEIR HANDS TO CRAFT SOME LANGUAGE TO SAY WHAT IS GOING TO BE ACCEPTABLE WITH THE BACHELOR'S DEGREE CONSIDERED HAS A MASTER'S DEGREE. ADD. SEVEN YEARS RELATED WORK EXPERIENCE, SO THANK YOU IF YOU HAVE A MASTER'S DEGREE AND A MASTER'S DEGREE, THEN THE ASSUMPTION THAT IF THE BACHELOR'S DEGREE YOU HAVE TO HAVE AN EXCESS OF SEVEN YEARS AWESOME. WELL I PROVIDED SOMEWHERE THEY DON'T HAVE TO GO WITH IT. IT'S JUST A SUGGESTION. MASTERS OF PUBLIC ADMINISTRATION PREFERRED A BACHELOR'S DEGREE IN POLITICAL SCIENCE, BUSINESS AND MINISTRATIONS, PUBLIC ADMINISTRATION OR ANY RELATED FIELD WITH FIVE OR MORE YEARS OF DIRECTOR LEVEL EXPERIENCE IN MUNICIPAL GOVERNMENT DIRECTOR LEVEL EXPERIENCE DIRECTOR LEVEL SCARY. THAT'S RIGHT TIGHT BUT IT DON'T RIGHT. I'M SAYING, I'M SAYING THAT LANGUAGE IS RIGHT AND TIGHT. THE EDUCATION TO GO DOWN ONLY TWO AMBASSADORS THAN THE STIPULATION OR THE WAS THAT THE ANSWER REQUIREMENTS HAVE TO GET TIGHTER. YES, JUST SOMEBODY MR PALIN DEGREE FIELDS AND TO HAVING SOME EXECUTIVE LEVEL EXPERIENCE OF FIVE AT LEAST FIVE SO REQUIRE MASTER'S DEGREE, SEVEN YEARS RELATED WORK EXPERIENCE FOR OR DEGREE IN POLITICAL SCIENCE, BUSINESS ADMINISTRATION, PUBLIC ADMINISTRATION OR ANY RELATED FIELD. WITH FIVE OR MORE YEARS OF DIRECTOR LEVEL EXPERIENCE IN
[00:55:03]
MUNICIPAL GOVERNMENT. THAT WAS WAITING FOR THE TERM. MUNICIPAL YEAH, MR CONTRERAS BACHELOR'S DEGREE. YOU ACTUALLY ARE. ASKING FOR LESS TIME. LESS EXPERIENCE. IS THAT STILL BUT AT A GREATER LEVEL OF RESPONSIBILITY BASED ON THAT LEG LEVEL THAN THE CITY MANAGER CHANGE IT TO SEVEN.YEAH, I THINK THE YEARS I THINK WE'RE CHANGING GEARS THAT IF YOU MAKE THE LESSER THAN SEVEN YEARS WITH THE MASTERS DEGREE, THEN WITH ALL YOUR TIGHTENING IT UP. IN TERMS OF EXPERIENCE LEVEL. I DON'T THINK WE CAN GO LESS THAN SEVEN. I THINK I WOULD AGREE. SO IF WE'RE GONNA STAY WITH SEVEN YEARS, UH, LET'S SAY SEVEN YEARS BACHELORS AND THEN FIVE YEARS MASTERS NO, I DON'T SEVEN, OKAY ? YEAH BECAUSE WE'RE ONLY GETTING ACCORDING TO WHAT WE'RE HERE, AND WE'RE ALREADY GETTING SOME PEOPLE THAT ARE FITTING WHAT WE'RE ASKING. SINCE UM, THEY'VE EXPERIENCED BEFORE AND THEY KNOW WHAT CONVERSATION IS RIGHT NOW. I WOULD LIKE TO SEE WHAT THEY WOULD WORD AS A AS A SUBSTITUTE. WE'RE GOING TO A BACHELOR'S DEGREE WOULD LIKE TO SEE WHAT THEIR EXPERIENCE HAS BEEN AN OFFER THAT UP TO US FOR US TO REVIEW THAT, OKAY. THAT'S A GREAT COMMENT, AND WE GOT, LIKE, FOUR MINUTES TO CONSIDER THAT, UM WE'RE NOT EVEN THERE YET. WELL, HE'S GONNA HAVE TO WRITE SOMETHING SO SENSE OF A COUNCIL CHANGES. LANGUAGE CAN'T BE DONE TONIGHT. WE WOULDN'T EXPECT TO DO IT ON THE FLY ANYHOW. SO YOU'RE HEARING WHAT WE'RE SAYING? THAT'S GOOD. YES LET ME LET ME CAPSULIZE IT AND MAKE SURE YOU KNOW WHAT I'M SAYING IS WHAT WE ARE AGREEING TO. WE'RE AGREEING TO WHAT WAS GOOD HAS SAID IN THE LANGUAGE TIGHTENING THE REQUIREMENT AT THE DIRECTOR LEVEL SEVEN YEARS. WHAT ELSE? SEVEN YEARS IN THE MUNICIPAL GOVERNMENT HAS TO BE IN THERE. THOSE WORDS HAVE TO BE IN THEIR MUNICIPAL GOVERNMENT EXECUTIVE. WHAT DOES IT SAY? EXECUTIVE LEVEL EXPERIENCE, DIRECTOR LEVEL OR LEVEL DIRECTOR OR EXECUTIVE LEVEL EXPERIENCE, OKAY? OH RECOVERED THAT THAT SOMETHING TO THAT EFFECT IS A CRAFTED ESPECIALLY, UH TWO. IN ADDITION TO YES, EXACTLY. YEAH WE'RE NOT OBVIATING THE MASTERS AND SEVEN WERE ADDING UP WITH THE MASTERS IN SEVEN. PLUS THE EXECUTIVE LEVEL, SO OKAY. GOOD WITH YOUR FINALLY OUT, KID. YES SIR. CAN WE SHARE WITH YOU SOME LANGUAGE FOR CONSIDERATION AROUND WHAT WE JUST HEARD? UM YOU GOT A MATTRESS THREE PUBLIC ADMINISTRATION, BUSINESS ADMINISTRATION, OR A SIMILAR FIELD IS REQUIRED. WITH A MASTER'S DEGREE IN ENGLISH RELATED FEEL HIGHLY DESIRED.
CANADA'S MUST HAVE 7 TO 10 YEARS OF INCREASINGLY RESPONSIBLE EXECUTIVE LEVEL EXPERIENCE IN THE PUBLIC SECTOR WITH AT LEAST THREE YEARS BEING IN ASSISTANT CITY MANAGER, DEPUTY CITY MANAGER OR CITY MANAGER ANY EQUIVALENT COMBINATION OF EXPERIENCE. AND TRAINING, WHICH PROVIDES THE REQUIRED KNOWLEDGE, SKILLS AND ABILITIES WILL BE CONSIDERED. SOUNDS LIKE YOU'VE DONE THIS BEFORE, OKAY? YES AND MICAH HAS ALSO SHARED THAT WHOEVER IS DRIVING YOUR MEETING , UH, YOUR MICROSOFT MEETINGS. WE'VE ACTUALLY PUT THAT IN THE CHAT FUNCTION. IF YOU WANT TO PULL, PULL THAT OUT OF COUNCIL MEMBERS LOOK LIKE TO SEE THAT FOR CONSIDERATION. MAYBE THIS EVENING. AND IF YOU LIKE MORE PROVIDERS MORE TIGHTENING THEN, UH, PROVIDED SOME DIRECTION THERE AND SO THAT WE CAN GET THIS TURNED AROUND. WE CAN GET THE JOB POSTINGS UPDATED AS SOON AS POSSIBLE BECAUSE I DON'T WANT TO STOP ACCEPTING APPLICATIONS FOR THE ROLE. SCROLL THROUGH THE REST OF THEM. OKAY RIGHT THERE. JUST JUST A LITTLE BIT. GOOD. MR MAYOR TO MODIFY THAT JUST A LITTLE BIT. I MIGHT INCLUDE, UM , WITH AT LEAST THREE YEARS BEING A DIRECTOR. UM DEPARTMENT DIRECTOR, ACM DCM OR OR CM BASED UPON THE DISCUSSION, AND THEN ONE OTHER THING. I WANTED TO CLARIFY YOU. YOU SPECIFICALLY SAID MUNICIPAL EXPERIENCE. I'M ASSUMING YOU WOULD ALSO POTENTIALLY ENTERTAIN EM COUNTY EXPERIENCE AS WELL. YEAH YEAH, BECAUSE IT WAS PRETTY AS MR
[01:00:01]
WILSON USING PREVIOUSLY WAS PUBLIC SECTOR AND I THINK PUBLIC SECTOR WOULD INCLUDE, BUT INCLUDES BOTH COUNTY AND YOU WANT TO TAKE ANOTHER STATE, YOU KNOW, STATE COUNTY OR SUPPOSED TO MAKE SURE I HEARD MICHAEL MENTIONED THREE YEARS THERE, SO WE'RE GOING BACK. LESS LESS TIME SERVED. NO SIR. IT'S UH, IT SAYS CANDIDATES MUST HAVE 7 TO 10 YEARS OF INCREASINGLY RESPONSIBLE EXECUTIVE LEVEL EXPERIENCE IN THE PUBLIC SECTOR WITH AT LEAST THREE YEARS BEING SYSTEM AT THE DIRECTOR, ASSISTANT CITY MANAGER, DEPUTY CITY MANAGER OR CITY MANAGER LEVEL. WE'RE GOOD. SCROLL DOWN TO SEE THE FIRST PART OF THAT POINT. THIS IS IN ADDITION TO THE MASTERS, AND SO. I THOUGHT WE WERE GOING WITH BACHELOR'S AND SEVEN. WE DID SAY THAT WE SAID BACHELOR'S AND SEVEN I'M JUST SAYING, WE'RE NOT DOING AWAY WITH THE MASTERS AND SEVEN THIS IS IN ADDITION TO THIS IS ONLY FOR INDIVIDUALS THAT DO NOT HAVE MASTER'S DEGREES. CORRECT CORRECT. YES, THIS WOULD BE, UH THIS ROOTS IN THE INDIVIDUALS WHO HAD A MASTERS, BUT WHAT WE'VE DONE IS JUST REWRITTEN. THE MINIMUM REQUIREMENT SO THAT IT TAKES INTO ACCOUNT WHERE YOU'RE NOT SAYING MASTERS AND SEVEN YEARS AND THEN AND OR BACHELOR'S. AND THIS. WE'RE JUST COMBINING TO REFLECT BOTH EDUCATIONAL LEVELS. AH, TO MAKE YOUR JOB DESCRIPTION FLOW.SMOOTHER AND EASIER TO UNDERSTAND, MOVING FORWARD THAT YOU KNOW IF YOU FOLLOW WITHIN ANY ONE OF THESE AREAS, AND YOU CAN BE CONSIDERED FOR THIS POSITION, DOESN'T ELIMINATING? YES I DON'T KNOW IF YOU CAN HEAR THE LATEST UPDATES TO THE CHAT BOX CAPTURES EVERYTHING THAT WE'VE TALKED ABOUT THE QUESTION IF YOU COULD HEAR THAT. WHAT WE ARE LOOKING AT IN TERMS OF REVISED LANGUAGE DOES NOT ELIMINATE ANY OF THE 12 THAT WE HAVE ALREADY. IT'S NOT CORRECT, OKAY? ALL 13 APPLICANTS THAT YOU HAVE NOW. UH WELL, OKAY. MR PERRY, DO YOU HAVE A COMMENT? NO, OKAY. ALRIGHT UH ARE WE GOOD WITH THIS LANGUAGE AND UNDERSTANDING WHERE WE'RE GOING? OKAY? SURE. YES SIR. I'M SORRY. I JUST READ A LITTLE BIT. OKAY. CONSENT. THANK YOU VERY MUCH. WE WILL MAKE A REVISION TO THE JOB DESCRIPTION AND SEND IT TO MR BROWN. TO FACILITATE THE INTERNAL STAFF AND UPDATING AND THROWN DOCUMENTS AND WE WILL WORK ON UPDATING ALL OF THE JOB POSTINGS TO REFLECT THIS VERY GOOD. OKAY. THANK YOU VERY MUCH. APPRECIATE IT. THANK YOU ALL.
