AND RIGHT ON THE FRONT . THE CITY PROPOSES A 7.0% RATE REDUCTION FOR THE CITY OF DUNCANVILLE IS PART OF YOUR PROPERTY TAX. THAT SOUNDS REALLY GOOD. A SEVEN POINT OH 8% RATE REDUCTION. WE ALL THINK OUR TAXES ARE GOING DOWN WHEN WE READ THAT. ON THE VERY BACK, IT SAYS A TAX REDUCTION. OF POINT. OH 4954 CENTS PER $100. IT IS NOT A TAX REDUCTION. THAT'S DISHONEST. IT'S A REDUCTION IN THE TAX RATE. I'M A REAL ESTATE BROKER. AND WE HAVE A TERM IN REAL ESTATE CALLED PUFFING. AND WHAT IT MEANS IS EXAGGERATION OF FACT. IF I'M TALKING ABOUT A HOUSE, AND I'M SAYING HOW GRAND IT IS, AND I'M REALLY OVER EXAGGERATING THE BENEFITS OF THIS HOUSE, AND I REALLY MINIMIZE THE THINGS THAT ARE WRONG WITH IT. THAT'S DECEPTIVE.

IT'S UNETHICAL AND I COULD LOSE MY LICENSE FOR THAT. AND YET, THAT'S WHAT THE CITY'S DOING PRESENTING THIS AS A TAX REDUCTION. A PROPOSED TAX REDUCTION. REDUCING THE ADVIL OR IN PROPERTY TAX RATE. FROM 0.7. OH 2.65. WHAT THAT DOESN'T SHOW IS ON THIS OTHER. IT'S A REDUCTION IN THE RATE FROM PREVIOUS YEARS. YOU SAY THAT? IT IS IMPORTANT TO NOTE THAT IT'S BEEN REDUCED FOR THE PAST FIVE YEARS. BUT WE'VE HAD A TAX INCREASE FOR AT LEAST EIGHT YEARS, PROBABLY MORE , BUT THE REST OF THE YEARS AREN'T ON THIS PAGE. OUR BILL WILL INCREASE. BECAUSE YOU ADOPT A RATE OVER THE NO NEW REVENUE RATE. UH THEY'RE FULL COST OF LIVING INCREASE THAT SOMETHING THAT THEY WILL RECEIVE THE STEP INCREASE BECAUSE THEIR CIVIL SERVICE, BUT SOME OF THE OTHER THINGS THAT ARE INCLUDED WOULD BE DONE. WE WOULD BASICALLY ELIMINATE ALL OF THE ENHANCEMENTS. WE'VE DISCUSSED THAT OUR GENERAL FUND FUNDED. PLUS, WE'D HAVE TO MAKE ADDITIONAL REDUCTIONS IN THERE.

WHEN WE LOOK AT A BASELINE BUDGET, THE BASELINE BUDGET IS NOT JUST A FLAT FROM LAST YEAR, THERE ARE SOME NATURAL INCREASES THAT OCCUR SPECIFICALLY IN PUBLIC SAFETY WITH THE CIVIL SERVICE PROGRAM, WHICH ARE STEP INCREASES. NOW THE OTHER PORTION OF IT IS IF WE HAD A INDIVIDUAL WHO DECIDES TO DEPART, AND THERE ARE SOME OTHER COSTS, AND SO YOU COULD HAVE A SPIRAL IMPACT, AND THAT IMPACT IS AS LONG STANDING BECAUSE THE COST OF TURNOVER IS SPECIFICALLY IN THOSE AREAS IS VERY HIGH, PLUS THE ADDITIONAL PAYOUTS THAT ARE INVOLVED WHEN SOMEONE DEPARTS.
