WHAT AREAS IN COLOR AND PRESENTATION. THAT IS THE WORK OF MANAGEMENT. AND SO SHE IS HAPPY TO RECEIVE ANY ADDITIONAL INFORMATION THAT YOU HAVE SO THAT WE CAN COMPLETE YOUR CALENDAR AND THE REASON FOR THAT IS PERSONAL KINDS OF CONSIDERATIONS IS WE'RE BLOCKING OFF TIMES AND TRYING TO FIGURE OUT WHAT FOR INSTANCE, WHEN THE CITY MANAGER MONTH SCHEDULE AN ADDITIONAL RETREAT FOR YOU NEW YORK. WHAT WE CAN TELL IS TO MEASURE THE AVAILABILITY OF THE COUNCIL. THANK YOU VERY MUCH. I HAVE QUESTION FOR THE ATTORNEY. COUNSELORS COUNT. YES, SIR. SO IF I WANTED AN EXECUTIVE SESSION, DO NOT GO. YOU HAVE TO REQUEST SESSION. LIKE YOU WOULD ANY OTHER AGENDA COMING INTO OFFICE? CITY SECRETARY I THINK IT REQUIRES UNDER YOUR RULES. YOU AND ONE OTHER MEMBER QUEST.
HEAVY. COUNCIL AGENDA ITEM. UM. THURSDAY 10 DAYS BEFORE THE COUNCIL BEING BASED ON USE THAT
[00:05:07]
THURSDAY BEFORE COUNCIL AGENDA WEEK. SO WE JUST LIKE ANY HEMORRHAGE CHECKED. SO THAT WOULD HAVE TO DO IT IN WRITING. YES WITH ONE OTHER KIND CONJUNCTION WITH ONE OTHER COUNCIL MEMBER. APPRECIATE IT. WHAT'S THAT? TO THE ISN'T BRAVO'S THE RICH ROAD CORRIDOR, STUDY RESULTS AND RECOMMENDATIONS. THE. PLUMBER. MOST RIDICULOUS BODY. I'M GOING TO WIN BLOOMER REPRESENT DUNAWAY . HERE'S MY COLLEAGUE CAMPBELL OVER THE SYRIAN STRAIGHT COURSE STUDY. WE DID COME HERE EARLY NOVEMBER, 2ND. FOR THE FIRST COUNCIL SESSION AND WENT THROUGH A LOT OF DATA AT THAT TIME, SO HOPEFULLY WE GET YOU GUYS ARE ABLE TO GET THIS DATA DIGESTED.PROCESS IT FOR TONIGHT JUST AS A REFRESHER. NOW THESE ARE THE LIMITS OF THE CORRIDOR STUDY HERE AND BLUE. SO WE WENT FROM THE NORTH INTERSECTION OF 20 ALL THE WAY DOWN TO THE SOUTH TRAIL IN DISCUSSIONS WITH THE CITY WITH MISS JACKIE COLTON AND OTHERS. WE NARROWED OUR SCOPE TO SECTIONS TWO THROUGH FOUR. WHICH IS BASICALLY IN RED WEST KIP CAMP WISDOM ROAD ALL THE WAY DOWN TO BIG STONE GAP ROAD. WE FURTHER SUBDIVIDED THESE EFFORT TONIGHT INTO SECTION TWO A TWO B THREE A THREE B AND FOUR THAT IS MOSTLY DUE TO BUDGETARY RESTRAINTS THAT CONSTRAINTS FOR THE PAVEMENT BASED ON THE 2010 BOND PROGRAM, AND WHAT WAS ALLOCATED FOR RECONSTRUCTION ON CEDAR RIDGE DRIVE. OBJECTIVE TONIGHT IS JUST TO PROVIDE GUIDANCE TO THE CITY FOR SELECTING WHICH SEGMENT SHOULD BE FULLY RECONSTRUCTED FOR PAYMENT AND UTILITIES WITHIN THE BUDGETARY CONSTRAINTS. UM SELECTION CRITERIA WE USED WAS SAFETY AND TRAFFIC, WHICH ONE HAS THE HIGHEST IMPACT TO MOTORISTS. PAYMENT CONDITION, IMPROVING THE WORST SEGMENT, UH , FOR PAYMENT CONDITIONS, AND THEY COST WHICH ONE HAS THE MOST VALUE TO THE CITY AT THE LOWEST COST, AND THEN ULTIMATELY WHAT THIS BODY WANTS TO PURSUE. OUR INITIAL RECOMMENDATION BACK IN THE EARLY COUNCIL MEETING. WORK SESSION WAS TO RECONSTRUCT SECTIONS THREE AND FOUR WITH ALTERNATIVE. SEE THIS IS THE ALTERNATIVE. THAT IS THE ROAD DIET OPTION, WHICH REDUCED THE LANDS DOWN TO FOUR AND HAD 12 FT . WIDE SHARED USE PATHS ON THE PARKWAYS. THE FEEDBACK WE GOT FROM THIS COUNCIL WAS, LET'S NOT PURSUE THAT OPTION. LET'S GO BACK AND REPLACE, AS IS WHAT THE EXISTING EXPLAIN SECTION THREE LANES EACH DIRECTION. SO THAT IS AND WITH NO BIKE LANES OR SHARED USED PATHS. THAT WOULD BE FIVE FT SIDEWALKS IN BOTH PARKWAYS. SO FOR A RECOMMENDATION IN CONCLUSION. DURING THIS ANALYSIS WAS LET'S DO THE EXISTING SIX LAND SECTION AT THIS COUNCIL. NO WANTS IT TO DO AND WE RECOMMEND A RECOMMENDATION TO CONSTRUCT FIRST WOULD BE CAMP WISDOM TO MID NAIL SLASH KATHY SELF MORGAN AWAY AND THAT IS THE SECTION ADJACENT TO DUNCANVILLE HIGH SCHOOL. WE CHOOSE THIS FOR THREE REASONS HAS THE MOST IMPACT PARTICULAR TRAFFIC IT HAS. IT IS THE MOST TRAFFIC PORTION OF THE CORRIDOR. PERCEPTIONS TWO THROUGH FOUR. HAS POTENTIAL FOR SAFETY IMPROVEMENTS. THIS WAS THE SECTION THAT HAD THE HIGHEST ACCIDENT. TOTAL MOSTLY AT THE INTERSECTIONS OF CAMP WISDOM AND MIDDLE WITH ALSO RESULTED IN THE MOST INJURIES. WOULD PEOPLE BASICALLY BASICALLY FOR PARAMEDICS NEEDING TO TAKE HIM TO THE HOSPITAL? ADDITIONALLY BECAUSE THERE'S MORE TRAFFIC ON THE SEGMENT, THIS PAYMENT WILL LIKELY DETERIORATE THE FASTEST.
