[WORK SESSION / BRIEFING (Part 1 of 2)]
[00:00:06]
I DIDN'T WANT THIS ISLAND FOR WE'RE NOT HAVING AN OPPORTUNITY TO SEE WHAT THOSE MATTER.
CHANGES ON. QUESTIONS. YEAH THOSE ARE JUST A COUPLE OF CHANGES IN WORDING. UM UH, I GUESS THERE WAS CONFUSION ON WHICH ONE IS IT? AND JUST FOR CONSISTENCY. UM PURPOSES WITH OUR OTHER PARTNER AGENCIES THAT ARE TIED TO THE GRANT THAT ONE OF THEM ALL THE SAME. IT'S NOT GREAT NEWS. MEANINGFUL CHANGE IN THERE AND WE DIDN'T. WE DIDN'T SEE IT BEING AN ISSUE. HOW MANY OTHER CITIES HAVE SUCH A PARAGRAPH? SO, UH, SOTO CARRIES THE GRANT THROUGH DALLAS COUNTY , ALONG WITH US IN CEDAR HILL CORN, OKAY. PROBLEMS QUESTIONS ALRIGHT BEFORE BE CONSIDER A RESOLUTION THAT CLEARING THEIR PERSONAL PROPERTY AS SAVAGE AND AUTHORIZING THE INTER CITY MANAGER TO DONATE TO THE SWAT TEAM AND CEDAR HILL REGIONAL PARK TRAINING ACADEMY CENTER TO TRANSFER OWNERSHIP. THE CITY OF DUNCANVILLE IS IN POSSESSION OF FIVE VEHICLES THAT ARE NO LONGER NEEDED FOR PUBLIC USE. FINANCIAL SERVICES DETERMINED THAT THE VEHICLES ARE MINIMAL VALUE. THE CITY POUND NEEDS SPACE IN THE CITY OF DUNCANVILLE WOULD LIKE TO DONATE THEIR VEHICLES TO THE SWAT TEAM AND A CEDAR HILL REGIONAL TRAINING ACADEMY CENTER. AND AGAIN, CHIEFLY BITTEN ISSUE AND THE ANSWER ANY QUESTIONS ABOUT I LOOKED AT THE PHOTOGRAPHS. THEY LIKE TO PICK UP TRUCKS. THE WEDDING. BUT DOING THEM EXCEPT USING FOR TARGET PRACTICE IS THAT WHY ARE THEY IS THAT WHAT THEY BEAT FOR SWAP BUT BUT FOR ASTRO PHYSICALLY, WELL, SWAT TO WORK AROUND, UM AND ALSO TO EXTRACT PEOPLE THAT MAKE PRACTICE. EXTRACTING PEOPLE NEED TO BE ATTRACTIVE DEPARTMENT JAWS ALIVE . UM IN THESE VEHICLES, THEY NEVER WERE THE NECESSARILY THE CITY'S PER SE. THEY CAME TO US CODE ENFORCEMENT ISSUE, AND THE POUND HAS JUST BEEN ON US. HEY, WE'D LIKE TO HAVE SPACE BACK AND THERE IS THE VALUE. NO, THEY COULDN'T PUT THESE CARS ON THE STREET. NO MORE. UH, WE'RE JUST BE SCRAPPED. SO YEAH, AS I SAID , I LOOKED AT THESE ARE LIKE, WELL, CERTAINLY WE'RE NOT LOOKING SO I'M THINKING THAT IT HAD TO BE ANOTHER USE FOR, UM DURING PRACTICE SESSIONS OR SOMETHING SO THAT THAT'S THE PURPOSE PART. OKAY? ALRIGHT I DON'T FORESEE. CONSIDER A RESOLUTION, UM, APPROVING OF CONTRACT BETWEEN THE CITY OF VALKENBURG STRATEGIC GOVERNMENT RESOURCES. STR CONSULTANT SERVICES ON THIS PIER SENSE OF SERVICE, THE INTERIM FINANCE DIRECTOR ANTICIPATED TERM OF THE CONTRACT FOR SIX MONTHS, INCLUDING THREE REMAINING MUCH THE YEAR 2023. MAYOR AND COUNCIL. AS YOU KNOW, THIS IS REALLY A CRITICAL POSITION. UM IT'S IMPORTANT THAT WE GET A FINANCE DIRECTORY AND TO ASSIST WITH OUR PRODUCT. AS WELL AS HELPING US PREPARE OUR 24 PROPOSED YOUR BUDGET. AND I'VE ASKED MR SIEGEL TO ANSWERING THE QUESTIONS THAT YOU MAY HAVE. THEY I THINK THAT THERE'S TWO POINTS FROM MY OWN READING OF THE DOCUMENT. MY TALK, MR BROWN . I HAD TO READ IT THREE TIMES BEFORE I UNDERSTOOD WHAT I WAS. BECAUSE I DID NOT UNDERSTAND. WHY S GR WITH CHARGES THAT $136,000 FIND SOMEBODY. BUT FIRST TWO READINGS. THAT'S WHAT IT CAME ABOUT. FINALLY ON MY THIRD READING ON PAGE THREE OF SIX OF THE ATTACHMENT ON THE TERMS AND CONDITIONS THAT'S WHERE IT CAME CLEAR TO ME IS THAT WE ARE PAYING S GR PAY THE CONSULTANT WHO IS GOING TO SERVE THE INTERIM FINANCE, JUST GO SERVICES DIRECTOR. SO I COULDN'T UNDERSTAND IT THREE TIMES, SO IT'S NOT STR IS CHARGING US TO FIND SOMEBODY. IT'S THAT THEY ARE USING HER. I GUESS SHE'S LIKE A 10 99 MSGR TERMS UNDER THE TERMS OF A 10 99 FOR BEING MSGR, WE'RE GOING TO BE PAYING US YOUR $112 AN HOUR FOR HER CONSULTANT SERVICES LAST YARD. SHE'S GOING TO BE SITTING IN OUR SEATS AS INTERIM PHYSICAL SERVICES DIRECTOR. THAT'S CORRECT. MR CONTRERAS? YES, SIR.
TWO WAS CONFUSED BY THAT. THANK YOU FOR THE CLARIFICATION, BUT I'M LOOKING AT THIS ITEM THAT MAY HAVE A LOT MORE QUESTIONS. I'D LIKE TO ASK THAT THIS BE MOVED TO INDIVIDUAL CONSIDERATION. SO WE HAVE TO SPEND MORE TIME ASKING QUESTIONS ABOUT THE CONTRACT ITSELF. OKAY SURE. YES GOOD BEFORE WE. ESPECIALLY POSSIBLE FORCE TO DO AN EXECUTIVE SESSION. UM. THE
[00:05:12]
WORDING THAT WE HAVE FOR EXECUTIVE SESSION ITEM NUMBER ONE VERY GOOD COVER THAT I THINK WE HAVE TO DO ANYTHING SEPARATE , BUT WE COULD MAKE THAT PART OF OUR SPECIAL. EXECUTIVE SESSION NUMBER. OKAY, SO WITH THAT CONCURRENCE IN THAT REQUEST, WE NEED TO HAVE TIME FOR US TO HAVE EXECUTIVE SESSION PRIOR TO GOING INTO THE CITY COUNCIL SESSION. SO THOSE QUESTIONS CAN BE ANSWERED, AND WE HAVE THAT INFORMATION BEFORE WE ACTUALLY MOVED FROM THE SIDE. BUT AS MR CONTRERAS HAS REQUESTED, REMOVED THIS AS WELL FROM CONCERN FOR INDIVIDUAL CONSIDERATION.CONSENSUS ON THAT, MR MCBURNETT CONSIDERABLE THAT AND THEN ALSO WHEN I LOOKED AT IT, I AM SURE I WANT TO KNOW WHAT THE ANSWER IS, BUT I LIKE TO KNOW HOW TO THANK FOR WHEN YOU LOOK AT THE BUDGET . YEAH, THERE'S A DEFICIT OF 200 DEFICIT. COMRADE $200,000 IN TERMS OF THE BUDGET. THE ISLAND THAT WE HAVE MEMORY SERVES IN TERMS OF DOLLARS, SO THAT WE'VE GOT SOME DISCUSSIONS ON THAT. SO LET ME MAKE A NOTE HERE. THIS IS GOING TO BE MOVED TO INDIVIDUALS AERATION. AND WE WILL COVER THAT. UM. WE MAKE FOUR C, WHICH ACTUALLY WILL FOLLOW THAT FIVE G. ANOTHER HERE FOR C. CHEF. YOU CAN FOLLOW. IT WILL FOLLOW. FIVE G. HMM. AND CONSEQUENTLY. ALMOST CERTAIN THAT ITEM FIVE A TAKE ANY NECESSARY ACTIONS. CONCESSIONAL MOVED AFTER THAT. SO WE'RE GOING TO HAVE THAT DISCUSSION. SO ITEM FIVE. A IS PROBABLY GONNA BE PROBABLY MOST LIKELY IS GOING TO FOLLOW, FORESEE UNBRIDLED FRIEND OF CONSIDERATION. I'LL MAKE A NOTE OF THAT HERE. EXECUTIVE SESSION ACTION. SO EVERYBODY FOLLOWS THE ROAD MAP. FROM THAT. BY THE WAY , LOOKING DOWN THE TABLE, MAN.
