IN AGREEMENT WITH THE CITY OF DALLAS FOR THE RELOCATION OF APPROXIMATELY 520 FT OF A 16 INCH DALLAS WATER.
YOU TELLING ME THE 16 INCH DALLAS WATER UTILITIES MADE CRITICAL, REDUNDANT SUPPLY TO THE DANIEL DALE BROWN STORAGE TANK WATER MAIN MUST BE RELOCATED TO ALLOW FOR THE FUTURE REPLACEMENT OF SLEEP TIMBER WALL SERVICING THE SUNSET VILLAGE EDITION, WHICH WAS INSTALLED IN THE 19 EIGHTIES FIVE SUBDIVISION DEVELOPMENT THE FUTURE WALL WILL BE A. JUST WATER UTILITY DOES NOT PERMIT DRILLING WITHIN 20 FT. OF ANY WARNINGS. THIS IS AN AREA THAT STILL SOME MORE. THE CITY OF DALLAS, DUNCANVILLE AND THE CITY OF DALLAS. WILL EACH BE RESPONSIBLE FOR 50% OF THE CONSTRUCTION COST. THE CITY OF DALLAS IS RESPONSIBLE FOR MEETING THIS YEAR WITHIN 30. DAYS OF THE IOWA AFFECTED THE CITY OF DUNCANVILLE WILL FIND ITS SHARE OF THE APPROXIMATELY ONE OF 67,000 OUT OF THE CONTINGENCY FUNDS APPROVED ON SEPTEMBER 7TH 2021. THE CITY'S CONTRACT OF PAID KHAN WILL BE RESPONSIBLE FOR INSTALLING THE WATER MAIN IN THE CITY OF DALLAS COUNCIL APPROVED THAT L A ON AUGUST 10TH AND THIS IS AN ISSUE THAT WE'VE BEEN DEALING WITH. AS WE START TO WORK ON THE TELLING YOU PROBABLY MOST OF YOU ARE FAMILIAR WITH THIS QUESTION, OKAY? YES SIR. OH LIKE TO ASK JACKIE A QUESTION. JUST SUMMARY BMC. PLEASE THANK YOU. UM SO WE GOT $12,000 AN ENGINEERING ON FEED TO THE CONSTRUCTION COSTS
[00:05:01]
ARE 50% IS 67,000. AT THIS POINT. YOU PERCEIVE ANY ADDITIONAL COSTS, RELATIVES DISCOVERY. DELIVERING INFRASTRUCTURE. NO, SIR. NOT A THING. NOT THIS TIME. I MEAN, WELL, NOT RELATED TO THE PIPELINE. ALL RIGHT. THANK YOU. BUT AS EVERYONE KNOWS, WE DID NOT ANTICIPATE THIS WHEN WE STARTED OUR WORK ON DANIEL DALE, WE HAD A MAJOR ISSUE THAT HAPPENED WITH THE RESIDENTS OF THE AREA AND THIS CAME OUT. AND SO THAT'S WHEN WE REALIZED THAT WE HAD DO SOME ADDITIONAL WORK. ALRIGHT I DON'T FOUR D CONSIDER RESOLUTION APPROVING THE PROPOSAL FOR A CITY PAID EMPLOYEES AND RETIRING MEDICAL AND DESCRIPTION PLAN WITH BLUE CROSS BLUE SHIELD OF TEXAS FOR ONE YEAR. UH CONTINUE INTO A ONE YEAR AGREEMENT WITH BLUE CROSS BLUE SHIELD, TEXAS OR FULLY INSURED MEDICAL AND PHARMACY CLAIMS ADMINISTRATION.CURRENTLY, THE CITY IS FULLY INSURED AND CONTRACTING WITH PROSECUTION FROM 2022 TO 2023 BLUE CROSS BORDER ISSUES TO SEE A 4.8. PERCENT REDUCTION OR DECREASE IN THE AMOUNT DUE TO THE PLANT UTILIZATION FROM OCTOBER 1ST THROUGH THE AND RIGOROUS AND VIGOROUS NEGOTIATIONS, WHICH INCLUDES THE CITY'S DENTAL PLAN, PACKAGING LOOKED ACROSS TO THE SCHELL THE RATE DECREASED FOLLOWS A GREAT DECREASE. LAST YEAR. I WILL STAY , AND I'VE SAID MANY TIMES THAT THIS IS ONE OF THE FEW PLANS AROUND THE AREA. THAT'S A CITY IS ACTUALLY HAVING A GREAT PRODUCTION AND TALKING TO THE OTHER. BEST HELP US CITIES. WE ARE VERY TIRED, BUT I DO WANT TO COMPLIMENT OUR HR DEPARTMENT ON THEIR HEALTH AND WELLNESS PROGRAMS THAT THEY'VE BEEN DOING. OUR EMPLOYEE. THAT IS ALSO BEEN MADE. FACT. IN THE REDUCTION. ARGUED ANALYTICS WITH OUR HEALTHCARE BROKERS INTERNATIONAL AND OUR PLAN DESIGNS AND COST CONTINUE TO BE WITH THE MARKET STANDARD. UM THIS QUESTION IS GOING TO BE THE TOP. YES, ATTORNEY. I DO NOT HAVE RETIRED FROM THE CITY DO NOT HAVE INTO THE CITY. NORTH IS MY WIFE. SO IT'S APPROPRIATE FOR ME TO ASK A QUESTION ABOUT THIS REFERENCE TO THE RETIREMENT PLAN. OKAY. THANK YOU. I DON'T KNOW HOW APPROPRIATE QUESTIONS CAN TAKE A WHOLE, UM. IT'S A SAYS HERE, THERE WILL BE A 5.
THE CITY'S CONTRIBUTION BREACH RETIREE TEAR, RESULTING IN A PREMIUM INCREASE TO THE RETIREES . CAN YOU EXPLAIN THAT TO ME? SO AS YOU KNOW, THE CITY PAYS PART OF THE PREMIUM FOR BOTH BOYS AND RETIREES? UM, WE HAVE LOOKED AT THE ANALYTICS FOR RETIREES, AND THE CITY IS STILL CONTRIBUTING MORE FROM FROM A COMPARISON STANDPOINT THAN EITHER OTHER MUNICIPALITIES OR OR OTHER LOCAL GOVERNMENT AGENCIES. SO EACH YEAR WE HAVE BEEN REDUCING THE AMOUNT OF THE CITY PAYS TOWARDS THE RETIREE CONTRIBUTIONS PREMIUMS AND PASSING THAT EXPENSE ALONG TO THE RETIREES AS A AS AN INCREASE TO THEIR PORTION OF THE CONTRIBUTION, SO IT'S BEEN A 5% DECREASE FROM THE LAST AT LEAST THREE YEARS. THE CITY STAND 0.5% INCREASE PER YEAR TO THE RETIREES JUST FOR THE MEDICAL NOT FOR DOWNLOAD. THANK YOU. WAS THERE A COUNCIL ACTION THAT CALLS THAT OR DISCUSSION OR HOW DID THAT COME ABOUT SOMETHING THAT WAS AGREED UPON? I THINK IN 2018 I BELIEVE THAT'S WHEN IT STARTED. IT WAS JUST APPROVED BY THE CITY MANAGER AT THAT TIME. AS A STRATEGY TO REDUCE COSTS. THAT CONCLUDES THE ITEMS THAT ARE CURRENTLY ON THE CONSENT AGAIN.
PRO TEM, YOU HAVE AN ITEM ON YOUR AGENDA. I THINK IT'S APPROPRIATE ABOUT FIGHTS. SHE AH CARPORT APPLICATIONS NOTICED IN THE PACKET. THERE WAS A LETTER FROM THE APPLICANT WAS IN SPANISH AND TRANSLATED IT AND ALSO IT GETS ON THE RECORD. AND SO I DON'T KNOW IF YOU WANT THE REST. COUNCIL WANTS COPIES, SO THEY KNOW WHAT THE THINK THE APPLICANT. AS LANGUAGE BARRIER.
AND SO I HAD THIS TRANSLATED PNC TONIGHT, AND SO ALL HAVE COPIES OF THAT MASTODONS COUNCIL. THANK YOU. THANK YOU. INCLUDES THE CITY MANAGER'S PORTIONS. YES SIR . UM IN REVIEWING, ALSO FOR INDIVIDUAL CONSIDERATION. COUNCIL CONSENSUS AND I WAS ACTUALLY LOOKING AT. LIKE UM,
[00:10:09]
CIVIL SERVICE COMMISSIONER, TEAM MANAGER AND. STORY EXCUSE ME. MAJOR SITES SUGGESTING GOES ON CONSENT. OKAY, WELL, BECAUSE I ALWAYS LOOK AT THAT ONE. AND ALSO I. THE ITEM. WE'RE BASICALLY AUTHORIZED AND C MAJOR SCALE, RIGHT? YOU KNOW? CONSIDERED AS WELL. AND I AND JACO UM O. J GO TOGETHER, RIGHT? I THINK THE POWER POINT, THOUGH, IS THE SAME. IT'S TIED TOGETHER.SO IS THERE ANY INFORMATION THAT WE'RE GOING TO BE PROVIDED ASSOCIATED WITH THAT? GRANT SUBMISSION? THAT WASN'T IN THE GENDER BEEN IMPROVED. ALREADY MADE SUBMISSION. THIS IS JUST ACCEPTING THE, UH, REQUIREMENTS OF THE GRANT. YOU SPEND THE MONEY FOR OUR CHILDREN AND FOR THE PURPOSE OF BUYING THESE. BODY CAMS, SO THE GRAND ITSELF IS KIND OF MINISTERIAL ACT ALL THE ITEMS IF YOU WANT IF YOU WANT TO PULL THEM AND I SPEAK TO THEM, AND THEN YOU CAN TELL ME IF YOU WANT THEM OR NOT. I CAN DO THAT. I GUESS I MEAN, THERE WAS INFORMATION THAT YOU PROVIDE OUT THERE SO POINT OF THE ATTEND THE AGENDA PACKET WILL BE REPEATED POWER POINT FOR. WHAT IS EITHER WAY, WHICHEVER YOU'D LIKE US TO DO PRESENTATION HOW MUCH BABY? IF YOU CAN ADD THOSE TO THE AGENDA AND HAVE THIS PRESENTATION. FINE THAT YOU WANT. WHERE DO YOU. OKAY CHIEFS DURING THE PRESENTATION OF THIS FEELS LIKE THE VERY INFORMATION THAT LIKE WE NEED TO KNOW PERTAINED TO THIS. I'D LIKE TO BE TIED TOGETHER ONCE CONTINGENT ON THE OTHER. AND I'M JUST MORE OF ONE PRESENTATION FOR BOTH. UM SO, HOWEVER YOU GOOD. I CAN. THERE IS JUST ONE IS CONTINGENT ON THE OTHER STAND. WHAT DON SAYING BUT YEAH. CULTURE YEAH. ALREADY SO THAT CONCLUDES.
AGREEMENT TO AT LEAST MOVE THANKS. TO CIVIL SERVICE. EVERYBODY GOOD WITH MOVING EXIT SERVICE DEPARTMENT. CREATURE THAT QUICKLY SO YOU'RE HERE. THIS IS JUST THE CONSIDERATION OF RESOLUTION AFFIRMING MY REAPPOINTMENT OF HOPE AS A MEMBER OF THE SERVICE SOLUTION FOR THREE YEAR TERMS TO EXPRESS OFFER WITH THREE FIRST THE CITY MANAGER SELECTS AN INDIVIDUAL GENERALLY DELEGATED TO THE HR AND PEOPLE WHO USED TO INTERVIEW WITH JUST LIKE SOMEONE TO SERVE ON OUR SELF SERVICE COUNTER. DO THEY GIVE YOU I WOULDN'T THINGS WITHIN OUR POLICE AND FIRE AND THIS INDIVIDUAL HAS SERVED EVERY APPOINTMENT THAT I AM REQUESTING HERE. BLESS YOU. SO WE WILL MOVE AGE AND THEN AT THE END OF OUR PRESENTATIONS IF IT'S OKAY PRESENTATIONS. IF WE HAVEN'T HAD TIME FOR ACHIEVING THEY NEED TO STEP THROUGH HIS IF YOU ARE SATISFIED WITH THAT, AND WE HAVE ENOUGH TIME QUESTION. I'M TRYING TO STEP THROUGH THAT WORKS. THANK YOU, SIR. OKAY SO NEXT BRIEFING PRESENTATIONS, PARTS OF REC DIRECTOR MR STEVENSON. THANK YOU GUYS AT YOUR FIRST MEETING IN JUNE, JENNIFER DID A PRESENTATION ON PROJECTS FOR DARPA FUNDING. DURING THAT DISCUSSION, THE COUNCIL DIRECTED STAFF TO MOVE FORWARD LOOKING AT OUTDOOR FITNESS EQUIPMENT FOR THREE DIFFERENT PARKS ARE FROM COURT. AND JUST AS A POINT OF REFERENCE. EIGHT MILES AND THE OTHER TWO PARTS HAVE TROLL TRAIL ABOUT. POINT UH, RECEIVING THAT DIRECTION STAFF REACHED OUT TO THE LOCAL. REPRESENTATIVE GREENFIELD'S FITNESS EQUIPMENT. ARE YOU AWARE ABOUT A YEAR AND A
[00:15:04]
HALF AGO, WE COULD TWO PIECES OF THEIR EQUIPMENT AND I BURN PARK. SO WE WANTED TO STAY WITH THE SAME EQUIPMENT IT'S MUCH EASIER FOR OUR STAFF TO DEAL WITH ME OR ANYTHING. SOMETHING GOES WRONG CALL AND LEARN HOW TO DEAL WITH THOSE SPECIFICS, SO WE WANT TO STAY WITH GREENFIELD'S FITNESS.WE CONTACTED TRACY SHORE HERE. SHE'S HERE WITH US TONIGHT FROM WE BUILD FUN, ALLEN AND SHE'S ALSO A FITNESS ENTHUSIASTS, SO SHE'S MUCH BETTER THAN ADAPTIVE DESIGNING SOMETHING LIKE THIS THEN, OBVIOUSLY SO. THESE ARE THE PLANTS. SHE'S COME UP WITH YOUR, UM, MARKED UP TO $350,000 AT THIS POINT. WE'RE LOOKING AT ABOUT TWO LARGE WHAT YOU SEE HERE TODAY? ARMSTRONG PARK IS 13 DIFFERENT PIECES OF EQUIPMENT AND INCLUDED IN FRONT OF EACH OF YOU AND ALL. THESE ARE HARD TO SEE A PICTURE OF BOTH THE TRAIL AS WELL AS BEHIND THAT LARGER PIECE OF PAPER. THERE'S SOME SMALLER PIECES THAT SHOW THE SPECIFICALLY THAT LOOKS LIKE WHAT IT DOES COMBINATION OF BOTH CARDIO AND STRENGTH TRAINING EQUIPMENT. UM, AND SO WE WANTED TO MAKE SURE WE HAVE A GOOD MIX FOR OUR RESIDENTS AS SIGNIFICANT CAUSES TROOPS. SO REACH REACH PART AS WELL. AND THEN REMEMBERED PARKER SEVEN PIECES OF EQUIPMENT. AS WELL AS LIONS PARK, ANOTHER SECOND OF EQUIPMENT. SO WHERE WE ARE TODAY IS WE WANTED TO GIVE THIS TO YOU GET YOUR INPUT. I KNOW IT'S PROBABLY ABOUT THE DIGEST THERE SHORT TIME OF THE BRIEFING, IF YOU WANT TO TAKE IT BACK AND PROVIDE US YOU HAVE THE NEXT COUPLE OF DAYS. AND PARTICIPATE. BRINGING THIS TO YOU. IN THE FORM. OF AN AGENDA ITEM FOR YOU. APPROVAL. PURCHASE. BY MORE. NEXT MEETING.
STUFF STAY CLEAN OR POWER. IT'S VIRTUALLY IMPOSSIBLE TO KEEP ANY TYPE OF OUTDOOR EQUIPMENT, CLEAN GERMS, AND THIS HAS BEEN A GREAT POINT FOR THE PAST TWO PLUS YEARS. AS SOON AS YOU WIPE IT OFF AND WALK AWAY, SOMEONE CAN COME UP AND GET GERMS ON IT. UM BUT GERMS ALSO HAVE A CERTAIN SHELF LIFE AND SO. YOU KNOW, AND EXPOSURE TO THE SUN AND YOU BE ALSO HELPS TO KILL THE GERMS. IT'S NO DIFFERENT THAN GOING TO THE GROCERY STORE OR ANY OTHER RISK THAT YOU'RE GOING TO TAKE YOUR LIFE? TOUCH MY DOOR. YEAH. WHAT WHAT? WHAT IS THE LIFE EXPECTED EXPECTANCY OF THIS STUFF AND FUN. IT IS MADE FOR OUTDOOR USE AND ALL WEATHER CONDITIONS. SO WE'RE FORTUNATE THAT WE'RE NOT CLOSE TO THE OCEAN BECAUSE SALT AIR IS THE ONLY THING THAT'S REALLY CONDUCIVE TO THE MIDDLE. THE MILK PIECES OF THE EQUIPMENT. WILL LAST A LIFETIME BASICALLY, UM ACTUAL METAL POSTS ARE WARRANTY FOR 10, PLUS YEARS. UM AND THE MOVING MECHANISMS FOR FIVE YEARS, WHICH IS AN EXCELLENT WARRANTY FOR MOVING PARTS. UM THE LIFE EXPECTANCY REALLY DEPENDS ON THE TRAFFIC THAT IT GETS THE USE. AND ABUSE. UM BECAUSE YOU KNOW, KIND OF VANDALISM OR MISTREATMENT OF THE EQUIPMENT IS UNCONTROLLED BY ANYBODY. VERY MUCH. EXCELLENT I CAN REPRESENT ANY LINE OF FITNESS EQUIPMENT ARE CHOSE THE BEST ONE AND IF HE HAD CHOSEN A DIFFERENT ONE. I WOULD HAVE HAD A CONVERSATION WITH HIM ABOUT CHANGING GREENFIELD IS BY FAR THE BEST ONE IN MY OPINION BY A LONG SHOT. ANYTHING THIS WAS JUST GONNA ASK YOU. IS THIS THE SAME PRODUCT? WE HAVE IT? IT IS. YES, THAT'S HIM. PIECES THAT WE HAVE A STEPPER ELLIPTICAL. SO WE DO HAVE A MULTI FUNCTION JUNGLE GYM IF YOU WILL FOR FITNESS FOR STRENGTH TRAINING. THAT IS NOT SUCH GREAT FIELDS. I DON'T THINK I'LL MAKE THAT CAPTAIN, BUT WE WANT TO PERHAPS SOMETHING THERE FOR STRENGTH TRAINING. EVERYONE TO TRY TO MUCH BANG INTO THE BUGS, BECAUSE THAT'S WHY THE MULTIFUNCTIONAL UNIT THOSE PIECES OF EQUIPMENT HAVE BEEN THERE. HOW LONG YOU GONNA HAVE TWO YEARS? ALMOST NOW? WELL, I DIDN'T GET OUT AND USE THEM CHILDREN. BUT FROM MY VANTAGE POINT, THEY LOOKED TO BE A PRETTY GOOD CONDITION. YES AND I WOULD SAY BASED ON THE PARK'S CHOSEN FOR THIS PARTICULAR EQUIPMENT, THEY'RE GONNA GET A LOT OF NEWS. THAT'S A GOOD THING BECAUSE WE HAVE LOTS OF USE AMOUNT OF FOLKS AT THE PARK. THAT MEANS YOU HAVE LESS VANDALISM. THAT'S ABUSES TRACY MIDGET, AND SO THESE LOCATIONS ARE GREAT, TREMENDOUS AMOUNT OF
[00:20:02]
USE. I DON'T EXPECT A LOT OF ABUSE HERE. SO THIS PROJECT YES, SIR. YES IS THERE ANY WAY TO GERMAN. HOW MUCH IS ACTUALLY USED GOT VIBRANT PARK SO ELECTION DETERMINED HOW MUCH PEOPLE ACTUALLY USING THAT EQUIPMENT NOT DONE ANY SURVEYS OF USAGE AT THIS POINT SOMETHING . GUYS WANT US TO, UM, THEY WANT TRYING THIS CASE. WE CAN SERVE ANYTHING. THERE ANY SAFETY ISSUES, SO LET'S HAVE A LOT OF KIDS. ONCE WE GET SPLASH PAD AND EVERYTHING. COME ON. SAFETY ISSUES LIABILITY ISSUES. I'M NOT AWARE OF ANY LIABILITY ISSUES OR SAFETY ISSUES CASES. WHEN WE GO IN PARTS ALL ACROSS THE COUNTRY . THEY DO NOT REQUIRE SAFETY SURFACING AS SUCH AS A PLAYGROUND, SO I HAD A BLINK DECOMPOSED GRANITE THINKS WE'RE USING. SO THAT'S WHAT WE HAVE IT PIPER PARK. AND I HAVE NOT HEARD OF ANY KIND OF CONCERNS ABOUT SAFETY OR DANGEROUS TO CHARGE.THEY'RE TRYING TO CLIMB ON. CAN YOU DO IT? YES KIDS CAN DO ANYTHING NOWADAYS. BUT THEY ARE SAYING AND THEN SO IN ARMSTRONG PARK. SO SPLASH PAD IS SOMEWHERE RIGHT WITH THAT. PROPOSED LOCATIONS. GENERAL GENERALIZATIONS? YES AND WE TALKED ABOUT THAT WHEN SHE SENT THE MAILBOXES SHE WAS. I THINK I KNOW WHERE THE EXACT LOCATION WHERE THE SPLASH PAD WAS GOING TO BE, SO THEY WILL PROBABLY MOVE TO SLIGHTLY IN THAT SPECIFIC AREA. BECAUSE OF THE SMASH BANTER GOING BETTER. IT'LL BE GENERALLY IN THEIR GENERAL LOCATION. YES JUST ONE OTHER THING. SO THIS IS JUST ME JUST BECAUSE I WANT SPECIAL PLACE IN MY HEART FOR HISTORY. IS THAT.