THE SECOND REASON COST. THIS WAS ACTUALLY THE SECOND LOWEST ESTIMATED OVERALL COST CONSTRUCTION COST. UM MAINLY BECAUSE IT'S ABOUT 165 FT, LONGER THAN THE SECTION THAT IS THE LOWEST COST, WHICH WAS WEST CENTER STREET TO WHEATLAND RED. IT'S ALSO TIME TO AS WORST PANIC CONDITION ALONG THE CORRIDOR. SO ARE IF THIS IS THE OPTION THAT'S PURSUED, WE WOULD RECOMMEND CONSTRUCTING RECONSTRUCTING THE CORRIDOR NORTH TO SOUTH, WHICH IS GENERALLY HOW TRAFFIC FLOWS.
A LOT OF TRAFFIC TRAFFIC IS GENERATED FROM I 20 AND THEN IT SLOWLY GETS DISPERSED AS PEOPLE REACH THEIR DESTINATIONS TO WORK. SO AGAIN. THIS IS THE EXISTING SIX LANE SECTION AND WHAT IS PRESENT THROUGHOUT THE ENTIRETY OF CEDAR ROOTS DRIVE. THAT AGAIN. THREE LANES, EACH
[00:10:03]
SIDE CENTER MEDIUM ABOUT 14. FT CAN BE USED FOR BEAUTIFICATION TREES, AND THEN THERE WILL ALSO BE LEFT TURN LANES IN THAT MEDIUM AND AT INTERSECTIONS. AND THEN AGAIN TO FIVE FT SIDEWALK SIDEWALKS AND EACH PARKWAY. SETTLE FOR TRAFFIC. OUR INTERSECTION LEVEL OF SERVICE ANALYSIS. UH WHAT WE SHOW HERE IS ON THIS LEFT HAND PORTION IS THE EXISTING AS IT STANDS TODAY.ACCEPTABLE LEVEL OF SERVICE IN OUR FIELD IS WELL SERVICED D OR BETTER. DEFINED BY TEXT DIET FOR AN URBAN ROADWAY. AS YOU CAN SEE ALL THESE MEAT THAT ACCEPTABLE LEVEL OF SERVICE AND THOSE ARE DELINEATED. DOWN IN THE BOTTOM OF 10 CORNER IN THAT TABLE. IMPORTANT TO NOTE WE DID NOT PERFORM A 20 YEAR HORIZON FORECAST ON THIS AS DUE TO THE AS BUILT CONDITIONS IN THE VICINITY OF THE CORRIDOR. MOST OF THE LAND IS USED ALREADY WITH SINGLE FAMILY SCHOOLS LAND OWNED BY THE SCHOOLS, COMMERCIAL OR LIGHT. INDUSTRIAL. ABSOLUTELY IS SO WE DID NOT WE DO NOT ASSUME THAT THERE'LL BE A LARGE GROWTH IMPACT ALONG THE. HAVE THIS COURT ORDER FALL INTO AN UNACCEPTABLE LEVEL OF SERVICE. FOLLOWING THAT IS THE PAYMENT CONDITION SO FROM THIS. WE DID AWAITED PC. I WOULD LIKE TO NOTE THE PAYMENT CONDITIONS WE RECEIVED ARE FROM 25TH 2015 SURVEY CONDUCTED BY THE CITY SO 78 YEARS HAS PASSED, THE PAYMENT IS LIKELY AND WORSE CONDITION THAN THE VALUE SHOWED HERE. WHAT WE SEE IS THREE TIERS. UM THREE SECTIONS THAT ARE HOVERING AROUND THE 55 PC. I MARK 62, THEN 69. SO TWO, A THREE A AND THREE B WOULD BE THE FRONT RUNNERS BASED ON PAYMENT. CONDITIONAL WORLD. AND THESE ARE AWAITED PC I SO EACH SEGMENT BETWEEN EACH STREET WE WAITED THAT BASED ON THE LENGTH COMPARED TO THE OVERALL LENGTH OF THE SECTION. FINALLY COST ANALYSIS. OKAY AGAIN. THERE IS A $2 MILLION ROADWAY BUDGET ALLOCATED FOR PAYMENT FROM THE 2018 PROGRAM KEPT THAT IN MIND DURING OUR SELECTION. WHILE THE CHEAPEST OPTION WAS THREE. A. WE DECIDED TO GO TO A MAINLY BECAUSE THAT WOULD BE STILL WITHIN BUDGET AND THIS AND PROVIDE THE LONGEST LENGTH THAT CAN BE RECONSTRUCTED IN THE CORRIDOR, SO THE MOST VALUE TO THE CITY STILL WITHIN BUDGET THIS COST FOR UTILITY AND PAYMENT SIGNAL THE SIGNAL CONES. THIS WILL BE. FOR INCLUDED 