OKAY FOLKS, WE ARE BEYOND THE SEVEN O'CLOCK TIMEFRAME RIGHT NOW. WE STILL HAVE ANOTHER PRESENTATION TO DO. UM WE HAVE A GUEST SPEAKER WITH US TO DO THIS PRESENTATION, SO I DON'T WANT TO PUSH IT OUT. PUSHING EXECUTIVE SESSION TO THE END OF THE MEETING. I'LL BE QUICK, THANK YOU. PRIMARY COUNCIL MEMBERS FOR ELIAS PRESENT PROBABLY WORKS DEPARTMENT HAS REQUESTED OUR SERVICES AND EXTENSIONS OF SOFTWARE THAT YOU CURRENTLY OWN. MY NAME IS TODD SPANGLER. I'M WITH DATA TRANSFER SOLUTIONS. WE ARE THE MAKERS AND OWNERS OF VIEW WORKS APPLICATION THAT IS CURRENTLY IN USE BY YOUR PAYMENT MANUFACTORY. WE ALSO HAVE WE ALSO FOR ONES THAT PROVIDE PAYMENT INSPECTION SERVICES AND ASSET COLLECTION WITHIN YOUR RIGHT AWAY. WE HAVE DONE THAT PREVIOUSLY WITH AH, IN 2015. I BELIEVE IT WAS DID A COLLECTION AND SO NOW WE'RE PROPOSING TO DO THAT AGAIN TO UPDATE YOUR DATA TO GET IT CURRENT. THROUGH A FEW THINGS. WE DID TALK ABOUT THAT THAT WE DID INITIAL COLLECTION OF 2015. THAT HAS BEEN USED AND IS STILL BEING UTILIZED.
DETERIORATE THAT OVER TIME, BUT AGAIN, THE LONGER YOU GO, THE LESS ACCURATE THAT DATA IS AND THEN THEY'VE BEEN AN ONGOING VIEWERS CUSTOMER SOFTWARE APPLICATIONS SINCE THAT TIME.
I'LL SKIP THROUGH A COUPLE OF DAYS TO KEEP GOING FAST ARMBANDS HAVE INTERNAL MONITORING OR VANS ARE COLLECTING THIS DATA AS THEY DRIVE DOWN THE ROAD. AT SPEED. THEY HAVE A DRIVER AND AN OPERATOR, SO WE'RE SAFE AND WE'RE DOING IT WORK CALIBRATING AS WE GO TO MAKE SURE WE'RE GETTING ACCURATE AND GOOD DATA. AS WE PROCESS THE ROADS. THIS IS KIND OF SOME OF THE INFORMATION YOU'LL GET. SO IF YOU'LL NOTICE WE'RE ACTUALLY MAPPING EVERY LITTLE CRACK AND MEASURING THE WIDTH AND DOCUMENTED DISTRESSES . YOU'RE GOING TO BE SEEN AND WE'RE GONNA BE ABLE TO CAPTURE
[01:05:03]
THAT CAPTURE. YOU'RE RUNNING YOUR I R. I DISTRESSES IN ANY FAULT THINGS AND THEN WE'RE GONNA BUILD GENERATE A PAVEMENT CONDITION INDEX THAT YOUR SCORE. THE QUALITY OF YOUR ROADS IF IT'S GONNA GRANULAR TO ALL THE DIFFERENT ROAD SEGMENTS WITHIN THE CITY. PART OF THAT IS FOR THE ST SEGMENT SEGMENTATION, MEANING HOW THEY HAVE SEGMENTS OF THE STREET. WE'RE GONNA REDO THAT TO MAKE IT EASIER FOR THEM TO DO THE MAINTENANCE, SO THEY DO IT BLOCK BY BLOCK TYPICALLY, AND THAT'S NOW WE'RE GOING TO HAVE SET UP WITH JUST RUN MAKE IT EASIER ON THE TEAM TO BE EFFICIENT WITH THEIR DOLLARS WHEN THEY'RE DOING PAINTING. REAL QUICK SLIDE HERE, AND I THINK A LOT OF YOU MAY HAVE SEEN THIS BEFORE. THE IDEA IS TO BE ABLE TO TARGET AND DO PREVENTATIVE MAINTENANCE AS MUCH AS POSSIBLE BECAUSE THE BIG DOLLAR SAVINGS HERE FOR EVERY DOLLAR YOU SPEND HERE. IT COSTS $8 IF YOU LEFT THIS CURVE, IS TALKING ABOUT THE CONDITION AS IT DETERIORATES OVER TIME. AND THE MORE YOU CAN MOVE TO A PREVENTATIVE. DOING THOSE PREVENTATIVE SERVICES. YOU'RE GOING TO SAVE THE CITY MONEY AND BE MORE EFFICIENT WITH YOUR PAYMENT DOLLARS. WE ALWAYS NOT JUST STRUGGLE TO KEEP YOUR ROADS AND YOUR CONCRETE PAVEMENT.CONCRETE IN GOOD CONDITION. YOU'RE NEVER GONNA GET HOLY THERE. WE UNDERSTAND THAT, BUT THE DEPARTMENT IS TRYING TO WORK TO THAT DEGREE TO HELP REDUCE THE COST. WE'RE ALSO GONNA CATCH YOUR SIGNS AND GET SOME CONDITION ASSESSMENTS ON THOSE AND GET THEM BROUGHT INTO YOUR JS YOUR MAPPING, CIVIL NOTE LOCATION AND CONDITION AND BE ABLE TO MANAGE THOSE THROUGH THE APPLICATION AFTER COLLECTION. THIS IS A IMAGE OF THE VIEWERS APPLICATION, WHICH IS CURRENTLY BEING USED BY PAVEMENT, AND IT'S BEING LOOKED AT TO BE EXPANDED INTO THE UTILITIES AND THE TRAFFIC DIVISION AND THE REST OF THE STREETS DEPARTMENT AND THE SIGNS AND OTHER THINGS THAT THEY'RE GOING TO BE MANAGING. THIS IS TALKING ABOUT HOW THIS THEY'RE GOING TO BE MANAGING. SO IF YOU LOOK RIGHT HERE, WE TALK ABOUT INVENTORY. THAT'S WHAT WE'RE TALKING ABOUT THE PAVEMENT INSPECTION ASSET COLLECTION. WE'RE GOING OUT. WE'RE CAPTURING THE LOCATIONS, THE CONDITIONS OF EVERYTHING. TRACKING AND MANAGEMENT IS WHAT THEY'RE USING PAPER NOW AND OTHER SYSTEMS AND THEY'RE WANTING TO MOVE TO HIM MORE EFFICIENT. ANY MORE UNIFIED APPROACH TO BE ABLE TO GET THAT DATA OUT TRACKING COST TRACKING WHERE WORK IS DONE, TRACKING WHERE THE UTILITY DEPARTMENT MAY BE RATED, REPLACING WATER LINES , THE STREETS DEPARTMENT'S ABOUT TO PAY THAT ROAD AND THEY WANT TO COORDINATE THOSE EFFORTS. SO THAT'S THE DESIRE AND THEN THE INSPECTION IS ALSO PART OF WHAT WE'RE GOING TO BE COLLECTING, BUT IT ALSO GIVES THE TEAM AN OPPORTUNITY WHEN THEY DO PAVEMENT. REHABILITATION PROJECTS DO PAVING AND CONCRETE REPLACEMENT. THEY CAN THEN DO AN INSPECTION RIGHT THERE IN THE FIELD WITH A MOBILE TABLET TO KEEP THE DATA CURRENT. SO WE'RE GONNA COLLECT IT AT ONE SPOT RIGHT NOW, BUT THEY'RE GONNA BE ABLE TO KEEP IT CURRENT. SO AS YOU DO WORK, YOU'RE GONNA KEEP THOSE CONDITION RATINGS BACK UP. YOU'RE GOING TO SEE THE RESULTS OF YOUR EFFORTS IN THE SYSTEM, KEEPING THAT DATA GOOD SO THAT YOU DON'T HAVE TO DO A PAYMENT INSPECTION EVERY YEAR. YOU DO IT ONCE EVERY FIVE YEARS. AND THAT'S GOING TO HELP KEEP THE DATA CURRENTLY. AND THEN BRING ABLE TO USE OUR PRIORITIZATION TOOLS TO HELP AND THEN THEY'RE DELIVERING CAPITAL PROJECTS PAVEMENT LIST TO THE COUNCIL FOR CONSIDERATION. THEY'RE GOING TO BE ABLE TO HAVE THE DATA BEHIND IT TO SAY, WHY ARE WE WANTING TO PAY THIS ROAD INSTEAD OF THAT ROAD? THERE'S GOING TO BE SCIENCE AND DATA BEHIND. WE'RE GONNA BE ALLOWING THEM TO HAVE