UH CITY ATTORNEY SITTING IN TONIGHT IS MR KYLE BARRY. THANK YOU FOR BEING WITH US. WELCOME.
OKAY? ALL RIGHT, SO THAT'S BASICALLY CONCLUDES THE ITEM FOR CONCEPTION. QUESTIONS ON THAT, OKAY? SO THEN WE WILL GO TO. EVERYTHING SESSION BRIEFINGS AND PRESENTATIONS. FIRST THING THAT WE HAVE UM, IT'S I'M SORRY. NO, NO BACK UP THE CITY COUNCIL CHALLENGING SUBJECT. GO AHEAD, GO AHEAD AND JUMP TO JULY. SO AS YOU ARE AWARE OF THE FOURTH OF JULY IS ON TUESDAY, SO WE CANCELED OUR FOURTH MEETING OUR FIRST MEETING IN JULY. HOWEVER WE DO NEED A SPECIAL MEETING AND WE ARE LOOKING IF IT'S OKAY WITH Y'ALL. IF YOU'RE AVAILABLE ON JULY 6, WE CAN DO CITY COUNCIL PICTURES THAT DAY AND ALSO HAVE A SPECIAL MEETING. WE HAVE TO BRING BACK AN ITEM THAT HAS TO DO WITH THE FIRE STATION AND THE IT DEPARTMENT AND MISS QUINN IS HERE. IF YOU NEED A LITTLE EXPLANATION ON THAT. ARE YOU ALL AVAILABLE ON THURSDAY, JULY 6TH FOR A SPECIAL MEETING AND FOR CITY COUNCIL PICTURES. WHAT'S THAT PERMISSION? MISS QUINN. MISS JACKIE, MISS JACKIE.
SPECIAL MEETING WERE CALLED FOR TO TALK ABOUT THE FIRE STATION, POSSIBLY FOR BY SIX WITH THE SUBJECT I'M TAKING IS THE FIRE STATION TECHNOLOGY IMPROVEMENTS. WE NEED TO, UM, GET APPROVAL OF THE ITEMS THAT WERE ARE NEEDED TO FULLY EQUIPPED BAR STATION SO WE CAN MOVE IN. IN OCTOBER. SO THERE WILL BE ONE ITEM ON THE AGENDA THAT NIGHT. YES, SIR. THAT'S CORRECT. TAKE A LOOK AT YOUR CALENDARS AND SEE HOW JULY 6 MONTHS AND THAT'S THAT'S NOT SOMETHING YOU PUT ON. YOUR THAT'S NOT SOMETHING WE CAN PUT ON THE AGENDA ON THE 18TH. I THINK THERE'S A TIME FACTOR.
THAT'S WHY THEY'RE ASKING. WE HAVE THE SITUATION IS EVERYTHING IS A CONTINGENCY EFFECT. SO WE HAVE TO GET THE IT EQUIPMENT ORDER BECAUSE EVER SINCE COVID WE'VE HAD THIS SUPPLY CHAIN SO WE'RE ESTIMATING 46 WEEKS WEIGHT TO THE 4 TO 6 WEEKS WORTH THE END OF AUGUST BEFORE WE KNOW WHETHER OR NOT WE'RE GOING TO GET THE EQUIPMENT WHICH PUSHES ARE INSTALLED SINCE SEPTEMBER.
ONCE WERE INSTALLED AND YOU HAVE YOUR A V GUY WHO HAS TO COME OUT AND YOU SECURITY GUIDE. SO EVERY
[00:10:07]
WEEK THAT WE DON'T GET IT IN. WE CANNOT COMPLETE FOR THE OPEN. PUSHING FOR A 12 DAY. PUSH ON THIS, MR REASON WHY WE CAN'T DO IT AT THE END OF JUNE. YOU. WE HAVE WE HAVE WHAT WE NEED TO BRING IT TO. YOU WERE JUST TRYING TO GET A DATE WHERE WE CAN BRING IT TO HOW ABOUT THURSDAY NIGHT? JUNE 29 $30 LABEL 22ND. SO WHILE WE WOULDN'T BE ABLE TO POST AN AGENDA IN 72 HOURS, SO WE LOOK AT. YOU LOOK AT IF YOU POST TOMORROW. WHAT DO WE HAVE? WE HAVE TO GO TO MONDAY. THE 20/6. IT WAS MONDAY , THE 26 TODAY WE'RE READY. WHATEVER THE COUNCIL CAN AGREE TO. WE'RE READY. WITH THE 29. THAT'S THEY'RE THEY'RE NOT. DOESN'T SOUND LIKE THEY'RE IN A TIME CRUNCH FOR SO IT'S OUR TIME CRUNCH. IT'S NOT AVAILABLE ON THE 20/9. I GOT TO READ ANY OTHER 27. SO WE'RE BACK TO THAT SO NO, I HAVEN'T. GOT TO GO BACK TO THE REST OF THE WEEK. 20/6.THAT'S A THAT'S A NO, NO, NO, NEVER MIND. I'M LOOKING AT MY CALENDAR. 20/6 IS OUT. 20/7 IS OUT. AROUND THE 20/8. FUNNY IT WAS CHURCH TONIGHT. BUT IF WE CAN GET IN AND OUT OF HERE, WE CAN GET OUT OF HERE. PRETTY QUICK WITH WHAT I WANT AGENDA. MR COONS CAN'T DO 20/8 CAN'T DO THE 29. I CAN'T DO THIS 20/9 DEALER ABOUT SIX A LOT. I YEAH. FRIDAY. THE 30TH. OH FRIDAY.
30TH IS NOT GOOD FOR ME. WE'RE ON THE SIXTH OF JULY, I THINK. YEAH YOU ALL GOOD WITH SIX GOOD WITH PICTURES ON THE SIXTH TWO. WE JUST GET THEM ALL DONE AT ONCE, OKAY? THERE WE GO. JULY JULY, 6TH. I WILL SEND YOU ALL A REMINDER EMAIL TO OKAY. THANK YOU. OKAY SO THE 18TH IS OUR CITY COUNCIL MEETING PROMISED ME. HEY PROMISE US AS COUNSEL. WE'RE GOING TO BE LIKE 10 MINUTES. YES SIR. WE WILL HAVE ONE AGENDA ISLAND SURE THAT ALL OF THE INFORMATION IS LINED OUT . SO YOU UNDERSTAND EXACTLY WHAT IT IS. THAT WILL BE ASKING YOU TO APPROVE POSITIONS. THREE MINUTES WOULD BE BETTER, RIGHT? WE CAN SPEAK TOP. OKAY. JULY 6TH WITH PICTURES OF FIVE. YES SIR.
FIVE COUNCILORS. SIX OKAY. THANK YOU VERY MUCH. ALRIGHT ON JULY, 20/4 AND 20/5 IS BORN IN COMMISSION INTERVIEWS. DEPENDING ON NUMBER OF APPLICATIONS. WE MIGHT GO INTO WEDNESDAY, BUT WE NORMALLY DO NOT GO INTO ONE TODAY. AH, UM BUT SEE, THAT'S IT FOR JULY. OKAY AND WE WERE LOOKING AT A TOWN HALL CITY MANAGER BUDGET ON AUGUST 10TH. I'M SORRY, MARY. COULD WE BACK UP JUST FOR A SECOND? LITTLE BIT . WALK ANY PHONE TO ONE OF YOU. I PUT THIS MEMO IN SEVERAL TIMES I'M NOT AVAILABLE BEFORE TUESDAY'S MONTH. OKAY? WHEN WE WENT TO 31ST OF JULY 1ST AUGUST I'LL BE OKAY FOR EVERYONE ELSE. WORK OKAY, CHRISTIANS, SO WE'RE MOVING TOWARDS AND COMMISSIONS TO 31 FLY AND ONE OFFICE. ALRIGHTY. AND THEN IT LOOKS LIKE WE HAVE A SPECIAL MEETING ON AUGUST 20/9. THAT WILL BE THE, UM LIVESTOCK, A PILL THE GOAT PERMIT. AND THE ADOPTION OF THE FISCAL 24 BUDGET. IT GIVES US THREE CITY COUNCIL MEETING OH, YES. UM SO. JULY 31ST AND AUGUST
[00:15:11]
1ST. AUGUST 1ST IS ACTUALLY OUR CITY COUNCIL LADIES. THAT'S RIGHT. YOU LIKE TO MOVE THE BOARDING COMMISSION, INTERVIEWS TO THE 20/4 AND THE 20/6. MONDAY AND WEDNESDAY. JUST TUESDAY.THAT'S CAUSING THE PROBLEM, RIGHT. SO WE'RE BACK TO FROM REWINDING BACK TO JULY 14 26 WEEK. I'M ACTUALLY NOT AVAILABLE. OH, I'M SORRY. I DIDN'T HEAR THAT WHOLE WEEK. I'M NOT AVAILABLE. OKAY? ALRIGHT. OH I SEE WITH THAT. YEAH THAT ONE'S SURE WHAT WHAT ABOUT AUGUST 7TH AND EIGHT BUT WE WOULD HAVE TO MAKE SURE WE MAKE APPOINTMENTS AND WE GET IT ON THE 18 THE 15TH OF AUGUST BECAUSE WE WOULD NEED TO MAKE THE APPOINTMENTS AT THAT COUNCIL MEETING. GOOD FOR SEVEN LATE, EVERYBODY CHECK AUGUST 7TH AND EIGHTH. NEGATIVE. WOULD YOU SAY NO. IT WORKS. OKAY, ALRIGHT.