20% CONTINGENCY FEES. SO THIS ALL ALSO LEAVES A BIT OF RUNWAY THERE IN CASE CONSTRUCTION COSTS SPIKE AS WE'VE SEEN IN THE PAST COUPLE OF YEARS, UM ADDITIONALLY , THIS IS ONLY PEOPLE WITH THE LOWEST UTILITY COSTS. ALONG THE CORRIDOR THAT WE ARE ANALYZING HERE. SO THAT WAS A FURTHER REASON TO CHOOSE TO A UM, IF AS DESIGN CONTINUES, AND THE COST GETS MORE NARROWED DOWN, SINCE WE ARE GOING BACK IN THAT SIX LANE SECTION, WHAT TO ADD MORE PORTION THE CORRIDOR WE COULD CONSTRUCT EVEN FURTHER SOUTH OF THIS SECTION. MAYBE EVEN TO HELP PLACE. SO WITH THAT. THAT IS OUR OVERALL RECOMMENDATION REASONS WHY, UM ANY QUESTIONS OR EXPLANATIONS OR CLARIFICATIONS? THANK YOU. AND LAST PAGE THAT WE WENT OVER OPINION OF PROBLEM BECAUSE FUNCTIONING COSTS. THAT'S JUST THE CONSTRUCTION COSTS ABOUT THE ENGINEERING COLLEGE. ENGINEERING COSTS WOULD BE 15% WE DO NOT INCLUDE THOSE THEY'RE JUST BECAUSE WE WEREN'T SURE. THAT PORTION GETS APPLIED TO THE RUNWAY BUDGET OR NOT. FOR INSTANCE, THE TO A 15% OVER THE 2.5. YES WE ACTUALLY HAVE. THE COUNCIL APPROVED THE ENGINEERING COUNTRY ACT AND THE AMOUNT OF ABOUT $417,000. IT'S ALREADY COVERED. YES, SIR. THANK YOU.
THE OTHER QUESTIONS. MY IDEA. ABOUT BEING MORE OF A JACKET QUESTIONS SOMETHING LIKE THAT ONCE. WHAT'S THIS THING STARTED BECAUSE IT'S GOING TO BE ENGINEER. WHAT'S THE TIME FRAME? UM AND THEN WE'RE GOING TO TRY TO AVOID BLACK ONES. BUT IT WILL BE DONE LIKE WHEN SCHOOL'S OUT.
YES, SIR. SO THE DESIGN WOULD TAKE APPROXIMATELY ONE YEAR TO COMPLETE. AH AND THEN CONSTRUCTION ABOUT A YEAR AND A HALF. WE'RE ACTUALLY GOING TO HAVE TO BRING THE CONTRACT BACK
[00:15:05]
TO COUNCIL BECAUSE IF YOU ARE PROCEED WITH CAMP WISDOM, TOO YEAH, WEST. TREAT YOURSELF, MORGAN. SIGNED CONTRACTS SO NEXT AGENDA, WE WILL BE BRINGING A SUPPLEMENTAL AGREEMENTS BACK TO COUNCIL. BUT SO A YEAR TO DESIGN AND THEN ANOTHER YEAR AND A HALF TO CONSTRUCT AND WE WILL BE WORKING VERY CLOSELY WITH THE SCHOOL DISTRICT. YOU KNOW, ALONG DURING THIS ENTIRE PROJECT BECAUSE WE UNDERSTAND. YOU KNOW , THIS IS ONE OF THE MOST HIGHLY TRAVELED SECTIONS OF THE ROADWAY. AND WE'LL BE WORKING VERY CLOSELY WITH THEM TO TRY AND AVOID ANY UNEXPECTED PITFALLS. AS WE DESIGN AND CONSTRUCT THIS PROJECT. DID I ANSWER YOUR QUESTION? YES OKAY.THANK YOU. JUST ONE OF THE NOTE AND THEN THIS MIGHT BE FOR ANOTHER DISCUSSION. BUT I JUST WANTED TO BRING IT UP. I THINK THAT WE HAVE SOME WAY THAT WE WILL BE ADVERTISING TO ALL THE BUSINESSES AND THE RESIDENTS, FOR THAT MATTER. THESE FACTS THAT WE'VE JUST DISCUSSED ABOUT HOW LONG THIS CONSTRUCTION PROJECT MIGHT AFFECT THEIR BUSINESS OR THEIR TRAVEL PLANS ONE NORTH AND SOUTH. YES, SIR, WILL WORK CLOSELY WITH MR HANDY. AND MAKING SURE THAT WE DISSEMINATE INFORMATION RELATED TO THE CONSTRUCTION PROJECT AND THE DESIGN PROJECT. SO THAT THE YOU KNOW EVERYBODY WILL BE AWARE. EXACTLY. YOU KNOW WHAT'S GOING ON. ALL RIGHT. THANK YOU.