THIS ONE SECTION IS ACTUALLY HISTORIC PARK. I'M NOT SURE I KNOW THAT. THAT'S THE ONLY SECTION THAT I KNOW OF. IN DUNCANVILLE TO RESERVE FIND ANYTHING OF HISTORIC VALUE THAT THAT WOULD GO INTO THAT SECTION. SO THE WINDOW THERE AT THE SCHOOLHOUSE. WE HAVE OKAY. THE ICEHOUSE. IF YOU WIN ANY APPOINTMENT, FIND OTHER HISTORICAL ITEMS THAT THEY WOULD GO THERE. AND SO JUST JUST ME PERSONALLY, I WOULDN'T TOO STRONGLY ABOUT HAVING. PIECES OF EXERCISE EQUIPMENT IN THAT PARTICULAR SECTION. AT THAT POINT. THE CONSENSUS AMONGST THE GROUP INVESTIGATES AND MOVE THOSE AROUND OTHER AREAS. PLENTY OF SPACE ON PARKER.
CONSIDER MOVING SOME OF THEM. THE PLANET. HIS OTHER SPACE. IT'S FINE WITH ME. YEAH LET ME ASK A FOLLOW UP QUESTIONS THAT YOUR EXPERIENCE WITH THE EQUIPMENT PERSON AROUND SERIOUS I TRUST THAT YOU REPRESENT THE WHOLE METROPLEX AREA. ABSOLUTELY UM, HAVE YOU EVER GOTTEN FEEDBACK ABOUT THE AMOUNT OF USAGE WE ACTUALLY WITNESSED? THESE DEVICES BEING USED ON A REGULAR BASIS. IT IS MARK IN ANY CITY. UM IT OUTDOOR FITNESS IS MORE IMPORTANT NOW THAN IT EVER HAS BEEN. UM AND YES, IT IS ALWAYS GETS INCREASED USAGE, ESPECIALLY AS EVERYONE WAS LOCKED AT HOME AND YEAH. OTHER AVENUES FOR GETTING FITNESS WERE LOCKED UP AND UNAVAILABLE. UM AND IT'S JUST MULTI GENERATIONAL AND SOCIAL AND AH, IT'S GOOD FOR PEOPLE OF ALL BEARING ABILITIES AND EVEN WHEELCHAIR ACCESSIBLE AND EVEN SENIOR TARGETED SO AS SOON AS THESE THINGS GO IN, THEY DO THEY GET LOTS OF ATTENTION AND USE ALL RIGHT. THANK YOU. INFECTED COUNCIL ACCOUNT. UM CAN REPEAT YOUR CONCERNS ABOUT IS THERE A PARTICULAR PART OF THE PARK? YES, SIR. IT'S JUST THE NORTH. IT IS QUITE NICE QUADRANTS. JUST A LITTLE SECTION OVER THERE WHERE THE BAND HOUSES CLOSER TO THE BUS STATION OR. I THINK YOU'RE TALKING ABOUT THESE THREE PIECES RIGHT HERE. YES, SIR, IN THAT AREA TO A TWO PIECES ONE TO SIGN JUST THESE TWO PIECES HERE AND THERE IN THIS SPECIFIC I GUESS WE COULD CONSIDER REDESIGN. AMAZING PURPOSE OF IT IS TO ENSURE IF YOU DO IT, WORKOUT PROGRAM SUPPOSED TO BE BUILT. STOP WHAT YOU CREATE AND COME BACK TO US LATER AND SAY PEOPLE ARE COMPLAINING. THERE'S NOT ONE UNTIL YOU GET HERE BECAUSE YOU
[00:25:03]
JUST CUT OUT THE WHOLE SECTION OF IT. MY POINT IS THAT THAT SECTION OF THE POINTS A DIFFERENT HAD SERVED A DIFFERENT PURPOSE. I'M SAYING THAT'S BEEN DESIGNATED AS A HISTORIC THAT'S A DIFFERENT PART. YOU AWARE THAT ON THE SIDE AND THERE'S A SPECIFIC AGE, BUT THIS IS FOR THE HISTORICAL HISTORICAL AREA. WITH ALL THE AMC MENTIONED. WOMEN WILL MUSIC ROOM AND THERE'S A GAZEBO THERE. SURE THAT CAME FROM NIGHT YOURSELF. SO WHAT ABOUT MOVING IT ON THE OTHER SIDE OF THE TRAIL SO THAT YOU DON'T HAVE A CONTINUATION OF THE EXERCISE, BUT WE ALREADY HAVE THE TRAIL THE ROUTE THAT GOES THROUGH THERE. INSTEAD OF HAVING AN INSIGHT. THEY'RE HAVING IT ON THE OTHER SIDE. TELL THAT YOU'RE NOT LOSING YOUR CONNECTION. SO, BASICALLY RIGHT NOW YOU'RE LOOKING AT FROM A BUSINESS STANDPOINT, THIS WHOLE SECTION OUT BECAUSE YOU'RE YOU HAVE A WALKING TRAIL THAT YOU'VE ALREADY DESIGNATED HISTORICAL DISTRICT. SO WHAT YOU'RE LOOKING AT IS YOU MAY WANT TO MOVE IT TO THIS SIDE SO THAT IT'S NOT IN THIS SPACE HERE. SO THAT'S STILL OPEN IN HERE AND THEN YOU ASSIGN, JUST STAYS WHERE HE IS. BUT ON THIS ONE, YOU JUST SKIP IT OR YOU MOVE IT KIND OF TOWARD THE END OR THE EDGE. WOULD THAT BE OKAY? YEAH THIS IS GOING TO BE BROUGHT BACK TO US IF WE CAN JUST LOOK AT IT AND SEE IF THERE WAS BRINGING BACK THE APPROPRIATION. SO WE'RE ASKING FOR YOU TO SEND US FEEDBACK, SO I SAY THANK YOU BECAUSE FOR ME DOING IT GOT COVID. I WAS GOING TO MANSFIELD TO A PARK THAT HAVE THAT BECAUSE THAT'S A SENIOR AND THAT IMPORTANT. YEAH. SO THANK YOU. WOULD YOU DO? YOU WANT US TO JUST CUT IT OUT? WE CAN JUST CUT THOSE OUT THAT SAVES MONEY. LET'S SEE A RECONFIGURATION. YOU'VE HEARD WHAT THE CONCERNS ARE. HOW ABOUT WE'LL COME BACK WITH APPROPRIATIONS INCLUDED MAP. THEY'RE PLAYING. WE'LL ALL GO. OKAY? I THINK WE CAN FIT AGAIN. YEAH. MOVED. WE DON'T WANT TO MOVE ME LIKE WHEREVER THEM IN NOW AND THEN MOVING LATER. RIGHT THERE ON CREATED. WE'LL BRING THIS ITEM BACK. WE WON'T BRING BACK APPROPRIATION RIGHT NOW. IT'S NOT OKAY? WHAT GOOD. ALL RIGHT. THANK YOU FOR THAT, SIR. AND NEXT WE'LL HAVE THE SECRETARY PRESENT. THE COUNCIL, KELLY. ALL RIGHT. WE HAVE A LOT ON OUR CALENDAR. UM ON THE 19TH OF THIS MONTH. IF YOU HAVE NOT RSVP'D AND WOULD LIKE TO ATTEND THE T G I F LEGISLATIVE BREAKFAST. PLEASE LET ME KNOW. UM ON THE 21ST. WE HAVE OUR EMPLOYEE APPRECIATION. I HAVE TWO DATES, THE 22ND OF AUGUST OR THE 30TH BLOGGERS. THIS COUNCIL WEEK. 20 SECONDS WOULD PROVIDE US NOT TO BE RUSHED. I WILL SAY THAT, UM, BECAUSE WE ARE GOING TO HAVE ONE LOCATION OVER AT THE ANNEX BUILDING ACROSS THE STREET, AND THAT'S GONNA BE FOR A GROUP PICTURE. SO WHICHEVER WORKS FOR Y'ALL. UM OBVIOUSLY, MR AND MRS AMERICA OR NOT HERE, SO I WOULD STILL HAVE TO CHECK WITH THEIR SCHEDULES TOO, OKAY? IN CARY, NORTH CAROLINA, AND THIS PROVIDED US A CHANCE TO NOT ONLY TOUR THEIR PARKS TO TALK TO THEM ABOUT HOW THEY MANAGE IT, ESPECIALLY EVENTS PROGRAMMING, AND I BELIEVE THAT IT WAS A VERY VALUABLE OPPORTUNITY FOR US TO SEE HOW WE CAN IMPROVE. THEY PRIDE THEMSELVES ON MAINTAINING OPEN SPACE. AND SO THIS WAS A VERY GOOD LEARNING OPPORTUNITY, AND WE HOPE TO BRING BACK SOME MORE INFORMATION TO OUR RESIDENTS ON HOW WE CAN ALSO IMPROVE ON OUR OPEN SPACE AND PARKS AREA. AND A TOTAL OF 10 MINUTES WILL BE PROVIDED FOR ALL INDIVIDUALS WHO WEEK WHO WISH TO SPEAK IN OPPOSITION. SO THIS TIME IF YOU WOULD LIKE TO SPEAK IN FAVOR. WOULD YOU PLEASE COME FORWARD? YES, RIGHT. HIS NAME AND ADDRESS , PLEASE, SIR, MY NAME IS PETER D'AMATO. THE ADDRESSES TO 11 NORTH CASAGRANDE CIRCLE AND DUNCANVILLE. I JUST WANT TO SAY GOOD EVENING. PC APPRECIATE YOUR TIME TO HEAR US OUT ON THIS. SOME ON OUR REQUEST IS S U P ABOUT THE PAST FOUR YEARS. WE'VE RUN AN AIRBNB OUT OF OUR HOME, ACTUALLY. WHEN I SPEAK. I'M KIND OF SPEAKING BECAUSE THERE'S TWO OF THEM COMING UP TWO OR THREE AND 211. SO UM, IT WOULD BE KIND OF REPETITIOUS, BUT I'M JUST GOING TO KIND OF GO THROUGH IT. UM SO WE'VE BEEN PART OF THE AIRBNB NETWORK OFFERING A PLACE IN OUR HOME FOR ABOUT 700 TRAVELERS GUESTS THAT HAVE PASSED THROUGH IN THE LAST FOUR YEAR. THEY DIFFERENT COUNTRIES. PARTS OF THE WORLD. EVEN PROBABLY HAVE ABOUT 15.
COUNTRIES. INCLUDING COME AROUND. THROUGH UM, GOING FROM ONE PLACE TO ANOTHER. UM OR MEDICAL PERSONNEL, ENGINEERS TRAINING, VISITING FRIENDS, ATTENDING SEMINARS AND MANY OTHER REASONS. SO THE NUMBER OF GUESSES YOU KNOW, JUST VARIES WITH WHY THEY WHY THEY'RE HERE.
SO AIRBNB HAS GIVEN US AN OPPORTUNITY TO SERVE OTHERS MAKE NEW FRIENDS. SOME OF WHOM WE MAY CON WITH EVEN TO THIS DAY. HOW TO BASICALLY RUN A BUSINESS HOW TO SERVE OTHERS AND HOW TO BE A PART OF THE COMMUNITY AND DOING THIS IN PARTICULAR ENDEAVOR. THIS IS ONE THING THAT WE CAN DO AS A FAMILY BUSINESS AND ALSO HELPS US TO EARN INCOME TO TAKE CARE OF, UM FAMILY EXPENSES.
ETHAN HAS SOME MEDICAL ISSUES THAT WE HAVE THIS KIND OF HELPS WITH TO THE FOCUS OF OUR AIRBNB IS ONE GUEST PER LISTING. SO WE DON'T HAVE COUPLES. WE DON'T WE JUST ONE GUEST PER ROOM, AND THAT'S IT. NO GUESTS. NO VISITORS ARE ALLOWED. UM OUR HOUSE RULES ARE STRICTLY ENFORCED. WE DON'T ALLOW. THERE'S NO NOISE, NO PARTIES, NO SMOKING, NO DRUG USE OR ANYTHING ELSE. UM, IF THERE'S ANYTHING THAT LOOKS ON TOWARD USUALLY CONTACT THE AIRBNB IN THE GUEST IS TOLD ASKED TO LEAVE. AND USUALLY IT'S NOT A PROBLEM. PARKING IS NOT ON THE ROAD. WE HAVE PLENTY OF PARKING DESIGNATED SO THEY'RE PARKING ON OUR PROPERTY. SO IT'S NOT REALLY IS NOT TRAFFIC ISSUES OF THEM BY, UM UBER OTHER MEANS. SO IT'S YOU. THAT'S YOU. THAT'S NOT A PROBLEM. PARKING. KIND OF, I GUESS. EACH YEAR BNB HAS ITS OWN PERSONA. SO SOME ARE PARTY HOUSES AND THAT'S WHAT THEY ARE. THEY DON'T I THINK THEY START BADINI AND BAD. ARE IS BASE. ONE FOR, UM, RENT. REFLECTION PURPOSE AND YOU KNOW, FOR SPECIFIC PURPOSES FOR PEOPLE TO BE THERE. IT'S NOT JUST, UM, YOU KNOW TO COME THERE AND HAVE A PARTY. I DO WEIRD, NEFARIOUS
[01:00:02]
THINGS. AND WE ALWAYS ASK. YOU KNOW WHAT THEY DO? MY WIFE CAN GO INTO MORE DETAIL. ON THAT.AND I JUST WANT TO SAY I KNOW GOING TO SAY IT, BUT JUST WANT TO THAT MY HAS EARNED FIVE STARS. HOST. PEOPLE WHO MAKE A DIFFERENCE AND SERVING GUESTS AND VENUES LIKE AIRBNB, ALONG WITH OTHER SMALL BUSINESS OWNERS AND OFFICIALS, WHO SERVED THE BEST INTERESTS OF ALL OUR CITIZENS AND OTHERS WHO COME TO THIS COMMUNITY FOR VARIOUS REASONS. ABLED FAMILIES TO THRIVE AND MEET NEEDS WHILE MEETING THE NEEDS OF OTHERS. WHY PUT AN ENDLESS CYCLE OF BUSINESS LIKE AIRBNB A SHORT TERM RENTALS BECAUSE OF A FEW BAD OPERATORS? I BELIEVE THAT THERE ARE ALREADY LAWS ON THE BOOKS FOR NUISANCE SITUATIONS THAT CAN BE ENFORCED. EVEN SOME OF THE LIKE MAY END PROBLEMATIC HOSTS AND HOST OR GUEST AND THEY DO THAT. IN ORDER FOR AIRBNB TO BE SUCCESSFUL, IT MUST HAVE LISTENED TO HOSTS GUESTS AND COMMUNITIES. THANK YOU. OKAY UM, MY NAME IS ETHAN TOMATO AND MY ADDRESS IT TO 11 NORTH CLASSIC RANDICH CIRCLE. AND FOR THE PAST FEW YEARS. UM I GREW UP. I SPENT MY EARLY TEEN YEARS UM OBSERVE HOW MY PARENTS HAVE BNB. AND WHY. BY MY PARENTS DURING AIR B AND B. IT REALLY LIKE INFLUENCED ME VIA HALF A CONDITION AND WHITES. THE WORKFORCE OUT THERE VERY CRUEL AND THERE'S A LOT OF DISCRIMINATION. I FEEL LIKE UM, AIRBNB, LIKE ONE DAY WHEN I TAKE OVER THE AIRBNB, GOD WILLING THAT LIKE I WILL BE SELF EMPLOYED AND I WILL AVOID JUST TERMINATION. ALSO. AND NOT JUST WHITE. BEING MY OWN LIKE BOSS IS ALSO LIKE AN OPPORTUNITY TO MEET NEW PEOPLE. HMM AND SEE AND TALK TO PEOPLE ABOUT HOW THEY VIEW THE WORLD AND FEEL LIKE WHY AIRBNB HAS BECOME. IT'S LIKE A PIECE OF ME AND I FEEL LIKE IF THAT PIECE RIPPED AWAY I FEEL LIKE A PIECE OF ME RIPPED AWAY. THANK YOU. YEAH I JUST HAVE TO SAY THAT I FEEL LIKE WE'RE REALLY GOOD AMBASSADORS. WE'VE BEEN FOR DUNCANVILLE AND A LOT OF PEOPLE HAVE GOTTEN TO EXPERIENCE WHAT DUNCANVILLE IS ABOUT THIS. CAN I GET YOUR NAME, SIR? AND YOUR I'M JOSHUA. TOMATO. I'M UM, THE OF THE HOMEOWNER. UM TO 11 NORTH CAUSE GRAINS. THE YOU KNOW THE IMMEDIATE UM, PROXIMITY, WHICH IS DUNCANVILLE. OUR OUR WHAT WE CALL OUR TOWN. WHAT WE CALL OUR HOME. SO AND I FEEL LIKE WE'VE GIVEN PEOPLE AN OPPORTUNITY TO EXPERIENCE WHAT DUNCANVILLE HAS TO OFFER. UM GIVE THEM REST. UM, A PLACE TO STAY FOR BUSINESS AND JUST OVERALL GREAT EXPERIENCE. MY MOM'S IN A TERRIFIC HOST. WE ALL REALLY ENJOYED TALKING TO ARE TO BE ASHAMED IF IT WAS GON. I AM MOLLY TOMATO TO 11 NORTH CASAGRANDE, SO CALLED UM, WE HAVE BEEN LIVING IN DUNCANVILLE FOR 27 YEARS. 27 YEARS AGO WHEN WE COME HERE, WE DIDN'T PLANT THE THING. THIS IS WHAT WE WILL BE DOING. BUT OF THREE OF MY CHILDREN WAS RAISED. BEEN WORKING. HERE. SO THIS IS. SO TOO YEARS AGO, ONE OF SON. UM. SUPPORT MY SON TO GO TO THIS TRIP. AND SO THAT IS WHEN AIRBNB WAS BORN. AND THAT IS HOW WHEN WE, UM, WHEN WE WERE, UM, STUDYING AT AIRBNB, WE REALLY TRYING TO FIGURE OUT HOW TO DO BUT ULTIMATELY WE LOOK AT IT AS A SERVICE. A MINISTRY. WE DIDN JUST FILL UP THE ROOM. LIKE EVERY GUEST. EVEN REACH. THIS MY HOUSE. RULE. THAT I SEE. TO EVERY. OTHER COULDN'T GO IN BECAUSE IT'S ONLY FOR ONE PERSON. SO I UP NOT TAKING GUESTS. STRICTLY NO MARIJUANA SMOKING DRUG AND
[01:05:02]
ANY ILLEGAL. GOVERNMENT. D AND CLEAR PRO. PHOTO. REQUIRE ALL THE THAT COME IN AND SAY. WITH US. THEY HAVE BEEN GOT THERE. BACKGROUND. CHECK. FROM UM. AND I CALL AIRBNB RIGHT AWAY AND THAT EVENING ITSELF. HE LEFT AND SO THAT IS HOW WE GUARD IS OUR HOME OUR PLACE, AND AS I LOOK BACK THINKING ABOUT EACH GAS WE HAVE ABOUT OVER 700 GUESTS. AND EACH GUEST IS NOT A PERSON IN TERMS OF JUST OCCUPIED THE ROOM. THEY BECOME PART OF OUR FAMILY. AND ACTUALLY, THERE IS A GUEST THAT FROM CHICAGO, ONE FROM ATLANTA AND ONE FROM VIRGINIA, THEY STARTED TO STAY WITH US AND LEARN ABOUT THE NEIGHBORHOOD. ONE OF THEM BOUGHT A HOUSE IN LANCASTER. ONE BROUGHT ON CAMERA WROTE. SO ONE BOUGHT AT UH IN DALLAS. SO THEY ARE NOT THEY ARE THEY BECOME. WE ARE HERE TO SURF. AND SO WE ARE NOT JUST FILL UP THE ROOM AND WE TAKE CARE OF OUR PLACE IN, UM, SHARING ABOUT AIRBNB SHARING ABOUT DALLAS, SHARING ABOUT YOU KNOW THE COMMUNITY, SO WE HAVE PEOPLE THAT REALLY DIDN'T EVEN KNOW. UM LIKE DUNCANVILLE HAS SUCH A GREAT US SEE THE RICH PARK AND ALL THAT, SO WE FEEL THAT WE ARE CONTRIBUTING AND WE ARE DO WHAT WE. MAINTAIN. UM X.IN SO FAR IN THE LAST FOUR YEARS IS NO. OF POLICE. CALL. OR NEIGHBOR. COMPLETELY. OR ANYTHING. WHO WISHES NOT TO SPEAK IS IN SUPPORT. AND MRS RUTH. CARLSON. ANYBODY ELSE IN FAVOR? THIS TIME, WE'LL MOVE TO ANYONE IN OPPOSITION. IF YOU WOULD COME FORWARD. YES, MA'AM.
NAME AND ADDRESS, PLEASE. YES MY NAME IS KATHY OR DEMON. I LIVE AT 3 13 NORTH CASAGRANDE CIRCLE.
UM THIS HAS BEEN VERY ENLIGHTENING HEARING. I'M NOT AGAINST MY NEIGHBORS HAVING AN AIRBNB PER SE. AND, UM. I'VE BEEN THINKING OF VERY TREAT. BUT UM, MY MAIN REASON AGAINST HAVING MORE SHORT TERM RENTALS IN OUR NEIGHBORHOOD IS THAT WE AND WINONA GARDENS OR IN A GREAT LOCATION AS WELL AS FAR AS SCHOOLS ARE CONCERNED, UM, MIKE WERE WITH WALKING. SMITH BIRD.