YEP. WORKING COMMISSIONERS. I WAS ANGELIC EMAIL WITH THE UPDATE. BUT THAT. VERY GOOD.
THANK YOU. FOR ANY KIND OF NO. ONE. MR HARVEY'S REQUEST WENT OUT FIRST THING ABOUT HAVING A SPECIAL MEETING. WITH OUR CONSULTANT UNDER ANYTHING AFTER EVERYTHING SCHEDULED FOR THAT.
WHAT WAS ON CHARGE. WE WERE TALKING ABOUT HAVING A SPECIAL CITY COUNCIL LOWERED START OFF HERE. IN FACT, YOU WILL LEARN THAT LIFE MR ACTUALLY WAS USING MY KIND OF COURSE, THIS WEEKEND'S WELL, SO I THINK THEY DO IT FOUR TIMES A YEAR, SO I THINK IT WOULD BE, BUT WE DISCUSSED DOING THAT. I CAN GET WITH MR CONDUCT AND GET HIS SCHEDULE AND THEN REPORT BACK TO MR BROWN. YEAH. RETREATED BEER, LOCAL RIGHT? ANYBODY HAVE A PROBLEM WITH DOING THAT IN SEPTEMBER? REASON I'M SAYING IS SUMMER IS JAMMED RIGHT NOW. TO TAKE ON AN EXTRA CITY COUNCIL MEETING DURING THE SUMMER. IT IS KIND OF LIKE TO MOVE IT INTO WHEN SCHOOL IS RESTARTED. AND THERE MAY BE GIVEN MORE TIME. 1ST SEPTEMBER PUT THIS RIGHT AT THE BEGINNING OF THE YEAR. AND WE CAN TAKE A LOOK AT THAT. HERE'S YOUR NORMAL. THERE'S A STRATEGIC FOR TREATMENT. YEAH OCTOBER NOVEMBER NOVEMBER, BUT WE'RE TRYING TO DO MORE THAN JUST ONE YEAR, SO IT'S MORE NECESSARY STRATEGIC, BUT IT'S MORE OF WORKING OUT AMONG OURSELVES THINKS THEY'RE OPEN.
THEY'RE OPEN SESSION TO THEY'RE NOT CLOSED. MINISTER LIKELY HAVE A WHOLE LOT OF WORK. VERY GOOD.
YOU KNOW, I GOTTA DO IT ALL COMMUNITIES COLD IN HERE. THIS IS WHAT THAT'S SOMETHING THAT JUST THINKS HIGHLY CRITICAL FOR US RIGHT NOW. BASIC MAIN FUNCTION. OF THE CITY THAT BUDGET. GET WITH CONDOMS AND SEE WHAT HE CAN. SO WE'RE LOOKING AT AUGUST. REALLY? WHAT'S AVAILABLE FOR JULY. THE REST OF THE YEAR IS GOING TO BE JAMMED BUDGET MEETINGS, QUESTIONS SO GOOD.
MANAGER POSITIONS. WE'RE GONNA GET TO AVOID HAVING A LOT GOING ON. IT'S TIME TO ROLL. PLEASE GOD IN AUGUST. JUST OKAY? OH, YEAH, OKAY. BUT IT IS GONNA BE DEPENDENT ON HIS SCHEDULE. A PARTICULAR LOCATION. LOCAL. UM. ARE Y'ALL OPEN THE LEAK OF HONEST 21ST. EVERYTHING IS
[00:20:11]
DEVELOPING ALL THAT WEEKEND. NO IT DOWN. THANKS TO THE 20/4. SHOULD BE YEAH, I'M GOOD ON THE HOME. 21ST. I'LL CHECK AND SEE IF YOU'RE AVAILABLE ON THE 21ST. AND THEN IF HE'S NOT, THEN I WILL GET BACK WITH YOU ALL. BUT YOU KNOW, THAT WOULD BE A GOOD DAY SINCE WE WON'T EVER CITY COUNCIL MEETING ON 20 SECONDS CORRECT BACK POSSIBLE RETREAT. I'M JUST. OKAY? ANYTHING ELSE ON THE CALENDAR. THANKS, CHRIS. MM HMM. HMM. HMM. ALRIGHT WHERE WE GOING TO? I DON'T NUMBER THREE IN THE BRIEFING SESSION RECEIVED THE COMMISSION ANNUAL REPORT. MR RON THOMPSON THOMPSON, THE FORAGERS, SIR. THANK YOU. THANK YOU, MR MAYOR. THE COUNCIL. THIS IS AN HONOR FOR ME AS A HOMETOWN BOY, I GET TO BE THE VERY FIRST CHAIR OF THE VERY FIRST ARTS COMMISSION FOR THE CITY OF DUNCANVILLE. WE'RE FRESH OUT OF THE PACKAGE. THIS IS ART FUTURE THIS WEEKEND AT JUNE TEAM.COMMISSIONER ARE SARAH MESSIAHS. AND PERRY. OUR VICE CHAIR, TIM PERRY. ANGELA THORNE, HARRIS AND TIFFANY WYATT. SHE COULDN'T BE WITH US TODAY, BUT YOU PROBABLY ALREADY KNOW HER. OUR CURRENT CAT WRANGLER IS I REFER TO HIM AS THAT WAS HANDY. WE WERE CONVENED FOR THE VERY FIRST TIME ON JANUARY 20/4 OF THIS YEAR. AT THE TIME FOR THE SEVEN COMMISSIONERS WERE APPOINTED.
EVENTUALLY, TWO MORE JOIN THE PARTY. AND WE STILL HAVE ONE SEAT THAT REMAINS VACANT. SINCE JANUARY. WE'VE HAD ONE REGULAR MEETING AT LEAST ONE WORKSHOP EVERY SINGLE MONTH. AND I AM PROUD TO SAY THAT WE'VE HAD 100% COMMISSIONER PARTICIPATION AT EVERY MEETING, AND EVERY WORKSHOP. WE'RE SMALL, BUT WE'RE MIGHTY AND ONLY SIX MONTHS WE'VE JUMPED IN. WE PARTICIPATED IN THE MOST RECENT 2023 BEST SOUTHWEST JUNETEENTH CELEBRATION HERE. UH, WE HOSTED AN ARTIST PERCEPTION. THE JURY, THE VISUAL ARTS EXHIBITION. UM IF YOU GET A CHANCE, AND YOU SEE THE ART WORKING ALL OVER CITY HALL THIS IS A FANTASTIC OPPORTUNITY FOR THE VISUAL ARTS COMMUNITY TO COME TOGETHER AND FROM ACROSS THE REGION TO COME TOGETHER. THE WINNER. THE JURY WAS IT'S CALLED HALLOWEEN ANYHOW, CURTIS FERGUSON, HE'S VERY POPULAR ARTIST. I HAVE TO LOOK AT HIS NAME BECAUSE I ALWAYS FORGET NAMES. A SECOND HAVE TO SAY THAT HE WON THE COMMISSIONER'S FAVORITE. IT ALSO GAVE US AN OPPORTUNITY. WE'VE BEEN LIAISING WITH HER FELLOW COMMISSIONERS AND BEST UP WITH COMMUNITY. WE'RE THE NEW KIDS ON THE BLOCK. SO IT WAS SUCH A THRILL WHEN SODA WHO STARTED THERE WAS 20 YEARS AGO DECIDED TO SHOW UP LENDER SUPPORT AND LINDA EXPERTISE TO US. ADDITION TO JUNETEENTH, WE OPEN DISCUSSIONS FOR SUPPORT OF THE NEW YEAR OLD TUCKER BILL FILLED HOUSE. I TOOK THIS PICTURE OF THIS WEEKEND. YOU CAN SEE THE MURAL IS IN DESPERATE NEED OF REPLACEMENT. UH WE HAVE ACTIVELY INVITED CITY STAFF TO COME AND LEND THEIR EXPERTISE TO US AND EVERY SINGLE REGULAR MEETING WE'VE HAD PEOPLE FROM THE STAFF GARCIA, BROWNSVILLE, JENNIFER OD AND ANGELA OPENS UH, INDIVIDUALLY. WE GO OUT. WE SCOUR THE COMMUNITY. WE'VE ALREADY STARTED TALKING TO PEOPLE. GALLERY OWNERS BUSINESS, UH, BUILDING OWNERS, EXHIBITION AND PERFORMANCE VENUES. CITY FACILITIES. AND WE'VE ALSO STARTED TALKING TO PEOPLE YOU'LL NOTICE THERE'S A LOVELY CONTINGENCY FROM THE DUCK EVIL COMMUNITY THEATER. GALLERY OWNERS, PATRONS, ARTISTS, NONPROFIT LEADERS, BUSINESS OWNERS. WHAT DOES THIS ARTS COMMISSION MEANS TO YOU? WE'VE DIRECTED 17 POLICIES AND PERFORMANCE INDICATORS TO MEASURE THE IMPORTANCE OF INVESTMENTS IN THE ARTS. THAT'S THE 40 PAGE DOCUMENT. I CAN'T BE RIGHT. READ. THE TABLE OF CONTENTS IS JUST ENOUGH TO START TO UNDERSTAND WHERE WE'RE STARTING TO FOCUS. EVEN STARTED MAKING A LOGO FOR OURSELVES.