THING ELSE. THANK YOU VERY MUCH, SIR. APPRECIATE. ITEMS TO SEE MR JEREMY. THE LAND PROPERTY UPDATE THE CITY COUNCIL. THANK YOU, SIR. JUST PROVIDE YOU GUYS WITH THE UPDATE. YOU GUYS REPLACED TODAY MONTHLY UPDATE AND HOW THINGS ARE GOING WITH THE LAB PROPERTY. SO THIS IS WHY WE'RE HERE THIS EVENING. PROVIDERS OF DAY TO YOU ALL FIRST ONE TO THROW BACKGROUND OF WORK WITH WHAT WE ARE WHAT WE ARE HERE. A COUPLE OF WEEKS AGO. ABOUT FOUR WEEKS AGO. YOU GUYS ALLOWED US BLESSED US TO GO FORWARD WITH THIS OFF COLOR THAT WE HAVE BEFORE YOU RIGHT NOW. WE'RE IN IT. PARTNER EXCUSE ME THE POINT OF JANUARY FEBRUARY RIGHT NOW, WE'RE ACTUALLY GOING ABOUT MEETING WITH THE POND COMMISSIONS AND BOARDS LAST NIGHT, WE HAD THE OPPORTUNITY TO KEEP YOUR BEAUTIFUL BOARD, WHICH INITIATED THING. THEY HAVE A GREAT PRESENTATION TO THEM. JUST GIVE THEM THE BEAT THE SEAS OF WHAT IT IS TO THINK ABOUT. WE'RE GONNA GO BACK NEXT MONTH. WHEN THEY MEET AS WELL. THEN DURING OUR MEETING, WE GET MORE INFORMATION FROM THEM. SO THE INITIAL APPROACH IS JUST TO KIND OF EXPLAIN TO THEM WHAT THE PROBLEM WITH THE PROCESSES I WOULD WANT TO PROCESS JUST LIKE WE DID WITH YOU ALL ON LAST MONTH AND THEN FOR THE PROVIDE FEEDBACK TO US AND HOW EACH OF THEIR OWN THOSE INDIVIDUAL STAKEHOLDERS WOULD LIKE TO SEE THIS PROCEEDING IMPORTANT, IMPORTANT THAT REGARD AND PROVIDE COMMENTS COMMENTS TO US AS A BOARD, SO THAT WAY, IT'S NOT JUST ONE INDIVIDUAL BUT THE ENTIRE BOARD THIS INFORMATION TO YOU ALL PACKAGE OVERBOARD THE PROBLEM ALL THE INDIVIDUAL CITIZENS AND WATCH BECAUSE AT THAT POINT, WHICH IS DEFINED TO YOU ALL PREVIOUSLY SO THAT WAY YOU CAN BRING. YOU CAN FOCUS ON EVERYTHING AND ALL THE TOOLS BEFORE YOU. JUST PULL BACKGROUND HISTORY JUST TO MAKE SURE EVERYBODY'S UP THE FRONT PEOPLE. THIS WAS PROVIDED BY MR BOB BLACK BRENNAN'S PROPERTY TO THE CITY ON APRIL 2ND RESTRICTIONS. THERE WERE TWO RESTRICTIONS THAT WERE PROVIDED TO YOU ALL TO THE PROPERTY. EXCUSE ME COUNCIL IN THE CITY. IT WAS TO ENSURE THE PROFIT WAS PROFESSIONALLY MASTERED. I'LL PLAN ON PROJECT DEVELOPMENT AND ALSO AND ENSURE THE PROPERTY PRIMARILY USED FOR THE PURPOSES OF PROMOTION OF ADVANCEMENT. CULTURAL ARTISTIC EDUCATIONAL OBJECTIVES WITHIN THIS PARTICULAR PROPERTY. THIS PROPERTY HAS BEEN CURRENTLY WITHHELD AS OPEN SPACE. THAT'S HOW THE CITY HAS BEEN HOLDING IT ON THE BECOME PLAN FROM 2017, WHICH WAS FIVE YEARS AGO. THE PREVIOUS COMPLAINT THAT NORMAL UPDATE BASICALLY SPECIFIED THIS WILL BE AN OPPORTUNITY AREA. AS OF RIGHT NOW, THERE HAVE BEEN EXCUSE ME. AT THAT TIME, THERE WAS AN RFP FOR IN 2019. WHAT THE CITY OF DOING A REQUEST FOR PROPOSALS. AT THAT TIME. 27 2011 21 CITY COUNCIL STRUCTURES, THE CITY MANAGER AND STAFF TO IDENTIFY THE HIGHEST AND BEST USE OF SAID PROPERTY THAT'S BEING A LAB PROPERTY AND ON THE 15TH 2022. THERE'S A BODY ASKED FOR A STAFF TO, UM BASICALLY ON THE NOMINATED PROPERTY AS A NATURE. WE'RE GOING THROUGH THIS PROCESS JUST TO MAKE SURE THAT WE GIVE THE BACKGROUND AS WE'RE LOOKING FORWARD, POSSIBLY AS WE'RE GOING FORWARD. ONE OF THE THINGS WE YES, SIR. YES IT IS A RESULT OF WHAT HAPPENED 20 MINUTES. IT'S ON THE BRIEF SLIDE, BUT IT WAS AWFUL. I MEAN, STARTED TO THE HEART. THE WENT OUT WHAT WAS THE RESULT OF I DO NOT HAVE ANY RESPONSES. NO ONE WAS INTERESTED. WE'VE HAD SOME SUBSEQUENT CALLS, BUT WE DID NOT RECEIVE ANY PROPOSALS FOR DEVELOPMENT OF THAT SITE. JUST TO GIVE YOU GUYS A PICTURE OF
[00:20:08]