AND HIGH SCHOOL. MORE LONG TERM RENTALS INSTEAD OF SHORT TERM RENTALS. I DON'T KNOW IF THIS AFFECTS THIS ONE PARTICULAR FAMILY IS NOT AFFECTING THAT. I UNDERSTAND THAT, BUT WE ARE IN THE MIDDLE OF A HOUSING CRISIS WHEN MOST MIDDLE INCOME FAMILIES CANNOT AFFORD A HOME. MUCH LESS.
A RENTAL. AND SO THAT IS MY MAIN REASON FOR OPPOSED. MORE. SHORT TERM. RENTALS.
WITHIN WALKING DISTANCE. OF OUR SCHOOL. AND I JUST THOUGHT THAT WAS SOMETHING WE SHOULD CONSIDER. AND, UM THAT'S MY NAME. MY MAIN DISAGREEMENT TONIGHT. THANK YOU FOR HEARING ME YOUR ADDRESS FOR ME ONE MORE TIME. 13 NORTH COST A GRAND CIRCLE. SO I'M NOT WITHIN 200 FT. OF THE PRESIDENTS, BUT I'M IN THE NEIGHBORHOOD. GOOD. THANK YOU, MA'AM. ANYBODY ELSE IN OPPOSITION? I'M HENRY, POLLY AND I'LL LEAVE IT 3 12. COST OF BRANDY CIRCLE JUST DOWN THE STREET FROM THIS PLACE AND THE MAIN REASON I'M I GUESS IT IS. WE'VE GOT ABOUT THREE OR FOUR.
PEOPLE OUT THERE AND OUR NEIGHBORHOOD RIGHT NOW WHO HAVE, UH YOU HAVE PARTIES THAT GO TOO LONG, AND I HERE. THIS B AND B COULD BECOME ON ONE OF THEM, YOU KNOW PARTY THING. IF IT DOES.
CAN YOU GUARANTEE ME YOU'LL GO SHUT THEM DOWN. UH, WE'RE GOING TO HAVE TO IF IT OVER BUT ANYWAY
[01:10:04]
I'M NOT AGAINST HIM HAVING THATN IN THERE, AND I DOUBT THEY'LL ALWAYS JUST HAVE ONE PERSON BECAUSE YOU'VE GOT THREE BEDROOM HOUSE. IT DON'T MAKE ANY SENSE THAT YOU WOULDN'T RENT IT OUT.AT LEAST A COUPLE BUT ANYWAY, I DO NOT WANT THE NEIGHBORHOOD. LIKE I SAID, WE'VE GOT I KNOW THREE INDIVIDUAL HOUSES, PARTIES ALL THE TIME, AND THEY DON'T DO NOTHING BUT CAUSE TROUBLE. AND UH, I HAVEN'T BEEN CALLED HIM IN . BUT I'VE DECIDED WE, ME AND ANOTHER NEIGHBOR DECIDED WHEN THERE'S A PARTY GOING ON. IF IT PASSES, 10 O'CLOCK WE'RE GONNA CALL CAN I EXPECT THE PARK POLICE DEPARTMENT TO COME OUT THERE AND SPEAK TO HIM. IF YOU DO WHAT YOU'RE SAYING YOU'RE GOING TO DO EVERYTHING WILL BE FINE. IF HE DOES WHAT HE SAYS HE'S GOING TO DO. EVERYTHING WILL BE FINE IF YOU DON'T I'LL BE BACK DOWN HERE AGAIN. I'LL BE TRYING TO GET HIM. SHUT DOWN YOUR INTEREST. ONE MORE TIME, PLEASE, SIR. 3 10, NORTH COSTA GRUNDY CIRCLE, DUNCANVILLE, TEXAS. I'VE BEEN HERE 47 YEARS. YES, SIR. GOT IT. OKAY. THANK YOU, SIR. ANYONE ELSE SUPPOSED.
NOT ALL ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING. SO MOVED SECOND. THE MOTION FOR COUNCIL MEMBER MCBURNETT. SECOND FROM MR CONTROLLERS. HIS VOTE. 70 SIX YEAR OLD SORRY. IN DISCUSSION.
SO IF ANYONE HAS A REBUTTAL HE HAD A MAXIMUM OF FIVE MINUTES PER SIDE, WHICH WILL BE PROVIDED. AT THIS TIME IF ANYONE HAS A REBUTTAL. OKAY. THANK YOU. SO THIS TIME PUBLIC HEARING IS CLOSED. NEED DISCUSSION.
DISCUSSION. DISCUSSION. OKAY, SIR. GO AHEAD. HE ALREADY GAVE A PRESENTATION. AT THE FIRST.
MAYOR PRO TEM I HAVE A QUESTION. EARLIER DURING THE PRESENTATION , THERE WAS AN INDICATOR THERE WAS AN INCREASED NUMBER OF OPPOSITION. SO THE QUESTION IS, IS IT IN WRITING AND DOES IT CONSTITUTE? 20% OF THE PROPERTY WITHIN 200 FT. THAT REQUIRES THE SUPERMAJORITY SO CHANGED THE VOTE. UM YEP. PULP? MR TENET DID EMAIL THE DOCUMENTS AND I SENT IT OUT TO COUNCILS EMAILS SO THAT YOU WOULD HAVE COPIES OF, BUT IF YOU WOULD LIKE COPIES, WE CAN GO AND HAVE STAFF TO PRINT PRINT THOSE FOR YOU SO YOU CAN SEE THEM, BUT THE TOTAL NUMBER HASN'T CHANGED CURRENTLY HAVE 14 AS OF TODAY THAT WERE AGAINST IT AND ZERO THAT WERE IN FAVOR IN THE LATEST COUNCIL WE JUST RECEIVED TODAY. THAT. ANSWER YOUR QUESTION, MR ATTORNEY. WHAT'S THE NUMBER DOESN'T QUALIFY. YEAH, IT'S 20% OF THE PROPERTY WITHIN 200 FT IMMEDIATELY. ADJACENT PROPERTIES. DID YOU SEND IT OUT TO MR TENNANT? WE SENT IT OUT TO 16 PROPERTY OWNERS WITHIN A 200 FT BUFFER. WE RECEIVED 14 DOCUMENTS AND, UH, CONTENTION AGAINST NOW AGAIN, THIS IS WHERE IT GETS A LITTLE MURKY IN THAT REGARD. THAT SOME OF THOSE INDIVIDUALS IF YOU LOOK AT THE EMAIL THAT WAS SENT OUT THEIR ADDRESSES MAY NOT BE WITHIN THAT 200 FT BUFFER. IF YOU LIKE TABLETS TO DEFER AND NOT WHEN I SAY DEFER TO COME BACK TO YOU WITH THAT NUMBER AT A LATER TIME . THAT COULD BE SOMETHING THAT WE CAN LOOK AT, BECAUSE AGAIN WE JUST GOT THIS EMAIL TODAY.
INTERESTING. ALONG THAT SAME LINE. I THINK YOU SAID IN YOUR REPORT THAT YOU'VE GOT TWO
[01:15:09]
LETTERS OF OPPOSITION. PRIOR TO THE PNC MEETING. I DIDN'T SAY THAT ARE IMPORTANT AND MY AND MY PRESENTATION BUT WE DID GET A DOCUMENT. WE DID GET A DOCUMENT THAT THAT AGAINST AGAINST IT.YES I SAW THAT INFORMATION SOMEWHERE IN THE PACKAGE PACKAGES. NZ NZ, MADE A DECISION BASED ON TWO LETTERS OF OPPOSITION. SO LETTERS KEPT COMING IN AFTER THAT. THE TUNA 14. SO I'M ASKING THE ATTORNEY DOES THAT HAVE ANY IMPACT ON THE THAT'S WHY THAT'S WHY I'M ASKING BECAUSE IT CHANGES THE VOTE FROM A SIMPLE MAJORITY TO A SUPERMAJORITY, WHICH WOULD YOU HAVE TO BE UNANIMOUS FOR THIS TO PASS. FANTASTIC 3/4 OF THE GOVERNING BODY. SO I HAVE TO COUNT. MAYOR GORDON AS A MEMBER OF THE GOVERNING BODIES SINCE HE VOTES. HMM THE WAY THE STATE STATUTES WRITTEN IN A CITY OF SEVEN COUNCIL MEMBERS THAT REQUIRES A VOTE IS SIX OUT OF SEVEN, SO YOUR VOTE WOULD HAVE TO BE UNANIMOUS. VERSUS SIMPLE MAJORITY OF FOUR. SO IT'S SIGNIFICANT. BUT WE CAN'T PROCEED. DENIED. IT DOESN'T CHANGE. IT DOESN'T CHANGE THE OUTCOME OF THE PNC. WELL, OKAY. IS TO YOU. SO MR TENNANT, UH, IF YOUR TEAM CAN VERIFY HOW MANY ARE VALID? YEAH SO I CAN ACTUALLY DO THIS RIGHT NOW, IN THE EMAIL THAT I SENT YOU FROM OUR PERMIT TECH BASIS SPECIFIES THAT THERE WAS 13 10 IS IN WRITTEN OPPOSITION AGAINST THIS PARTICULAR REQUEST. THE NEXT ONE THAT IS AGAINST THIS REQUEST IS FROM AN ADDRESS AT 12 14 SIERRA BLOCK BIANCA WITHIN WHAT? ALL WE NEED TO KNOW IS HOW MANY OF THEM ARE VALUED. THAT'S ALL WE NEED TO KNOW. THAT WILL TAKE SOME TIME TO GO THROUGH BECAUSE SHE ACTUALLY HAS A NUMBER IN THIS ATTACHMENT. SO IF YOU WERE LIKE , IF YOU'D LIKE TO DEFER THIS RELATED TIME, I CAN GO AND DO THE COUNT. BASED UPON THE LIST THAT WE MELT THE DEALINGS DO AND PROVIDE. YOU WITH A MORE ACCURATE. THAT TIME. THIS. WE HAVE THE NUMBER OF UM, ADDRESSES A STEP THESE NOTICES WERE SENT OUT TO IS THAT WHAT WE'RE LOOKING FOR? YES, SIR. BUT I DON'T THINK EVERYONE HAD A CHANCE TO LOOK AT NEARLY THE ADDRESS. IT'S THE PERCENTAGE OF PROPERTY AND THE SURROUNDING INTO 100 FT IF IT'S 20% OF THE SURROUNDING PROPERTY WITHIN 200 FT. THAT'S WHAT TRIGGERS THE SUPERMAJORITY. LANCER ARE THEREFORE AGAINST IT, THEREFORE, AGAINST IT, THEN IT TAKES A SUPER MAJORITY. AND IT SOUNDS LIKE IF YOU HAVE 16, I GUARANTEE YOU HAVE FOUR. I WOULD ASSUME ASIDE. YES.
AND I WOULD HAVE TO ACTUALLY MAP THESE YES. YES. WHAT? WHAT WE. WHAT YOU CAN DO IS TABLE LIST TO LATER IN THE MEETING. WE'LL GET THE CALCULATION AND SO WILL CONSIDER THIS MATTER TABLE. AND WE'LL BRING IT OFF THE TABLE LATER IN THE MEETING AFTER WE GET THAT NUMBER. HAVE A QUESTION , SIR. MR. TURNER, ATTORNEY. FIVE B, WHICH IS A COUPLE OF HOUSES DOWN. WILL PROBABLY FALL IN THE SAME CATEGORY. I WOULD AGREE I'D GO AHEAD AND HAVE THE PUBLIC HEARING. I'M THAT ONE AS WELL. SO THAT THAT PUBLICLY THOSE TWO AND THEN DO THE REST OF YOUR AGENDA AND COME BACK TO THESE AT THE END OF THE AGENDA, OK? SO DOES EVERYONE AGREE WE CAN TABLE YOUR QUESTIONS. DON'T TABLE FIVE A AND B UNTIL WE CAN GET SIGNIFICANT NUMBER. HAVE A QUESTION AHEAD. UM I'M LOOKING AT THE LIST ATTACHMENT EIGHT. AND IT HAS ALL THE PEOPLE WITHIN 200 FT. YOU SAID NOTICES TO COUNT 19. BUT I NOTICED THAT THE RESIDENTS SOME OF THEM YOU HAVE STRUCK THROUGH THEM. FOR SOME REASON, IT LOOKS LIKE TWO OF THEM ARE FAMILY MEMBERS. SO YOU'RE NOT COUNTING THOSE THAT YOU SENT LETTER TO STRIKE? THERE IS ARE USUALLY THOSE PROPERTIES THAT HAVE ON THEIR THEIR DUPLICATES. AND SO THEY'VE ALREADY BEEN MILLED. WE'VE ALREADY MAILED ONE LETTER OUT, SO THE MINDSET IS THAT INSTEAD OF SITTING TWO LETTERS OUT TO THE SAME PERSON OR THE SAME INDIVIDUAL, WE STILL WENT OUT TO THAT PARTICULAR PERSON THAT MAY HAVE MULTIPLE PROPERTIES IN THAT
[01:20:05]
PARTICULAR AREA. GIVES US A NUMBER OF IN THE 200 FT. YES, SIR. THAT IS ACCURATE. SO WE CAN DO THE MATH FROM THERE. YES, OKAY. SO CAN WE CONFIRM WITH YOU WHAT THAT NUMBER IS? I'M LOOKING AT IT RIGHT NOW. I DON'T HAVE THAT LIST IN FRONT OF ME RIGHT NOW. THAT'S WHAT MY DISADVANTAGE COMES FROM WHAT WE'RE DOING, MR CONTRERAS. WE KNOW THAT IT'S 20 HOUSES THAT WE'RE LOOKING AT 20 PROPERTIES, WHICH WOULD REQUIRE FOR BECAUSE WE RECEIVE THE LAST MINUTE, EH? OF OPPOSITION. WE NEED TO VERIFY IF WE HAVE LESS THAN FOUR IF WE HAVE FOUR. MORE THAN FOUR. ALL SIX COUNCIL MEMBERS HAVE TO VOTE IN FAVOR FOR THIS TO PASS. UNDERSTAND THAT YOU'RE LOOKING FOR IS HOW MANY OF THOSE ADDITIONAL 14 LETTERS ARE WITHIN THIS 200 FT GROUP. YES, OKAY. PROVIDE THAT TO YOU. SO WE'RE TABLING THOSE ITEMS OF A AND B UNTIL WE CAN GET THAT NUMBER, OKAY? SO. SO I'LL GO AHEAD AND PASS FIVE B TO THE NEXT ONE. YES, SIR. I DON'T I DON'T FIVE C CONDUCTED PUBLIC HEARINGS REGARDING THE QUEST OF ALEJANDRO MORA, APPLICANT AND OWNER TO INCLUDE A SCP FOR CARPORT ON PAXTON. ACRES BLOCK A LOT EIGHT, COMMONLY KNOWN AS 218 , CEDAR STREET, DUNCANVILLE, TEXAS, DALLAS COUNTY, TEXAS. THINK ABOUT YES. THIS IS A REQUEST TO ALLOW IN ORDER, MAN POINT OF ORDER. THAT'S IT. MY UNDERSTANDS WE'RE SUPPOSED TO HAVE A JOB GUARANTEE FIVE B. AS WELL, AN OPENING CLOSE YOU CAN DO IT AT THE END AS LONG AS YOU HOLD THE PUBLIC HEARING. SO WE'LL CONTINUE ON WITH FIVE C. WE WILL HAVE THE PUBLIC HEARING ON FIVE B WHEN WE GET ALL THE INFORMATION I'VE SEE SHE'S ALREADY READ. ARE YOU PREPARED FOR THAT ONE? SEE THIS IS A REQUEST FOR A ALLOWED TO I 290 FT SQUARE FOOT CARPORT TO BE ALLOWED TO PETITION ADDRESS THE FLOW OF FUTURE LINES. AS YOU SEE, IT'S LOCATED ON CEDAR STREET, RIGHT OFF OF MAIN STREET. TO GIVE YOU AN IDEA OF THE AERIAL. IF YOU THAT'S THE PICTURE TO YOUR LEFT PICTURE FROM ACROSS THE STREET IS ON THE PICTURE TO THE RIGHT. SUBJECT PROPERTY AS WE MENTIONED BEFORE IS OWNED SF 10 AND YOU SEE THE COMMERCIAL, THE MULTI FAMILY AND AS OF SEVEN SURROUNDING IT. THIS IS A COPY OF THE SITE PLAN OF THE PROPERTY . AS YOU SEE, THEY'RE PROPOSING TO PUT A BUILD A CONSTRUCTIVE SCARES ME A 294 SCHOOL SQUARE FOOT, UM CARDBOARD IN THE FRONT OF THE YARD. AND IDEALLY, THERE WERE 13 MILLION. SENT OUT. ZERO REPLIED IN FAVOR. ZERO APPLY, NOT IN FAVOR, AND THIS WAS ACTUALLY APPROVED BY THE PLANNING ZONING COMMISSION ON JULY 25TH. THE CONDITIONS THAT WERE PROVIDED THAT THIS WAS APPROVED. WAS IT STIMULATED THAT THE CARPORT WILL BUILD NOT BE BUILT ON THE IDENTIFIED PROHIBIT MATERIALS, WHICH WE DISCUSS A LITTLE WHILE AGO AND THE CORPORATE WILL NOT ENCROACH INTO THE REQUIRED FRONT YARD SETBACK. OKAY? WHAT WE'LL DO IS OPEN THE PUBLIC HEARING AT 8 11. AND AGAIN. THE 10 MINUTE RULE APPLIES FOR IN FAVOR IN OPPOSITION. IS THERE ANYONE IN FAVOR IF YOU'D LIKE TO COME FORWARD. SEEING NONE. ANYONE IN[01:25:04]
OPPOSITION? SEE I DON'T SEE ANY SO IF I CAN HAVE A MOTION TO CLOSE THE PUBLIC HEARING, SO MOVED MR DON MCBURNETT. MOTION MR COATES SECOND PLEASE VOTE. 6 TO 0. NEAR PRO TEM BEFORE YOU PROCEED WITH YOUR DISCUSSION I HAD EARLIER DURING THE WORK SESSION GAVE YOU A COPY OF THE TRANSLATION THAT, UH ALEJANDRO MORA, WHO'S THE APPLICANTS SENT TO YOU LIKE THAT INCLUDED IN THE RECORD. THANK YOU. SO WITH THE CITY ATTORNEY'S TALKING ABOUT IS INITIALLY THE. RESIDENTS SUBMITTED IN SPANISH AND THE CITY ATTORNEY INTERPRETED INTO ENGLISH SO THAT WE COULD I UNDERSTAND IT. OKAY, YOU NEED DISCUSSION. YES, SIR. DID YOU HAVE SOMETHING TO START? OKAY, GO AHEAD, MR KENTRIDGE. SURVEY THAT WE HAVE IS PRETTY ROUGH TO READ. UM AND I KNOW A LOT OF THEM COME IN THAT WAY. YES BUT HOW ARE YOU GOING TO CONFIRM? BEFORE AND AFTER IF THIS IS APPROVED THAT THEY. MEET THAT FRONT YARD SETBACK. AND DON'T EXCEED IT BECAUSE THEIR HOUSES OFFSET A LITTLE BIT WITH THE FRONT BUILDING LINE. SO IT'S NOT EQUAL ON BOTH SIDES. SO WHAT ARE YOU GOING TO REQUIRE FROM THEM TO MAKE SURE THAT THAT FRONT OF THAT CARDBOARD DOESN'T GO BEYOND THAT BUILDING LINE? GOOD QUESTION, SIR. SO BASICALLY, WE WILL MARK IT OFF REQUIRED FRONT YARD SETBACK IN THIS PARTICULAR AREA. I BELIEVE IT'S 20 FT, SO WE'LL MARK OUT TO ENSURE THAT IT'S NOT WITHIN THAT REQUIRED FOR THAT REQUIRED FRONT YARD WHEN THEY USED TO MEET THEIR SUBMIT THEIR ENTITLED PLANS TO US OKAY? UM YEAH. LIKE THE BUILDING LINE IS 30 FT. UM CARPORTS 14. SO IT'S JUST SUCH A IT'S SO CLOSE. THAT'S ALL. I'M CONCERNED ABOUT IT. AND THEN YOU'VE ANSWERED MY QUESTION. AS LONG AS WE GET AN ACCURATE UM LINE BEFORE THEY START CONSTRUCTION. THEN YOU'LL KNOW THAT EVERYTHING'S GOOD. EXACTLY. THANK YOU. YES, SIR. ANYONE ELSE? I COULD HAVE A MOTION. YES, SIR. MR HARVEY. THANK YOU. MAYOR PRO TEM. MR. MR JEREMY, HOW ARE YOU DOING? WELL, SORRY ABOUT YOURSELF. FABULOUS GOOD. IS THERE ANY POSSIBILITY? LOOKING OUT INTO THE FUTURE.
THAT THIS ORGANIZATION WITH BE REQUIRED TO HAVE AN S U P IF WE IF COUNCIL APPROVES TOO RESCINDED THIS EVENING. IS THERE ANY POINT OUT THERE IN THE FUTURE? ANY POSSIBILITY? OF COURSE. I DON'T HAVE A CRYSTAL BALL, BUT I CAN'T GO BY CURRENT EVENTS. IF YOU WILL. THIS WAS ON THE CURRENT CCO WAS APPROVED LAST MARCH. 2021 WHICH MEANS THAT THIS BAR AND IT APPEARS IN THIS BAR STATE THAT THERE ARE WITH THIS PARTICULAR USEFUL. THE GENERAL. OFFICE RETAIL. STOVALL LITTLE HAZIER, BECAUSE THERE'S NOTHING LEANING ONE WAY OR THE OTHER. BUT AS THE STATUS QUO IS CURRENTLY IS PERMITTED FROM THE MARCH OF 2021. SO IF I WAS A GAMBLING MAN, WHICH I'M NOT I CAN ASK YOU A QUESTION. OKAY? U, SHARE YOU'RE DIFFICULT TO WITH PREDICTING THE FUTURE MARK.