THIS WAS CREATED BY OUR VICE CHAIR. UH AND SORRY. AND YOU CAN SEE HOW IT WAS USED MOST EFFECTIVELY INCORPORATING INTO THE EXISTING BRANDING, SO WE HAVE A VERY BUSY AGENDA PLAN.
FOR THE NEXT FISCAL YEAR PLAN FOR ROBUST PUBLIC FUNDING FOR THE ARTS. UH WE'RE TALKING ABOUT A LANDMARK HOME FOR THE ARTISTS AND DUNCANVILLE POP UP ART EXPERIENCES RELATED FESTIVALS
[00:25:01]
AND EVENTS. WE HAVE PLANS TO BOLSTER LOCAL BUSINESSES AND THE ECONOMY THROUGH PROGRAMMING PARTNERSHIPS THROUGH THE ARTS ARTS PLACE, MAKING IT UNDERUTILIZED PROPERTY. ARTS TOURISM CAMPAIGN. UM AND SUPPORTING THE CITY OF DUNCANVILLE STRATEGIC ACTION PLAN, SPECIFICALLY THE ARTS AND CULTURE PRIORITY AND THEN OH, MISS, SO YOU'LL BE HAPPY TO SEE THAT WE WEREN'T STARTED FILLING OF THOSE BLANKS. UM THIS ALL LEADS TO ON DOWN THE ROAD AS WE START TO THINK ABOUT A COMPREHENSIVE CULTURAL PLAN. THAT'S OSTENSIBLY WHAT WE WANT THE CITY TO SEE IS THEY WANT US TO IMMEDIATELY SEE THERE'S MORE THINGS HAPPENING, AND IT FEELS LIKE THINGS ARE HAPPENING. IT'S EXCITING, BUT ALSO THE PLANNING THAT NOBODY SEES. BUT WE WANT EVERYONE TO PARTICIPATE IS HOW DO WE PLAN FOR CULTURAL PROGRAMMING IN THE FUTURE? WHAT'S PLANNED? I THINK IN SIX MONTHS WE'VE DONE WELL. AND I THINK THAT WE CAN CONTINUE WHEN NEED SOME HELP FROM THE COUNCIL. WE WOULD LIKE PRIMARY CONSIDERATION FROM HOTEL OCCUPANCY TAX FUNDS ON ELIGIBLE PRODUCTS PROJECTS RIGHT NOW, WE ALREADY HAVE PEOPLE COMING TO US AND LOOKING FOR WAYS THAT WE CAN WORK TOGETHER. AUTHORITY AND ENDORSEMENT TO COORDINATE COMMITTEES, COLLABORATIONS AND COMMUNITY PARTNERSHIPS. ARTS BRING PEOPLE TO THE TABLE. UM WHETHER YOU'RE LISTENING TO IT, WHETHER YOU'RE SEEING IT WHERE YOU'RE LOOKING AT. PEOPLE WANT TO TALK ABOUT ART, AND THEY WANT TO PARTICIPATE. UM AUTHORITY AND ENDORSEMENT TO ACCEPT PROPOSALS AND CONSIDER APPROVAL OF OUTDOOR ART, WHICH IS CURRENTLY UNDER THE PURVIEW OF ANOTHER CITY COMMISSION. THAT'S A PARTICULAR RELEVANCE BECAUSE WE'RE LOOKING AT A NEW MURAL FOR THE FILLED HOUSE. YET ANOTHER COMMISSION DECIDES WHAT GETS APPROVED. THAT WOULD BE HELPFUL FOR US, UM, AUTHORITY AND ENDORSEMENT FOR CREATING INTERCOM. YOU MENTIONED COMMUNICATIONS, COORDINATION OF SHARE INTERESTS OF THE ARTS PROGRAM AND COMMISSIONS, BOARDS AND DEPARTMENTS. UM IT'S EVIDENT TO ME THAT THERE IS AN OPPORTUNITY FOR ARTS PROGRAM TO SOLVE OR BEING PART OF THE SOLUTION. PRETTY MUCH ANYTHING THAT'S HAPPENING IN THE CITY AND WE WANT TO PARTICIPATE AND BE COMMUNICATIVE WITH OTHER FOLKS ADDRESSING THOSE PROBLEMS. OKAY, MR MAYOR, SIX MONTHS, 4.5 MINUTES. SO I WOULD LIKE TO. I PROMISED MAYOR I FORGOT TO SET THE TIMER, BUT I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE IN YOUR IN YOUR PACKAGE. THERE'S A 40 PAGE DOCUMENT WITH OUR POLICIES THAT WERE DRAFTING. WE HAVEN'T VOTED ON THE DRAFT BECAUSE WE KNOW WE'RE GOING TO GET SOME CITY STAFF. YOU NEED TO LOOK AT IT. THOSE ARE ON GIRAFFES IN THE WAY THAT WE BEGIN TO DECIDE WHO WE ARE. THERE'S ALSO A DOCUMENT THAT COMMISSIONER AND PERRY HAS PUT TOGETHER AND START TO CREATE A RUNNING LIST. UM WHAT THE RESOURCES WE HAVE AND THE ARTS COMMUNITY ARTS SECTOR HERE IN DUNCANVILLE, AND ADDITIONALLY THERE IS A ONE PAGER IN SEPTEMBER, UM THERE AS A STATISTICAL REPORT THAT COMES OUT ABOUT THE ECONOMIC IMPACT OF THE ARTS AND HOW IT AFFECTS PEOPLE AT MANY DIFFERENT LEVELS. WE'LL DEFINITELY FOLLOW UP.COUNT IN SEPTEMBER. SO WHAT? YOU JUST PRESENTED TO US, RON. YOU HAD AUTHORITY AND ENDORSEMENT.
DOES THAT UM YES, IN ADDITION TO YOU WHAT WE WANT THAT I COULDN'T SEE THAT WE HAVE THE AUTHORITY TO CREATE COMMITTEES. THEORETICALLY IT WOULD BE GREAT IF WE COULD PARTICIPATE WITH OTHER CITY COMMISSIONS OR INVITED THE CITY COMMISSIONERS. I GUESS WE COULD JUST INVITE THEM TO, UM IT WORKED VERY EFFECTIVELY. MS ODIO WAS THAT THE CITY COUNCIL MEETING AND I STARTED TALKING ABOUT THE STRATEGIC ACTION PLAN. SHE GOT TO ARTS AND CULTURE AND SHE SAID, BUT WE HAVEN'T HAD THE DEFINITIONS OF METRICS YET. WELL WE STARTED AT WORK AND THERE'S LOTS OF OPPORTUNITY THAT WE'VE ALREADY BEGUN ECONOMIC DEVELOPMENT. THAT'S CLEAR.