THE PROPERTY ITSELF. UM THE PROPERTY ITSELF IS ABOUT 42.41 19 ACRES. IS THIS PORTION RIGHT HERE? AS YOU SEE, THERE IS A 10 MILE CREEK THAT GOES IN THROUGHOUT IT. THIS IS THE OTHER PORTION OF LAND PROPERTY, WHICH IS NOT AFFILIATED. THIS PARTICULAR SITE UP HERE, WHICH IS CORRUPTLY 7.6 76 ACRES. JUST KIND OF BRING YOU ALL THE SPEED OF WHERE THE PROPERTY IS, AND ALSO FOR THOSE WHO HAVE BETTER BEARING THIS IS DANIEL DEL ROAD . THIS IS SANTA FE. AND THIS IS CEDAR HILL ROAD JUST TO KIND OF GET THE BARRIERS OF EVERYTHING. TAKING AWAY THE AERIAL JUST TO KIND OF GIVE YOU A PICTURE WITH PICTORIAL OF IT. THAT'S WHY WE PROVIDED THIS IN HERE FOR YOU AS WELL. ALSO TO DENOTE THE 8.48 POINT FOUR ROUGHLY ACRES OF WHAT? WHAT AREA THAT'S INSIDE HER AS WELL. AS MENTIONED EARLIER. THE MASTER PLAN. THE LATEST PD OF THE PROPERTY IS ILLUSTRATED DEPICTED BEFORE YOU ALL ASK CAROLINE STANDS SHOWS LIKE THREE PHASES. PHASE ONE B ONE A PHASE TWO. PHASE THREE CURRENT JUST TO KIND OF GIVE EVERYBODY THESE OPTIONS OF WHAT THE PROPERTY LOOKS LIKE, CURRENTLY UNDER BE THE PLAN DEVELOPMENT, WHICH IS CURRENTLY THIS ONE. IT'S LIKE ALRIGHT WE MENTIONED EARLIER. THE OPPORTUNITY AREA WHICH WAS IDENTIFIED IN 2017 AS WE SEE RIGHT HERE, SO I APOLOGIZE FOR MY CIRCLE LITTLE BIT OFF, BUT IT'S SHOWING THE PROPERTY THAT WE KIND OF SHOWED THE PREVIOUSLY A LITTLE BIT OFF TO THE FOUR RIGHT BUT IT SHOULD BE DIRECTLY ON HERE. YOU SEE THIS OPPORTUNITY AREAS ON THE CURRENT , UM, CURRENT OPPORTUNITY AREA IN THE COMPREHENSIVE PLAN. ALL RIGHT. KIND OF BRING YOU FORTH TO WHERE WE ARE CURRENTLY, AS WE CURRENTLY STAND. WE BASICALLY HAVE A MEETING ON THE 23RD OF WHICH WERE LOOKING AT ME WITH THE CITY PLANNING COMMISSION AND TO PROVIDE THEM THE SAME UPDATED. WE DEFINITELY KEEP BEAUTIFUL, WHICH IS BASICALLY AN INTRODUCTION TO EXPLAIN TO THEM WHAT THE PROCESS IS AND WHAT THE REQUEST IS. SO WE CAN HAVE THAT FORMALIZED CONVERSATION FOR THE NEXT MEETING SO THEY CAN START BRINGING US FORTH IDEAS CRYSTALLIZED THOSE IDEAS. FOR THE THIRD MEETING SO THAT WE CAN ACTUALLY START POPULATING THOSE PUT THOSE ON THOSE COMMENTS TOGETHER. SO THAT WAY WE CAN BRING THEM FORTH. EVERYBODY AND AGAIN WE'RE DOING THE SAME THE SAME GENERAL JUST FOR THE ECHO OF THE ECONOMIC DEVELOPMENT CORPORATION THAT KEEP DR BILL BEAUTIFUL FOR DEMENTIA LAST NIGHT NOW, SO THE NEIGHBOR VITALITY COMMISSION AND ON THE 23RD MEETING IS PLANNED TO BE A JOINT MEETING WITH THIS BODY ITSELF, AND ALSO THE CITY PLANNING COMMISSION JUST TO PUT THAT OUT THERE AS WELL. AND OF COURSE, WE MENTIONED EARLIER IN THAT TOWN HALLS WERE PLAYING WITH CONDUCTING THREE TOWN HALLS WITH INDIVIDUALS ARMED WITH THE PUBLIC. WE'RE LOOKING AT THE SENIOR CENTER CHURCH WITHIN THE GENERAL AREA AND ALSO A ZOOM MEETING. SO THAT WAY WE CAN GET AS MUCH FEEDBACK AS WE CAN. SO THAT WAY WE CAN GET THE INFORMATION OUT THERE. THEY RECEIVED INFORMATION AS WELL. AND I JUST MENTIONED THAT ON THE SPORTS FLY RIGHT HERE. ONE OF THE THINGS THAT WE WANT TO DO IS ALSO WE'RE REACHING OUT TO UNIVERSITY OF TEXAS AT DALLAS. THERE WERE THERE CAPSTONE CAPSULES ARE SPECIALIZED PROJECTS THAT STUDENTS ARE PARTICIPATE IN TO BRING FORTH THEIR EXPERTISE. WE'RE LOOKING AT LEVERAGING THEM AS WELL. SO YOU KIND OF FELT BECAUSE THEY DON'T KNOW WE'RE GOOD, BUT WE'RE NOT THAT GOOD. SO WHEN YOU'RE DOING YOUR LIES, SO I'M OUTSIDE EYES THAT KIND OF ASSISTANCE AS WELL. AND THEY'VE GOT SOME OF THOSE STUDENTS IN DIFFERENT DISCIPLINES THAT CAN HELP TO MAKE SURE THAT THIS IS SOMETHING THAT'S WORTHWHILE FOR EVERYBODY TO KIND OF GO ON, AND WE WILL PICK AND SAY IT WOULD BE LIKE LIKE THIS, AND WE DON'T LIKE THAT AS WELL. UM, BASICALLY, YOU WILL HELP US DETERMINE THE STAFF AT THE LOCATIONS AND ALSO DETERMINED THE GREATEST AND BEST USE FOR THIS SET PROPERTY. QUICK THAT TIME REQUIRED TO ANY OTHER DUMB THINGS AS WE COME FORTH COMING FROM OUR UPDATE, SO WE SEE COMING BEFORE YOU IS THE TIMES AND DATES FOR THOSE PUBLIC MEETINGS. YOU'VE ALREADY HAD JUST SEEN THE MEETINGS THAT WE HAVE FOR THE BOARDS AND COMMISSIONS, WHICH IS UPDATE YOU ON THOSE AS THEY COME ALONE LAST NIGHT WAS A REALLY BRIEF MEETING JUST TO KIND OF FILL YOU IN ON THE KEEP LOCKABLE BEAUTIFUL BOARD. THAT WAS A GOOD GOOD INTRODUCTION WHERE WE'RE ABLE TO INFORM THEM ON WHAT'S ACTUALLY OCCURRING. THEY TOOK IT. THEY HAD A FEW QUESTIONS. WE ASKED THEIR QUESTIONS FOR CLARITY, AND THEY'RE TAKING THOSE QUESTIONS BACK TO KIND OF BRING US BUT THERE WERE ACTUALLY TWO THAT WERE SAYING WE ALREADY KNOW HOW WE WANT TO DO