CONCERN IS THAT THE ESPECIALLY USED PERMIT IS CAN BE, UH, EXPENSIVE. AND SO. UH I'M SURE
[01:35:08]
THAT THE OWNERS AND OPERATORS APPRECIATE NOT HAVING A SPECIAL USE PERMIT. BUT LIKE THE OLD PEANUTS CARTOON. YOU KNOW, WE HOLD THE FOOTBALL AND WE TELL THEM COME ON, KICK IT, AND THEN WHEN THEY COME, KICK IT, YOU PULL THE FOOTBALL AWAY. THEN. I WOULDN'T SAY THAT WOULD BE QUITE FAIR. ISABELLA POINT, SIR, AND ALSO JUST TO TAKE THE JUST OUT OF MY INITIAL STATEMENT. WE'RE DEALING WITH AN AGING POPULATION. SO THE QUESTION OF WHETHER OR NOT THIS WILL BE A PARTICULAR SUV MOVING FORWARD EVER DOES PROVIDE SERVICES FOR THE. OF DUNCANVILLE. AS A WHOLE.SO LOOKING AT FROM THAT. ANGLE, ONE WOULD ACTUALLY UNDERSTAND THE NEED. FOR THIS. PARTICULAR.
USED ANOTHER. USES OF IT. SILK. JUST GO THROUGH A LITTLE. STEP FOR IF YOU WILL.
RANGE OF AGES, SO THEIR ACTUALLY CALLED A DAY HALF ALL RIGHT. THAT'S THAT'S ALL THE QUESTIONS I HAVE. GOOD MR CONTROL AS WELL. THE CITY ATTORNEY HAS A HAND UP AND I WAS GOING TO CALL ON HIM.
TWO TO US WHY. IF SOMEBODY GETS APPROVED FOR CERTIFICATE OF OCCUPANCY, IT WOULD BE TREMENDOUSLY DIFFICULT TO COME BACK ON THAT AS A CITY. AND THEY'VE BECOME A LEGAL I'LL LET YOU BE A LEGAL NAME CONFORMING USE. SO ONCE THIS ISSUE P GOES AWAY IF THEY HAVE A USE THAT REQUIRES AN ISSUE P THEY WOULD HAVE TO COME AND GET AN ISSUE P FOR THAT USE. BUT IF WE WERE EVOKED THIS ONE AS A MATTER OF RIGHT THEY HAVE THE RIGHT? TO OPERATE. BUSINESS THAT THAT LOCATION IF YOU COME BACK AND DECIDE YOU WANT S UPS FOR LOCAL OR GENERAL RETAIL FOR THIS USE, THEY WOULD HAVE A LEGAL LINE CONFORMING RIGHT? OPERATE. SO WON'T HAVE A IMPACT. ON THESE.
OWNERS. AS LONG AS THEY MAINTAIN. THEIR SEAT. UH, SHIN TAKE A MOTION TO APPROVE SECONDL MEMBER CONTRERAS SECOND BY MR HARVEY, PLEASE VOTE. MOTION PASSES 60.
FIVE E. CONSIDERING ORDINANCE REVISING THE OPERATING BUDGET FOR FISCAL YEAR, 2021-2022 BY APPROPRIATING SUPPLEMENTAL REVENUES AND REVISING EXPENDITURES. MISS JENNIFER CODY. OKAY EVENING, EVERYONE. MAYOR PRO TEM AND COUNCIL MEMBERS. YES SO THE ITEM BEFORE YOU IS AN ORDINANCE REVISING OUR OPERATING BUDGET FOR THE CURRENT FISCAL YEAR. APPROPRIATING REVENUES IN WHICH WE HAVE RECEIVED AS WELL. AS WE RISE. EXPENSE. IN AND NEED. AREA. IN THE PURPOSE OF THIS, AS WE HAVE A STORE, UM. DID YOU THE COUNCIL AS AN OVER OF THE? THAT WE PROJECTED? THE CURRENT FISCAL YEAR? BUDGET? WITHIN OUR FINANCIAL SYSTEM AND DEPARTMENTS AND WHAT THEY AND THE CONTINUITY OF THE SERVICES AND THE THINGS THAT THEY PAY FOR. UM AS WELL AS INCREASED THE TRANSPARENCY OF HOW WE'RE ALLOCATING THESE ADDITIONAL FUNDING. UM SO THE PROCESS WITH COMING UP WITH A THE END OF YOUR PROJECTION OR REVISED BUDGET. WE WHEN WE TALK ABOUT THE PROPOSED BUDGET DEPARTMENTS, LOOK AT THEIR CURRENT BUDGETS AND ASSESS IF THERE'S ANY NEEDED CHANGES TO, UM THEIR CURRENT BUDGETS. BUDGETS LIKE THINGS THAT COME UP WITH THE BOARD, FOR EXAMPLE, ECONOMIC DEVELOPMENT BOARD SOMETHING THAT COMES FROM THAT GROUP OR THINGS THAT A COUNCIL BRINGS UP THAT NEEDS TO BE, UM UM, REVISED INTO THE BUDGET. SO IN YOUR STAFF REPORT I PROVIDED FOR YOU A SNAPSHOT OF ALL REVENUES AND EXPENSES OF OTHER FUNDS THAT WE HAVE AT THE CITY CURRENTLY AND, UM ALSO, UM HIGH LEVEL BULLET POINTS OF WHAT THOSE DIFFERENCES AND CHANGES ARE UM, BUT I WANTED TO JUST HIGHLIGHT, UM, STARTING WITH THE
[01:40:03]
GENERAL FUND, FOR EXAMPLE, UM, WE THE PURPOSE OF A REVIVED BUDGET IS TOO, UPDATE WHAT WE THINK WE'RE GOING. TO HOW WE'RE GOING TO LAND AT THE END. OF THE FISCAL YEAR, SO THIS IS A PROJECTION. OF LOOKING AT ALL THE. IN THE CHAIN. THAT MY HAPPEN. NOW. AND YOU KNOW.MONTHS. WHEN WE ADOPTED THE BUDGET. WE'RE DOING MUCH BETTER WITH SELF STACKS AND HOW WE ORIGINALLY PROJECTED THE BUDGET TO BE AND ON THE FLIP SIDE ON THE EXPENDITURES WERE REVISING DOWN. HOW MUCH, UM WE THINK WE'RE GOING TO SPEND SO WE'RE INCREASING THE REVENUES THAT WE'RE GOING TO BE BRINGING IN AND WE'RE DECREASING HOW MUCH WE ARE EXPENDING. UM I WON'T GO THROUGH EVERY EVERY FUND HERE AS AGAIN. THE DEVELOPED POINTS THERE ARE IN YOUR AGENDA PACKET.
BUT AGAIN, THE LESS LESS NECESSITY OF THIS ITEM, SO WE CAN, UM AGAIN, UH, UPDATE OUR OUR FINANCIAL SYSTEMS AND ALL AGAIN ALL OF THIS INFORMATION ACTUALLY IS IN YOUR PROPOSED BUDGET BOOK THAT YOU'VE BEEN PROVIDED. YOU SEE THE COLUMN THAT SAYS REVISED BUDGET AND TYPICALLY, DON'T FOCUS ON ON THAT AS MUCH AS WE DO ON THE PROPOSED SO I'M HAPPY TO ENTERTAIN ANYONE SAY A COUPLE OF THINGS HERE IN COUNCIL. THIS IS NOT SOMETHING THAT WE NORMALLY DO IS A CITY. DIFFERENT CITIES HAVE DIFFERENT POLICIES AND PROCESSES FOR WHAT THEY WOULD USUALLY CALL A BUDGET AMENDMENT. WE ONLY HAVE AN EMERGENCY AMENDMENT. GENERALLY THESE MOVEMENTS HAPPEN. WHAT WE HAVE DECIDED IS THAT IT'S IMPORTANT, ALTHOUGH THE REVISIONS AND THE BUDGET HASN'T CHANGED TO REQUIRE A HE ACTION THAT WE WANT TO CREATE AN ACTION BECAUSE WE WANT TO MAKE SURE YOUR BREAST MO YEARS. WHAT YOU DO. IN YOUR FINAL OF THE NEXT YEAR. IS YOU ADOPT THE, UM BUDGET. AS PART OF THAT IN THE ORDINANCE. WE DO HAVE FUN. FOR MUCH OF A TRANSPARENCY TO THE ACTIONS THAT HAPPENED BEHIND THE SCENES AS POSSIBLE AND BRINGING THIS TO YOUR ATTENTION. AND SO THIS IS A NEW PROCESS WILL BE WORKING WITH OUR FINANCIAL POLICIES TO ALSO UPDATE THIS SO THAT THE REVISION BECOMES A FORMAL FINANCIAL PROCESS FOR US. THANK YOU, MA'AM. ANYONE HAVE ANY QUESTIONS FOR MR PRESENTER. I THINK THIS CITY MANAGER EXPLAINED IT PRETTY WELL. BUT I'D LIKE TO ASSURE THE PUBLIC THAT AND I'M STILL CALLING HIM REVISED BUDGETS. I KNOW THERE'S OKAY, UM BUT I'M GONNA MAKE IT CLEAR AND ASK YOU OR MISS ADINA TO, UM CLARIFY THE COMMON USAGE IN MUNICIPALITIES OF REVISED BUDGETS BECAUSE SOMETIMES PEOPLE MISUNDERSTAND WHY THAT'S BEING DONE. COULD WE COULD TALK ABOUT THAT A LITTLE BIT SO AND MISS ADINA COULD COME UP ALSO. SO GENERALLY, YOU'LL HEAR A BUDGET AMENDMENT CITIES N IN OTHER CITIES IN OUR METRO PLAY STILL ADMIT YOUR BUDGET AMENDMENT, AND THAT GIVES YOU A HALF YEAR PROJECTION IS VERY COMMON IN FOR EXAM. WHEN COVID KICK IN WE THAT SOME OF THINGS ARE GOING TO SHUT DOWN. THAT WE WERE GOING TO HAVE A SIGNAL. CHANGE. IN. BOTH ARE REVENUES AND ARE EXPENDITURES AND THERE.
VISION WORD IS A TERM THAT HAS BEEN USED HERE. AND WHEN I FIRST GOT HERE, I NEVER HEARD IT'S A IT'S A PROPOSED BUDGET AND ADOPTED BUDGET AND AN AMENDED BUDGET. BUT BUDGET AMENDMENTS ARE OUR CASE. WHAT WE'RE CALLING A REVISION IS AN OPPORTUNITY AS WE LEARN MORE THROUGHOUT THE YEAR TO MAKE THE CHANGES AND ADJUSTMENTS TO BOTH OUR REVENUE AND EXPENDITURES, PROJECTING WHERE WE'RE GOING. IN SOME CASES, WE MAY HAVE MORE REVENUE COMING IN ONE AREA AND LESS THAN ANOTHER, BUT WE ALSO MAY HAVE EXPENDITURES THAT ARE SIGNIFICANTLY LOWER ARE SIGNIFICANTLY HIGHER, AND WE WANT TO MAKE SURE THAT WE'RE TRACKING IT, AND THAT'S HOW YOU KEEP A BALANCED BUDGET. THANK YOU, MA'AM COUNSELOR RECRUITS. THANK YOU VERY PROTEIN. LOOKING AT THE. THE ITEM IZATION. SO 0108. CAN YOU EXPLAIN THE. YES 1.2, OR 1.3 MILLION EXPENSE UNDER THE STREET. C I P FUND. YES SO, STARTING WITH 008, YOU SAID COMPREHENSIVE SELF INSURANCE. SO YES, UM THAT IS OUR WORKERS COMP AND LIABILITY. SORRY NO 0108 UNDER 01. I'M SORRY. THOSE ARE THAT'S A FUNDING NUMBERS AT EACH FUND HAE HAVE A NON PART. NON
[01:45:06]
DEPARTMENTAL. UM UH, ORGANIZATION AND SO WITHIN THAT IS WHERE WE CAPTURE THE TRANSFERS. I GO TO OTHER FUNDS. SO IN THE PAST, WE HAVE SUPPORTED, FOR EXAMPLE, SETTING MONEY ASIDE FOR THE P 25 SAFETY RADIOS WE HAD PUT MONEY ASIDE FOR, UM, THAT EXPENDITURE THAT CAME OUT OF THAT, OR G, UM, WE UH, DEPENDING ON COUNCILS, DIRECTION OF HOW MUCH GENERAL FUND COULD SUPPORT FOR STREET C I P PROJECTS AND STREET CITY DOES NOT HAVE A REGULAR SOURCE OF FUNDING, YOU KNOW, DOESN'T HAVE A FEE OR ANYTHING ASSOCIATED WITH IT. SO IT'S REALLY WHAT THE GENERAL THANK AND SUPPORT. SO BASED ON, UM, THE CURRENT OBLIGATIONS AND PROJECTS THAT ARE HAPPENING WITH THE STREETS. THE I P WE DID NOT NEED, UM THE FULL. TO THE STREETS I P PROGRAM AT THIS TIME , SO WE REDUCED THAT DOWN QUITE A BIT. OKAY AND THEN RIGHT AFTER THAT 0109 USE OF FUN BALANCE THE 100,000 AMOUNT TO COVER DEPLETED IT. REPLACEMENT? YES. AND SO WHAT? WE, UH WE'VE HAD SOME UNEXPECTED I T UM ITEMS THAT WE NEEDED TO REPLACE AND THINGS TO FIX. AND SO WE HAVE AN I T REPLACEMENT FUND THAT THE DEPARTMENT'S CONTRIBUTE INTO FOR WHEN IT'S TIME TO REPLACE A COMPUTER LAPTOP KEYBOARDS. YOU KNOW THINGS LIKE THAT, UM, THEY HAVE WE HAVE THE CASH IN ORDER TO DO THAT, WHEN THE TIMING IS RIGHT, UM, BUT WITH THESE UNANTICIPATED EXPENSES THAT HAS BEEN PLEADED DOWN SO THIS WOULD BE A ONE TIME COST TO COVER.DEPLETION OF THAT FUND SO IT CAN MAKE IT WHOLE AGAIN. THANK YOU. AND ANOTHER NOTE ON THE USE OF FUND BALANCE. THAT IS A NEW ORGAN LINE. WE WANTED TO MAKE SURE THAT IT WAS TRANSPARENT IF WE IF YOU KNOW THE COUNCIL APPROVES THINGS THAT WE WANT TO USE FUND BALANCE FOR, FOR EXAMPLE, MAYBE LIKE THE FIRE STATION OR SOMETHING. WE WOULD ACCOUNT FOR IT IN THAT LINE ITEM SO YOU CAN SEE THAT THIS IS COMING FROM OUR RESERVES. COUNCIL CONTROLS OKAY. GOOD.
COUNCIL MEMBER, HARVEY. THANK YOU. MAYOR PRO TEM. I JUST HAD A CAN'T SEE IN A FEW MOMENTS AGO WITH MR JEREMY AND UH, WE WERE TALKING ABOUT THE DIFFICULTY OF PREDICTING WHAT WILL HAPPEN IN THE FUTURE? SO IN A VERY REAL SENSE WHAT FINANCE DEPARTMENTS IN VARIOUS CITIES. ALL OVER THE STATE OF TEXAS ARE DOING RIGHT NOW IS TRYING TO THE BEST OF THEIR ABILITY AND WHAT THEY KNOW TO PREDICT. HOW MUCH REVENUE. AND EXPENDITURES THEY ARE GOING TO RECEIVE BETWEEN OCTOBER 1ST AND SEPARATE SEPTEMBER 30TH OF NEXT FISCAL YEAR. SO UH, IN A SENTENCE THAT'S IMPOSSIBLE TO DO WITH 100% ACCURACY, SO HENCE THE NEED FOR A BUDGET REVISION OR BUDGET AMENDMENT SO THAT, UH, WE CAN MAKE CHANGES AS CIRCUMSTANCES AND FACTS ON THE GROUND WARRANT. BUT WE ARE ALWAYS VERY MUCH INTERESTED IN HEARING WHY AND WHAT HAPPENED BECAUSE WE MAY NEED TO DO SOME DIFFERENT FUNDING FOR DIFFERENT INITIATIVE BASED ON WHAT'S HAPPENED. SO THANK YOU FOR SHARING. ANY OTHER DISCUSSION MOVED TO PROOF. MR KOONTZ. AND SECOND, MR HARVEY PLEASE VOTE.
OR SHE PASSES 60. I DON'T F. YOU DID PROPAGATING. ALRIGHT SO AT THIS PARTICULAR TIME, WE WILL MOVE BACK TO ITEM FIVE. A. PUBLIC HEARINGS CLOSED. AND YES, MA'AM. WHAT FINDINGS ARE SIR.
ALTHOUGH THERE WERE A NUMBER OF LETTERS IN OPPOSITION, ONLY TWO WERE FROM THE 20 THAT ARE IN THE VALID AREA, SO THEREFORE A SUPER MAJORITY WOULD NOT BE REQUIRED. DISCUSSION ON THAT. NOT YES, SIR. MICROPHONE NUMBER. OKAY THESE FIRST QUESTIONS FOR THE ATTORNEY. UH IN THE MINUTE IN THE PNG MINUTES ON THIS ISSUE, THERE WAS A QUESTION RAISED THEM AND IT MENTIONED YOU. AND IT
[01:50:04]
MENTIONED THAT YOU MAY HAVE SAID THAT. TO HAVE A. A SHORT TERM RENTAL. THE OWNER HAD TO LIVE IN THEM RESIDENTS. SO I WANT CLARIFICATION ON THAT THE ORDINANCES WRITTEN IT, SAYS OWNER OCCUPIED OKAY, SO THAT IS THE CASE. SAYS. I'M GONNA OCCUPY THANK YOU. THAT I'M NOT SURE HOW PARTNER THE REST OF MY QUESTIONS ARE, BUT I'M GOING TO ASK YOU A QUESTION IN GENERAL ABOUT THE ABOUT THIS. SHORT TERM RENTALS. UM I KNOW THAT WE HAVE A 30 DAY PERIOD CALLS OUT FOR YOU CAN'T HAVE YOU CAN'T STAY IN THE SHORT TERM RENTAL OR IN EXCESS OF 30 DAYS. YES, THAT MEANS SAID UM AND THIS IS FOR COUNCIL. IT SEEMS TO ME THAT WE'RE LEAVING THE DOOR OPEN FOR SOMEBODY TO JUST SAY. THAT THEY'RE GONE FOR A DAY. AND THEN THEY COULD START UP ANOTHER 30 DAYS. IS THERE ANYTHING WRONG COORDINATES AT WOULD PREVENT THAT FROM HAPPENING, OKAY? THAT'S JUST A THE POINT. I WANTED TO GET CLARITY ON AND THEN, UH, ON THIS PARTICULAR, UM THIS PARTICULAR RESIDENTS. BUT DOES THE OWNER'S DESCRIPTION OF THIS USE? MEET ALL THE REQUIREMENTS. SHORT OF THIS ONE ISSUE THAT WE JUST DISCUSSED. THERE'S AN OTHERWISE MEET ALL THE REQUIREMENTS. GUESS STUDIED A POINT OF CLARIFICATION . I ACTUALLY PUT IT BEFORE YOU THE DEFINITION THAT WE HAVE FOR ORDINANCE FOR A SHORT TERM RENTAL AND JUST TO READ IT AGAIN BASICALLY SAYS THAT IS DEFINED AS A RESIDENTIAL UNIT OFFERED FOR RENTAL. TWO GUESTS FOR RESIDENTIAL PURPOSES FOR A PERIOD OF 1 TO 30 NIGHTS. EXAMPLES INCLUDE BUT ARE NOT LIMITED TO AIRBNB HOME AWAY AND OTHER BROKERS. SUCH RENTALS MAY INCLUDE A SHARED ROOM, A SINGLE ROOM OR TAR DWELLING UNIT BETWEEN A HOMEOWNER AND THE SENATE. SO WHERE IS THAT IT STATES? OKAY? YEAH THE CLARIFICATION ON IT IS THE BED AND BREAKFAST REQUIRES ON OUR OCCUPANCY. NOT NOT ALL STRS. YES HE SAID THE BED AND BREAKFAST. SO ON THAT LIST THAT MR TENNANT PROVIDED. IT'S THE BED AND BREAKFAST THAT YOU MUST LIVE ON SITE. YOU CAN BE THE WHOLE HOUSE. FOR THE SHORT TERM RENTAL, OKAY? THEY'RE ALL CONSIDERED SHORT TERM RENTALS. BUT FOR THE BED AND BREAKFAST ONE DEFINITELY YOU MUST LIVE. OKAY SO I'LL JUST SAY CLOSING MY STATEMENT. THAT BASED ON WHAT I'M SEEING HERE, ALTHOUGH I ALWAYS CONSIDER UM THE LETTERS OF OPPOSITION. I THINK WE'VE HAD THIS DISCUSSION BEFORE THAT. IN A CASE WHERE THERE HAVEN'T BEEN PREVIOUS PROBLEMS, AND THIS HAS BEEN AN ONGOING AIRBNB. AND THE FACT THAT THEY MEET ALL THE CRITERIA. UM I WOULD BE IN FAVOR OF APPROVING THIS ONE. THANK YOU. THAT'S HIM. WHAT EMOTION TOO. THAT MOTION TO IMPROVE CONTROL VERSE. MOTION. AND THIS CHERRY. SECOND, PLEASE VOTE. UNANIMOUS 60. ALRIGHT. ITEM FIVE B. FIVE BE CONDUCTED PUBLIC HEARING FOR CONSIDERATION AND ACTION REGARDING THE REQUEST OF PETER MONTALTO, APPLICANT AND OWNER TO INCLUDE A S U P FOR SHORT TERM RENTAL AMANO A GARDENS TO BLOCK FOUR LOT 11, MOST COMMONLY KNOWN AS TO 11, NORTH CASAGRANDE, DUNCANVILLE, TEXAS. MR TENNANT. THANK YOU, MA'AM. AH THIS IS OF COURSE, ANOTHER REQUEST FOR A SHORT TERM RENTAL. THE THIS IS ACTUALLY RIGHT NEXT DOOR TO THE PROPERTY, SO I'M GOING TO SKIP OVER SOME OF THE DETAILS BECAUSE IT LITERALLY IS RIGHT NEXT DOOR TO THE PREVIOUS PROPERTY. YOU JUST HEARD OF, UM, OF COURSE, THE DEFINITION AS UPS REQUIRED AS YOU MEAN. EXCUSE ME. SHORT TERM RENTALS. EXCUSE ME, REQUIRED ISSUE P PRETTY ORDINANCE AND WE DEFINE IT. WE TALKED ABOUT THE DEFINITION OF THE SHORT TERM RENTAL. GO INTO THAT AGAIN, AND THEN AGAIN, THERE'S OTHER NUANCES WITH LONG TERM RENTAL BOARDING HOUSE AND A BED AND BREAKFAST AND THOSE DIFFERENT NUANCES BETWEEN THOSE PARTICULAR USES. THIS PROPERTY HAS INDICATED BEFORE. IT'S ACTUALLY A LOT OF WAYS IF YOU'RE NOT NEXT DOOR, BUT THERE'S TWO OR THREE ANOTHER HOUSE AND THEN THIS LOT RIGHT HERE IN PARTICULAR, WHICH IS ON THE SAME BLOCK FACES. THE PREVIOUS ONE. UM HERE'S THE[01:55:01]
OTHER AERIAL OF THE PARTICULAR PROPERTY RIGHT HERE, AND THIS IS ACTUAL PICTURE OF THE PROPERTY, AS YOU SEE IS IN COURT IS ENVELOPED BY A LOT OF, UM UM AWFULLY IS FROM THE TREES, TREE SCAPES. THIS PROPERTY, OF COURSE , IS IN A SIMILAR ZONING AS MENTIONED BEFORE. UM THIS IS UPDATED AS WE HAD A LITTLE EXERCISE EARLIER. WE DID GET 14 IN OPPOSITION, HOWEVER ONLY, UM 2 11. WE HAD TO IN OPPOSITION THAT WE WITHIN THE 200 FT OF THIS SO DOES NOT REQUIRE A MAJORITY VOTE. AND AGAIN. THIS WAS ACTUALLY APPROVED BY PLANNING THE ZONING ON JULY THE 19TH 2022 WITH THE CAR IMPROVISE , OWES AND AGAIN. THESE PROVIDE THAT PROVIDES THOSE THAT WERE PROVIDED TO YOU IN THE TWO OH THREE OR ALSO THE SAME PROVISO THAT ARE INTO THAT ON IN THE 2 TO 11 CASAGRANDE. SO IF ANY QUESTIONS ABOUT THAT, I'LL GO IN SPECIFICS ABOUT IT. BUT IF NOT IN LIEU OF TIME, I'LL LET YOU I WILL GO TO THE PROPER OIL. I'LL LET YOU DO THAT, SIR. YES, SIR.MY REPORT. ALL RIGHT, SIR. THANK YOU VERY MUCH. SO WE WILL OPEN THE PUBLIC HEARING AT 8 42.