TECHNOLOGY IN THE FIELDS OF ALL OF YOUR MAINTENANCE TEAMS ARE GONNA BE ABLE TO HAVE ACCESS TO THIS SYSTEM THROUGH THEIR MOBILE TABLETS OR SMARTPHONES, AND SO THEY'RE GOING TO BE ABLE TO HAVE REAL TIME ACCESS. WHEN THEY'RE THERE. IT'S GOING TO MAKE RESPONSE QUICKER AND THEY'RE GONNA BE ABLE TO CAPTURE THEIR INFORMATION WHILE THEY'RE THERE AND THEN MOVE ON TO THE NEXT ITEM, DISPATCHING WORK ORDERS AND THINGS OF THAT NATURE WILL COME FOR THESE DEVICES. HELPING THEM BE ABLE TO MOVE TO THE NEXT CLOSEST LOCATION AND NOT BE DRIVING BACK TO THE SHOP AND WHATNOT DEFICIENCIES. AND THEN THE DATA, SO THE SOFTWARE ALSO PROVIDES FOR THE ABILITY TO GET DATA OUT. SO WHEN THEY'RE PRESENTING TO YOU, THEY'RE GONNA BE ABLE TO GENERATE REPORTS AND DASHBOARDS TO MONITOR WHAT'S GOING ON AND TO PROVIDE A GOOD QUALITY PRODUCT USE ABLE TO UNDERSTAND WHAT THEIR REQUESTS ARE WITH FULL CLARITY. AND THEN THE EXPANSION OF THE SOFTWARE YOU CURRENTLY OWNED ABOUT WHERE YOU HAVE ONE LICENSE FOR THE PAYMENT GROUP. THAT WAS PURCHASING 2015. THE PROPOSAL IS TO EXPAND THAT TO ABOUT 25 LICENSES, WHICH WOULD COVER THE ENTIRE CITY. THERE'S A CONCURRENT LICENSES SO EVEN IF YOU CAN EXPAND BEYOND THESE THREE DIVISIONS, YOU WOULD HAVE THE ABILITY TO DO SO. WITHIN THE LICENSE STRUCTURE. AND YOU WOULD HAVE ALL THE TOOLS YOU WOULD NEED THE ENTIRE SUITE OF THE APPLICATION. ANY NEW ENHANCEMENTS THAT WE MAY ROLL OUT ANY NEW APPLICATIONS. ANYTHING OF THAT NATURE AS PART OF THAT. SO WE'LL BE BRINGING THIS BEFORE THE COMMISSION. I BELIEVE IN THE SEPTEMBER MEETING. FOR YOUR CONSIDERATION. SO THIS SOMETIMES WITH RESPECT TO TIME, I'LL JUST OPEN THE FLOOR FOR QUESTIONS RIGHT NOW. QUESTION FROM MR BROWN OR OKAY, KELLY, THAT. QUESTION THIS IS A GOOD PIECE OF EQUIPMENT SOFTWARE . THERE'S GOTTA BE SOMEBODY ELSE OUT THERE THAT DOES THIS. IS
[01:10:03]
THIS THE SOLE RECOMMENDATION FROM OUR STAFF? CONSIDER THIS PARTICULAR VENTER OR AS OUR PROCUREMENT OFFICER GOING TO GO LOOK FOR OTHER SOURCES FOR SOLICITATION OF PAPER. THIS IS THE RECOMMENDATION FROM THE STAFF. YOU KNOW WE'RE CURRENTLY USING THEM. THE SYSTEM IS WORKING. THEY'VE IDENTIFIED ENHANCEMENTS THAT WILL MAKE US BE MORE EFFICIENT. WE HAVE A CONTRACT WITH THEM PRESENTLY. YES YES, SIR. WE DO, BUT NOT TOO THIS IS AN ENHANCEMENT OF THE CURRENT CONTRACT. YES, SIR. BUT THEN ALSO THE CURRENT CONTRACT PROVIDES FOR ANNUAL MAINTENANCE.SO WE'VE GOT YOU KNOW TWO COMPONENTS. WE'VE GOT THE MAINTENANCE COMPONENT AND THEN WE HAVE THE PAYMENT CONDITION ASSESSMENT COMPONENT TO THIS CONTRACT ARE WE ACTUALLY WERE 2015, SO WE'RE LIKE, EIGHT YEARS , BUT AS FAR AS WHAT WE'RE WANTING TO DO NOW, THAT INCLUDES A NEW PAVEMENT CONDITION ASSESSMENT. SORRY, I GUESS. IT'S PRO CAMERA. THANKS TO REDUCE THIS CONTRACT FOR HOW DO WE GET FROM 2015 TO 2023 THE SAME PEOPLE? YEAH IT WOULD BE A NEW NEW CONTRACT. SO THE WAY YOU GOT TO HEAR, JUST EXPLAIN THAT IS IT'S AN AUTO RENEWAL CONTRACT WAS SET UP FOR THOSE OF SUPPORT AND MAINTENANCE. AND THIS IS SIMILAR FOR ANY SOFTWARE TECHNOLOGY. YOU HAVE NOT JUST HOURS MICROSOFT PRODUCT YOU RENEW EVERY YEAR, SO IT'S THE INITIAL CONTRACT PURCHASE OF THE SOFTWARE. YOU ALREADY OWN. A LICENSE OF THIS WOULD BE AN EXPANSION OF WHAT YOU'VE ALREADY ON TO PROVIDE ADDITIONAL LICENSES AND ADDITIONAL FULL SUITE OF THIS SOFTWARE TO PROVIDE THE SERVICE TOOLS. IT'S NOT A NEW, UH PRODUCT, YOU WOULD BE BUYING THE EXPANSION EXISTING PRODUCT CURRENTLY IN USE, SO I'M NOT GONNA ASK A QUESTION AND I'VE GOT CAN'T TALK MONEY. IT'S NOT MY JOB'S HARD JOB. THAT'S WHAT'S QUESTIONS BUT I'M GONNA GO BACK TO MY THOUGHT. IS THAT IT? SHOULD WE FOR DUE DILIGENCE. LOOK FOR OTHER FIRMS HAVE PROVIDED THE SAME SERVICE DESPITE THE FACT THAT WE HAVE A CONTRACT WITH THESE FOLKS. THOSE 2015. IT'S UNDER AN AUTO RENEW, HELP THEM EXPLAIN FOR THE LAWYERS BASED ON THIS IS A COMPANY THAT WE'RE ALREADY UTILIZING AND THAT THERE'S RENEWAL'S SPECIFICALLY HOW DOES THAT WORK? ALREADY. ARE ENGAGED WITH THAT CONTRACTOR, AND YOU WANT TO RENEW THAT THE CITY COUNCIL WOULD NORMALLY APPROVE THAT. I DON'T KNOW HOW HE GOT THERE IN 2015. I'M SURE WE GOT APPROVED BY CITY COUNCIL IF THEY SPEND MORE $50,000 ONCE THAT'S DONE. IT'S LIKE MOTOROLA WITH THE POLICE RADIOS OR IT'S VERY SIMILAR TO COME BACK TO COUNCIL . THEY WOULD RATHER SOLE SOURCE MEMO IS THE REASON WHY THIS WOULD INTEGRATE WELL WITH THE CURRENT STOP, SO THAT WAS HOW THAT WOULD BE ACCOMPLISHED IN THE LAW. BE A SOLE SOURCE MEMO, OR YOU COULD ALTERNATIVE PUT IT OUT FOR SOLICITATION. EITHER WAY , THOSE ARE THE OPTIONS THAT WE GIVE SICKER, STAND. CONTRERAS DIDN'T TEST JUST GOING TO MENTION THAT THIS IS NOT UNCOMMON THROUGHOUT CITY DEPARTMENTS TO HAVE RELATIONSHIPS, LOG STANDING RELATIONS REPUBLIC SERVICE IS.
GOOD EXAMPLE MY GOD BUILDING INSPECTIONS AND A FEW OTHER DEPARTMENTS THEY USE. ONCE YOU BECOME ACCUSTOMED TO THE SYSTEMS COMPETITORS ARE GOING TO BE THE SAME. THERE'S A WHOLE NEW TRAINING PROCESS YOU HAVE TO GO THROUGH, SO THAT'S WHAT'S TAKEN INTO CONSIDERATION. IT'S KIND OF IF IT AIN'T BROKE, NOT COSTING MORE EFFICIENT, CONTINUE WITH WHO WE HAVE, AND I WOULD LIKE TO ADD. WE DID LOOK AT SOME OTHER VENDORS. WE DID EVALUATE SOME OTHER VENDORS, AND SO THEY CAME OUT ON TOP. OVER THE LAST EIGHT YEARS SINCE WE HAVE BEEN CONTRACTED WITH THEM, WE HAVE LOOKED AT NUMEROUS VENDORS. THERE AREN'T THAT MANY, BUT WE LOOKED AT NUMEROUS VENDORS.