THIS PARTY, SO THAT'S GREAT BECAUSE THE ENERGY IS THERE SO THAT WE CAN PROVIDE THEM THE OPPORTUNITY TO PROVIDE THE COMMENTS TO YOU ALL THE WAY YOU GUYS ARE MAKING INFORMED DECISION THAT YOU MOVE FORWARD ANY QUESTIONS, CONCERNS OR COMMENTS WITH THE BOARD? YES, SIR. BACK TO THE PLACE AND YOU HAD THESE ARE THERE. SO. SO THE 23RD LET'S ENJOY MEETING BETWEEN PNC AND ECONOMICAL. YES, SIR AND COUNCIL. NO NO, I JUST RESPONDED. I'M SORRY. I SPOKE TOO SOON MENTIONED TO SAY THIS BODY RIGHT HERE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION. YOU SEE THEM? HMM. AND TONY NEWS OLD OH, I'M SORRY, MISS SMOKING IN REGARD. EXCUSE ME. SO, YES. LET ME CLARIFY THAT FOR ECONOMIC DEVELOPMENT CORPORATION AND THIS MONEY COULD COULD. WE COULD, UH, BECAUSE REMINDERS AND NOTIFICATIONS OF WHEN THIS IS GOING TO TAKE[00:25:05]
PLACE. IT'S GOING TO BE ON THE AGENDA. SURE CONDITIONS. UM WE ASKED. WE COULD DO THAT FOR YOU, SIR. YOU PUT IT ON THE COUNCIL. WELL, JUST YOU KNOW, LIKE THE MEETING YESTERDAY, THERE WAS ONE OTHER THING. I DIDN'T KNOW THAT IT WAS GOING TO BE ON THEIR TIME. SO YES, SIR. THAT ATTITUDE . ALSO THE UNIVERSITY STUDENTS, UH WE DID EACH YEAR AS THEY'VE DONE WITH US IN THE PAST AND CAPSTONE, WHICH IS THEIR MASTER'S PAPER. AND SO THEY'VE SELECTED TWO PROJECTS. ONE PROJECT IS GOING TO BE THE LAB PROPERTY AND SO GENERALLY HAVE ABOUT 15 TO 20 STUDENTS WHO MAKE THEIR MASTERS PROJECT AND SO THEY WILL PROBABLY WANT TO TALK TO EACH OF YOU AND YOUR FEEDBACK. I WILL TELL YOU THE OTHER IS THEY WILL PRESENT IT BEFORE THE SCHOOL FACULTY AND IT WOULD BE NICE TO HAVE PRESENTED TO YOU ALL. BUT IF YOU HAVE ANY FEEDBACK OR DO YOU WANT TO SHARE WITH THE STUDENTS? THAT WILL BE VALUABLE, BUT IT GIVES US A CHANCE TO HAVE ADDITIONAL HELP WITH THIS PROJECT AND ALSO A CHANCE FOR THEM TO EXPERIENCE LAND PLANNING. SORRY. GO BACK TO THE TIMELINE. THE FIRST ONE, THE FIRST ONE YES, SIR. SO COULD YOU. EXPLAIN WHAT SHOULD WE TALK ABOUT? TEXT AMENDMENT? YES. YOU CAN'T EXPLAIN WHAT THAT WHAT THAT IS JUST OVER THE TIMELINE THERE ON WHAT EXACTLY IS IT? SURE BASICALLY, THE TEXT OF MEMBER ALLOWS FOR US TO IDENTIFY WHAT EXACTLY THIS IS GOING TO BE CURRENTLY, AS IT STANDS RIGHT NOW, WE DON'T HAVE ANYTHING THAT WILL DENOTE. WHAT IF WE WANTED TO BE OPEN SPACE WHERE WE WANT HIM OUT OF THE SPACE AND THE NATURE PRESERVE OR ANYTHING OF THAT NATURE? WE DON'T HAVE ANYTHING CURRENTLY THERE, SO WE NEED TO BASICALLY DETERMINE WHAT THAT TEXT IS GOING TO BE IN THIS CASE RIGHT HERE. WHAT IS GLOBAL IN NATURE PRESERVE BE, SO THAT'S ONE OF THE THINGS THAT WE'RE GETTING PUTTING OUT THERE FOR THE COMMUNITY. WHAT WOULD YOU LIKE TO SEE AS YOUR NATURE PRESERVES SO THEY CAN HELP THE CRAFT THAT LANGUAGE SO THAT WE CAN IDENTIFY THAT THIS IS WHAT WE SEE IN THE NATURE PRESERVE? ASKED SO THAT'S PART OF THE EXERCISE OF THIS COMMENTARY PERIOD AS WELL WHERE YOU'RE PROVIDING STAFF, AS OPPOSED TO BEING A TOP DOWN APPROACHES THAT BOTTOM UP APPROACH WHERE THEY'RE PROVIDING US THE INFORMATION WE'RE GOING, WE'RE COLLECTING IT GATHERING AND EVERYONE ESTIMATED. ALMOST YOU ALL SO YOU CAN KIND OF HELP TO LOOK AT THAT, AS WE GIVE IT. THE BEST PRACTICE TOUCH OVER. THIS IS WHAT WE THINK WILL BE THIS WOMAN RECOMMEND THAT'S WHAT WE DO WITH STUFF. BUT YOU GUYS AND ENTERTAINING BASICALLY AFTER COUNCIL MAKES HIS RIGHT TO ME.PLAYING HIS AUDIO MAKES HIS RECOMMENDATION THAT BASICALLY SAY THE GOLDEN THIS IS EXACTLY WHAT IT IS TO EXPLAIN WHAT IT TEXT AMENDMENT IS BETTER, NOT YES. TEXT AMENDMENT. RIGHT? IT IS GOING FIVE, UH, VEHICLE FOR US TO CONSIDER WHAT KIND OF USES WE WANT. TO DEFINE AN ISSUE PRESERVED WHETHER IT'S JUST TOTALLY PASSIVE. NO ELEMENTS AND WE NEED TO PUT THAT. VEHICLE IN YOUR ZONING WORD. THAT'S SO WE DEFINE IT, AND THEN WE'LL TAKE THAT DEFINITION. THAT YOU DETERMINE. FOR THE TEXT CHANGER, MEN. AND THEN LOOK AT PLACING IT ON HIS PROPERTY. IT WILL BE DEFINED, AND THEN ONCE IT'S DEFINED, THEN YOU CAN USE THAT. TWO. TWO. ON THE LAB PROPERTY.