AGAIN. THE 10 MINUTE RULE APPLIES. ANYONE SPEAKING IN FAVOR OF PLEASE, IF YOU WANT TO SPEAK, PLEASE COME FORWARD. YOUR APPROACH. UM IF THE APPLICANT AND ALL OF THE SPEAKERS THAT SIGNED UP BEFORE WE COULD TAKE THE COMMENTS THAT THEY MADE WITH 203, AND THEN PUT THEM IN THE RECORD FOR 2 11 IF YOU DESIRED SO THEY WOULDN'T HAVE TO COME OUT AND REPEAT THEMSELVES. WE'RE FINE. I'M ALI D'AMATO. 11 NORTH CASA DONDE. I DID JUST NOW THERE IS A CONCERNED REGARDING PARTY.
UM BUT THERE IS NO PARTY AT OUR AIRBNB BECAUSE THEY LITERALLY JUST ONE PERSON AND, UM, I DO HERE. NOISE FROM MY NEIGHBOR, BUT THERE IS YOU KNOW, WE DIDN'T CONTRIBUTE TO IT. AND ACTUALLY, IT HAPPENED TWICE THAT I HAVE GUESSED THAT STAYING THERE AND THE PARTY GOING ON. I END UP GETTING GIVING MY DESK GUESS A FREE LIGHT FOR THE NOISE THAT NEXT TO MY HOUSE. SO UM. THAT'S ONE THING I WANT TO CLARIFY, AND SECONDLY, UH, AT THIS PROPERTY AT 2 11 NORTH, IT'S A 45 100 SQUARE FEET HOUSE. LIKE I SAY, I HAVE FOUR CHILDREN BEFORE THAT I HOME SCHOOL. WE DIDN'T BUILD THE HOUSE THINKING THAT WE WILL DO AIRBNB THAT WAS NOT IN OUR AGENDA. AH JUST CIRCUMSTANCES JUST MY SON WITH A MEDICAL NEED AND S A MATTER OF FACT, HE JUST SENSES SURGERY IN APRIL, AND HE WILL HAVE ANOTHER SURGERY DECEMBER IN BOSTON CHILDREN. SO THAT IS. THE REASON WHY WE ARE TRYING TO FIND A WAY TO SUPPORT OURSELVES. UM REGARDING GAS? UMD PARKING IS NOT A PROBLEM. AS WE SAID, WE HAVE RUN IT FOR FOUR YEARS, AND IT'S JUST BECAUSE RECENTLY THE SIGN NO, NONE OF MY NEIGHBORHOOD, THE NEIGHBOR ACROSS THE STREET THAT CAME TO THE LAST MEETING THE FIRST MEETING THAT WE ARE HERE, THEY DIDN'T EVEN KNOW WE ACTUALLY RUN THE PMP. THANK YOU VERY MUCH FOR YOUR TIME. THANK YOU, MA'AM. THANK YOU. WE REALLY APPRECIATE YOUR LISTENING. YES, SIR. BUT MR THE MANAGER YEAH. THANK YOU FOR YOUR TIME. THANK YOU. SO JUST COUNCIL MEMBER ASKED ME TO READ THIS FOR YOU. WE HAD TWO. PUBLIC COMMENTS. THAT DO NOT WISH TO SPEAK TO AND SUPPORT AND THREE COMMENTS IN OUR OPPOSITION THAT ALSO DID NOT WISH TO SPEAK. IS THERE ANYONE ELSE THAT WOULD LIKE TO SPEAK IN FAVOR OF. ANYONE LIKE TO SPEAK IN OPPOSITION OF. NOT ELECT. GOT ONE. I'M SORRY. NAME AND ADDRESS POLICEMEN AT 3 13 NORTH COST A GRAND CIRCLE. AND I JUST WANT TO SAY OUT OF RESPECT TO MY NEIGHBORS BECAUSE I'M VERY CONSCIOUS OF THE FEELINGS OF MY NEIGHBORS, AND I DON'T WANT TO. INSULT OR FEEL LIKE THERE'S ANY HARD FEELINGS. BUT I DON'T KNOW WHEN I'M GOING TO HAVE ANOTHER OPPORTUNITY TO ASK THIS QUESTION, AND I WOULD JUST LIKE TO KNOW HOW MANY AIRBNB S ARE IN A PARTICULAR NEIGHBORHOOD. AND IS IT UNLIMITED NUMBER OF PEOPLE ALLOWED IN ANY GIVEN NEIGHBORHOOD? UH AS LONG AS THE PEOPLE WITHIN 200 FT, UH DO NOT DISAPPROVED. AND THAT'S JUST A QUESTION. I DON'T KNOW WHEN I WILL HAVE THE OPPORTUNITY TO
[02:00:05]
HEAR THAT ANSWER, BUT I'M VERY INTERESTED IN KNOWING THAT BECAUSE THAT IS MY MAIN OPPOSITION IS WHAT IS THE LIMIT? FOR A NEIGHBORHOOD TO HAVE BUSINESSES. NOT JUST HOMES.OKAY? OKAY? COUNCILOR CONTROLLERS. I'M SURE THANK YOU LIKE TO ASK THE CITY ATTORNEY IN HIS OPINION BASED ON THE STATE LAWS. UM THAT ALLOW US TO HAVE AN ORDINANCE WITHIN THOSE STATE LAWS. UM WOULD WOULD THE CITY BE ABLE TO CONSIDER UM, LIMITING THE NUMBER WITHIN A CERTAIN AREA OF AIRBNB S IN RESIDENTIAL ZONE DISTRICTS. I THINK THE SIMPLE ANSWER IS YES, BUT IT WOULD REQUIRE SOME WORK BY THE COUNT. I WOULD REQUIRE SOME WORK BY THE COUNCIL, AND IT WOULD REQUIRE SOME INPUT FROM STAFF. BECAUSE OTHERWISE YOU WOULD TURN THE WHOLE BLOCK INTO BASICALLY A HOTEL. SO I THINK THAT A CAREFULLY CRAFTED ORDINANCE WITH SEPARATION REQUIREMENT COULD BE CRAFTED. I WILL JUMP ON. I CANNOT PREDICT THE FUTURE OF PEOPLE THAT WEAR BLACK ROBES THAT SIT ON THE COURT OF APPEALS AND WHAT THEIR OPINION, BUT IT WOULD SEEM TO ME THAT IT WOULD BE A REASONABLE REGULATION TO LIMIT THE NUMBER OF THOSE USES WITHIN CERTAIN PARAMETERS SO THAT WE DON'T TURN THE WHOLE NEIGHBORHOOD AND TO AIRBNB OR STR. I THINK I MAY HAVE GOT A SIGNAL FROM THE CITY MANAGER THAT WILL LOOK INTO THAT. THANK YOU. WE'LL BRING YOU CAN HAVE A MOTION TO CLOSE THE PUBLIC HEARING. SECOND MR HARVEY. MOTION MR MCBURNETT SECOND, PLEASE VOTE. 60 PUBLIC. HEARING IS CLOSED AT 8 48. ANY OTHER COMMENTS FROM COUNCIL. MAKE A MOTION TO APPROVE. MOTION TO APPROVE FROM MR MCBURNETT. SECOND FROM MR HARVEY. PLEASE VOTE. MOTION PASSES 60. MOVE FORWARD TO ITEM. OKAY. FIVE F. CONSIDER APPROVAL. AN ORDINANCE OF THE CITY OF DUNCANVILLE, TEXAS, EMITTING THE CODE OF ORDINANCES BY AMENDING CHAPTER 20 WATER, SEWER AND SEWAGE DISPOSAL BY AMENDING ARTICLE TO WATER SERVICES CHARGES SECTION 20-16 RATES ESTABLISHED DETERMINATION BY MEDIA READING SUBSECTIONS A ONE A THROUGH E, A TWO A ONE THROUGH FIVE UM, A TO B ONE THROUGH FIVE TO PROVIDE NEW WATER RATES FOR FISCAL YEAR 2022 23. E THREE A THREE B FOR A FOUR B E FIVE A FIVE B TO PROVIDE NEW WHAT WASTEWATER RATES FOR RESIDENTIAL , MULTIFAMILY COMMERCIAL SCHOOL AND MUNICIPAL CUSTOMERS. MIS MANAGING DIRECTOR FISCAL SERVICES AT MORE GOOD EVENING MAYOR PRO TEM AND COUNCIL MEMBERS. THE MANAGER. I'M HERE BEFORE YOU FOR YOU TO CONSIDER AN ORDINANCE TO AMEND, UM THE CODE OF ORDINANCE DEALING WITH WATER AND WASTEWATER SEWER DISPOSAL RATES FOR THE CITY OF DUNCANVILLE. WE ARE REQUIRED BY LAW IN ORDER TO DO AN ORDINANCE SEPARATE ORDINANCE ACCORDING TO THE UTILITY, RIGHT MAKING, UM, BOARD BASICALLY BECAUSE WE HAVE TO DO A SEPARATE FROM OUR MASTERS BE SCHEDULED. SO THIS EVENING IF YOU WERE RECALL THAT ON JULY 18TH WILL DAN BENNETT FINANCIAL CAME BEFORE US AND GAVE US A PRESENTATION ON THEIR DIVE INTO OUR WATER RATES ARE FUN UTILITY FUND AS WELL AS THE INFRASTRUCTURE AND WHERE WE ARE ON OUR PROJECTS, CONSIDERING $53 MILLION IN MM. CAPITAL PROJECTS AS WELL AS 5 TO $6 MILLION IN AM I FOR THE FUN SO HERE TONIGHT, I'M GONNA TURN IT OVER TO WILL DAN AND THEY'RE GOING TO GO THROUGH A BRIEF PRESENTATION ON WHAT THEY CONDUCTED ON JULY 18TH JUST TO GIVE YOU AN UPDATE. ON WHAT THE WATER RATES WILL BE IN WHAT THIS ORDINANCE MEANS. OKAY? THANK YOU. MY NAME IS DAN
[02:05:05]
JACKSON, VICE PRESIDENT OF WORLD AND FINANCIAL SERVICES. UH WE HAVE HAD THE PRIVILEGE OF BEING THE CITY'S WATER AND WASTEWATER RAY CONSULTANTS FOR 20 YEARS NOW DATING BACK TO 2002. WE HAVE ASSISTED THE CITY WITH SEVERAL LONG TERM WATER AND WASTEWATER RATE PLANS. WHILE WHILE THE CITY HAS ADDRESSED THE ISSUES THAT MANY CITIES HERE IN THE STATE OF TEXAS OR ADDRESSING AND THAT IS HOW TO PROVIDE AND PAY FOR THE INCREASING COST OF WATER SERVICE , WHILE AT THE SAME TIME TO THE BEST EXTENT POSSIBLE, TRYING TO MINIMIZE THE IMPACT OF ANY COST OR RATE INCREASES ON YOUR RATEPAYERS. UM. YOU WILL RECALL . WE DID A FAIRLY EXTENSIVE PRESENTATION BACK IN JULY, WHERE WE WENT OVER ALL THE BACKGROUND . THE REASONS FOR THE ADJUSTMENT AND WE WENT THROUGH A COUPLE OF DIFFERENT RATE ALTERNATIVES FOR YOU TO CONSIDER. YOU HAVE MOST OF THAT SAME MATERIAL IN YOUR COUNCIL PACKET TONIGHT AND IN THE INTEREST OF BREVITY. I'M NOT GOING TO GO THROUGH EVERY SLIDE.I JUST WANT TO EMPHASIZE THREE OR FOUR PRIMARY SLIDES TO BEFORE WE OPEN IT UP FOR DISCUSSION ON THE PROPOSED RATE PLAN. THE FIRST SLIDE. I WANT TO PRESENT JUST IS A LITTLE BIT OF BRIEF BACKGROUND ON WHY WE'RE HERE TONIGHT, BUT ONE OF THE UNFORTUNATE FACTS OF LIFE IS IT COSTS GO UP. THEY GO UP FOR EVERYTHING THEY GO UP FOR EVERYBODY. WATER SERVICES, NO DIFFERENT. YOU TRY TO RUN YOUR WATER OPERATION LIKE A BUSINESS . YOU WANT THE REVENUES FROM YOUR RATES TO COVER ALL THE COSTS OF PROVIDING THAT SERVICE. AND GUESS WHAT COSTS GO UP. AS THOSE COSTS GO UP, YOU HAVE NO CHOICE BUT TO PASS THOSE COSTS THROUGH TO YOUR RATEPAYERS. A COUPLE OF THINGS TO KEEP IN MIND AS WE LOOK AT OUR PROPOSED RATE PLAN. FIRST OF ALL, THE CITY OF DUNCANVILLE HAS NOT ADJUSTED ITS RATES SINCE 2019. IT'S A THREE YEAR PERIOD. MOST CITIES ADJUST THEIR RATES EVERY YEAR. AND UM, THE AVERAGE UTILITY HAS BEEN RAISING ITS RATES 4 TO 5 TO 6% EVERY YEAR. THAT IS GOING TO GET WORSE IN THE COMING YEARS. FOR EXAMPLE, THE NORTH TEXAS MUNICIPAL WATER DISTRICT IS THE PRIMARY PROVIDER OF WATER SERVICE FOR OVER 50 CITIES IN THE DALLAS FORT WORTH AREA. THEY HAVE ANNOUNCED THAT THEY ARE INCREASING THEIR RATES BY 13% THIS YEAR. BY 11% NEXT YEAR AND BY 5 TO 9% EACH YEAR FOR THE REMAINING YEARS OF THE OF THIS DECADE. THAT MEANS THAT CITIES ALL OVER NORTH TEXAS ARE GOING TO BE IMPLEMENTING SUBSTANTIAL RATE INCREASES. SO WHAT YOU'RE FACING HERE TODAY IS BEING FACED BY ALL OF YOUR NEIGHBORS. UM YOU HAVE MANAGED TO KEEP YOUR RATES WITHOUT CHANGE SINCE 2019. THAT'S BEEN A VERY GOOD THING FOR YOUR CUSTOMERS. UNFORTUNATELY YOUR COSTS HAVE CONTINUED TO GO UP. AND SO NOW THE UTILITY FUND IS STRUGGLING. IT'S STRUGGLING TO RECOVER ENOUGH REVENUES TO COVER THESE CONTINUALLY INCREASING COSTS. MORE IMPORTANTLY, INFLATION IS A PROBLEM. IT HAS ALWAYS BEEN A PROBLEM, BUT IT NEVER MORE SO THAN THIS YEAR. INFLATION IS VERY INSIDIOUS. WHEN INFLATION GOES UP, IT MEANS OUR GROCERY BILLS ARE HIGHER. IT MEANS OUR GASOLINE COSTS ARE HIGHER, BUT IT ALSO MEANS OUR WATER COSTS ARE GOING TO BE HIGHER BECAUSE IT IMPACTS EVERY ASPECT OF YOUR SERVICE. AND THOSE INFLATION RATES ARE CAUSING YOUR COSTS TO GO UP EVEN MORE. FURTHERMORE, YOUR PRIMARY PROVIDERS OF SERVICES ARE THE CITY OF DALLAS AND TRINITY RIVER AUTHORITY.
BOTH OF THOSE ENTITIES HAVE ANNOUNCED THAT THEY ARE GOING TO BE INCREASING YOUR COSTS IN THE NEXT SEVERAL YEARS. TIARA IN PARTICULAR, IS GOING TO BE IMPLEMENTING SUBSTANTIAL RATE INCREASES. THEY TREAT ALL OF YOUR WASTEWATER AND SO AS THEIR COSTS GO UP, YOUR COSTS GO UP.
FINALLY YOUR UTILITY IS DEBT FREE RIGHT NOW, AND I CAN TELL YOU AS A RATE CONSULTANT. VERY FEW CITIES ARE HAVE DEBT FOR UTILITIES. UNFORTUNATELY, YOUR SYSTEM IT COSTS MILLIONS OF DOLLARS TO BUILD, OPERATE AND MAINTAIN A WATER SYSTEM TO TAKE WATER AND PUSH IT THROUGH THE CITY AND GET IT TO YOUR ULTIMATE USERS COST AN AWFUL LOT OF MONEY. AND GUESS WHAT, LIKE ANY OTHER ASSET. THOSE ASSETS BREAK DOWN OVER TIME, YOU HAVE TO INVEST IN CONTINUING TO UPDATE, UPGRADE AND CONTINUING TO KEEP YOUR SYSTEM OPERATING FUNCTIONALLY YOU'RE GOING TO HAVE TO IMPLEMENT AS MUCH AS $53 MILLION IN CAPITAL IMPROVEMENTS OVER THE NEXT DECADE, AS WELL AS $6 MILLION AND AM I COSTS. ALL OF THOSE COSTS HAVE TO BE RECOVERED FROM THE RATEPAYERS.
SO ALL THESE FACTORS ABOVE ARE WHY WHY WE'RE HERE TONIGHT. SO AGAIN. LIKE I SAID, I'M NOT GOING TO GO THROUGH OUR REACH ART. I JUST WANT TO TALK BREAK NOW, BRIEFLY ABOUT THE RATE PLAN THAT WE'RE PROPOSING FOR YOU TODAY. ONCE AGAIN, WE WENT THROUGH SEVERAL DIFFERENT RATES, SCENARIOS OF BOTH WITH STAFF AND WITH THIS COUNCIL IN JULY AND THE PROPOSAL WE'RE MAKING TONIGHT IS AS FOLLOWS. WE RECOMMEND THAT THE CITY IMPLEMENT A FIVE YEAR WATER AND WASTEWATER RATE PLAN. WITH ADJUSTMENTS EFFECTIVE ON OCTOBER 1ST OF 2022 2023 2024 2025 2026 , THE ADJUSTMENTS WOULD GO INTO EFFECT AUTOMATICALLY IN EACH YEAR. THERE WOULD BE NO

FUNDAMENTAL CHANGE IN YOUR RATE STRUCTURE. YOU CONTINUE TO HAVE CUSTOMERS PAY A MINIMUM CHARGE AND A MONTHLY RATE FOR WATER AND WASTEWATER SERVICE. THEY WOULD GO UP AT A UNIFORM PERCENTAGE.FURTHERMORE, WE RECOMMEND THAT THE CITY UM FUND APPROXIMATELY HALF OF THE $53 MILLION CAPITAL IMPROVEMENT PLAN THROUGH THE ISSUANCE OF LONG TERM DEBT. THAT WILL LOWER YOUR COSTS IN THE SHORT TERM AND EASE THE IMPACT OF THE HIGHER COSTS ON YOUR RATEPAYERS. AND FINALLY, UPON INPUT FROM COUNCIL. WE ARE RECOMMENDING THAT THE CITY IMPLEMENT A RATE FOR SENIOR CITIZENS THAT IS 10% LESS THAN WHAT THE WHAT THE STANDARD RESIDENTIAL RATE IS. THIS IS VERY COMMON IN THE STATE OF TEXAS AND THROUGHOUT THE COUNTRY TO HAVE A SPECIAL RATE FOR THOSE OF YOUR CUSTOMERS WHO ARE ON FIXED INCOMES. AND THAT WOULD APPLY IN THIS CASE AS WELL. SO I'M FIRST GOING TO SHOW YOU THE RATES AND THEN I'LL SHOW YOU THE MORE IMPORTANT CHART AND THAT IS WHAT THE GENERAL IMPACT WOULD BE ON A MONTHLY BILL. YOU CAN SEE FROM THIS CHART ON THE WATER RIGHT SIDE. THAT YOU WOULD DO AN GRADUAL ADJUSTMENT IN YOUR MINIMUM CHARGE AND YOUR VOLUMETRIC RATE FOR EACH REP OR FOR EACH RATE HERE FOR EACH OF THE NEXT FIVE YEARS. YOUR SENIOR CITIZENS RATE, AS YOU CAN SEE IS A STEP WOULD BE ESTABLISHED IN OCTOBER OF 2022. IT WOULD BE 10% LESS THAN THE STANDARD RESIDENTIAL RATE, THE COMMERCIAL RATE WOULD BE SLIGHTLY HIGHER.