WE'VE TALKED TO OTHER CITIES AND LIKE THE VARIOUS ENGINEERS THAT WE'VE HAD, EVERYBODY HAS COME UP WITH THE SAME ASSESSMENT THAT THIS IS THE BEST PRODUCT. AND UM SO AND WE DID IT. WE DID IT WHEN WE FIRST HIRED THEM, BUT ALSO AND SO ALL THE THINGS MR CONTRERAS SAID ARE TRUE, BUT ALSO WE'VE GONE BACK INSTEAD. WELL, IS THIS REALLY THE BEST AND DONE A LOT OF RESEARCH AND THEY'VE ALWAYS COME OUT ON TOP SAY IT WOULD BE SUPPORTED THIS THING TOO. ONE OF MY BIG QUESTIONS OR CONCERNS COMING IN THE MANAGERS THAT NETWORK. WE'RE TALKING ABOUT ADDITIONAL SOFTWARE. IT IS THERE GOING TO BE ADDITIONAL TRAINING, OR IS IT OR IS IT CLOSE? WHERE THE NEXT THERE'S NOT GONNA BE ADDITIONAL TRAIN. WE HAVE THIS SUPPORT FROM OUR I T DEPARTMENT. CAN ACTUALLY HELP WITH THIS. I'M GONNA LET THIS SHOW MY SPEAK TO WHAT THE TRAINING REQUIREMENTS ARE PART
[01:15:02]
OF THIS IS WE WOULD HAVE A SERVICE TO TRAIN THE STAFF AND HELP DEVELOP THEIR PROGRAMS, WHICH IN IT DEPARTMENTS, THE UTILITIES AND THE TRAFFIC DIVISION SPECIFICALLY BECAUSE THIS SYSTEM IS THAT CONFIGURABLE SYSTEM SO WE COULD WE WOULD ASSIST THEM TO CONFIGURE IT AND TRAIN THE TEAM DEVELOPED TO USE IT PROPERLY. AS FAR AS YOUR I T WE HAVE ALREADY HAD CONVERSATIONS WITH YOUR GIS DEPARTMENT, WHICH IS THE BIGGEST IMPACT. BECAUSE THAT IS FED INTO THE MAP. BUT THE SOFTWARE IS HOSTED ONLINE. IT'S A CLOUD HOSTING SOLUTION, SO THE IMPACT TO YOUR I T IS VERY MINIMAL. FROM THAT PERSPECTIVE. NOW WE'RE HAPPY TO HAVE ANY CONVERSATIONS WE NEED TO WITH THE I T DEPARTMENT TO MAKE SURE THAT THEY'RE ON BOARD AND THEY'RE CONFIDENT WITH THE WAY THIS IS SET UP, BUT THIS IS ALREADY IN PLACE AND FUNCTIONING TODAY IN A CLOUD HOSTED ENVIRONMENT. SO WITH THIS. PRESENTATION I PRESUME PUBLIC WORKS MANAGERS LOOKING FOR CONSENSUS FROM THIS COUNCIL COULD PROCEED WITH AUGMENTING OUR CURRENT SYSTEM THAT WE HAVE WITH THESE PEOPLE TO BRING IN MORE ENHANCEMENTS. YES CONSENSUS FROM COUNCIL. CN G. I S AND SEEING EVERY IN THAT THING THAT'S GOING TO DO FOR OVER OFFICE SYSTEM. VERY GOOD.THANK YOU TO SEE MAYBE A REPORT LATER ON DOWN THE ROAD, AFTER WHICH OTHER DEPARTMENTS GOD GOT INVOLVED IN THIS SO WE CAN SEE HOW IT EXPANDED. HOW SUCCESSFUL THAT WAS, MR BROWN. ALRIGHT WE'RE GOING TO STEP 7 16. PROBABLY FREAKING WORK SESSION COUNCIL, PLEASE GO INTO INTO ACCOUNT NUMBERS. VERY GOOD, OKAY? THANK YOU VERY MUCH, LADIES AND GENTLEMEN. THE

[02:05:06]
ABOUT ALL THIS GREAT STUFF GOING ON IN DUNCANVILLE, WHICH MAKES IT HARDER FOR ME TO BELIEVE THAT STILL THE NIGHTMARE. AUSTIN STONE, THE COLVERT. NO ONE IS PAYING ANY ATTENTION. WE'RE WHICH. I MEAN, I FEEL LIKE WE'RE BASICALLY BEING IGNORED. THEY'RE RETAINING WALL HAS FAILED.THERE'S CRACKED PIPES DOWN THERE. TWO WEEKS AGO, THERE WAS A SEWER BACK UP. BOTH OF OUR LIVING ROOMS WERE FLOODED. UM NO ONE'S REACHED OUT. TO US ABOUT ANY OF THAT. JUST BEEN GOING ON FOR A COUPLE OF YEARS. AS FAR AS THE CULVERT THEN IT'S MOVED ON TO GOAT. THE NEIGHBOR BEHIND US HAS GOAT. THEY BUILT A FENCE. UM THE FENCE IS SUPPOSED TO BE INSPECTED AND APPROVED. WE HAD ABOUT SIX CITY GUYS. THAT THURSDAY. MAYBE TWO WEEKS ON THURSDAY. EVERYTHING WILL ONE OF THEM. I COULDN'T BELIEVE ON THIS SHOCK ON THEIR FACES WHEN THEY SAW THE STATE OF THAT CULVERT.
ONE GUY WAS LIKE, WHO BUILT THIS FENCE. WHO IS BLOCKING A MANHOLE . HOW CAN YOU? HOW CAN YOU BUILD A FENCE AND BLOCK A MANHOLE? WE DON'T UNDERSTAND. I FEEL LIKE THE FENCE SHOULD NOT EVEN BE AN ISSUE. I'VE HAD THREE PLUMBERS OUT. WE MOST DEFINITELY HAVE ISSUES WITH THE PIPES AND OUR BACKYARD. BUT THE BIGGER ISSUE IS IN THE CULVERT, AND I HAVE THREE PLUMBERS THAT. IT MAKES NO SENSE FOR US TO GET THE PLUMBING IN OUR BACKYARDS FIXED WHEN THIS EARTH IS GOING CONTINUE TO SLIDE DOWN INTO THE CULPRIT. BECAUSE OF THE RETAINING LAW THAT HAS WASHED AWAY. AND WE'RE JUST WE JUST NEED SOME HELP. UM YOU KNOW, WE'RE BEING ADVISED TO MEDIA TO GO TO ATTORNEYS. WE DON'T WANT TO DO THAT. BUT WHAT ARE WHAT ARE WE SUPPOSED TO DO? WE'RE SCARED TO USE ON PLUMBING.
WE GO HOME AND EVERY TIME I HAVE TO GO TO THE BATHROOM, I'M SCARED. IS THIS GOING TO BE THE NEXT BACK? IT'S NOT FUN. THANK YOU. YOUR YOUR COMMENTS ARE ARE WELL TAKEN. THANK YOU. AND I WILL REFER TO SOME LANGUAGE THAT WE HAVE IN OUR AGENDA THAT SAYS THAT ISSUES MAY BE REFERRED TO CITY STAFF FOR RESEARCH AND FUTURE ACTION. [02:24:57]
BASICALLY BRING INTO THE CONSENSUS ALL THE BOXES AS LOVE. TWO WEEKS AGO THAT WE HAVE[02:25:03]
IDENTIFIED WITHIN THIS CITY, AND THIS IS LITERALLY A PICTURE PICTORIAL IF YOU WILL, OF ALL[02:25:09]
THE DONATION BOXES OF STAFF HAVE BEEN ABLE TO FIND THROUGHOUT THE CITY THROUGHOUT THIS ENTIRE PRESENTATION. AND THESE ARE LARGER PICTURES FOR YOU. JUST IN CASE YOU WANT TO ZOOM IN ON IT JUST TO BRING IT HOME. AND ASKED ABOUT 30 SLOWLY JUST TO GIVE YOU THE OPPORTUNITY TO REVIEW THEM.AND AS YOU SEE, SOME OF THESE ARE ACTUALLY IN THE PARKING SPACES AS I MENTIONED BEFORE.
IMPORTANT, UM, PARKING SPACES. MAJOR THOROUGHFARES ENTRY POINTS INTO THE CITY. AT THIS POINT. IF YOU HAVE ANY QUESTIONS, I'LL BE HAPPY TO ENTERTAIN. WELL THIS IS OUR POLICY. WE DO THE PUBLIC HEARING, AND THEN WE OPENED UP THE DISCUSSION. QUESTIONS FROM THE CITY COUNCIL APOLOGIZE. IT'S BEEN A WHILE, NOT A PROBLEM, NOT A PROBLEM. SO WITH THAT I'M GOING TO OPEN THE PUBLIC HEARING ON THIS PARTICULAR ITEM. THIS IS ITEM. FIVE B. AND THE TIME STAMP IS 8 32. WE'RE OPENING THE PUBLIC HEARING ON THIS PARTICULAR ITEM ALL INDIVIDUALS THAT I'LL JUST LET ME BACK UP.