THERE'S LOTS OF OPPORTUNITY. I THINK JUST A SUGGESTION RATHER THAN ALREADY AN ENDORSEMENT, WHICH IS GOING TO REQUIRE GOING THROUGH. THANK YOU. CHANGES THE BYLAWS AND SO FORTH. I JUST WORKED WITH STAFF LIAISONS TO SAY, WHAT CAN WE DO TO MAKE THINGS WORK AND JUST MAKE NOTES ON THEM AND MAKE THINGS HAPPEN? TAKE A LOT OF TIME AND ENERGY OFF OF IN TERMS OF WHEN YOU USE THAT THOSE TERMS OF AUTHORITY AND ENDORSEMENT THAT PUTS A WHOLE NEW PICTURE I WANT YOU ASKING FOR. OKAY, OKAY. SO RATHER THAN THAT, WHEN IT'S JUST EXPAND YOUR OPPORTUNITIES AND SEE WHAT YOU CAN DO INFORMALLY RATHER THAN COMING TO US WITH A CHANGE IN BYLAWS, NORTH PERCENT STAFF AND SEE WHAT THEY SAY ABOUT 100% AGREE WITH CAMARO. RONALDO THANK YOU FOR YOUR PRESENTATIONS. WELL DONE. THANK YOU STUFF THAT I HAVE A BIG BELIEVER IN THE ARTS AND HOW IT ECONOMIC IMPACT EXPLOSIVE. THE COMMUNITY. BUT I WILL SEND THE AMERICA EVEN SUGGESTED I AM BOTTOM. I LIKE IT. IT'S GOING TO IT, UM THE ARTWORK THAT'S OUT HERE IS JUST FABULOUS. WHEN I WAS FRIDAY NIGHT, WHEN I LOOKED AT BEST OF IT WAS IT REALLY WORKS ON YOUR HEART AND YOUR SPIRIT TO SEE WHY THE ARTIST DREW WHAT THEY DID UNDERSTANDING THAT ONE PICTURE THAT'S OUT THERE. IT'S A LOT OF PEOPLE, AND IT HAS ITS THREE DIMENSIONAL PERSPECTIVE. AND I TALKED TO THE
[00:30:07]
ARTIST AND ON THE BACK OF HER FRAME, SHE WROTE OUT WHY SHE WROTE WHAT SHE DID THAT PICTURE.SO IT ADDS PROBLEMS TO THAT PARTICULAR PICTURE. WHY SHE PAINTED IT AND I SAID IT LOOKS LIKE THEY'RE ALL THESE PEOPLE, SHE SAID. IT'S ACTUALLY A COMPILATION OF 45 TO 50 PICTURES OF PEOPLE SHE TOOK WHILE SHE WAS IN GOD. AND SHE USED THOSE PICTURES TO MAKE THIS THIS AGGREGATION OF VILLAGE. AND IT REALLY REALLY TOUCHES YOU. AND THEN WHEN YOU UNDERSTAND, MR FERGUSON, MR FERGUSON, BY THE WAY, HELPED DESIGN THE MURAL THAT'S ON THE WALL, THEN ODELL AND COPPERHILL. SO HE'S VERY DEEPLY INVOLVED ARE CITY AND THEN WHEN HE DISCUSSED HIS PICTURE, I DON'T REMEMBER ALL THE DETAILS, BUT THOSE THE IT LOOKS LIKE THE DRIPS OF PAINT.
THE RED WHITE DRIPS. EACH OF THOSE HAVE A MEANING TO HIM. IT'S NOT JUST STUFF TO START, HE EXPLAINED. WHY THOSE. UH PARTICULAR COLORS MEANS SOMETHING SO TO UNDERSTAND AND TALK TO THE ARTIST. IT WAS FANTASTIC TO BE THERE AND LISTEN TO THE ARTISTS WHO THEY ARE WHAT THEY ARE AND WHAT DRAWS THERE. BUT THEIR HEART AND SPIRIT IS, UM SO THE START SOME COMMISSIONERS, I THINK IS A WONDERFUL ADDITION AND HAVING RISOTTO STEP UP. WHO WAS IT? I THINK IT WAS WAS ANSWERED. WE'RE GONNA SIT AT THEIR FEET, MAYBE SOMEBODY SAID TO SIT AT THE FEET OF THE SOTO COMMISSION TO LEARN FROM THEM. I THINK IT'S REALLY WONDERFUL WHAT YOU'RE DOING. I APPRECIATE IT. THANK YOU. APPRECIATE THAT MR CONSUL HAD THERE'S ACTUALLY 40. A MANAGER BROWN. ABOUT LAST YEAR HAD OF DOING INTERVIEWS WAS KIND OF A SPECIAL MEETING THAT WE WENT OVER. BOYS AND COMMISSIONS. JUST COMPREHENSIVELY. SEE IF THERE'S ANYTHING WANT TO CHANGE. UM AND I KNOW THAT THERE WERE SOME SOME REQUESTS, RIGHT? I FEEL LIKE IT. MIGHT WANT TO DISCUSS. THEY DON'T HAVE ENOUGH SPECIAL MEETINGS. WE COULD HAVE SOMETHING LIKE THAT. I BELIEVE YOU COORDINATED THAT LAST YEAR, SO YOU MIGHT WANT TO TALK ABOUT UM, IF WE COULD SCHEDULE SOMETHING LIKE THAT AHEAD OF OUR INTERVIEWS JUST SO WE CAN KIND OF JUST DISCUSS POISON CONDITIONS IN GENERAL. ABSOLUTELY DIRECTION WE'RE GOING IN. ANY ISSUES THAT WERE SAYING, ETCETERA. AND THEN THAT QUESTION SO ON OUR AGENDA, THIS IS REFERRED TO AS AN ANNUAL REPORT.
WE'RE GETTING FROM THE ARTS COMMISSION. I GUESS WE CAN TALK ABOUT THAT, TOO. WE HAVE THAT MEETING WOULD BE NICE TO HAVE REPORTS. AT LEAST ANNUALLY. THIS THE FIRST TIME I'VE EVER HEARD DIRECTLY FROM ANY OF OUR BOYS COMMISSIONS ABOUT WHAT THEY'RE DOING SO THAT THAT DISCUSSION MY THIRD QUESTIONS. FUN YOU, MR THOMPSON. THERE'S A SLIDE IN THERE. YOU KNOW IF YOU HAD ANY EXTENSIVE DISCUSSION ABOUT THE ECONOMIC BENEFITS. WHAT Y'ALL ARE DOING, BUT YOU COULD BRIEFLY TALK ABOUT THAT BRIEF, SO THE ARTS ARE MOLDING BILLION DOLLAR INDUSTRY THAT WE DON'T NECESSARILY PARTICIPATING IN CAPACITY THAT WE CAN IN THIS COMMUNITY. UH ARTS THE WAY THAT AREN'T HITS THE ECONOMY HITS AND ONE OR TWO WORDS. I'LL MAKE THIS BRIEF. TRANS. ACTUALLY YOU BUY A PIECE OF OCCUPIED TICKET THAT IS SOME ECONOMIC ACTIVITY. UM THE RIPPLE EFFECT. I'M GOING TO GO TO A PLAY GOING TO HAVE TO HIRE A BABYSITTER. I'M GOING TO BUY SOME NEW CLOTHES. I'M GOING TO GO OUT TO EAT. I'M GONNA GO HAVE A DRINK. AND THEN I'M GONNA GO HIT THIS THING OVER HERE. AND THEN I'M GOING TO GO PICK UP THE WRITING UBER BACK BECAUSE I HAD TOO MANY DRINKS, AND THEN I'M GONNA SEND IT. UH, BABYSITTER HUNG. SO WHAT HAPPENS WHEN YOU'RE REALLY STRATEGIC ABOUT DOING OUR DEVELOPMENT IS IT'S NOT JUST SO MUCH THAT WE CREATE OUR EXPERIENCES THAT WE CREATE PATHWAYS FROM CULTURE TO COMMERCE AND BACK AGAIN, SO IF THERE'S SOMETHING HAPPENING ON THIS PART OF MAINSTREAM ALL ALONG THE WAY, WE NEED TO CREATE A PATH THAT SOMEONE STOPS. THEY HAVE A DRINK. THEY HAVE SOMETHING TO EAT. SAME THING WITH TOURISM, SO THERE'S THINGS THAT WE CAN DO TO BRING PEOPLE HERE TO STAY IN HOTELS. BUT THERE'S ALSO THINGS THAT WE CAN DO WHEN PEOPLE IN HOTELS KEEP THEM HERE A LITTLE BIT LONGER. AND SO WHEN WE LOOK AT IT, WE HAVE THESE REALLY AMAZING EXPERIENCES THAT CAN TOUCH A PERSON WHEN YOU HEAR WHAT'S HAPPENING. WHAT CAUSES A PERSON TO CREATE SOMETHING, BUT WE KNOW WHAT THAT REALLY MAKES THAT AS WELL AS A VIBRANT ECONOMY BEHIND IT, SO THERE'S ALWAYS RESOURCES AND OPPORTUNITY FOR ARTISTS TO MAKE ART AND FOR US TO EXPERIENCE ART, SO THAT IS WHAT WE'RE LOOKING AT. 12 AND THREE WAYS TO CREATE IT AND TRACK IT. CHRIST, YOU SAID. FIVE MINUTES AGO. YOU NEEDED OUR HELP, AND I ASSUMED YOU WERE TALKING ABOUT THE COUNCIL AND I THINK MAYOR, YOU MAY RESPONDED TO THAT. I JUST WANT TO BE CLEAR WITH WAS SO WE COULD HELP YOU BY THE DIRECTION OF THE CITY MANAGER.