UM I'M SORRY. IT WOULD BE THE SAME MINIMUM CHARGE AND A SLIGHTLY LOWER VOLUMETRIC RATE TO REFLECT THEIR SLIGHTLY LOWER COST OF SERVICE. ON THE WASTEWATER SIDE. WE ALSO RECOMMEND A SERIES OF FIVE ADJUSTMENTS, INCREASING THE MONTHLY MINIMUM RESIDENTIAL CHARGE BY ABOUT A DOLLAR, A DOLLAR AND A HALF A MONTH EACH YEAR AND THE VOLUMETRIC RATE ITSELF. AND ALSO ESTABLISHING THAT SENIOR CITIZENS RIGHT AS WELL. THIS IS PROBABLY THE KEY CHART IN THE ENTIRE PRESENTATION . WHAT DOES THIS MEAN? IN TERMS OF WHAT PEOPLE PAY? THE AVERAGE RESIDENTIAL FAMILY HERE IN THE CITY OF DUNCANVILLE USES SOMEWHERE AROUND 6 TO 7000 GALLONS OF WATER SERVICE AMOUNT. SO WE PRESENTED TO YOU THE IMPACT OF THE RIGHT PLAN AT A COUPLE OF DIFFERENT USAGE LEVELS. LET'S SAY YOU'RE YOU'RE A CUSTOMER WHO USES 3000 GALLONS OF WATER AND SEWER SERVICE A MONTH AND A LOT OF YOUR FIXED INCOME PEOPLE WOULD BE UNDER THAT AMOUNT. UH YOUR STANDARD RESIDENTIAL BILL FOR 3000 GALLONS IS $57.21. UNDER THIS PLAN, THE MONTHLY BILL WOULD GO UP BY $5.65 A MONTH TO 60 TO 86. IT WOULD GO UP BY SIMILAR AMOUNTS IN EACH OF THE NEXT FOUR YEARS. IF YOU'RE 6000 GALLON USER, WHICH IS RIGHT ABOUT AT THE MEDIAN. YOUR AVERAGE BILL WOULD GO UP BY $8.43 A MONTH. FROM 84 93 TO 93 36. IT WOULD GO UP BY A SIMILAR AMOUNT IN 2023 SLIGHTLY LESSER AMOUNTS IN 2024 2025 2026, OF COURSE, IF YOU USE MORE 10,000 GALLONS, YOUR BILL WOULD GROW UP A LITTLE BIT MORE. IF YOU ARE SEEN, UM, IF YOU'RE A COMMERCIAL CUSTOMER, YOUR BILL WOULD GO UP BY ABOUT THE SAME PERCENTAGE. THE AVERAGE COMMERCIAL BILL IS ABOUT 25,000 GALLONS A MONTH. THAT'S $350 FOR 25,000 GALLON USER ON A COMMERCIAL BILL AND THEIR BILL WOULD GO UP TO 3, 85 OR $34 A MONTH. WHAT DOES BASICALLY MEANS IS THAT THE VAST MAJORITY OF YOUR CUSTOMERS WOULD PAY SOMEWHERE BETWEEN FIVE AND $8. A MONTH MORE THIS YEAR UNDER THIS RATE PLAN. IT WOULD BE A SIMILAR AMOUNT NEXT YEAR AND A SLIGHTLY LESS AMOUNT THAN THAT EACH YEAR THROUGH OCTOBER OF 2026. NOW, IF YOU'RE A SENIOR CITIZEN THE ESTABLISHMENT OF A SENIOR CITIZEN RATE WOULD ESSENTIALLY MEAN THAT MORE BILLS WOULD BE UNCHANGED THIS YEAR. BECAUSE WHILE THE BILL WHILE THE RATE WOULD GO UP, THE 10% DISCOUNT FACTOR WOULD BE WOULD WOULD KICK IN IN OCTOBER OF 2022, SO YOU CAN SEE THAT UNDER 9000 OR 10,000 GALLON USAGE LEVEL THERE BILL WOULD ACTUALLY DECLINED BY LESS THAN A DOLLAR. THAT'S THE GOOD NEWS. THEY'RE NOT SO GREAT NEWS IS THAT STARTING IN THE YEAR 2023 THE BILLS WOULD START TO GO UP AGAIN, BUT A SENIOR CITIZEN CUSTOMER WOULD PAY LESS THAN A RESIDENTIAL CUSTOMER. UM, UNDER THIS SCENARIO. SO AS I GET TO MY FINAL RATE, MY FINAL CHART . I JUST REALLY WANT TO REEMPHASIZE THAT. OBVIOUSLY IT'S NEVER AN EASY THING TO DO TO ASK CUSTOMERS TO PAY MORE FOR ANYTHING AT ANY TIME FOR ANY REASON. NOBODY WANTS TO PAY MORE FOR WATER AND WASTEWATER SERVICE. BUT THE ADOPTION OF THIS PLAN WOULD BE BENEFICIAL TO BOTH THE CITY AND ITS CUSTOMERS.
YOU MIGHT ASK HOW IN THE WORLD CAN RAISING WATER AND SEWER RATES POSSIBLY BE BENEFICIAL? WELL IT'S BENEFICIAL IN THE SENSE THAT IT WILL ENABLE YOU TO FULLY FUND ALL OF YOUR OPERATING COSTS AND ALL OF YOUR CONSTRUCTION COSTS. THOSE COSTS ARE GONNA GO UP WHETHER YOU
[02:15:01]
INCREASE YOUR RATES OR NOT. AND SO BY ESTABLISHING THIS RATE PLAN. IT WOULD MEAN YOU WOULD NOT HAVE TO SUBSIDIZE YOUR RATES FROM YOUR GENERAL FUND AND THE WATER AND SEWER FUND WOULD PAY FOR ITSELF. FINALLY IT WOULD ENABLE YOU TO INVEST $53 MILLION IN THE FUTURE OF THE CITY OF DUNCANVILLE, ONE OF THE ADVANTAGES OF A WATER SYSTEM. IS THAT ALL THE MONEY THAT IS COLLECTED GOES RIGHT BACK INTO THE CITY. IT IS USED TO CONSTRUCT ASSETS AND REPAIR ASSETS THAT WILL BE USED BY YOU, YOUR CHILDREN, YOUR GRANDCHILDREN AND MAYBE EVEN YOUR GREAT GRANDCHILDREN BECAUSE THESE ARE 50 TO 60 YEAR ASSETS THAT YOU'RE BUILDING. SO WHILE YOU ARE ASKING YOUR CITIZENS TO PAY MORE, IT'S REALLY MORE OF AN INVESTMENT IN THE FUTURE OF THE CITY. AND FINALLY, IT WILL ENABLE YOU TO CONTINUE TO PROVIDE SAFE DRINKING WATER EFFECTIVELY TREAT YOUR WASTEWATER AND A LEVEL OF SERVICE THAT IS CONSIDERED TO BE SUPERIOR HERE IN THE STATE OF TEXAS. WITH THAT I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU HAVE AT THIS TIME. DO YOU HAVE ANY QUESTIONS? COUNCILMAN, QUOTES. THANK YOU. MAYOR PRO TEM. SO IN THE FIRST PRESENTATION WE GOT THERE WAS THERE A COUPLE OF OPTIONS THAT LOOKED AT AND THIS WAS THE ONE THAT INCLUDED THE ISSUANCE OF DEBT. YEAH, AND I KNOW I HAD SOME SOME QUESTIONS AT THAT TIME, AND I GOT SOME PRETTY GOOD EXPLANATIONS. BUT I'D LIKE FOR THAT COMPONENT OF IT TO BE EXPLAINED ONE MORE TIME. FROM FROM MYSELF FOR REFRESHER AND FOR OUR CITIZENS.AND WHEN YOU ASK FOR ME TO EXPLAIN A LITTLE BIT IN DETAIL, SO YOU WERE ASKING THE MECHANICS OF IT OF ISSUING THAT, OR THE PROS AND CONS OF EACH SO ONE OPTION WAS TO ISSUE DEBT. ONE OPTION WAS NOT ISSUED. AND YOU HAD SLIDE THAT SHOWED ONE WITH DEBT AND THE RATE AND ONE WITHOUT AND SO COULD YOU CITIZENS WHO DID NOT HEAR IT WILL NOT KNOW. WHY SURE? YEAH JUST YOU KNOW, IN THE IN THE EXPLANATION, EXPLAIN HOW THIS. WAY IS PROPOSED. NOW IT DOES.
CURRENTLY EASE THE BURDEN IN THE SHORT TERM. YES BUT THERE'S SOMETHING IN THE LONG TERM THAT WE HAVE TO CONSIDER RIGHT WHEN WE'RE ISSUING THE DEBT, CORRECT . LET'S SAY YOU WANTED TO PURSUE AN OPTION WITH NO DEBT AT ALL. OKAY? IF YOU DID THAT, YOU WOULD HAVE TO PAY ALL OF YOUR CAPITAL IMPROVEMENTS DIRECTLY FROM RATES . THAT WOULD MEAN YOU'RE THE DISADVANTAGE OF THAT WOULD MEAN YOUR RATE INCREASES WOULD HAVE TO BE HIGHER BECAUSE YOU'D HAVE TO GENERATE MORE CASH TO PAY DIRECTLY FOR THE SERVICE. IT'S SORT OF LIKE A YOU KNOW, MOST FAMILIES CAN'T PAY CASH FOR A HOUSE THEY HAVE. THEY HAVE TO BORROW, AND THEN THEY PAY MONEY EVERY MONTH. THEIR MORTGAGE PAYMENT. BUT YOU WOULD HAVE YOU WOULD BE IN A SITUATION WHERE YOU'D HAVE TO. YOU'D HAVE TO GENERATE A LOT OF A LOT OF CASH TO PAY FOR ALL THESE CAPITAL IMPROVEMENTS. NOW THE BENEFIT IS YOU WOULDN'T HAVE ANY DEBT. AND SO YOU BUY IT. YOU PUT IT IN THE GROUND YOU PAY FOR IT, AND IT'S DONE. SO THERE ARE ADVANTAGES. THAT'S THE ADVANTAGE OF NOT HAVING DEBT. BUT THE DISADVANTAGE IS THAT YOUR RATE INCREASES WOULD BE HIGHER. NOW IN THE DEBT OPTION. THE DISADVANTAGE OF THAT IS THAT IT MEANS YOU'RE ISSUING DEBT. IT MEANS THAT YOU ACTUALLY HAVE A LIABILITY ON THE CITY THAT YOU DIDN'T HAVE BEFORE. BUT THE ADVANTAGES ARE ONE YOUR RATE INCREASES WOULDN'T HAVE TO BE AS HIGH BECAUSE INSTEAD OF PAYING FOR THE PRODUCT ALL AT ONCE, YOU'D BE PAYING FOR IT A LITTLE BIT OVER TIME. SECONDLY FROM A RATE MAKING STANDPOINT. IF YOU ISSUE DEBT TO PAY FOR A CAPITAL IMPROVEMENT, IT MEANS THAT THE PEOPLE WHO USE THE ASSET WILL PAY FOR IT. LET'S SAY YOU BUILD A WATER TOWER. THAT WATER TOWER COST $4 MILLION. AND YOU PAY FOR AND IT'S GOING TO BE IN SERVICE FOR 50 YEARS AND YOU PAY FOR IT WITH DEBT. WHAT IT MEANS IS FOR THE NEXT 50 YEARS, THE PEOPLE WHO ARE IN LIVING IN THE TOWN USING THE WATER TOWER ARE PAYING A MONTHLY BILL THAT INCORPORATES THE COST OF THAT WATER TOWER. HE WHO MOVES INTO THE CITY OF DUNCANVILLE NEXT YEAR GETS A FREE WATER TOWER. BECAUSE THEY GET THE BENEFIT OF THE WATER TOWER, BUT THEY HAVE PAID FOR ANY OF IT. SO BY ISSUING DEBT, YOU ENSURE THAT THAT THAT PERSON MOVES INTO THE CITY NEXT YEAR TO PAY FOR A HE IS PAYING FOR THE ASSETS THAT HE'S USING. SO YEAH , THERE ARE. THERE IS NO RIGHT OR WRONG ANSWER HERE. IT'S JUST DEPENDS ON THE POLICY DECISIONS THAT YOU MAKE AS A COMMUNITY. THERE ARE ADVANTAGES AND DISADVANTAGES OF EACH AND IT BECOMES THE POLICY PREFERENCE OF THE CITY AS TO WHICH OPTION THEY'D LIKE TO TAKE. I APPRECIATE THAT, AND I APPRECIATE YOU'RE TRYING TO ASSIST ME AND I'LL SAY AGAIN FOLLOWING. THE LAST EXPLANATION AND THIS TIME AROUND JUST FOR THE REST OF THE COUNCIL THAT I WILL. NOT BE VOTING TO APPROVE THIS. WE DID GET SEVERAL OTHER OPTIONS THAT WE LOOKED AT. I FELT LIKE THAT. THERE COULD HAVE BEEN MORE DISCUSSIONS SURROUNDING THE OTHER OPTIONS AND UM THERE REALLY WASN'T AND SO RIGHT NOW. I JUST FEEL LIKE I HAVEN'T RECEIVED ENOUGH
[02:20:07]
INFORMATION. AND UH, I HAVEN'T HAD A FEW INDIVIDUALS REACH OUT TO ME, UM, WITH CONCERNS ABOUT UM JUST SOME OF THE WAYS THIS IS STRUCTURED, SO I WILL BE VOTING AGAINST IT. THANK YOU. COUNCIL MEMBER CONTRACTORS. THE NUMBER OF CITIES THAT YOU WORK WITH. JUST AN ESTIMATE OF WHAT PERCENTAGE OF THEM. TAKE THE OPTION OF ISSUING DEBT. I'D SAY SOMEWHERE BETWEEN 95% 100.BECAUSE VERY FEW CITIES HAVE THE ABILITY TO PAY FOR THESE VERY EXPENSIVE ASSETS AND CASH. THEY REALLY DON'T HAVE ANY CHOICE. THEY HAVE TO ISSUE THAT. REMEMBER HARVEY. THANK YOU.
MAYOR. PROTEIN THIS QUESTION. IS FOR MISS AT MORE AND YOU CAN GIVE ME UH, A BALLPARK.
ESTIMATION BECAUSE THIS IS A PRETTY SPECIFIC QUESTION FOR EVERY DOLLAR. OF EXPENSE. IN THE WATER AND SEWER FUND. BREAK IT DOWN FOR ME. HOW MANY CENTS GOALS TO DW. DALLAS WATER UTILITIES. HOW MANY CENTS THERE WERE TWO TRINITY RIVER AUTHORITY. HOW MANY SENSE GOES INTO MAINTAINING THE SYSTEM AND THEN? EVERYTHING ELSE. WHO UM. HAVE PEOPLE ON RETAINERS. PULL THAT UP. BUT I CAN TELL YOU THAT THOSE WHEN I LOOK AT THE COSTS BECAUSE I'M LOOKING AT THE BIG NUMBERS WHEN I PAY THE BILLS WHEN I INVOICES COME THROUGH THE DEATH AND THE TOTAL NUMBER IN THE YEAR THAT I LOOK AT IS ABOUT 4.5 MILLION JUST FROM ONE OF THOSE. OKAY THANKS UP YOUR EXPENDITURES IN THE WATER FUND. ANOTHER FOUR MILLION FROM DALLAS WATER. SO HE CAN BREAK THAT DOWN. COME ON. GOOD EVENING COUNCIL. OKAY SO WE PAID TIARA APPROXIMATELY $3.8 MILLION A YEAR. I'M SORRY. CAN YOU HEAR ME NOW? OKAY. THANK YOU. SO WE PAY TIARA APPROXIMATELY $3.8 MILLION . THAT'S OUR BUDGET FOR THIS YEAR. AND FOR DW IS ABOUT THE SAME AMOUNT. AND. T R A IS ANTICIPATING, OR THEY'RE PROJECTING EXTENSIVE RATE INCREASES. ON THE LEVEL OF 11.
JUST FOR NEXT YEAR. ALL RIGHT, LET ME. OH HE GOT IT. OKAY, LET'S LET'S HEAR IT. IT DOESN'T HAVE A TOUCH SCREEN. TALK TO I T ABOUT THAT. DON'T FILIBUSTER. COME ON. OKAY? WHEN WE TALK ABOUT WATER COSTS OF SERVICE, WE TALKED ABOUT OPERATING EXPENSES. DEBT SERVICE CAPITAL IMPROVEMENTS. YOU DON'T HAVE ANY DEBT SERVICE RIGHT NOW. YOUR YOUR TOTAL OPERATING YOUR TOTAL WATER COST OF SERVICE IN THE CURRENT YEAR. IS ABOUT 11 IS ABOUT $11 MILLION. OF THAT TOTAL COST OF $11 MILLION. UM. DALLAS WATER UTILITIES IS. THAT'S WHY RETAILERS IS ABOUT 40% OF IT.