CUT THAT. NOT OPENING THE PUBLIC HEARING. LET ME GIVE YOU THE GROUND RULES FOR THE PUBLIC HEARINGS AS WE CONDUCT THEM HERE IN THE CITY OF DUNCANVILLE. WE GIVE 10 MINUTES IN THE AGGREGATE FOR INDIVIDUALS WHO WISH TO SPEAK IN FAVOR. THEY'RE GONNA GIVE 10 MINUTES AND THE AGGREGATE THROUGH INDIVIDUALS WHO WISH TO SPEAK AS OPPOSED TO WHAT WE HAVE ON OUR DOCKET TONIGHT. SO IT'S NOT INDIVIDUALS GETTING ANY TIME THEY DON'T GET 10 MINUTES INDIVIDUALLY. IT'S ALL INDIVIDUALS IN FAVOR OR OPPOSED. GET 10 MINUTES IN THE AGGREGATE. SO WITH THAT, THEN WE ARE NOW OPENING THE PUBLIC. HEARING TIMESTAMP HAS NOT CHANGED 8 30 TO ALL INDIVIDUALS IN FAVOR OF THIS PITY, RIGHT? AND PLEASE COME FORWARD. SEEING NONE. ALL INDIVIDUALS OPPOSED TO THIS ITEM. PLEASE COME FORWARD. SEEING NONE. CHAIRIL ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING. SO MOVED SECOND WE HAVE EMOTIONAL CLOSE TO PUBLIC HEARING BY COUNCILOR MCBURNETT SECONDED BY COUNCILMAN RECURRENCE. COUNCIL, PLEASE VOTE ON CLOSING THE PUBLIC HEARING.
WE HAVE UNANIMOUS APPROVAL. PUBLIC HEARINGS CLOSED. THE TIMESTAMP IS 8 33. ALRIGHT NOW IT'S TIME FOR ANY QUESTIONS OR COMMENTS, MR TENNANT. LET'S SEE MR CONTRERAS. THANK YOU, MAYOR.
UM, FIRST OFF, I'D LIKE TO SAY THAT. I'M TOTALLY IN FAVOR OF THIS ORDINANCE. ABOUT A YEAR AGO, A LITTLE BIT MORE. I STARTED NOTICING THESE, UM AROUND TOWN. AND I KNEW WHAT WAS COMING BECAUSE I'VE EXPERIENCED IT MYSELF. TALK TO MR TENNANT AND TALK TO DAVID KEYES. AND WE REALIZED THAT WHEN THE COMPREHENSIVE ZONING ORDINANCE WAS DONE THE LAST ONE I THINK WAS 2000. 19 UM THE EXISTING ORDINANCE DROPPED OFF. I DON'T THINK IT WAS INTENTIONAL, BUT IT DROPPED OFF. AT FIRST. WE THOUGHT IT WAS THERE. I THOUGHT WE HAD SOMETHING, AND THEN WE REALIZED IT WASN'T THERE. SO I APPRECIATE THE STAFF'S EFFORTS TO QUICKLY GET THIS UNDER CONTROL. I THINK YOU DID YOU SAY THERE WERE 13 THAT YOU'VE IDENTIFIED WE IDENTIFIED 13, BUT THE STUFF TO NINE RIGHT NOW IT'S BURLESQUE. OH, YES. I'M NOT DOING THIS TO EMBARRASS STAFF, BUT THERE'S SEVEN BEHIND RED LOBSTER. UM, I WENT TO SUPPORT THIS WEEK. AND THERE'S SEVEN BETWEEN RED LOBSTER AND OLIVE GARDEN EMBARRASSMENT. ALL SERVICES AS I SAID IT BEFORE.
THESE ARE THE ONES THAT IDENTIFIED TWO WEEKS AGO, RIGHT BEFORE WE DID THIS STUFF. WELL THAT'S WHAT I'M SAYING THAT THESE NUMBERS ARE PROBABLY BECAUSE I COULD TELL YOU WHERE MORE PROBABLY HIDDEN FROM FROM VIEW A LITTLE BIT IF YOU'RE NOT GOING ON THE ON THE SIDE STREET , AND THAT'S WHAT THAT'S NOT A PROBLEM. I JUST I'M A VERY APPRECIATIVE DOESN'T SOUND LIKE IT BY POINTING THAT OUT, BUT I'M I'M REALLY TIRED OF THESE. UM, THEY'RE ALWAYS ABUSED. THEY ALWAYS NEGLECT TO GET PERMISSION FROM PROPERTY OWNERS, AND THIS IS A GREAT STEP. TO RESOLVING THAT PROBLEM. THANK YOU. FOR YOUR POINT HOUSE MEMBER CONTRARY THAT'S ONE OF THE ISSUES. WHY THIS ORDERS IS ACTUALLY BENEFICIAL BECAUSE TWO WEEKS AGO THERE WERE NINE BUT AGAIN, THEY POP UP. THEY JUST LITERALLY POP UP AND YOU DON'T KNOW WHERE THEY ARE AND AS OF THREE THAT WERE AT THE DOLLAR GENERAL THAT WE SAW THEY WERE THERE FOR A ABOUT THREE DAYS WE HAVE FORMED THE PROPERTY OWNER. AND ONE DAY ONE WAS GONE. THE NEXT DAY TWO. WE'RE GOING SO THEY SEEM TO ROTATE AND GO IN AND OUT, SO THIS IS SOMETHING HOPEFULLY TO REMEDY THAT SITUATION, SO YES,
[02:30:01]
SIR. THANK YOU. COUNCIL MEMBER, GOODMAN. THANK YOU, MAYOR. TO, UH APPRECIATE THIS ORDINANCE. UM I FEEL THAT THEY ARE NUISANCE AND THE TRASH THAT COLLECTS AROUND IT. UM I LIKE TO HEAR THE SAFEGUARDS YOU'RE PUTTING IN PLACE TO PREVENT THE BLOWING OF THE LITTER AND ENTERING INTO THE STORM DRAIN YOU CONTROLLING WHERE THEY'RE ABLE TO PLACE THEM ON THE PROPERTY. AND I WOULD JUST ASK THAT IF WE UH, CITY MANAGER IF WE HAVEN'T CONSIDERED MAKING SURE THEY'RE FAR ENOUGH AWAY FROM THE STORM DRAIN AND THEY'RE NOT IMPACTING IT. MY OTHER EQUIPMENT. QUESTION TO YOU. JEREMY IS HOW DO WE PLAN ON REMOVING THEM? DO WE HAVE ANYTHING. UH UM. VEHICLES HERE TRUCKS HERE THERE WILL BE IN WITHIN THE CITY. ANY OF OUR FLEET WILL BE USED TO REMOVE THEM. VERY GOOD QUESTION. WE HAVE BEEN IN COMMUNICATION WILL PULL THEIR WORKS AND THEY'RE GOING TO WORK WITH US TO HAVE THOSE REMOVED, SO WE DO HAVE ENOUGH SUPPORT IN ORDER TO DO THAT. IT'S GOING TO BE A TEAM OUT, PRODUCE SMELL GREAT. WHERE WOULD THEY BE HOUSED? ONCE WE WERE AT THE SERVICE CENTER? THERE'S A LITTLE SPOT RIGHT THERE. ONE WE'RE LOOKING AT PRIMARILY ROUGHLY ABOUT SEVEN DAYS, AND THAT WILL BE PART OF THE LETTER AS WELL. SO WE WILL HAVE SEVEN DAYS AFTER WE RECEIVED THAT LETTER TO ACTUALLY HAVE THEM REMOVED THAT THEY ARE NOT REMOVED. OF COURSE, THEY WILL BE FORFEITED TO US AS MUCH AND AGAIN WE HAVE LIMITED LOCATIONS LIMITED AREA OUT THERE. UNFORTUNATELY WE WOULD HAVE TO DISPOSE OF IT AT THAT TIME. OKAY, SO YOU DO HAVE A TIME LIMIT ON HOW LONG THEY WOULD BE PLACED THERE. THANK YOU. THANK YOU. JUST FOR INFORMATION. THIS IS AN EIGHT PAGE ORDINANCE. AND IT IS QUITE DETAILED. THANK YOU, MR TENANT FOR THE SYNOPSIS OF GOING THROUGH THE CERTAIN SECTIONS OF THE ORDINANCE, AND IT WAS QUITE INFORMATIVE. AND I THINK FOR BOTH CITIZENS AND OURSELVES.WHEN THIS PRESENTATION IS MADE PUBLIC IN TERMS OF ABOUT CITY SECRETARY MR BROWN THAT WE CAN HAVE THAT AS A GOOD SYNOPSIS INSTEAD OF IN DEVELOPING INDIVIDUAL HAVING TO READ ALL THE PAGES OF THE ORDINANCE, IT WAS IT WAS A GREAT SYNOPSIS. I SEE MR COONS. YES, SIR. AH, THANK YOU, MAYOR, AND, UH, I DON'T KNOW WHAT'S GOING ON, RIGHT? I JUST WANT TO GO ON RECORD AS SAYING I'M NOT AND SUPPORT. CONTINUE THE MEETING WITHOUT AUDIO, BUT I WANT TO GO ON RECORD AS SAYING THAT AND THEN I'M ALL FOR THIS. AH! I GUESS, JUST FOLLOW UP TO MISS GOODEN'S QUESTION. IT IS. IF. AFTER WE'VE KEPT IT FOR SEVEN DAYS. WE HAVE TO DISPOSE OF IT.
