THAT WAS APPARENT ALSO LAST WEEK WHEN A WATER MAIN BROKE UNDER OUR STREET AND THE ENTIRE AREA WAS HEAVING WITH WATER POURING OUT THROUGH CRACKS IN THE PAVEMENT, THREATENING TO FLOOD MY NEXT DOOR NEIGHBOR'S HOUSE A COUPLE OF NIGHTS LATER OVER 1500 HOMES IN OUR AREA WERE WITHOUT ELECTRICITY. THIS HAS HAPPENED BEFORE, WHEN AN OLD TRANSFORMER FINALLY GIVES UP. OUR DRAINAGE AND UTILITY EASEMENTS MORE FONDLY KNOWN AS CREEKS HAVE INADEQUATE OR NON EXISTENT EROSION CONTROL MEASURES IN PLACE. WE ALSO REGULARLY SMELL SEWAGE FLOWING IN THE CREEK ON OUR PROPERTY. I LIVED FOUR YEARS IN A COUNTRY WHERE INFRASTRUCTURE WAS UNRELIABLE DUE TO DECADES OF WAR, CORRUPTION AND NEGLECT. I'LL TELL YOU, I'M STARTING TO WONDER IF WE'RE HEADED FOR THE SAME STANDARD OF LIVING. EVEN SO, I WILL NOT BE ADVOCATING FOR AN INCREASE IN PROPERTY TAXES. THIS CITY HAS CREATIVE WAYS OF ACQUIRING AND APPROPRIATING MONEY. AND I EXPECT YOU TO USE THIS SKILL DURING THIS BUDGET CYCLE. WE RECEIVED MILLIONS OF DOLLARS IN ARPA FUNDS THAT WERE SPENT ON THINGS THAT I WOULD CALL UNNECESSARY, EVEN FRIVOLOUS, GIVEN THE REAL ISSUES WE FACE. ALTHOUGH THERE WERE GUIDELINES ON HOW IT COULD BE USED, CREATIVE MANAGEMENT WOULD HAVE REAL LOCATED EXISTING FUNDS AND APPLIED ARPA IN ACCEPTABLE CATEGORIES INSTEAD OF THINKING OF IT AS A SHOPPING SPREE. I MEAN AT THE RECENT BUDGET WORKSHOP, ONE PRESENTER WAS EXPLAINING THAT IF THE INCREASED TAX IS FOR DEBT, THERE'S NO LIMIT TO STAY UNDER AND YOU CAN AVOID ASKING THE PUBLIC TO VOTE FOR A TAX INCREASE. UNLIMITED INCREASE WITHOUT ASKING THOSE IT AFFECTS. SO I KNOW YOU CAN GET CREATIVE. WE CAN'T AFFORD TO PAY MORE IN PROPERTY TAX.