THE ABSOLUTELY ABSOLUTELY SO OSTENSIBLY. I LIKE AUTHORITY ENDORSEMENT BECAUSE IT MAKES IT
[00:35:01]
SOUND VERY IMPORTANT WHEN I SAY, THE MAYOR SAID. UM BUT AT THIS POINT WAS WELL TAKEN, AND WE ABSOLUTELY CAN DO IT, AND IT GIVES US AN OPPORTUNITY TO REACH OUT TO FOLKS WITNESS. I HEARD IT. THE FIRST THE FIRST PART IS I WANT, I WANT YOU TO KNOW THAT WE'RE DOING OUR HOMEWORK. AND SO WHEN YOU RECEIVE A PROPOSAL RECOMMENDATION THAT'S ELIGIBLE FOR HOT TAX I WANT YOU TO SAY WE GOT. WE GOT TO SUPPORT THE ARTS COMMISSION BECAUSE ANY OTHER COMMENTS. VERY MUCH. THANK YOU FOR YOUR TIME COMMISSION AND THEATER HERE PART OF ARTS. BIG UMBRELLA TERM. THANK YOU VERY MUCH. YOU'RE VIBRANT. YOU'RE EXCITED. I DON'T KNOW WHY YOU CHOSE HIM AS CHAIRMAN. IF YOU ARE DOING A GREAT JOB, WE DO APPRECIATE IT VERY MUCH. THANK YOU. OKAY HMM. MR CITY ATTORNEY . DO WE HAVE TIME TO GO INTO EXECUTIVE SESSION AND COVER AS MUCH AS WE POSSIBLY CAN. THE CITY COUNCIL SEVEN PRUDENT, OKAY , LET'S GO AHEAD AND DO THAT. WE'RE GONNA GO AHEAD. OH I CAN MAKE THIS VERY BRIEF, SO I'M SORRY, JEREMY. YEP. I SEE IT. MY FAULT. MY FAULT. GO AHEAD OF TIME. YOU GUYS. MOST OF OUR EVERYBODY'S BEEN TO ALL OF THESE MEETINGS WITHOUT A MUSLIM OFF LITERALLY AT THE DEAD END, DARN NEAR LIKE USER FOR EXPRESSION, PUT MILLENNIAL ZONING ON THE ON THE 12TH OF THIS MONTH, AND IT WILL BE GOOD FOR YOU GUYS. THIS BODY ON JULY THE 18TH. IT WAS APPROVED BY PLANNING AND ZONING. MY SLIDES BASICALLY TELL THAT BASICALLY BUT IF YOU GUYS WANT TO TAKE THIS ANYMORE, THEY ACTUALLY QUESTIONS. I'M HERE TO ANSWER YOUR QUESTION. THAT'S THE UPDATE THAT WE HAVE FOR NOW, BECAUSE IT SEEMS LIKE WE'RE AT A TIME PRESSURE EXECUTIVE SESSION.HELLO, MR KOUSSA. YOU YOU ALWAYS ASK THE QUESTION. HOW ARE WE DOING ON THE TEXT AMENDMENT? WHEN ASKED THAT QUESTION OR YOU'RE OKAY. THINK ABOUT CATS. I MEAN, WE'LL SEE EXACTLY WHAT PLANS ON COMMISSION. SO EXACTLY HAVE NOT PAID OPPORTUNITY TO REVIEW THE LANGUAGE TRUCK CORRECT. YEAH AND THAT'S JULY. 18TH YES, SIR. YES, SIR. WELL SORRY. DON'T BE PRESUMPTUOUS.
YES SIR. THANK YOU AWAY. THE SIGN IS UP ON THE PROPERTY FOR HIS OWN AND CONSIDERATION. YES YOUR FATHER LATELY THERE, SO THAT'S A NOTICE TO THE PUBLIC. THIS BEING CONSIDERED ENOUGH.
HMM OH, SORRY. YOU SAW IT. YOU SEE THAT? I DID. I'M SORRY. KEEP . VERY BOTTOM COMMISSION. YES THAT'S WHY I WANT TO MAKE SURE WE DID KIND OF TALKING ABOUT IT BRIEFLY THIS PARTY AS I MENTIONED BEFORE WE WANTED TO TAKE THIS ONE FOR EVERYBODY. EVERYBODY. EVERY BOARDING COMMISSION WAS SHARE THIS INFORMATION ABOUT THE LAB PROPERTY AND PROVIDES GIVE UPDATES. UNFORTUNATELY, WE'VE HAD SOME FORM ISSUES BECAUSE YOU GUYS TOOK ONE OF OUR VALUE MEMBERS OF COUNCIL WHICH UNFORTUNATELY AFFECTED OUR FORUM, WHICH WE HAVE BEEN KIND OF STRUGGLING WITH AS A LATE SO I NOTED, THERE WAS BASICALLY LOBBY FOR THIS. I KNOW YOU GUYS HAVING FOR YOU SO BASICALLY CONSIDER MORE COMMISSIONS. WE COULD DEFINITELY USE SOME ASSISTANCE ON THAT. SO DEFINITELY I WOULD SURELY THAT FOR YOU GUYS MAKE THAT DETERMINATION. YES BUT THAT'S THE REASON WHY THEY WERE NOT ABLE TO GO BEFORE THIS CAN AFFECT ANYTHING. [1. A. Mayor's Report. ]
REPORTS VERY QUICKLY, A COUPLE OF THINGS THAT I'D LIKE TO SAY FOR MAYORS REPORT WE HAD A SPECTACULAR JUNETEENTH CELEBRATION. WE PUSHED SOMEWHERE CLOSE TO 10,000 PEOPLE. AND THE ENORMITY OF THAT IS THAT MANY, MANY PEOPLE CAME THROUGHOUT THE METROPLEX TO ATTEND OUR CELEBRATION, AND THAT'S A TESTAMENT TO DOING THINGS THE RIGHT WAY. WE BROUGHT PEOPLE FROM ALL OVER FROM WAY NORTH AND WAY SOUTH AND WASTE AND WEST, SO CONGRATULATIONS TO EVERYONE THAT WAS INVOLVED, AND AS I SAID IN MY REMARKS AT THAT OPENING, IT TOOK A VILLAGE EVERY SINGLE ASPECT OF OUR CITY STAFF WAS INVOLVED. IN SOME FASHION OF MAKING THAT HAPPEN. SO MY PUBLIC THANKS TO EVERYONE, CITY MANAGER AND TO ALL EVERYONE, RESPECTIVELY, AS WELL. SECOND THING. YOU SEE THE ARTWORK THAT'S OUT IN OUR LOBBY. THAT IS THE RESULT OF OUR NEWLY FORMED ARTS COMMISSION HAVING A COMPETITION. WHICH THEY HAD AN EXPOSITION ON FRIDAY AND THEN THEN HAD A TERMINATION OF WHO THE WINNERS WERE ON SATURDAY, AND THE WINTERS OUT THERE ARE SHOWING THE RIBBONS OF 1ST, 2ND, 3RD AND HONORABLE MENTION. THOSE ARE VERY, VERY SPECIAL PIECES OF ART, AND THEY'RE GOING TO BE HERE IN THE LOBBY FOR WHAT DID I HEAR? HOW LONG ARE WE GONNA BE HERE? THEY'RE GONNA BE HERE A WHILE NATURAL. SO TAKE A LOOK AT THEM AND THE ARTISTS, COMPOSITIONS AND SOME OF THEIR BIOS ARE OUT THERE AS WELL. IT'S VERY, VERY SPECIAL. SO THANKS TO ARTS COMMISSION AND FOR THE ARTISTS ARE THE PARTICIPATED AS WELL. IT'S VERY WONDERFUL PIECES[1. B. Councilmembers' Reports ]
OF ART. SO I'M MOVING ON TO ANY COUNCIL MEMBERS, REPORTS. SEEING NOTHING UP. ABSOLUTELY. YEAH.OKAY. THANK YOU. AH WELL. JUST PIGGYBACKING OFF WHAT THE MAYOR SAID THE JUNETEENTH CELEBRATION WAS JUST WAS OUTSTANDING. THE CITY OF DUNCANVILLE WAS HIGHLIGHTED FOR MAKING THE PLANNING AND CARE OF TREES A PRIORITY. TREE CITY USA AND PARTNERSHIP WITH HARVARD. THEY FOUNDATION, THE U. S FOREST SERVICE AND THE NATIONAL ASSOCIATION OF STATE FORCES WAS FOUNDED IN 1976, AND IT'S[00:50:05]
COMPRISED OF MORE THAN 1, MILLION MEMBERS, SUPPORTERS AND PARTNERS. THE SECOND THING, AS SEVERAL MEMBERS OF THE COUNCIL HAS STATED. THERE ARE OVER 9000 INDIVIDUALS WHO PARTICIPATED IN THIS YEAR'S JUNETEENTH CELEBRATION. I LIKE TO THANK THE STAFF FOR ALL OF THEIR HARD WORK AND MAKING THIS A GREAT GREAT EVENT AND A VERY SAFE EVENT. AND THEN LAST, BUT NOT LEAST, I WANT TO SAY THANK YOU TO OUR OUR LIBRARY. THEY ARE AN ACCREDITED. CREDITED LIBRARY AND THAT MEANS BEST PRACTICES. THIS IS ACCREDITATION THAT THEY HAVE ACHIEVED FOR THE PAST SEVERAL YEARS. AND SO KUDOS TO OUR LIBRARY STAFF. THANK YOU, CITY MANAGER. MOVING ON TO ITEM[2. A. Recognition of Mayor's Champion of the City]