IF THERE ARE ANY LOCAL AGENCIES IF WE HAVE TO TAKE IT SOMEWHERE. AND IT'S A BOX FULL OF DONATIONS, IF THERE'S A POSSIBILITY OF US TAKING IT TO AN EIGHT LOCAL AGENCY. VERY GOOD QUESTION, SIR. AND THAT'S PART OF THE REASON WHY. HOPEFULLY IF THEY WERE TO REGISTER, WE WOULD HAVE THAT COMMUNICATION AND EVERYTHING WILL BE ON POINT. BUT UNFORTUNATELY WE'RE LOOKING PRIMARILY AT THOSE THAT ARE NOT REGISTERING BECAUSE THEY REGISTERED. THEY'LL BE RECORDING DOING EVERYTHING PROBABLY IMPROPER. IF THEY'RE DOING IT TO IMPROPER THAN THERE IS THE UNFORTUNATE FEAR THAT THEY MAY NOT BE DOING IT. OF COURSE, PROPERLY. SO AGAIN, THEY FALL WITHIN THE GUIDELINES OF UM, REVOCATION AND ALSO POTENTIAL. UM JUST ROYAL, IF YOU WILL DESTROYING IF YOU WILL. YEAH, I GUESS I'M SAYING IF WE'RE IN POSSESSION OF THESE BOXES, RIGHT, AND THEY'VE GOT CLOSE OR TOYS OR WHATEVER ELSE IN THEM. IF INSTEAD OF DISPOSING OF THEM , TAKE THEM TO A LOCAL AGENCY. IF THEIR CONTACT INFORMATION IS ON THERE. YES SIR. AGAIN SOME OF THE AGENCY THAT LEFT THE BOX JUST ANY LOCAL AGENCIES ACCEPTS DONATIONS. THAT IS SOMETHING THAT WAS NOT CONSIDERED. AND THAT'S SOMETHING THAT YOU WOULD LIKE TO PLACE INTO THIS THAT WILL BE IDEAL. I UNDERSTAND THE BENEFIT OF THAT, BECAUSE IF IT IS WHETHER IF IT MEANS SPEAKING OUT LOUD IF I MAY IF IT'S WEATHER PROOF, AND IF IT'S SOMETHING THAT ANOTHER ENGINE TICKET UTILIZE, AND THEY GO ACCORDING TO THE ORDERS, UM BEFORE YOU AS DRAFT BY PUTTING THEIR CORRECT INFORMATION ON THERE, THAT THEY'RE BASICALLY STAKEHOLDERS. IN THE COMMUNITY NOT TO SAY THAT THEY CAN OR CANNOT BE THERE. BUT IF WE DON'T HAVE THEIR CONTACT INFORMATION, THEN OF COURSE, THE UNDERSTANDING IS THAT THERE ARE JUST A UNATTENDED BOX AND THAT'S ONE OF THE THINGS THAT WE'RE TRYING TO PREVENT. PREVENT A LIMIT BECAUSE YOU GOT INTO THE BOXES ARE THE ONES THAT STAY OUT THERE FOR WEEKS ON END THAT BASICALLY ARE AND KEPT THAT LEADS OR THE NUISANCE ASPECTS THAT WE GET CALLS ON THAT TRY TO REMEDY ON THE ALMOST WEEKLY BASIS. OKAY? YES, I'M NOT SURE. MAYBE I'M NOT ANSWERING ASKING THE QUESTION. UH, I DON'T KNOW.
SOMEBODY MAYBE UNDERSTANDS THE QUESTION. BETTER APOLOGIZE. YEAH. I UNDERSTAND WHAT YOU'RE SAYING. IT'S NOT EXACTLY, UH, ANSWERING THE QUESTION THAT I'M ASKING, SO, YEAH. I MEAN, I MAY RECOMMEND THAT WE LOOK INTO THE LEGALITIES ONCE THEY'VE REACHED THAT SEVEN DAY LIMIT. TWO. SEE IF OUTREACH MINISTRIES WOULD BE INTERESTED. IN. THE THINGS THAT WERE LEFT IN THERE, SO THEY GET THROWN OUT WITH TRASH. RIGHT? RIGHT YEAH, AGAIN, ANY LOCAL AGENCY? THERE MAY BE MORE. I'M JUST THROWING THAT NAME OUT. OUTREACH MINISTRY IS THE SOLE MINISTRY THAT WE HAVE LOCATED
[02:35:07]
WITHIN OUR CITY LIMITS THERE, BUT I'M SURE CONTACTING THE EXECUTIVE DIRECTOR, THEY'D BE HAPPY TO COOPERATE WITH THAT. OKAY THERE'S NOTHING NOTHING ELSE I'D LIKE TO MOVE TO A BRUISE. SECOND. I WAS GOING TO THIRD IT. OKAY WE HAVE MOTION TO PROVE BY MR COONS. WE HAVE A SECOND. I THINK IT WAS MR CONTRERAS. COUNCIL MEMBERS, PLEASE VOTE. WE HAVE UNANIMOUS APPROVAL. THANK YOU VERY MUCH. THANK YOU. THANK YOU. WE'RE GOING TO SKIP ITEM FIVE C[6.A. Receive the Fiscal Year 2022-2023 Third Quarter Investment Report as of June 30, 2023. Quarterly Investment Report as of June 30, 2023]
BECAUSE WE HAVEN'T HAD EXECUTIVE SESSION YET, SO WE'RE GOING TO MOVE ON TO ITEM SIX A. RECEIVED THE FISCAL YEAR 2022 2023 3RD QUARTER INVESTMENT REPORT AS OF JUNE. 30TH OF 2023. MISS HICKMAN, THE FLOOR IS YOURS. GOOD EVENING MAYOR COUNCIL. I WANT TO INTRODUCE MR TIM PINION . LIFT THE MIC UP JUST A BIT. WE'RE NOT CATCHING YOU. WELL THANK YOU. EVENING MAYOR COUNCIL . I WANT TO INTRODUCE MR TIM PINION. HE'S HERE FROM VALLEY VIEW CONSULTING, AND HE WILL REVIEW OUR THIRD QUARTER INVESTMENT REPORT. THANK YOU. GOOD EVENING, MAYOR AND COUNCIL MEMBERS. GOOD TO SEE YOU ALL AGAIN. SO I JUST WENT TO DO IT. YES, SIR. IS THAT BETTER THERE? VERY GOOD. THANK YOU. SO I JUST WANTED TO GO THROUGH SOME HIGHLIGHTS OF THE QUARTERLY INVESTMENT REPORTS. THERE ARE A LOT OF NUMBERS ON THESE ALWAYS TRY TO HIGHLIGHT SOME OF WHAT I THINK ARE KIND OF THE KEY ONES TO FOCUS ON. SO THOSE TOP TWO NUMBERS HIGHLIGHTED. THERE ARE THE PORTFOLIO VALUE AT THE END OF MARCH, 31 AT THE END OF JUNE, 30 SO YOU SEE A REDUCTION OF ABOUT 5.5 MILLION, WHICH IS VERY NORMAL FOR THE THIRD QUARTER OF THE FISCAL YEAR, SO THAT'S TO BE EXPECTED EVERYTHING KIND OF IN LINE WITH EXPECTATIONS ALSO HAVE HIGHLIGHTED THE PORTFOLIO'S OVERALL YIELD, WHICH WAS 4.88% SO STILL TRAILING THE BENCHMARK MEASUREMENTS A LITTLE BIT AGAIN VERY MUCH EXPECTED IN SUCH A RAPIDLY RISING INTEREST RATE ENVIRONMENT AS WE'VE BEEN IN FOR THE LAST 12 TO 18 MONTHS. SO THAT WILL BEGIN TO CATCH UP AND THEN PROBABLY BEGIN TO EXCEED.NOT TOO NOT TOO MUCH OF A DISTANT FUTURE. UH AND THE LAST THING IS JUST THE QUARTERLY INVESTMENT INCOME SO QUITE A SIGNIFICANT INCREASE OVER WHERE THOSE NUMBERS WERE JUST A YEAR OR SO AGO, SO ALMOST A MILLION DOLLARS JUST FOR THE LAST QUARTER AND THEN A YEAR TO DATE IS 2.3 MILLION, SO SIGNIFICANT IMPROVEMENT THERE. AND THEN JUST KIND OF A QUICK LOOK AT THE TREASURY AT THE YIELD CURVES AND SO THIS ONE WAS AS OF THE END OF JUNE. 30TH WE HAVE HAD A DEVELOPMENT SINCE THAT CAME OUT BECAUSE THE LAST WEEK OF JULY THE COUPLE OF A FEW WEEKS AGO, THE FEDERAL RESERVE RAISED THE SHORT TERM RATE TARGET FROM 5 TO 5, AND A QUARTER TOWARDS NOW FIVE AND A QUARTER TO 5.5% SO THAT BLUE LINE THAT FAR LEFT ACCESSES THE OVERNIGHT WHAT KIND OF THE OVERNIGHT RATES THAT ARE AVAILABLE THAT HAS GONE UP ABOUT 25 BASIS POINTS IN RESPONSE TO THAT INCREASE, THE CONCERNING SIGN IS JUST THE DOWNWARD SLOPING YIELD CURVE, SO THAT INDICATES RIGHTS ARE NOT LIKELY TO STAY THIS HIGH AND IN THE IN THE NEAR FUTURE IN THE NEXT 18 TO 24 MONTHS, THEY'RE EXPECTED TO BEGIN DECLINING. AND THIS KIND OF IS MORE EVIDENCE OF WHY TO EXPECT TO DECLINE. THIS IS GOING BACK TO 2006 OVER THE LAST 17 YEARS. YOU CAN SEE IT'S BEEN UNUSUAL FOR THE BLUE LINE IS THE TWO YEAR NOTE SO IT HAS NOT BEEN ABOVE YOU AND 1.5% VERY OFTEN.
IT WAS IN 2006 AND 2007. IT'S BEEN A LONG TIME UNDERNEATH THAT LEVEL, GOT ABOVE IT FOR A LITTLE BIT IN 18 AND 19, AND THEN FELL BACK DOWN. SO WE'RE WE'RE AT THE BACK TO WHERE WE WERE IN 0607, BUT IT'S JUST THE MARKET HAS HAD A HARD TIME SUSTAINING RATES THAT HIGH. SO WHAT THIS TELLS US, IT'S PROBABLY A GOOD TIME TO BEGIN PUTTING MORE FUNDS INTO A LONGER TERM INVESTMENT TO HOLD ONTO THESE RACE. CAPTURE THESE RIGHTS WHILE THEY'RE THIS HIGH JUST BECAUSE HISTORICALLY, THEY HAVEN'T STAYED THIS HIGH VERY LONG. THIS IS A LOOK AT THE QUARTERLY INVESTMENT HOLDINGS IS AT THE END OF JUNE, 30TH THE SOLID LINE ACROSS THE MIDDLE SEPARATES THE LIQUID FUNDS.