OKAY YEAH. CHARGES ALMOST $4 MILLION OF THE $11 MILLION. MHM REBEL AUTHORITY ON THE, UM YOU ALSO PAY FOR CAPITAL OUTLAYS. YOU PAY FOR SOME LAW, YOU KNOW? YEAH, SOME REPAIRS YOU PAY ABOUT $3.7 MILLION FOR CAPITAL OUTWEIGHS, SO THAT'S ABOUT 35. SO 40% GOES TO D F D W 30 TO 35% GOES TO CAPITAL REPAIRS AND THE REST OF IT GOES TO EVERYTHING ELSE. PERSONNEL OPERATING EXPENSES, PENCILS, UNIFORMS, ALL THAT STUFF. THE PROPORTION ON THE WASTEWATER SIDE IS PRETTY SIMILAR. THE TOTAL CUT WASTE WATER COSTS OF SERVICES ABOUT $8.5 MILLION. OF THAT TOTAL YOU DON'T PAY MUCH IN CAPITAL OUTLAYS ON THE WASTEWATER SIDE RIGHT NOW, ONLY LESS THAN 5. BUT THE T R. A COSTS ARE. ABOUT $5 MILLION. SO TR IS ABOUT 60. MHM WASTEWATER COSTS AND THAT MAKES PERFECT SENSE. YOU KNOW YOU'RE TREATING WASTEWATER. YOU ARE TAKING WASTEWATER AND TURNING IT
[02:25:06]
INTO EFFLUENT WHICH, WHEN IT COMES OUT OF THE PLANT CAN LITERALLY YOU CAN DRINK IT. I'VE NEVER TESTED THAT THEORY, BUT THAT'S WHAT THEY SAY. AND SO THAT'S VERY, VERY EXPENSIVE TO DO THAT. SO IN WASTEWATER, THE VAST MAJORITY OF COST IS GOING TO BE TREATMENT. AND YOU SEND ALL YOUR WASTE WATER TO T. R A AND SO WHEN TIARA INCREASES THEIR COST TO THE MAGNITUDE THAT THEY'RE SAYING THEY'RE GOING TO INCREASE THAT'S GOING TO RIPPLE RIGHT THROUGH TO YOU. IT'S NOTHING MORE THAN A PASS THROUGH. YOU CAN FIRE EVERY PERSON IN THE WATER AND WASTEWATER DEPARTMENT AND IT WOULD NOT COVER THE TIARA COSTS OR THE DW COURSE THAT'S HOW SIGNIFICANT THEY ARE. OKAY, SO MY POINT. THE UNCONTROLLABLE CAUSE, UH, PROVIDING WATER TO THE CITIZENS OF DUNCANVILLE. WE I CAN'T CONTROL WHAT. D W IS CHARGING THIS FOR WATER. WE MUST DO THAT. THEY ARE MONOPOLY. MHM. WE. HAD VERY LITTLE CONTROL OVER. UH WHAT WE CAN PAY T R A FOR OUR SEWER TREATMENT. THEY ANOTHER MONOPOLY. SO. UH THE ONLY COST WE CAN CONTROL. IS THE CAUSE TO MAINTAIN THE SYSTEM AND KEEP IT OPERABLE IN SUCH A WAY THAT WHEN YOU AND I WHO LIVE IN DUNCANVILLE, TURN ON OUR WATER TAB, WE CAN PUT A CUP UNDER THERE AND DRINK IT. MHM. AND THE REASON WHY I MAKE THAT POINT IS BECAUSE PART OF WHAT I VIEW MYSELF IS DOING AS A COUNCIL MEMBER IS BEING A GOOD STEWARD. AND THE MANTRA OF A GOOD STEWARD IS LEAVING IT BETTER THAN WHEN YOU FOUND IT. AND SO I'VE BEEN BLESSED WITH THE OPPORTUNITY TO HAVE CAREERS IN WHICH I HAVE BEEN ABLE TO SEE NOT ONLY THE SHORT RANGE IMPACT OF FINANCIAL DECISIONS, BUT I CAN SEE THE LONG RANGE IMPACT AS WELL. AND SO IF. ONE DOES NOT TAKE ON THE RESPONSIBILITY. AT THE TIME THAT THEY HAVE OPPORTUNITY TO BE A GOOD STUART. TO THE WATER AND SEWER SYSTEM ON BEHALF OF ALL THE CITIZENS OF DUNCANVILLE AND CHOOSE TO KICK THE CAN DOWN THE ROAD. NOTHING WILL CHANGE EXCEPT BY TIME SOMEBODY GETS READY TO DEAL WITH IT, THEN THEY'VE GOT A REAL PROBLEM ON THEIR HANDS, AND THEY HAVE TO UH, INCREASE WATER AND SEWER RATES BY DOUBLE DIGITS SEEN THAT BEFORE. SO I'M NOT WILLING TO DO THAT. AH I'M COMMITTED TO LEAVING THE CITY SYSTEM. BETTER THAN WHAT I FOUNDED. AND SO I WILL BE VOTING. FOR THIS BECAUSE IN MY MIND, IT'S THE RIGHT THING TO DO. ANY FURTHER QUESTIONS OR DISCUSSION. I DON'T TAKE A MOTION TO APPROVE. SO, MR HARVEY THANK YOU, MR SURI. PLEASE VOTE. 5 TO 1. THANK YOU, EVERYBODY. THANK YOU, SIR. I DON'T FIVE G.ALRIGHT. I CONSIDER A RESOLUTION AUTHORIZING THE SENATE MANAGER TO ACCEPT A GRANT IN THE AMOUNT OF $252,801.25. FOR FROM THE TEXAS OFFICE OF THE GOVERNOR OF PUBLIC SAFETY OFFICE , CRIMINAL JUSTICE DIVISION. BODY WORN CAMERA GRANT PROGRAM FY 2022 TO PROVIDE FUNDING FOR THE POLICE DEPARTMENT TO AUTHORIZE THE CAT CASH MATCH AMOUNT FOR 84,260 TO PURCHASE 65 BODY WORN CAMERAS RELATED STORE , CHARGING AND DOCKING EQUIPMENT AND MAINTENANCE AND WARRANTY AGREEMENTS FOR USE BY POLICE OFFICERS. UM CHIEF OF POLICE LIVING ME. THANK YOU. MAYOR PRO TEMP AND COUNSEL FOR THE OPPORTUNITY TO COME BEFORE YOU ONE. EXCUSE ME, CHIEF. I THINK WE'VE TALKED IT WORK SESSION TO TAKE THESE TWO ITEMS TOGETHER SINCE THE PRESENTATION TOOK BOTH UH, I AM. J. OKAY CAN YOU READ FIVE? I AS WELL AND THEY I'M SORRY. FIVE J. I'M SORRY. FIVE J CONSIDER A RESOLUTION AUTHORIZING THE PURCHASE OF 19 IN CAR CAMERAS AND 65 BODY WORN CAMERAS, CLOUD STORAGE AND EVIDENCE LIKE LIBRARY PLATFORM AND MAINTENANCE AND WARRANTY AGREEMENTS WERE FIVE YEARS FROM ACTS ON INTEGRATED CAMERA SYSTEM AND THE AMOUNT NOT TO EXCEED 580,975 CHIEF LOVING ME. THANK YOU. AND AGAIN THANK YOU AGAIN MAYOR, PRO TEMP COUNCIL. FOR THIS OPPORTUNITY, AND THAT'S THAT'S WHAT IT IS, IS IT'S AN OPPORTUNITY FOR US TO MAKE UP YOUR PROCUREMENT AND NOT AFTER POTENTIALLY TAP INTO THE GENERAL BUDGET. SO WITH THAT. UH BOTH THESE ITEMS ARE CONTINGENT ON ONE ANOTHER. SO THE HISTORY OF OUR CURRENT SYSTEM IS THAT WE'VE WE'VE GOTTEN GOOD VIDEO. THE PROBLEM HAS BEEN THE STORAGE AND THE DOWNLOADING OF THE VIDEO AND GETTING THE VIDEO IN AN EFFICIENT MANNER. AH TO PROSECUTORIAL BODIES, WHETHER IT'S THE A S OFFICE OR TO THE CITY PROSECUTOR UM, BUT WE WENT LIVE WITH MOTOROLA FORMALLY WATCH GUARD. BACK IN 2018. WE IMMEDIATELY EXPERIENCED ISSUES WITH THE BURNER THAT PERPETUATED THAT ISSUE OF WHICH I JUST SPOKE. UM THE DALLAS COUNTY DISTRICT ATTORNEY'S OFFICE AS ALL DISTRICT ATTORNEY'S OFFICE ACROSS THE STATE. UH REQUIRE ALL VIDEOS CREATED FOR A CASE MUST BE PRESENTED. REGARDLESS OF WHETHER WE THINK IT'S RELEVANT.
IT COULD BE SOMEONE AN OFFICER SITTING AND WAITING FOR A TOW TRUCK. BUT IT WAS TIED TO THAT INCIDENT, SO WE HAVE TO SUBMIT IT AND WE TAKE UP THAT SPACE. AND THEY MAKE THE DETERMINATION ON WHETHER IT WOULD BE RELEVANT TO THE CASE. MOTOR ROLLA. WE HAD THE WORK AROUND THAT THEY SUGGESTED WE'VE BEEN WORKING WITH AND THROUGH BECAUSE OF THE BURNER ISSUES, AND ULTIMATELY, WE GOT SOME DROPS. AND IT JUST MAKES THAT PROCESS JUST INCREDIBLY, INCREDIBLY INEFFICIENT. UM. FORTUNATELY OVER THE LAST SEVERAL MONTHS, WE'VE HAD VARIOUS OFFICERS ON LIGHT DUTY FOR WHATEVER REASON. AND THEIR MAIN JOB HAS BEEN TO CONSTANTLY HELP WITH THIS AND SUPPLEMENT THIS, BUT WE DON'T WANT THOSE OFFICERS ON LIGHT DUTY. SO WHEN WE GET THEM ALL BACK ON THE STREET, WE HAVE TO HAVE, YOU KNOW, AN OPTION THAT IS MORE EFFICIENT FOR US. UH THE MOTOROLA CONTRACT BEGAN IN 2018 TO 6 YEAR CONTRACT. INITIALLY THEY OFFERED FIVE YEAR I THINK
[02:35:03]
THEY JUST TOOK IT OUT BECAUSE I WAS PRESENTING TO THIS COUNCIL BACK THEN, UM, JUST TO ADVERTISE IT A LITTLE BIT AND MAKE IT MORE PALATABLE TO US AT THAT POINT IN TIME, SO THEY WERE GOING TO SUPPORT US FOR ANOTHER YEAR. UM IT'S THAT HAS BEEN PAID FOR BUTT THERE'S A TYPICAL LIFESPAN.THERE'S ONGOING ISSUES OF WHICH I'VE SPOKEN. UM THERE'S AN EXPIRATION OF SERVICE AND WARRANTY. AH, AGREEMENTS THAT WILL COME. UH WITHIN THE NEXT COUPLE OF YEARS AND WELL, IF WE DON'T PASS THIS TONIGHT, WHERE THE OPPORTUNITY THAT WE HAVE IN FRONT OF US WILL BE GOING THROUGH THIS PROCESS WITHIN A YEAR, AND WE WON'T HAVE POTENTIALLY ANYTHING ON THE TABLE TO HELP US WITH THAT. UM BECAUSE GRANT FUNDING IS NOT GUARANTEED YEAR TO YEAR. SO, UMO ALLEVIATE ISSUES AND PROVIDE THE DIRECT CONNECTION WITH DALLAS COUNTY DISTRICT ATTORNEY'S OFFICE, WHICH WE DON'T HAVE RIGHT NOW. BUT DEPARTMENTS FROM THE DALLAS COUNTY AREA OR COUNTY REGION. FOR THE YEAH, THE DALLAS COUNTY AREA WITH THE PARTICULAR VENDOR THAT WE'RE LOOKING TO GO WITH. UM DO HAVE THAT CONNECTION MAKES IT A LOT MORE EFFICIENT. UM. THE STATE OF TEXAS, THAT CRIMINAL JUSTICE DIVISION BODY CAMERA GRANT PROGRAM. UM HAVE HAS OFFERED US SOME SUPPLEMENTAL FUNDING, AND WE'VE ACTUALLY BEEN APPROVED FOR THAT IN OCTOBER OF 21, KNOWING THAT WE HAD THESE ISSUES. UM WE SPOKE TO THE CITY MANAGEMENT ABOUT POTENTIALLY USING RP FUNDS TO HELP US WITH THIS AND IT WAS PRESENTED TO THIS BODY AS A POSSIBILITY. SO IN NOVEMBER, 21 SOME OF THE PERCEPTIVE FOLKS ON OUR SIDE OF THE BUILDING. UM I'LL GIVE THEM CREDIT. ONE OF OUR LIEUTENANTS, UM, SAW THIS APPLICATION OUT THERE AND SAID, HEY, LET'S LET'S TRY THIS AND SEE WHERE WE GET UM , IN MARCH, 22 THE GRANT WAS AWARDED BY THE STATE. THE TOTAL GRANT AWARD WITH THE CITY MATCHES $337,000. AH $337,068 AND SOME CHANGE. UM THE CITY MATCH OF THAT IS $84,267 AND SOME CHANGE. UH THE GRANT IS ONLY FOR BODY WORN CAMERAS, BUT WE NEED INTEGRATED SYSTEM BECAUSE WE RUN CAMERAS AND ANY PROFESSIONAL POLICE DEPARTMENT RUN CAMERAS ON BODY WORN CAMERAS AS WELL AS IN CAR CAMERAS. UM SO THE OTHER ISSUE IS THE GRAND PROJECT. FUNDING MUST BE EXPENDED. BY THE END OF FEBRUARY , SO WE MUST HAVE RECEIVED THE EQUIPMENT AND EXPANDED THOSE FUNDS FOR THE BODY WORN CAMERA PART OF IT. UM AXON IS WHO WE HAVE VETTED. WE SPENT A LOT OF TIME AS YOU MAY HAVE NOTICED. THAT AWARD CAME IN MARCH. WE SPENT A LOT OF TIME WITH OUR PURCHASING DEPARTMENT. WHETHER I T DEPARTMENT TO VET THIS OUT AND THE VET IT WITH THIS PARTICULAR PARTICULAR VENDOR. THEY'RE ON A BIBLE BOARD, BUT WE ACTUALLY ARE PURCHASING DEPARTMENT ACTUALLY GOT THAT DOWN A LITTLE BIT MORE. UM AND I THINK IT'S ANYTHING IT'S PALATABLE. UM, NOW WE COME BEFORE YOU UH, PROVIDES THE NEEDED INTERFACE WITH DALLAS COUNTY DISTRICT ATTORNEY'S OFFICE. BOTH CEDAR HILL AND DESOTO. POLICE DEPARTMENTS USE THIS PARTICULAR VENDOR, AND THEY'VE HAD NO COMPLAINTS. THE TOTAL INTEGRATED BY WARREN CAMERA AND IN COURT CAMERAS, THE QUOTE UNQUOTE LOSS. COST OF IMPLEMENTATION IS 580,975. UH MINUS THE GRANT FUNDING OF 252,000 LEAVES US WITH A TOTAL COST, INCLUDING OUR MATCH OF 328,000. THE USE OF THE GRANT IS CONTINGENT ON THE CITY COUNCIL'S ACCEPTANCE OF THE GRANT. UM AND APPROVAL BY THE COUNCIL TO USE RP FUNDING SO THAT WE DON'T HAVE TO USE GENERAL FUNDING FOR THIS AND WE BUY ANOTHER SEVERAL YEARS. UM IT REQUIRES A BUDGET REVISION TO FUND 7 58 THAT INCLUDES A BUDGET EXPENDITURE INCREASE OF $580,000 BECAUSE WE'RE INITIALLY PUTTING THAT INTO THAT FUND TO USE. NOW THEREFORE, THE ANTICIPATED RECEIPT OF GRANT FUNDING WHEN WE GET REIMBURSED UM OF $252,802.
THAT WOULD ALSO BE REQUESTED AS A BUDGET REVISION FOR FY 22. ANY QUESTIONS? MR HARVEY. THANK YOU MAYOR PRO TEM. SO WE'RE MOVING FROM MOTOROLA TO AXUM AXON? YES SIR. OKAY WE'RE PROPOSING OKAY? WASN'T MOTOROLA AT ONE TIME? KIND OF ONE OF THE LEADING UH, COMPANIES IN THAT PARTICULAR
[02:40:01]
INDUSTRY? WELL ACTUALLY, WHAT HAS HAPPENED, UH, COUNCIL MEMBER IS MOTOROLA. HAS THEIR REPUTATION BUILT ON RADIOS. AND WHAT THEY DID IS THEY WENT OUT AND ACQUIRED. THE COMPANY THAT WE HAD INITIALLY CONTRACTED WITH. AND SO, AS YOU ALL KNOW, WHEN THAT HAPPENS, SOMETIMES ACQUISITIONS AREN'T AS CLEAN AND CONCENTRATION OF A COMPANY, MAYBE IN ONE AREA OF THEIR ACQUISITION VERSUS ANOTHER SO I THINK THAT MAYBE SOME OF THE ISSUES YEAH, SO WHEN THEY ACQUIRED THIS COMPANY, THEY BASICALLY GOT OUT OF THERE. CORE BUSINESS WHERE THEY HAD EXPERTISE INTO THIS UNFAMILIAR AREA AND DIDN'T SOUND THE SOUND LIKE IT WAS. IT SEEMS THAT WAY AND YOU KNOW, WE'VE GOTTEN GOOD VIDEO, BUT WE'VE GOTTEN SOME CHALLENGES WITH HIS CURRENT CONTRACT AS FAR AS THE CONNECTION AS FAR AS GETTING THE FOOTAGE TO WHERE WE NEED IT TO BE, AND THAT'S THAT'S THE BIGGEST ISSUE AND IN THE CUSTOMER SERVICE. AND SO JUST TO REITERATE WE HAVE THE TOTAL CARS. UH AND BASICALLY, WE HAVED . ONE IS GRANT AND OTHER ONES OPERA. YES SIR. THAT IS CORRECT . THAT'S WHAT WE'RE PROPOSING. ALL RIGHT, THANK YOU. WHAT ELSE HAVE ANY QUESTIONS ON FIRE ITEM? FIVE I OR J FOR CHIEF. YEAH, MAYOR PRO TEM. IT'S COUNCIL DESIRES YOU CAN IMPROVE. UH, I AND J AND ONE MOTION MOTION, ALL RIGHT? SECOND MR COATES. BUT BURNETT SECOND PLEASE VOTE. PASSES 60. FIVE K. THERE IS NO ACTION TO BE TAKEN AT THE RESULT[6. STAFF AND BOARD REPORTS]
OF EXECUTIVE SESSION. MOVE INTO STAFF BOARD AND REPORTS, PLEASE LIBRARY DIRECTOR OF VELAZQUEZ.68. GOOD EVENING, MAYOR PRO TEM AND COUNCIL. THANK YOU FOR HAVING ME THIS SCHOOL OF ALASKA'S, UH LIBRARY DIRECTOR AND COMING TO YOU WITH OUR QUARTERLY REPORT. SO THAT'S AH, WE CONTINUE OUR SERVICES OF HOME DELIVERY AND PICKUP THAT'S BEEN VERY POPULAR FOR US THAT WE STARTED BACK WHEN COVID FIRST HIT, SO WE CONTINUE THAT WE'VE ALSO STARTED HOME PICKUP OF ITEMS AND RETURN ITEMS, SO THAT'S BEEN VERY WELL GONE, VERY WELL FOR US AS WELL. AND WE CONTINUE TO COOPERATE WITH OUR OTHER BEST SOUTHWEST LIBRARIES AND I CONSORTIUM AND WE DO ALL THE CITIZENS HAVE ACCESS TO MATERIALS FOR ALL THE LIBRARIES. SO THAT HAS BEEN A LOVELY THING . STAFF UPDATES. YEAH, I'M HERE. I'VE BEEN HERE FIVE YEARS. SO WHO. MOVING ALONG, SO WE JUST FINISHED OUR SUMMER READING CLUB THAT WE'VE STARTED IN JUNE 1ST A REALLY GOOD PARTICIPATION THIS YEAR A LITTLE BIT UP FROM LAST YEAR. WE HAD LOVELY VOLUNTEERS THAT HELPED US WITH THIS PROGRAM WE DID HAVE FOR PEOPLE WHO COMPLETED THE PROGRAM FOR STUDENTS. WE GOT FREE BOOKS, FREE WATER BURGER COUPONS, FREE RANGERS TICKETS AS WELL. AND THEN WE DID HAVE AS AS EVERY YEAR PROVIDED BY OUR BEAUTIFUL FRIENDS OF THE LIBRARY OF FOR KINDLE TABLETS. SO UM, HERE'S SOME OF THE HIGHLIGHTS FROM OUR SUMMER READING CLUB. I CAN MAKE THAT. TECHNICAL DIFFICULTIES.
SOME OF THE ACTIVITIES AND PROGRAMS YOU HAD DURING THE YEAR DURING THE SUMMER AND OUR ATTENDANTS ON THOSE AND WE DON'T HAVE SAYING, UH AND INCLUDING OUR KICKOFF PARTY, AND ALL OF OUR PROGRAMS WE ARE ABOUT $3010 ARE PROGRAMS OVER THE SUMMER. AND THESE ARE OUR WINNERS OF OUR CANDLES FROM THIS YEAR. SO EACH OF THOSE WINNERS COMPLETED THEIR PROGRAM AND THEY WERE IN A DRAWING TO WIN THOSE ALSO, WE WERE EXCITED WITH THE ARBOR FUNDING. UH, WE'RE GOING TO BE, UM STARTING OUR DIGITAL LITERACY PROGRAM, AS WELL AS CONTINUAL LITERACY PROGRAMS, WHICH INCLUDE OUR SPANISH CLASSES, AND HE S L CLASSES WHICH ALREADY BEEN FULL UP, SO WE'RE LOOKING TO EXPAND THOSE EVEN MORE HAVE BEEN VERY POPULAR. UM SO THOSE ARE THINGS WE'RE LOOKING FOR, AS WELL AS, UH, ADDING TECHNOLOGY ASSISTANCE IN BILINGUAL AS WELL. AND THAT IS WHAT I HAVE. ANY QUESTIONS? BROAD COUNSELOR, MACOUTES. THANK YOU. IS THERE ANY WAY NOW THAT WE HAVE THE WERE PART OF THIS
[02:45:08]
CONSORTIUM? IS THERE ANY WAY FOR US DETERMINE HOW MANY PATRONS HOW MANY PEOPLE ARE COMING FROM OTHER CITIES TO USE OUR LIBRARY? WE CAN'T HAVE IT. BECAUSE THE WAY THAT LIBRARY CARDS ENCODED WE CAN LOOK AT WHO IS CHECKING OUT WITH THE LIBRARY CARDS FROM OTHER LOCATIONS. WE CAN RUN REPORTS ON THAT. UM THE ONLY THING IS SOME OF THE TIMES OF REQUEST MATERIALS FROM OUR LIBRARY AT THEIR LIBRARY, GET TRANSPORTED THERE AND THEY CHECK IT OUT THERE. BUT AGAIN, WE'RE NOT TRACKING IT ON OUR SYSTEM. SO WE'D HAVE TO CONSOLIDATE WITH THEM THE OTHER LIBRARIES AND KIND OF SEE IF THEY'VE GOT STATISTICS. WE CAN LOOK AT TO SEE HOW MUCH OF OUR MATERIALS THERE BEEN CHECKING OUT SO IT MIGHT TAKE A LITTLE BIT WRANGLING. BUT WE CAN GET THOSE NUMBERS, BUT WE CAN ALSO LOOK AT WHO IS COMING DIRECTLY TO OUR LIBRARY FROM OTHER CITIES AND LOOK AT THOSE NUMBERS YET. WE CAN'T DO THAT FOR YOU. YES, PLEASE. THANK YOU. ADD THAT TO MY WEEKLY REPORT FOR SURE. WE'RE COMING UP. AND IF WE CAN GET YEAH, WE CAN DO THAT. WE CAN HAVE THAT NORMALLY. SO OKAY QUESTIONS. THANK YOU, SIR. WE APPRECIATE ALL YOU DO. THANKS.SIX B OR PARKS AND REC. THANK YOU. MAYOR, PRO TEM COUNCIL BARK STEVENSON, DIRECTOR OF PARKS AND RECREATION. WE HAVE A COUPLE OF NEW EMPLOYEES FOR OUR DEPARTMENT. THAT WATER VIEW PARK LED THE FLAT PROPERTY AND THE BNSF RAILROAD PROPERTY. FOR RECREATION CENTER MEASURABLES. OBVIOUSLY THE SUMMERTIME SAID A VERY, VERY BUSY SUMMER WITH 500 VISITS OVER 100 MEMBERSHIPS WERE SOLD THIS SUMMER. A NUMBER OF ONGOING PROGRAMS. BUT I WOULD LIKE TO HIGHLIGHT THE SWAT DAY CAMP AS WELL AS A SWIPE AFTER SCHOOL PROGRAM DOING A FANTASTIC JOB, AND PEOPLE ARE SO AWESOME OFFICE VERILY PROGRAMS VERY NEAR MY OFFICE AND I RARELY HEAR THEM SO THEY'RE SO WELL BEHAVED INTO A GREAT JOB THERE SO VERY PROUD OF THAT PROGRAM. AND SOME OF THE EVENTS WE'VE HAD IN THE PARKS. OBVIOUSLY OUR MEMORIAL DAY CEREMONY OR MOVIES IN THE PARK AND THEN MADE A ROCK CONCERT THIS SUMMER AS WELL. I WAS LIKE, TAKE THIS TIME BUT HIGHLIGHT.