OR ANY OTHER PRODUCTS. HE ABSOLUTELY. PROVIDES A ZONING VEHICLES ZON DO NOT HAVE CURRENTLY DEFINED. UH, WE HAVE. DID THE COMMITTEE THAT WE APPOINTED. THEY MAKE ANY RECOMMENDATIONS FOR RESIGNING USE COMMITTEE SIR COMMITTEE THAT WERE APPOINTED. THE LAST COMMITTEE THAT WE APPOINTED WAY BACK, SPEAKS AT HOME, ONLY PROMISING MYSELF THEN WE APPOINT A COMMITTEE. WE HAVE A LOOK AT IT AND YOU'RE FORMALLY GOING THROUGH THIS PROCESS NOW, SO THAT THAT WAS PART OF WHAT WE DID A MONTH AGO IS HERE'S THE SCHEDULE HERE IS WHAT YOU WANTED TO SEE HAPPENS. WE'RE GOING TO GO THROUGH AND OFFICIALLY IDENTIFY THOSE THINGS AND MAKE THOSE RECOMMENDATIONS. SO IF THERE IS INFORMATION, THAT'S WHAT THIS FACT GATHERING.
PROCESSES THAT YOU HAVE IN THE STEPS BEFORE YOU JUST TAKE WHATEVER INFORMATION WHETHER IT'S FROM SOME PREVIOUS COMMITTEE OR CITIZEN INPUT FROM THE COMMITTEE. OBVIOUSLY THE REPORT THAT YOU ALL UH, THAT WERE INVOLVED IN THE IN THE LAB PROPERTY GROUP PUT TOGETHER, OBVIOUSLY THINGS THAT MOMENT OF OUR COMMUNITY WANTS TO SEE IN THERE AND THAT WILL BE TURNED OVER TO FINDING ZONING COMMISSION AND TO THE CAPSTONE STUDENT. YOU MAY CHANGE YOUR MIND OVER THE COURSE OF THIS PROCESS OR ADD THINGS OR SUBTRACT THINGS FROM THANK YOU.
EVERYBODY ELSE. IT WAS HARD WORK. THERE'S A LOT MORE TO BE DONE. WE APPRECIATE MR MAYOR PRO

WHAT IS IT THAT YOU LIKE? IT'S A RECURRING THEME. IT'S GREEN. AND PUBLIC SPACES. UM HOW IMPORTANT OR UNIMPORTANT OR THE FOLLOWING IN TERMS OF DUNCAN BILLS, QUALITY OF LIFE OUT OF THE TOP 20? PARKS AND GREEN SPACE MADE THE TOP FIVE AT 93.4% WHAT WOULD YOU LIKE TO CONSIDER AS DUNCAN BILL'S GREATEST ASSET NUMBER TWO IS PARKS. NOT THIS EXACT ONE.QUOTE FROM A RESPECTED LEADER. OUR LIVES BEGIN TO END THE DAY WE BECOME SOLID. ABOUT THINGS THAT MATTER. AND NOW I THINK THAT WAS MARTIN LUTHER KING THAT SAID THAT HE SAID. SOME OTHER GREAT THINGS I USED 11 TIME ABOUT WHEN I WAS RUNNING FOR OFFICE OVER HERE. AGAINST A MAN FROM THE MORMON CHURCH. [6. STAFF AND BOARD REPORTS]
SESSION. WE DID NOT HAVE ANY. SO AT THIS TIME. WE'D LIKE TO HAVE OUR STAFF REPORT. OUR MANAGING DIRECTOR OF FINANCIAL SERVICES, MISS DEENA OUT MORE. GOOD EVENING MAYOR, PRO 10 COUNCIL MEMBERS AND CITY MANAGER . I'M HERE TONIGHT TO REPORT TO YOU. THE QUARTERLY INVESTMENT REPORT BASICALLY FOR THE FISCAL YEAR ENDING SEPTEMBER 30TH 2022. FIRST I WILL GIVE YOU AN OVERVIEW KIND OF WHERE WE STOOD COMPARING FISCAL YEAR. 21 WITH FISCAL YEAR 22. YOU CAN SEE OUR PORTFOLIO IN 21 WAS OVER 68 MILLION AND ENDING IN 9 30 22 AT 79 MILLION YOU CAN ALSO SEE THAT[01:05:07]
THE YIELD ON OUR PORTFOLIO HAS INCREASED FROM THAT YEAR IN DUE TO THE RISING RATES THAT WE SEE IN THE MARKET TODAY, AND YOU CAN ALSO SEE THAT THE ROLLING TREASURY YIELD IS HIGHER, SO ACCOUNTING FOR THE HIGHER YIELD. ALTHOUGH THEY INVESTMENTS THE ACTUAL INTEREST IS LOWER THE AMOUNT OF INTEREST THAT WE YIELDED ON THOSE IS HIGHER. NOW WE TAKE A LOOK AT THE QUARTER.THE DIFFERENCE BETWEEN, UM THE PERIOD FROM JUNE 30TH THROUGH SEPTEMBER 30TH. YOU CAN SEE