THOSE ARE FUNDS THAT ARE AVAILABLE ON A DAILY BASIS, AND THEN THEY'LL THE INVESTMENTS BELOW THAT ARE INVESTMENTS THAT HAVE ARE TYPICALLY AND SEE ALL OF THEM. THESE ARE IN CDS IN THIS CASE HERE. AH THE 3.98. I THINK THAT WAS HIGHLIGHTED BECAUSE THAT ONE IS GOING TO BE COMING UP AND MATURING IN SEPTEMBER, AND THEN THE 4.83 THAT ONE MATURED IN JULY. SO THE LINE THE SECOND LINE, THERE IS INVESTMENTS THAT ARE MATURING AT THE END OF THIS FISCAL YEAR OF 23, AND THEN THE SECTION BELOW THAT SCENE. IS THE ARE THE SERIES THAT WILL BE MATURING IN
[02:40:03]
2024. AND SO WHAT WE WOULD ENCOURAGE RECOMMEND THERE IS EXTENDING THAT LADDER THOSE INVESTMENTS TO TAKE ADVANTAGE OF THESE HIGHER RATES AND AGAIN GO AND CAPTURE SOME OF THE HIGHER RATES THAT ARE AVAILABLE. RIGHT NOW. AND THEN THIS IS A LOOK AT , UM THE CURRENT COMPOSITION BETWEEN THOSE OVERNIGHT FUNDS THAT ARE AVAILABLE AND THE FUNDS THAT ARE TIED UP FOR LONGER PERIODS OF TIME. AND SO EXCUSE ME. YOU CAN SEE THE GREEN PART OF THE PIE CHART OR YOUR OVERNIGHT LIQUID FUNDS, SO THE MAJORITY OF THE CITY'S FUNDS ARE IN THAT THAT PART OF THE PIE, WHICH HAS BEEN TO THE CITY'S ADVANTAGE RIGHT NOW, JUST BECAUSE RATES ARE RISING RAPIDLY, SO THE CITY'S RIGHTS HAVE BEEN HAVE BEEN GOING UP PRETTY QUICKLY AS WELL. BUT AGAIN, NOW IT'S PROBABLY THE TIME TO START SHIFTING THAT PIE CHARTS SO THAT IT'S ALMOST THE INVERSE OF THAT. AND THE BLUE IS WHERE THE GREEN IS YOU WANT IT'S THAT'S IF AS MUCH FUN AS YOU CAN MOVE OVER AND LOCK UP THE BETTER FOR THE CITY IN THE LONG RUN. AND THEN THIS IS JUST A PIE CHART THAT NOT A PIE CHART. BUT BAR GRAPH THAT SHOWS KIND OF THAT DISTRIBUTION ALSO SEEMS TO BE EVERYTHING IS UNDER A YEAR AND UNDER SO AGAIN, WE, YOU KNOW, WE LOOK AT A LADDERING APPROACH AND KIND OF PUTTING INVESTMENTS OUT ALONG A TIMELINE OF TWO YEARS LATER, AND SO NOW IS A REALLY GOOD TIME TO BEGIN REALLOCATING BALANCES AND PUTTING SOME THINGS OUT ON THE LADDER AGAIN TO LOCK IN THE RIGHTS. AND THEN THIS IS A LOOK AT HOW THESE CITIES PORTFOLIO HAS PERFORMED. EVER LONGER TERM AGAINST THE BENCHMARK, SO THIS IS GOING BACK EIGHT YEARS TO 2015, AND YOU CAN SEE THE CITY HAS TYPICALLY OUTPERFORM THOSE BENCHMARKS. THE BLUE LINE IS THE CITY'S RETURNS, SO THAT'S A GOOD THAT'S WHAT WE'RE SHOOTING FOR. AND RIGHT NOW IT IS LAGGING A LITTLE BIT BEHIND THOSE BENCHMARKS BUT AGAIN TO BE EXPECTED IN A RAPIDLY RISING RIGHT AND YOU CAN SEE THIS IS GOING BACK OVER. EIGHT YEARS AND YOU CAN KIND OF SEE HOW DRAMATICALLY IT'S GONE UP JUST IN A VERY SHORT PERIOD OF TIME AS COMPARED TO INTEREST RATE MOVEMENTS OVER THE PREVIOUS YEARS. AND THEN THIS IS A LOOK. I LIKE TO LOOK AT THIS CHART BECAUSE THE LAST TIME THAT JUST SHOWS KIND OF CASH FLOWS WHAT HAPPENED IN THE PORTFOLIO IN A SNAPSHOT, SO YOU SEE THE DECREASE HIGHLIGHTED THE $6 MILLION. THAT'S ESSENTIALLY THAT OUTFLOW OF FUNDS IN THE THIRD QUARTER, SO THAT'S NATURAL SPENDING OF THE CITY'S BUDGET.THAT'S THE NORMAL FLOW OF FUNDS . AND THEN I HIGHLIGHTED, UM, THE THREE THE THREE DECREASES.
THOSE ARE CD INVESTMENTS THAT MATURED. UM AND SO ON THE LEFT HAND SIDE, YOU SEE, WE HAD ONE THAT WAS AT 0.3% THAT MATURE. THAT'S GOING TO GO AWAY THAT GOT REINVESTED BELOW. IT WAS EITHER THE 3.9 OR THE 5.08% SEEING SEE YOUR TRADING OUT A LOWER RETURNING FUND OR LOWER TURNING INVESTMENT FOR A HIGHER RETURN, SO THAT'S ALSO GOING TO HELP THE CITY'S PORTFOLIO. PERFORMANCE IMPROVED. SO YOU HAD 33 LARGE SECURITIES MATURE, UH, TOTALING A LITTLE OVER 6 MILLION, AND THEN THOSE INVESTMENTS WERE WERE REINVESTED. AND SO THAT'S WHAT THAT'S. THOSE HIGHLIGHTS ARE DEMONSTRATING THEIR SO ANY QUESTIONS ON ANYTHING WE'VE TALKED ABOUT SO FAR? YES, SIR. A PRINTED OFF. PAGE 2 51 TO 53, WHICH LOOKS SIMILAR TO WHAT WE'RE LOOKING AT RIGHT NOW IS DIFFERENT ABOUT THE TWO PAGE 2 51 IN THE PACKET. IS THAT EAST WEST BANK 5 85% MATURING OF 10 TO 23 FOR $5000 HAS MOVED OVER TO THE DECREASED SIDE, WHICH OFFSETS THE BOTTOM LINE. SO THE CHART THAT I'M LOOKING AT HAS THE TOTAL AVERAGE IN TERMS OF THE NET. RESULT OF 5,000,005 89 3 29. SO ESSENTIALLY THE $5 MILLION INVESTMENT EAST WEST BANK CITY. OFFSETTING THE $5 MILLION LOSS OF TEXAS BANK CAPITAL CITY OF 5,000,092 0 66. SO. PERCENT, YOU KNOW, TO TAKE THIS AND SAY OK? WOULD WE REALLY BE TAKING IT IN THE SHORTS? IF SOMETHING DIDN'T HAPPEN WITH THIS $5 MILLION, SO SOMEWHERE, IT WAS RECOGNIZED PRETTY QUICKLY . I WOULD HOPE BY YOU OR FINANCE DEPARTMENT TO SAY WE BETTER DO SOMETHING BECAUSE WE'RE $12 MILLION IN THE HOLE IN TERMS OF DECREASES. OKAY YOU TAKE THE SIX. TAKE THE FIVE. TAKE DEBT AND ADD UP. THAT'S 12 1 68. SO THE CHART THAT I'M LOOKING AT THAT IN OUR PACKET MOVES THAT $5000 FROM EAST WEST BANK CD OVER IN AN OFFSETS THE 5,000,092 0 66. SO WHAT WE'RE LOOKING AT THE 12,000,001 66, 8 27 AND BRACKETS IS A LOSS BUT I'M LOOKING AT IS ONLY 55 89 3 29 SO WHICH IS CORRECT. OKAY, LET ME SEE WHAT'S ON THE NEXT. NO. SO I MEAN, SO THERE'S 1/6. YEAH YOU GO. YEAH. WHAT I'M SAYING. IT'S A GOOD MOVE. I MEAN, WE RECOGNIZE SOMEWHERE THAT WE HAD TO OFFSET YOU KNOW THESE $12 MILLION IN LOSSES AND IN IN BOOK VALUE. SO THE REINVESTMENT OF THAT $5 MILLION OFFSET THAT THE
[02:45:08]