SOME ARE UPCOMING EVENTS AND WE'RE UP HERE IN THE PUBLIC. MOVIES IN THE PARK. SEPTEMBER 17TH. WE HAVE DOCTOR. STRANGE. CONCERT PART CONCERT ON SEPTEMBER 24TH. OKAY. WE WENT TOO FAST. SUPER SLOW. HERE WE GO . TEXAS LATINO MUSIC CELEBRATES AGAIN THE MEXICAN INDEPENDENCE DAY IN SEPTEMBER. CATFISH KIT CATCH. THIS IS A PROGRAM ACTUALLY WAS SCHEDULED FOR A FEW WEEKS AGO. BUT WE RESCHEDULED THAT DUE TO THE EXTREME DROUGHT OR EXPERIENCING IN THE LOW WATER . IS THAT WATER P PARK THAT'S A JOINT PROGRAM WITH OUR POLICE DEPARTMENT. AND WE DID THAT, FOR THE FIRST TIME IS A JOINT PROJECT LAST YEAR. AS A BIG SUCCESS, AND WE EXPECT BIG THINGS THIS YEAR AS WELL. AND THEN FINALLY, OUR BOO BASH EVENT. THIS IS A JOINT PROGRAM WE DO WITH THE LIBRARY. IT WAS HUGE, HUGE SUCCESS LAST YEAR. WE BROUGHT THAT EVENT BACK FROM COVID HOLD IT AT THE RECREATION CENTER WAS WAY UNDERSIZED OR MOVING IT BACK TO THE FIELD HOUSE FOR THIS YEAR. SENIOR CENTER MEASURABLES AGAIN. WE'RE CONTINUING TO TRYING TO LURE OUR SINGERS BACK TO THE FACILITY TO CHALLENGE THEIR STILL FEARFUL OF THE COVID. UM AND SO SMALLER THAN EXPECTED NUMBERS, BUT IT IS GROWING WITH 1500 VISITS OVER THE LAST QUARTER AT THE FACILITY. CONTAINING OUR MEALS PROGRAM. INCLUDING THE DRAFTING SERVICE, WHICH CONTINUES TO BE OUR MOST POPULAR OPTION FOR THE SENIORS. HERE'S SOME OF THE EVENTS THAT THEY HAD OVER THE PAST QUARTER. AND WE DID BRING BACK THE FIELD TRIPS AGAIN, ANOTHER BIG HIGHLIGHT FOR THE SENIORS. UM AND THEY'RE LOOKING FORWARD TO MORE TRIPS IN THE NEAR FUTURE. COVID 19 INFORMATION. AND THEN I END UP HERE AT THE BOND ELECTION PROJECTS. CAN WE FINISH OUR

LAKESIDE PROJECT? ARMSTRONG PARK. WE FINALIZED THE PRICING LAST WEEK WITH THEIR CONTRACTORS, SO THAT WILL BE COMING FOR YOU. AN UPCOMING COUNCIL AGENDA. AS WELL AS HARRINGTON PARK. WHICH IS OBVIOUSLY OVER BUDGET AS WE DISCUSSED BEFORE THERE WILL BE BRINGING FORWARD A CONTRACT FOR THE FIRST PHASE OF THAT PROJECT IN THE VERY NEAR FUTURE, AS WELL. ANY QUESTIONS YOU MIGHT HAVE. COUNCILMAN RECRUITS. THANK YOU. MAYOR PRO TEM. A COUPLE OFS WHERE WE RECEIVED A BRIEFING ON PAVILION. ROTARY PARK. IS THERE ANY ANY UPDATES ON THAT? I DO NOT HAVE ANY CURRENT OTHERS. I KNOW THEY'VE BEEN TALKING ABOUT IT AGAIN, SO I THINK THAT'S WHEELS ARE MOVING AGAIN. I HAVE NOT BEEN BOTHERED TO SPEAK. THIS IS FROM THE ROTARY CLUB. YES THEY ARE WORKING ON IT. I THINK ONE OF THE REQUESTS THAT WE JUST NEED TO WORK ON AS THEY'VE ASKED US TO DO. THE FOUNDATION AND THE WATER STORY INFRASTRUCTURE, BUT THEY'RE DOING ALL OF THE CONSTRUCTION INTERNALLY THERE AND SO THEY THEY HAVEN'T SAID ANYTHING RECENTLY, BUT I KNOW THEY'VE BEEN WORKING WITH THEIR ARCHITECT AND FINALIZE THINGS AND LOOK FOR DONATIONS. SINCE THEY'RE GOING TO DO ALL THE WORK ALL THEY'VE ASKED US TO DO WITH THE FOUNDATION. AND WE DO HAVE SOME COST SAVINGS FROM THE PARKING LOT THAT WE DID THAT PROJECT. WE DID THAT IN HOUSE.WE SAVED A CONSIDERABLE AMOUNT OF MONEY WITH OUR CONCRETE CREW AT THE TIME. SO THAT WAS WHERE WE EARMARK THOSE FUNDS FOR OUR PARTICIPATION IN THAT PROJECT. ANYBODY ELSE? THANK YOU VERY MUCH. WE APPRECIATE YOU. 60 WILL BE FILLED HOUSE QUARTERLY REPORT. MR RITA. COUNCILMAN CRUZ AND OTHERS WELCOME ARE WELCOME TO BE HERE. I'M GREG BRASS VILLE. GENERAL MANAGER AT THE FIELDHOUSE. HERE TONIGHT TO DELIVER THE THIRD QUARTER REPORT FOR THE FOR THE FIELD HOUSE. WE CAN GET RIGHT TO IT. I THINK WE CAN FIRST SLIDE ILLUSTRATES THAT REVENUES ARE TRENDING RIGHT ON SCHEDULE SLIGHTLY ABOVE AND THIS QUARTER. WELL AS I EXPECT IT'S IS A LOT OF LIKE I'M HAVING A.
THINK MY SLIDE. OR IS IT. EXPENSES ARE TRENDING SLIGHTLY UNDER SCHEDULE. FOR THE QUARTER.
WHICH LEADS US TO OUR ACTUAL NUMBERS. UM. THIS SLIDE REFLECTS OR $66,000 REVENUES OVER EXPENSES. AS OF THE END OF JUNE. THESE NUMBERS DO REFLECT $515,375 OF THE ECONOMIC DEVELOPMENT TRANSFER AND PAYMENT. SOME OF THE COUNCIL WAS ASKING ABOUT LEGION PREP ONE OF OUR VENDORS, UH, ABOUT WHERE THEY WERE WHERE THEY WERE GOING TO MAKE THE GREATER NOT. AND THE ANSWER TO THAT QUESTION IS NO. THEY CANCEL THEIR AGREEMENT. THEY PAID THEIR EXIT FEE TO DATE AND MOVED ON. AS LUCK WOULD HAVE IT, THEY WOULD HAVE IT. WE HAVE ANOTHER ACADEMY READY TO FILL IN IN THE SPOT WITH CROSSROADS ACADEMY. THEY BEGAN SEPTEMBER THE SIXTH. ON TUESDAYS AND THURSDAYS. 1 TO 5. WE HOLDING CLASS AS WELL AS A LITTLE PE IN THE GYM AS PART OF THEIR CURRICULUM AND THEIR PROGRAM. UNRELATED WE'VE ENTERED AGREEMENT WITH IVY ACADEMY, SO TUTORING SERVICE GEARED TOWARD HOME SCHOOL STUDENTS. THAT WILL BEGIN MONDAYS ONLY TWO HOURS A WEEK. 10 TO 12 TO TWO AGAIN HOSTING SOME OF THE ACTIVITIES IN THE GM AFTER THEIR CLASSES.
SUMMER CAMP, YOU KNOW, WITH THE WITH THE UM UH, EVENTS THAT HAPPENED ON. JUNE 13TH I FELT WANTED TO SHOW HOW SUMMER CAMP HAS DONE THROUGH THE YEARS. UM THIS YEAR BEING NO DIFFERENT EVEN THOUGH WE EXPERIENCED APPROXIMATELY $25,000 LOSS IN REVENUE, COMBINED WITH ADDED EXPENSE. WE WERE STILL ABLE TO PRODUCE THE $52,510 PROFIT. WHICH THAT NUMBER WOULD HAVE BEEN MUCH MORE ATTRACTIVE. HAD WE NOT EXPERIENCE WHAT WE DID. BUT ALL IN ALL THE SUMMER CAMP WAS A TREMENDOUS PROGRAM. I CAN'T SAY ENOUGH GOOD THINGS ABOUT WHAT COACH PEARSON AND HIS STAFF BRINGS TO THE TABLE. UH WHAT THE WORLD GOT TO SEE. AS ROCK SALT OF THOSE EVENTS I
[02:55:08]
WITNESSED EVERY DAY. I WASN'T SURPRISED AT ALL. UH AND SO PROUD THAT OUR GROUP METHOD METHOD CHALLENGE AND OVER AND ABOVE CAME THROUGH FOR THE COMMUNITY AND THE PROGRAM. KIND OF A SNAPSHOT OF WHAT'S GOING ON . IN JULY, WE HOSTED OUR BIG EVENTS WITH THEIR IN BLUE GASSO TOURNAMENT THAT X YOUTH EXPLOSION AND PRIMETIME NATIONALS GAVE US A TREMENDOUS JULY WE'RE IN THE MONTH OF AUGUST NOW. UM AUGUST IS A REALLY TOUGH MONTH. THAT.SEPTEMBER WIND GOT TO YET AUGUST WAS BEING A TOUGH MONTH. WITH SCHOOL GOING BACK. WE DO HAVE A FULL CALENDAR MOSTLY A BUNCH OF SMALL EVENTS, HOWEVER, THE FIELD HOUSE WE FIND A WAY TO KEEP THE PLACE MOVING ON THE WEEKENDS WITH OUR EVENTS HIGHLIGHT OF THE MONTH. TV FIVE REPORTS. UM WE JUST HAD THAT THIS PAST WEEKEND. GREAT SUCCESS. OUR YOUTH LEAGUES ARE GOING STRONG. BIG WEEKEND THIS WEEKEND THAT WE TAPER OFF TOWARDS THE END OF THE MONTH. YOU MIGHT HAVE SEPTEMBER LAST MONTH OF THE QUARTER. WE HAVE ANOTHER GASSO EVENT. WE KICK OFF OUR HIGH SCHOOL LEAGUES FOR GIRLS AND BOYS THIS YEAR WE'RE ADDING A GIRLS NIGHT ON THURSDAY TO KIND OF A JAMBOREE TO GET READY FOR THE HIGH SCHOOL SEASON. AND THEN WE KIND OF ROUND THE MONTH OUT WITH OUR UPLIFT. EDUCATION COLLEGE CAREER HUGE EVENT TO TAKE SPANISH DURING THE DAY. UM WITH ALL THE COLLEGE CAREER, KIDS COMING LOOKING FOR JOBS AND COMPARED TO THEIR FUTURE. ADD IT ALL UP. WE GOT 12 BASKETBALL TOURNAMENTS, FIVE COUNTS FIVE LEADS AND THREE SPECIAL EVENTS. I'LL BE GLAD TO ASK QUITE ANSWER ANY QUESTIONS. DO YOU HAVE ANY QUESTIONS? NOT THANK YOU VERY MUCH, SIR. WE APPRECIATE ALL YOU DO. SIX D WOULD BE THE MONTHLY FINANCIAL REPORT THAT MORE. YOU CAN ALSO MIX IN THAT QUARTERLY REPORT TO IF YOU LIKE. YES I WAS GOING TO SNEAK IT ALL IN HERE. GOOD EVENING AGAIN. MAYOR COUNCIL MEMBER CITY MANAGER. I WANT TO DELIVER THE JUNE 2022. FINANCIAL REPORT. WE ARE ABOUT THREE QUARTERS OF THE WAY THROUGH THE YEAR AND I AM PROUD TO REPORT THAT THE ALL THE FUNDS ARE DOING WELL. GENERAL FUND IF YOU TAKE A LOOK AT YOUR YOUR GENERAL FUND INTO YOUR PACKAGE. YOU SEE THAT WE ARE A WE'VE ALREADY RECEIVED 85% ALMOST 85% OF OUR REVENUES FOR THE YEAR WITH 60 TO ALMOST 63% OF THE EXPENDITURE EXPENSE THROUGH THE YEAR. UM THAT WILL PICK UP AS WE GET READY TO END OF THE YEAR IN SEPTEMBER. 30TH BY SEPTEMBER, 30TH. WITH ALL OF THAT WE ARE STILL WELL WITHIN OUR FUN BALANCED POLICY RESERVE REQUIREMENTS OF 60 DAYS THAT YOU CAN SEE DOWN BELOW AND YOUR GENERAL FUND OUR USE OF FUN BALANCE. WE STILL ONLY JUST ABOUT SPENT 37,000 OF THAT. FUNDS LEFT. I'M SORRY. THE FUNDS THAT WE HAVE JUST SPENT THUS FAR THIS YEAR. UM LET'S LOOK AT OUR WATER AND SEWER UTILITY FUND. WE CAN SEE THAT THE REVENUE HAS A LITTLE BIT PICKED UP THIS SUMMER . UH FROM LAST YEAR, YOU CAN SEE THAT WE WERE ABOUT 63% OR 62% OF THE BUDGET THIS YEAR ABOUT 67% SO THAT'S 5% MORE. UM TO THE BUDGET THAN WE WERE LAST YEAR.
SO THAT'S THAT'S A GOOD THING. I THINK THAT WHEN WE IMPLEMENTED BACK THE CUT OFF IN THE LATE FEES THAT KIND OF GAVE US A LITTLE BIT OF, UM THEN WE HAVE THE EXPENDITURES OF 63% OF SPENT. WITH A LITTLE BIT UNDER WHAT WE DID LAST YEAR, BUT IT'S STILL TRACKING. WELL. THAT'S FUN IS STILL TRACKING WELL, AND WE EXPECT IT TO END WITHIN THE BUDGET. WE HAVE THE UTILITY. C I P FUN. I STILL HIGHLIGHT THAT $8 MILLION BUDGET FOR THE CAPITAL OUTLAY THAT WE PROBABLY WILL NOT MAKE THIS YEAR WILL NOT BE ABLE TO SPEND THAT MUCH AND I BELIEVE IN OUR BUDGET REVISIONS. WE MADE SOME REVISIONS TO THAT BUDGET FOR THIS YEAR BECAUSE WE REALLY DON'T BELIEVE THAT WE'RE GOING TO BE ABLE TO SPEND THAT. UM NO ECONOMIC DEVELOPMENT FUND, AS YOU KNOW, IS WHERE WE DO A LOT OF THE DEVELOPMENT IN THE CITY OR REDEVELOPMENT, AND THAT FUN IS TRACKING WELL. AS WELL AS I FIELD HOUSES. YOU JUST HEARD THE FIELD HOUSE HAD A NET REVENUE ACTUALS OF 66,000. AND FROM THE BUDGET, SO THAT'S A GOOD GOOD IMPROVEMENT. HOWEVER WE STILL DO HAVE, UM, FUN BALANCE THAT IS IN
[03:00:05]
THE HOLE. TO THE TUNE OF ABOUT 1.3 MILLION. AND ALL OF OUR OTHER FUNDS. ALL OF THOSE FUNDS ARE DOING WELL. THE SPECIAL REVENUE FUNDS UM, IF YOU TAKE A LOOK AT THE JUVENILE CASE. I'M SORRY TO DO IN OUR CASE, THE COURT FUNDS AND THE EMERGENCY MANAGEMENT FUNDS THE ONLY ONE THAT REALLY IS A LITTLE LESS THAN FUN. BALANCE IS THE EMERGENCY FUN AND WE'VE LOOKED AT THAT FUND. THERE'S JUST SOME THINGS THAT WE NEED TO TRANSFER THAT GOT CHARGED. THEY'RE NOT SUPPOSED TO BE THERE. SO WE END UP MAKING THAT FUN HOLE BEFORE YEAR IN WE HAVE OUR DEBT SERVICE AND CAPITAL PROJECT REPLACEMENT FUNDS. THESE ARE FUNDS WHERE WE DO CAPITAL PROJECTS. WE ALSO REPLACE. UH, ITEMS IN THOSE FUNDS THAT FOR I T AS WELL AS FOR FLEET. SO THOSE FUNDS ARE TRACKING WELL. AND THAT'S. OTHER ENTERPRISE FUNDS. THESE ARE DRAINAGE AND SANITATION FUNDS.AND REMEMBER THESE FUNDS OVER OUR ENTERPRISE FUNDS, HOWEVER. THEY ARE. YOU KNOW, WE HAVE SOME BIG PROJECTS IN THIS ONE, ESPECIALLY THE SANITATION. AND SO IT'S GOING TO EAT DOWN. DRAW DOWN ON THIS FINAL A LOT WHEN WE START THE NEW YEAR. THAT'S IT. YOU HAVE ANY QUESTIONS? YOU HAVE ANY QUESTIONS? THAT BEING SAID, WE ARE ADJOURNED. ONE MORE. ONE MORE QUARTERLY INVESTMENT. YES, WE'RE GONNA WE'RE GONNA KEEP ON OKAY? YOU WILL LOOK AT OUR INVESTMENTS. IF YOU SEE THAT WE SEVENTIES. SIX MILLION AS OF JUNE 30TH IN THE BANK HOURS IN INVESTMENTS IN CASH AND INVESTMENTS, AND THAT'S DOWN FROM THE 79 MILLION FROM AS OF MARCH, AND THAT'S REALLY BECAUSE WE HAVE SOME DRAWDOWNS AND CDS AS WELL AS WE'RE SPENDING MONEY WHERE DOING EXPENDITURES WERE BEHIND THINGS. AND SO WE'RE GETTING READY TO END THE YEAR AND THUS ALSO, OUR PROPERTY TAXES HAVE JUST ABOUT ALL COME IN. AND SO THAT'S THE DRAW. THAT'S ALREADY COME INTO THE SYSTEM. AND SO WE'RE DRAWING DOWN ON THAT NOW. OKAY? WE'VE EARNED ABOUT 47 MILLION. UM THAT'S A JUMP UP FROM LAST QUARTER, WHICH WAS LIKE 29 ALMOST 30 MILLION AND SO ARE YIELDED, WENT FROM 51% OF 510.51 TO A 0.75. OUR PORTFOLIO IS CHANGING SLIGHTLY. YOU CAN SEE THAT WE DID A DRAW DOWN ON C D S A LOT OF OUR CITIES MATURED AND WE'RE GETTING READY TO GO BACK OUT BECAUSE WHEN I SHOW YOU THE NEXT START YOUR YOU'LL SEE WHY. SO 42% OF OUR PORTFOLIOS IN MONEY MARKETS, AND THEN WE HAVE SOME IN OUR BANK AND OUR CASH ACCOUNT. HERE'S OUR PERFORMANCE FOR A PORTFOLIO COMPARED TO THE TREASURY. BILL IS BILLS AND THE NOTES AND OUR TEXT POOL, WHICH IS A LOCAL GOVERNMENT POOL. YOU CAN SEE FROM THE LAST QUARTER AND FROM THIS QUARTER IS A BIG CHANGE BECAUSE RATES HAVE INCREASED OUT THERE. SO OUR PORTFOLIO RIGHT NOW WE ARE NORMALLY ABOVE WHAT THOSE BENCHMARKS ARE, BUT NOW WE'RE BELOW SO YOU HAVE TO GO BACK OUT AND INVEST IN THE TREASURIES AND WE'LL GET READY TO DO THAT. AND THIS JUST GIVES YOU, UH, LOOK AT THE PICTURE OF WHAT OUR PERFORMANCE IS. COMPARED TO THOSE THINGS GRAPHICALLY. AND THAT'S JUST THE YIELD CURVE FROM LONG TERM NOTES TO SHORT TERM HOW THE YIELDS ARE FURTHER OUT THERE HIGHER THAN THEY ARE LOWER THAN THEY ARE WHEN THEY'RE SHORT TERM. OUR STRATEGY. WE'RE GOING TO CONTINUE TO LADDER THE PORTFOLIO AS CASH FLOW PERMITS. RIGHT NOW WE HAVE AS WE ARE DRAWING DOWN ON THE YEAR IN. WE'RE LOOKING AT OUR EXPENDITURES AND SEEING WHAT WE HAVE AVAILABLE TO GO BACK OUT. OUR LOCAL GOVERNMENT INVESTMENT POOLS LIKE TEXT, POOL AND LOGIC.
THE RATES ARE INCREASING IN RESPONSE TO THE MARKET SO THEREFORE WE CAN PUT MORE MONEY IN THOSE AND WE ARE SHIFTING MONEY FROM THE BANK, ACTUALLY, WELLS FARGO TO THE POOLS. ONE STAFF IS LOOKING AT INVESTING IN TREASURY INSTRUMENTS AND MUNICIPAL BONDS AS THE OPPORTUNITY IS AVAILABLE. QUESTIONS. AND QUESTIONS. WELL, THANK YOU, MA'AM. FOR ALL THAT WE APPRECIATE IT. AND WE ARE ADJOURNED AT 9 51. THANK YOU FOR YOUR