NUMBER TWO RECOGNITION OF THE MAYOR'S CHAMPION OF THE CITY.AS YOU MAY WELL, BE AWARE ONE OF THE THINGS THAT I'VE DONE THIS CREATED SOMETHING CALLED CHAMPION OF THE CITY. AND WHILE THE CITY OF INITIALLY WAS RECOGNIZED FOR ITS ATHLETIC PROWESS. FOR MANY YEARS NOW WE'RE RECOGNIZED FROM MORE THAN JUST ATHLETIC PROWESS. WE'RE INTO THE BUSINESS. WE'RE INTO ARTS. AS YOU CAN SEE WITH OUR COMMISSION WENT TO EDUCATION. WE HAVE A GREAT EDUCATIONAL SYSTEM WITHIN OUR CITY. AND ALSO LOOKING AT ASPECTS OF TRANSPORTATION. AND SO WHEN I WAS LOOKING FOR ANOTHER CANDIDATE TO AWARD CHAMPION OF THE CITY. I LOOKED TO AN INDIVIDUAL WHO HAS BECOME VERY, VERY SPECIAL TO ME. AND THIS INDIVIDUAL HAS MR GRADY SMITHY. AND HAS EVER PRESENT SIDEKICK, JUDY. I WANT TO PREFACE WHAT I WHAT I'VE WRITTEN ABOUT GRADY WITH SOME PERSONAL REMARKS. WHEN I FIRST BECAME MAYOR IN 2018. I WAS IMMEDIATELY REQUESTED TO BECOME THE ALTERNATE. ON THE REGIONAL TRANSPORTATION COUNCIL FROM NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENT AND THE SEAT IN THE RTC WAS HELD BY THE LATE KURDISTAN MCCOWEN. SO I SAT BEHIND HER LEARNED FROM HER AND EVERY TIME I HAD A QUESTION I CAME TO THIS GUY. AND INTERESTINGLY I DON'T KNOW ABOUT IF YOU KNOW THE NOTORIETY OF THIS GUY. BUT I REMEMBER ONE. YOU KNOW, ONE OF THE THINGS THAT BEST SOUTHWEST PARTNERSHIP DOES IS THEY HAVE T G I F IN AUGUST EVERY FRIDAY. THERE'S A T G. I F AND THERE'S AN INDIVIDUAL THAT COMES AND USUALLY FROM STATE OR SOME PROMINENCE AND WHATEVER THEY DO. AND THAT ONE PARTICULAR TIME I WENT TO ROYCE WEST WAS UP ON THE PANEL. AND SO GRADY STANDS UP. TO MAKE A COMMENT.
AND HE AND ROYCE BEGIN TO BANTER BACK AND FORTH. IN FRONT OF ABOUT 400 PEOPLE. AND I'M GOING LIKE IF ROYCE WEST. KNOWS THIS GUY SO INTIMATELY THAT THEY CAN BANTER BACK AND FORTH. I NEED TO LEARN A LITTLE BIT MORE ABOUT WHAT GOES ON IN THIS GUY'S BRAIN. AND WHAT I HAVE LEARNED IN THE PAST FIVE YEARS IS THE TRANSPORTATION IS HIS FORTE. AND IF YOU GO BACK INTO HIS 22 YEARS AND SERVING WITH OUR CITY AND EVERYTHING THAT HE HAS DONE, AND THE ROAD WORK, NOT JUST HERE, BUT LOOKING AT EVERYTHING THAT'S DONE IN THE NORTH CENTRAL COUNCIL OF GOVERNMENT FOR THE 16 COUNTIES OF THE OF THE COG GRADY HAS BEEN INVOLVED IN THAT. ALSO AS A RESULT OF HIM, I'LL PUT THE BLAME ON HIM. I AM UNDER THE BALANCE REGIONAL MOBILITY COALITION. AND THE D. R M C HAS A SEAT FOR US FOR THE CITY OF DUNCANVILLE AS A RESULT OF GRADY'S PURE DIRECTIONAL INPUT ON HAVING THAT THERE SO WHEN YOU LOOK AT THAT AND SAY YOU KNOW WHAT HIS HIS IMPACT AND WHAT IT IS, I GUESS I'LL JUST SAY THAT THE IMPACT ON ME PERSONALLY, I REGARD HIM AS MY ENCYCLOPEDIA WHEN IT COMES TO TRANSPORTATION. AND HE IS REPLETE AND UNDERSTANDING THE TRANSPORTATION ISSUES THAT GO ON IN THE 16 COUNTIES. AND SO LOOKING AT THIS AND THINKING YOU KNOW, IT'S ABOUT TIME. BECAUSE I'VE I'VE DONE SO MUCH WORK WITH GRADY DEPEND ON HIM SO MUCH. BUT I DIDN'T WRECK IT. I SAID IT'S ABOUT TO MYSELF IS THAT IT'S ABOUT TIME I HAD GRADY COME UP HERE AND RECOGNIZE HIM AS A CHAMPION OF THE CITY. SO WITH THAT GRITTY I WANT TO READ WHAT I READ ABOUT YOU. YEAH, THERE IS UP THERE TOO. SO. MR GRADY SMITHY IS A LONGTIME RESIDENT OF
[00:55:03]
DUNCANVILLE AND SERVED ON THE CITY COUNCIL FOR 22 YEARS. GREAT HE RETIRED FROM THE U. S DEPARTMENT OF AGRICULTURE AFTER 33 YEARS OF SERVICE. WHILE IN WASHINGTON, D. C HE WORKED WITH CONGRESSMAN PETE DOMENICI AND BOB POKE. HE WAS RECOGNIZED FOR HIS WORK IN DISASTER RELIEF AND ON FEDERAL FOOD ASSISTANCE PROGRAMS. ON A STATE LEVEL RADIO SERVICE, PRESIDENT OF REGION 13 OF THE TEXAS MUNICIPAL LEAGUE. RADIUS. FORTE IS TRANSPORTATION. AS A RESULT OF HIS SINGULAR EFFORTS, DUNCANVILLE HAS PRESENT PRESENT DAY PRESENT REPRESENTATION ON THE DALLAS REGIONAL MOBILITY COALITION AND THE REGIONAL TRANSPORTATION COMMITTEE OF THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS. MR SMITHE IS ALSO THE HOLDER OF THE ROAD HAND AWARD, THE HIGHEST RECOGNITION GIVEN TO AN ELECTED OFFICIAL BY THE TEXAS DEPARTMENT OF TRANSPORTATION. SERVICE TO HIS COMMUNITY INCLUDES MEMBERSHIP ON THE DUNK OF THE COMMUNITY ECONOMIC DEVELOPMENT CORPORATION AND THE PLANNING AND ZONING COMMISSION. FOR HIS SUBSTANTIVE AND SUSTAINABLE IMPACT ON OUR CITY. MR GRADY SMITHY IS HEREBY RECOGNIZED AS A CHAMPION OF THE CITY. AS MAYOR OF THE CITY OF DUNCANVILLE. I ASKED HER RESIDENTS TO JOIN ME IN CONGRATULATING MR SMITHE ON THIS MEMORABLE OCCASION. READY MY PERSONAL THANKS TO YOU. YOU GOT.THANK YOU. THANK YOU, FOLKS. I JUST ENJOY THE TIME I GOT TO SPEND ON DUNCANVILLE COUNCIL AND IT WAS AT A CRUCIAL TIME WHEN WE WERE GROWING SO FAST AND WE HAD TO DO A LOT, AND THAT'S WHY WE GOT A LOT OF THESE ROADS BUILT AND IT'S GOOD. IT'S GOOD THAT WE DID WE COULD BECAUSE IT'S GETTING A WHOLE LOT HARDER TO GET MONEY THAN YOU USED TO BE. AS AMERICAN CERTAINLY TELL YOU, BUT THANK YOU FOR YOUR RECOGNITION AND I APPRECIATE THAT. I WILL SAY THIS. YOU KNOW, MY WIFE, JUDY HAS BEEN BESIDE ME ON EVERYTHING I'VE EVER DONE, YOU KNOW, AND WHEN I FIRST MET HER SASCHA WORK, SHE ASKED HER WHERE SHE WAS FROM, SHE SAID GARLAND. I SAID TO WORK, SHE SAID, WHERE ARE YOU FROM? I SAID DUNCANVILLE. OUR RESPONSE WAS, IS THAT SOMEWHERE IN WEST TEXAS? THAT'S WILLIS WEST OF YOU. YOU KNOW, A YEAR LATER, WE GOT MARRIED IN SHORTER THERE IF WE MOVED OUT HERE, AND SHE'S BEEN LIVING HERE, THE REST OF HER LIFE AND SHE'S REALLY HELPED ME IN A TREMENDOUS AMOUNT OF THAT PERIOD TIME. SO THANK YOU AGAIN. ALONG ALONG WITH THIS CHAMPION OF THE CITY DOCUMENT. I'M ALSO GOING TO GIVE YOU A MEDALLION FROM THE CITY OF DUNCANVILLE.