YOU KNOW THE BOTTOM LINE BEING AT $12 MILLION LOSS. WE'RE ONLY A $5 MILLION LOSS 5.6. IT'S NOT NECESSARILY LET ME GO BACK. IT'S NOT NECESSARILY A LOT. IT'S A DECREASE DECREASE. AND SO THIS IS YOUR OVERALL POOR. IT'S A IT'S A IT'S A NOT SO WORST DECREASE. WELL, IT'S AN EXPENDITURE OF CITIES FUND, SO IT'S JUST PART OF THE BUDGET OUTFLOW. SO YES, YOU'VE GOT 12.YOU DO HAVE 12 MILLION AND THEN YOU'VE GOT THE 6.5 MILLION ON THE INCREASED SIDE. YOUR NET NET DIFFERENCE. THERE IS THE 6 MILLION WHICH IS RIGHT OUT OF THE OUT FLOW AND THEN THE OTHER INCOME THERE IS TYPICALLY INTEREST THAT IS ACCRUED HAVE BEEN PAID, AND I DON'T THINK I'M LOOKING AT YOU. I DON'T THINK I'M ANSWERING YOUR QUESTIONS. SO IF YOU REPHRASE IT, AND WE MAKE SURE IT'S NOT A IT'S MORE OF A DISCUSSION TO SAY. I REALLY THINK WHOMEVER YOU AND COUNCIL WITH WITH OUR FINANCE OFFICE TO SAY WE NEED TO DO SOMETHING TO COUNTER THESE DECREASES IN VALUE , SO LET'S GO AHEAD AND FIND SOMETHING IN WHAT WAS FOUND IS THIS EAST WEST BANK CD AT 5 85, WHICH WHICH MATURES IN OCTOBER. I THINK THAT WAS A PERFECT MOVE ON SOMEBODY'S PART TO RECOGNIZE . LET'S TAKE THIS THESE, YOU KNOW YOU TAKE THESE, YOU KNOW, BELOW THE LINE YOU'RE TALKING ABOUT THE LONG TERM INVESTMENTS . LONG TERM IS NOTHING COMPARED TO MONTHS THAT WE'RE LOOKING AT HERE. BUT IT WAS THE RIGHT MOVE, AND I'M SAYING THAT WAS A GOOD MOVE BECAUSE I WAS AFRAID YOU WERE THINKING YOUR FEELING LIKE THE CITY HAD A LOSS. NO, NO, NO STUFF HAPPENS. SOMETHING SAYING IS THERE WAS A POSITIVE REACTION. TO RECOGNIZING THESE DECREASES IN BOOK VALUE. LET'S DO SOMETHING TO MINIMIZE THE WORST CASE. AND I THINK THAT THAT $5 MILLION IN EAST WEST BANK CD WAS THE RIGHT MOVE RIGHT AND SO AND THAT THAT THAT BRINGS UP A GOOD POINT. SO JUST TO CLARIFY IT'S NOT. IT'S NOT A DECREASE IN VALUE. SO WHAT HAPPENS THAT THAT CD MATURED? AND SO IT CAME OUT OF THE PORTFOLIO. I MEAN, IT CAME BACK INTO THE CITY'S FUND, SO IT DIDN'T IT DIDN'T GO AWAY. IT CAME INTO THE OPERATING FUNDS, AND THEN IT WAS REINVESTED, SO DECREASE AND INCREASE, MAYBE A LITTLE BIT OF KIND OF A MISLEADING TITLE UP THERE BECAUSE THE FUNDS. DIDN'T I MEAN THEY CAME OFF OF THE OUT OF THE INVESTMENT THAT WHERE IT STARTED LIKE IF YOU LOOK AT THE BOOK VALUE ON THE ALL SPRING MONEY MARKET FUND. YOU STARTED WITH 34 MILLION THERE, AND IT DID GO TO 28 MILLION. SO THAT IS THAT'S A TRANSFER OF $6 MILLION. AND SO THAT WAS THAT WAS OPERATIONAL. CITY EXPENDITURES NORMAL. SO IF YOU LOOK LIKE THE TEXAS BRAND BANK, IT'S AT 5011 31, AND IT DOES GO TO ZERO, BUT IT DOESN'T JUST DISAPPEAR. IT GOES SOMEWHERE ELSE. SO THE QUESTION IS WHERE DID IT GO? AND YOU WANT TO SEE IT SHOW UP ON THAT INCREASED SIDE TO YOUR POINT. IT DOES. IT SHOWS UP, DOWN BELOW AND SO A LOT OF TIMES YOU DO SEE THAT WHERE THERE'S KIND OF A DECREASE ON THE ON THE RIGHT SIDE AS A AS A AS AN INVESTMENT MATURES. AND THEN YOU WANT TO SAY, OKAY, WHAT DID WE DO WITH IT? ON THE LEFT HAND SIDE A LOT OF TIMES THE AMOUNTS ARE THE SAME. SO YOU CAN KIND OF SEE. OH WE HAD A $5,092,000 CITY MATURE.
WHAT DID IT END UP? IN THIS CASE, WE PUT $5 MILLION IN AN EAST WEST CD. SO YOU KIND OF THAT WAS WHAT I WAS HOPING TO HIGHLIGHT. I MAY HAVE CREATED CONFUSION THAT I WAS TRYING TO HIGHLIGHT THE FLOW FROM THE MATURITY AND THEN WHAT DO WE DO WITH THAT? WHEN IT MATURE DIFFERENT FROM THIS CHART ON 1 25 VERSUS WHAT I SHOWED YOU PULLED OUT OF THE PACKET. THAT TOTAL AVERAGE OF 12 1 68 27 IS NOT WHAT WE HAVE IN OUR PACKET. IT'S 55 68 SOMETHING OR OTHER.
SO THAT'S THE $5 MILLION OPPOSITE, AT LEAST WENT BACK CITY WHAT I'M SAYING YOU'RE LOOKING AT THE MARKET VALUE, OKAY? YEAH, I'M WITH YOU NOW. CHANGING MARKET VALUE. YEAH. AND LET ME LOOK AT. CAN I KEEP THIS? IS THAT OKAY? SURE LET ME LET ME LOOK AT THIS. SO I CAN GIVE YOU A BETTER ANSWER ON THAT BECAUSE YOU DO GET INTO THAT A LITTLE BIT, AND WE'RE WITH MARKET VALUE. UM WITH SECURITIES. YOUR MARKET VALUE CAN CHANGE IN THIS CASE, YOU'VE GOT ALL CD SO THERE REALLY SHOULDN'T BE A MARKET VALUE SHIFT. BUT LET ME LOOK AT THIS AND JUST SEE IF I CAN ADD SOME CLARIFICATION TO THAT TO MAKE SURE I'M UNDERSTANDING AND CAN ANSWER YOUR QUESTION. TAKE YOUR TIME. OKAY QUESTIONS ANY OTHER QUESTIONS? AND THEN WE ADDED ONE OTHER THING THAT A COUPLE OF WEEKS AGO WHEN WE WERE GOING OVER THE 1ST AND 2ND QUARTER, INVESTMENT REPORTS COUNCIL ONE, MCBURNETT HAD A QUESTION ABOUT THE OFFSPRING MONEY MARKET FUND, AND THE QUESTION WAS DOES THE COUNCIL NEEDS TO AUTHORIZE THE CITY TO INVEST IN IT, WHICH IS REALLY A GOOD QUESTION, BECAUSE IN ONE OF THE THOUGHTS THAT THEY BROUGHT TO MY MIND WAS, IF YOU INVEST IN TEXT POOL IS AN EXAMPLE. THAT REQUIRES THE CITY COUNCIL TO APPROVE FOR THE FINANCE TEAM TO MAKE THAT INVESTMENT, SO IT'S LIKE, OKAY, LET ME LET'S GO BACK AND DOUBLE CHECK THAT. SO THE ANSWER IS NO. AN ADDITIONAL IMPROVEMENT. ADDITIONAL APPROVAL WAS NOT REQUIRED TO AUTHORIZE
[02:50:01]
THE OFFSPRING MONEY MARKET FUND FOR A COUPLE OF REASONS. ONE IT'S AUTHORIZED BY THE INVESTMENT POLICY AND IT SAID IN ESTABLISHED, IT'S ALREADY AN ESTABLISHED FINANCIAL INSTITUTION RELATIONSHIPS SO THE COUNCIL AUTHORIZED OPENING ACCOUNTS AT WELLS FARGO. THIS FALLS UNDER THAT UMBRELLA, SO THAT APPROVAL CARRIED IT, AND WE'VE KIND OF DONE AN ADDITIONAL DETAIL. I WON'T GO INTO THAT THAT'S IN YOUR PACKET, BUT THAT'S KIND OF THE VERB IT FROM THE PUBLIC FUND INVESTMENT ACT THAT COVERS THAT. BUT THAT WAS A GOOD QUESTION THAT CAN MAKE ME I HAD TO GO BACK AND DO A LITTLE HOMEWORK TODAY, JUST TO MAKE SURE WE HAD HAD THE RIGHT ANSWER ON THAT. HAPPY TO ANSWER ANY QUESTIONS YOU HAVE ABOUT THAT, OR ANYTHING ELSE? OKAY I THINK WE'RE GOOD. ALL RIGHT. THANK YOU VERY MUCH. THANK YOU ALL VERY MUCH. THAT CONCLUDES THAT REPORT. AND WE DO APPRECIATE YOUR UNDERSTANDING OF THAT AND GETTING DOWN TO DETAIL. THANK[EXECUTIVE SESSION ]
YOU VERY MUCH. OKAY SO WERE YOU HAVE POSTPONED? WELL LET'S SEE. WE HAVE DEFERRED THE EXECUTIVE SESSION TO THIS POINT IN OUR AGENDA, SO I'M GOING TO READ THE ITEM ON OUR AGENDA FOR EXECUTIVE SESSION AND AT THAT PARTICULAR POINT, WE'LL THEN RECESS AND CITY COUNCIL MOVE INTO THE BRIEFING ROOM FOR EXECUTIVE SESSION. CITY COUNCIL SHOULD CONVENIENT TO CLOSE EXECUTIVE SESSION PURSUANT TO SECTION 5 51.0 71 OF THE TEXAS GOVERNMENT CODE TO SEEK LEGAL ADVICE ON THE REQUIREMENTS OF THE FIRE CODE WITH THAT CITY SECRETARY. WE ARE RECE WE'RE GETTING ON HERE. THEY'RE ALL RIGHT. WE ARE REOPENING OUR CITY COUNCIL MEETING AT THE TIME STAMP ON THAT IS 9 40. GOING TO OUR AGENDA. GOING TO ITEM. FIVE C. TAKING THE NECESSARY ACTION OF EXECUTIVE SESSION. THERE IS NO ACTION TO BE TAKEN AS WELL.