THAT OUR YIELD. THIS IS THIS IS REALLY, UM WITH THE MARKET WHAT'S HAPPENING IN THE MARKET AS THE FEDS INCREASE THE INTEREST RATES, YOU CAN SEE THAT WE WENT FROM A YIELD OF 0.75% TO YIELD A 1.77. AND THEREFORE, THAT DID INCREASE OUR INTEREST FOR THAT PARTICULAR QUARTER. WE DID HAVE A LOT OF CDS THAT MATURED INTO THE MARKET AND AS OPPOSED TO GOING BACK INTO THE MARKET TO INVEST IN CDS THAT WERE MUCH LOWER RATE. IT WOULD JUST WAS NOT WORTH IT. SO BASICALLY, WE INVESTED MOST OF THOSE FUNDS THAT MATURED BACK INTO LOCAL GOVERNMENT POOLS THAT WERE EARNING A LITTLE BIT JUST A LITTLE BIT OR JUST ABOUT WHAT WAS HAPPENING OUT IN THE MARKETS AND DIFFERENT THINGS. POPO PORTFOLIO IS MADE ABOVE AS OF THE END OF SEPTEMBER. 30TH 40% IS IN MONEY MARKETS AND LOCAL GOVERNMENT INVESTMENT POOLS WHERE WHICH ARE VERY SIMILAR TO MONEY MARKETS, BUT THEY'RE JUST FOCUSED ON INVESTING LOCAL GOVERNMENTS, CITIES AND COUNTIES OF FUNDS AND THEN 16% OF THAT WAS IN CERTIFICATES OF THE POSIT AND THE REST WAS IN OUR WELLS FARGO OPERATING ACCOUNT. JUST LOOKING AT THE DIFFERENT BENCHMARKS OF YIELDS THAT YOU CAN SEE THE DIFFERENCES ARE PORTFOLIO YIELD, BECAUSE OF THOSE MATURITY, EASE AND FROM THE CITIES. WE DID HAVE LOWER INVESTMENT RATE IN. JUNE BUT THEN IN SEPTEMBER, OUR RATES WERE OUR YIELD WAS LOWER THAN ACTUALLY THE TREASURIES AND SOME OF THE TEXT POOL INSTRUMENTS.
AND SO THIS JUST GIVES YOU THE TOTAL PORTFOLIO INVESTMENT, JUST A GRAPHICAL VIEWPOINT OF HOW THAT LOOKS FOR US TO THIS POINT IN TIME. THIS IS BASICALLY SO OUR STRATEGY REALLY IS TO CONTINUE TO LADDER THE PORTFOLIO. WITH THIS FISCAL YEAR , THE ENDING OF THE FISCAL YEAR.
THERE ARE A LOT OF INVESTMENTS AND CDS THAT WERE HIGH RATES SO THAT ACCOUNTED FOR SOME OF OUR INVESTMENT YIELDS. HOWEVER WHEN WE WENT TO INVEST BACK OUT, THE YIELDS WERE SO LOW THAT DID NOT MAKE IT WORTH IT. SO WE ARE CONTINUING TO SIFT BETWEEN OF CD CERTIFICATES OF THE PARTIES OR LOCAL GOVERNMENT INVESTMENT POOLS AND INVEST IN TREASURIES AND OTHER MUNICIPAL BONDS. I CAN TELL YOU THAT CROSSING THE FISCAL YEAR COMING IN FROM OCTOBER TO DECEMBER, WE HAVE SEEN AS THE FEDS HAVE RAISED THE RATES WE HAVE SEEN A SIGNIFICANT INCREASE IN THE CERTIFICATES OF DEPOSITS AND BANKS. RECENTLY JUST INVESTED OR APPROXIMATELY $7 MILLION IN CERTIFICATES OF DEPOSIT AND VARIOUS BANKS THAT WE HAVE, UM NOT HERE THAT WE HAVE PREVIOUS INVESTED IN C D. S AT A MUCH HIGHER RATE. EVER DOING BETWEEN 4.6 TO 4.8. SO WE SHOULD SEE. HOW ARE YOU ON THIS INVESTMENT PORTFOLIO THIS YEAR? WE ALSO DID RESTRUCTURE OUR ACCOUNT AT THE WELLS FARGO ARE OPERATING ACCOUNT. SO THAT WHAT WE HAVE IN THE OPERATING ACCOUNT CAN BE INVESTED WHERE IT'S NOT IN USE WHEN WE'RE NOT USING OTHER PAY BILLS. THAT WILL YOU WILL SEE IN THE NEXT QUARTER REPORT WILL AMOUNT TO A SIGNIFICANT INCREASE IN INVESTMENT INTEREST INVESTMENT.
ALSO SORRY. ANY QUESTIONS? COUNCIL. ANY QUESTIONS? OKAY MS. ATMORE THANK YOU AND YOUR STAFF FOR ALL YOU DO. KEEP US MOVING FORWARD. YES, SIR. ALL RIGHT. UH THERE'S NO MORE ITEMS ON OUR AGENDA