AND DON'T DROP A LITTLE HURT. YOU'RE TALKING HANG ONTO IT TIGHT.

HI I'M BONNIE ANDERSON AND 100 SOUTH MAIN STREET. AND I'M HERE TONIGHT TO SPEAK ABOUT THE FIRE CODE ISSUES THAT THAT YOU'LL ADDRESS LATER ON. AND I GUESS AND IN THIS COUNCIL THIS MEETING AND SO WHAT? I WANTED TO SHOW YOU TONIGHT. WAS THE OTHER CITIES AROUND US OTHER PROPERTIES THAT ARE VERY SIMILAR TO OUR PROPERTIES ARE OLDER. PROPERTIES AND THEY HAVE PARTIAL FIRE SPRINKLER SYSTEMS IN THEM, AND IF YOU'LL NOTICE ON THE SECOND PAGE. ONCE IN DESOTO.
WE'RE GONNA GO THROUGH VERY QUICKLY. YOU'LL SEE A HASH MARK . THAT'S THAT'S A PART OF A BUILDING. THAT'S FIRE SPRINKLED THE BIGGER PARTS OVER OVER LIKE 10 12,000 SQUARE FEET. AND ALL THE OTHER SPACES AND ALL THE LINES THAT YOU SEE ARE ALL FIREWALLS. THERE ARE I WON'T CALL THEM THE FIREWALLS. I'M GOING TO CALL THEM BARRIER WALLS . THERE THERE. SHEETROCK WALLS ON METAL STUDS UP UNDERNEATH THE DECK. NONE OF THEM ARE BREAK. THEY'RE DONE AND CURRENT.
THEY'RE DONE WITH CURRENT BUILDING PERMITS. CURRENT CODE CURRENCY O S. AND THAT'S THE ONE STUNNING THE SOULS OF THE SODAS FIGURED OUT HOW TO DO THIS IN A WAY THAT'S REASONABLE FOR THESE OLD SHOPPING CENTER. THE NEXT ONE IS ONE IN DALLAS. THE PULP IN 67. IF YOU NOTICE THERE'S ONLY ONE OF THOSE BUILDINGS THAT'S FIRE SPRINKLED. THE REST OF THEM ARE ALL SHEETROCK FAR RATED SHEETROCK ON METAL STUDS. UH WE GOT MANY NEW CEOS JUST APPROVED JUST RECENTLY. UM NONE OF THESE HAVE EVER HAD THAT. I THAT I KNOW OF IT. I'VE NEVER HAD A FATALITY. THE 35 YEARS OR EVER ANYONE EVER HURT IN ANY OF MY PROPERTY. DUE TO FIRE. THE NEXT PAGE THAT YOU SEE, AS IS THE LIST OF SWEETS THAT WE'RE CURRENTLY WORKING ON A WAITLIST PLAZA AND YOU'LL SEE WE'VE BEEN ISSUED BUILDING PERMITS. YOU'LL SEE A LIST OF BUILDING PERMITS HAVE BEEN ISSUED BY THE CITY OF DUNCANVILLE. THEN OVER TWO ON THE RIGHT HAND SIDE, YOU'LL SEE THIS CERTAIN CERTIFICATES OF OCCUPANCY THAT WE'VE BEEN ISSUED ALSO ON SOME OF THESE SPACES. AND SOME OF THEM ARE BEING HELD UP RIGHT NOW, AS YOU KNOW. THAT'S THE REASON WE'RE HERE TONIGHT. THE WANT TO SHOW YOU ITS FINANCIALS FROM WHEATON PLAZA SINCE WE WORKED ON THIS IS A PARTNERSHIP TO YOU EVERY MONTH. AND YOU'LL SEE THAT THE NEGATIVE CASH FLOW FROM THIS AND THEN THE LAST ONE IS A SITE PLAN. QUICKLY THAT YOU CAN SEE WHERE THE REAL FIRE BARRIERS ARE. AND HOW THIS THING LAYS OUT. YOU CAN SEE IT VERY CLEARLY WHAT THE TENANTS ARE. THANK YOU FOR LISTENING TO ME. THANK YOU.
THE NEXT CARD I HAVE IS ERICA BROWNING. ERICA BROWNING FOR FOUR TO EAST CHERRY STREET. I'M SPEAKING ON ITEM. FIVE C. I WOULD LIKE YOU TO PLAY SERIOUSLY CONSIDER THE FOLLOWING QUESTIONS REGARDING THE PROPOSED CHANGES IN FIRE SAFETY STANDARDS FOR COMMERCIAL BUILDINGS IN DUNCANVILLE. NUMBER ONE. WHAT ARE THE FIRE MARSHALS AND FIRE CHIEFS CONCERNS AND EXPERT RECOMMENDATIONS. IT SEEMS TO ME THEY HAD SOME CONCERNS DURING A RECENT BRIEFING SESSION. NUMBER TWO. HOW MANY BUILDINGS IN THE CITY OF DUNCANVILLE? WILL THIS POTENTIALLY IMPACT HOW MANY PEOPLE ACCESS THOSE BUILDINGS ON A DAILY BASIS WHO WILL POTENTIALLY BE AT RISK BY RELAXED STANDARDS? NUMBER THREE IN EACH OF THESE CASES. IS THAT THE COMMERCIAL TENANT OR IS THAT THE LANDLORD WHO IS RESPONSIBLE FOR MAKING SURE THE BUILDINGS MEET FIRE SAFETY STANDARDS? IN FACT, IT IS COMMON FOR A COMMERCIAL LEASE TO REQUIRE THE LANDLORD TO ENSURE THE PREMISES ARE FIRE COMPLIANT AND HAVE THE APPROPRIATE SAFETY EQUIPMENT. THIS IS PART OF COUNTING THE COST OF PROPERTY OWNERSHIP. I'M ASSUMING THERE IS ONE OR A SMALL NUMBER OF LANDLORDS WHO HAVE REQUESTED THESE CHANGES. IF THESE ARE ADOPTED WHAT IS TO STOP OTHER PROPERTY OWNERS FIVE
[01:05:04]
YEARS DOWN THE ROAD FROM REQUESTING FURTHER RELAXATION OF THE STANDARDS. AND WHERE DOES IT STOP? I'M CONCERNED THAT DUNCANVILLE IS SACRIFICING THE SAFETY OF BUSINESS OWNERS AND PATRONS. COMMERCIAL PROPERTY OWNERS HAVE A GREAT RESPONSIBILITY TO PROVIDE FOR THE SAFETY OF THE PUBLIC. I HOPE YOU WILL SERIOUSLY SEEK THE ANSWERS TO THESE QUESTIONS AND CONSIDER THEM CAREFULLY BEFORE VOTING ON RELAXING SAFETY STANDARDS IN OUR CITY. AFTER SPEAKING WITH MR TENNANT AND THE FIRE CHIEF. I UNDERSTAND THERE'S A LOT TO CONSIDER, AND IT IS COMPLICATED. THANK YOU FOR MAKING THE HARD DECISIONS ON OUR BEHALF. THANK YOU. MY FINAL CARD IS FROM MR PATRICK HARVIE. THANK YOU, MA'AM. UM PATRICK, HARVIE 10 10, HUNTINGTON'S IN DUNCANVILLE. THE REASON WHY I HAVE COME BEFORE YOU THIS EVENING. HE IS ON BEHALF OF MY WIFE AND I THANK YOU MAYOR AND COUNCIL. FOR GRACING US WITH THE PRIVILEGE OF SERVING AS MR AND MRS JUNETEENTH IN THE RECENTLY CELEBRATED JUNETEENTH EVENT. THANK YOU ALL VERY MUCH. THAT'S MY COMMENT. THANK YOU. THAT CONCLUDES ITEM NUMBER THREE ON OUR AGENDA. MOVING ON TO ITEM[4. CONSENT AGENDA]

WE KNOW THAT GOING INTO EXECUTIVE SESSION RIGHT IN THE MIDDLE. WE CANNOT TELL YOU HOW LONG THAT'S GOING TO BE, UH, IF YOU WISH TO STAY, WE CERTAINLY WELCOME YOU TO STAY.
